FA8128-19-R-0005 – Q&A

Q1. Would the government please clarify submission requirements for this effort? In Section L, 2.2.6 “Submission, Modification, Revision and Withdrawal” – it is stated that our proposal must be submitted in electronically format via email and to provide 2 copies on an electronic media mailed to the address specified in the RFP. However, in Section L, 2.2.7 – the requirements specify that the electronic copies of the proposal must be “identical to hard copies” but there is no other mention of hard copies throughout the solicitation. Is it correct to assume that we will be compliant if we submit our proposal via email and CD-ROM with no hard copy submission?

A1. The Government will need an emailed proposal and a CD-ROM mailed to us. No hard copy submission is required.

Q2. Would the Government accept the emailed version of the proposal at the proposed deadline and then extend the due date for the CD-ROM?

A2. The CD is due by the proposal due date and time. The solicitation has been extended until 22 Jul

2019 to allow for this timeframe.

Q3. In regards to the subject solicitation, PWS Section 1 (pages 78 and 79), when the government is saying 84 basic TOs comprising an estimated 14,143 pages. Does this definition for “basic TO” include any other type, like checklists, work cards etc.?

A3. Approximate pages for Technical Orders we manage (Checklist, IPBs, Manuals), does not include

TCTOs or Supplements. The number is 14,143 pages.

Q4.In regards to PWS 1.1g page 4 – Please clarify an approved industrial clearance facility?

A4. Meaning they meet the requirements of the DD Form 254. Facility certified to maintain, stock, store, Issue classified data up to Secret level.

Q5. For the cost/price volume, it states additional documentation in accordance with section above

6.4.1, however, I am unable to locate section 6.4.1. Please advise.

A5. The statement referencing 6.4.1 has been deleted from Section L.

Q6. Can we have the information for incumbent and the current contract number? Also can I have the historical number of personnel performing these operations

A6. The current contract # is FA8128-14-D0002. Amendment 2 does address estimated quantities to assist with pricing.
