Questions and Answers
• What is the installation contractors warranty period?
Answer: The industry standard is one year.
• Question and Answer set 3 question 2 addressed the POP however, it did not fully identify the complexity of the situation. The Government expects the completion period of 90 days after award will be sufficient time to accomplish:
o The site survey (PWS 2.2.1) o The site survey in-brief (PWS 2.2.1.1) o The site survey out-brief (PWS 2.2.1.2) and incorporating the Site Design/Installation Plan revisions o The site design reviews that are required to be in person at the site (PWS 2.2.2.2) o Completion and acceptance of the contractors 95% design; the contractor proceed with procurement of equipment or the installation until we have received the Government PCO’s and Contracting Officers approval (PWS 2.3)
All of these factors include time constraints that the offeror will have little or no control over. Would the Government consider changing the period of performance from 90 Days after Award to 90 Days after approval of the 95% Design?
Answer: The customer has already completed extensive research and has an ACS/IDS/CCTV design that only needs refinement (such as length of cables, figuring out how to suspend PIRs from the no-drop ceiling rooms). The site survey is needed to bring the contractor/vendor to the site to identify any specific requirements/materials that may have been missed or omitted on the equipment list. The site survey needs to take place as soon as possible after award date to work within the 90 day POP and so that the contractor can begin procuring materials for this contract. Due to time constraints, the in and out brief should take place same day. The 95% design review can be accomplished via telecom with designs sent through email. Traveling to TAFB for the 95% design review is not necessary, as long as telecom/email is used with approval from the customer office/PCO. The customer is stilling requesting a 90 day POP from the award date.
