Technical Evaluation Criteria for Composites Paint and Layup Area HVAC, Bldg.9001
Subfactor 1: Layup Room HVAC System
The Government will assess the Offeror’s proposed approach and design for the Layup
Room HVAC System. Offerors are required to present all the information as stated in the
Instructions to Offerors (ITO), FAR 52.212-1. The subfactor minimum is met when the
Offeror’s proposal demonstrates an adequate understanding, and thoroughly substantiates all of the following essential components:
a. An acceptable approach for Layup Room HVAC System which meets all requirements of the SOW paragraph 3.1.1 with corresponding tables and sections.
The approach must include specific descriptions, detailed specifications, and sketches to show how the Layup Room HVAC System is designed and operated, and if any required equipment upgrade is needed to meet the requirements in aforementioned SOW paragraphs.
b. An acceptable approach for any new equipment or upgrades to existing equipment to meet all requirements of the SOW.
c. An acceptable approach with detailed descriptions to upgrade existing equipment
(if necessary) to achieve the requirements for the subfactor. The approach must include descriptions, manufacturer(s) and model(s), and sketches of the equipment to be installed.
Subfactor 2: Paint Booth HVAC System
The Government will assess the Offeror’s proposed approach and design for the Layup
Room HVAC System. Offerors are required to present all the information as stated in the
Instructions to Offerors (ITO), FAR 52.212-1. The subfactor minimum is met when the
a. An acceptable approach for Paint Booth HVAC System which meets all requirements of the SOW paragraph 3.1.2 with corresponding tables and sections.
The approach must include specific descriptions, detailed specifications, and sketches to show how the Layup Room HVAC System is designed and operated, and if any required equipment upgrade is needed to meet the requirements in aforementioned SOW paragraphs.
b. An acceptable approach for any new equipment or upgrades to existing equipment to meet all requirements of the SOW.
c. An acceptable approach with detailed descriptions to upgrade existing equipment
(if necessary) to achieve the requirements for the subfactor. The approach must include descriptions, manufacturer(s) and model(s), and sketches of the equipment to be installed.
Subfactor 3: Monitoring and Controls Systems
The Government will assess the Offeror’s proposed approach and design for the monitoring and controls systems. Offerors are required to present all the information as stated in the
Instructions to Offerors (ITO), FAR 52.212-1. The subfactor minimum is met when the
a. An acceptable approach for monitoring and controls systems which meet all requirements of the SOW paragraphs 3.1.1.1 & 3.1.2.1 and corresponding Tables
1 for Composite Layup Room and 2 for Paint Booth. The approach must include specific descriptions, detailed specifications, and sketches to show how the monitoring and controls systems are designed and operated, and if any required equipment upgrade is needed to meet the requirements in aforementioned SOW paragraphs.
b. An acceptable approach for any new equipment or upgrades to existing equipment to meet all requirements of the SOW.
c. An acceptable approach for how the alarming type as described in the tables in each of the paragraphs mentioned above will be designed and installed.
Subfactor 4: Project Schedule and Project Management
The Government will assess the Offeror’s proposed approach for Project Schedule and
Project Management. Offerors are required to present all the information as stated in the Instructions to Offerors (ITO), FAR 52.212-1. The subfactor minimum is met when the Offeror’s proposal demonstrates an adequate understanding, and thoroughly substantiates all of the following essential components:
a. The contractor shall warranty the final deliverable for a period of two (2) years from the completion date IAW section 3.11 of the SOW.
b. An acceptable approach for Schedule and Hour of Operation which meets the requirements in section and subsequent subsections 4.0 of the SOW.
