MOC Surveillance Questions & Answers – 14 January, 2020
1. Who will be the various Facility Access personnel that we will have to interface with? – OBCB will facilitate access.
2. Will the diagrams contain preferred cable runs? – Cable runs are not provided.
3. Will the diagrams contain preferred camera angles? – Yes, the updated drawing has angles.
4. Will the diagrams contain location of switches and switch boxes? – No Contractors will have to follow conduit to find switch boxes that were not provided.
5. Will the diagram contain location of existing operational/non-operations cameras to be interfaced into new installation? – Diagram will not guarantee location of cameras in use
6. Does the warranty requested include existing equipment that the new installation is interfaced with? What specific labor is Tinker requesting to be warrantied? Does that labor include the upgrade to existing antiquated infrastructure? – Warranty only to cover equipment installed by Contractor and any physical connection of existing equipment. Any existing antiquated infrastructure being replace will not be cover as it is being removed
7. Will unforeseen site conditions i.e. security/safety incidents out of the control of the awarded contractor, be considered in formulating final POP period? – POP will be extended. If there are issues that are caused by Government personnel or exiting Government equipment still being used (like existing fiber) will be taken into account as it is found.
8. Would Tinker consider like equipment rather than Avigilon specific? Tinker is requiring equipment that is “Compatible” with Avigilon equipment as the KC46 equipment is Avigilon and must interface with the system being upgraded.
9. Is Tinker aware that significant reengineering of network infrastructure is required specifically with incorporating/upgrading existing analog cameras into newly installed network? Tinker is requesting a finished product. If there is reengineering time and cost then Contractor shall consider that when submitting their proposal.
10. Building penetrations and conduit runs outside to inside – has Tinker taken into account the need to drill/tap into building structures and are there any limitations, restrictions or qualification in order to engage this facet? – Tinker has taken this into account and will get then needed permissions once the assessment has been done.
11. If Tinker is limiting working hours to 0700-1600, what is the protocol for bringing in lifts and electrical tools inside highly constrained areas i.e. B1/B52 hangars? – Tinker requested work to be done in these hours. The PWS does allow for work to be done outside of those time, but Contractor shall coordinate with COR prior to working outside of those hours. The COR will coordinate with getting equipment to the location. Lifts may be trailered in to prevent having to drive lift across the RAMP area.
12. Will there be a Technical Contracting Officers Representative for day to day inquiries? – Yes a COR will be appointed at time of award.
13. What are the inclement weather strategies that Tinker recommends? – If weather causes delays then this will be addressed with the COR/Contracting.
14. Is there a preferred building-to-building sequence of installation that Tinker prefers? – Sequence is up to the Contractor.
15. Is there a staging area that Tinker will make available to the vendor? Will this be a secured area? – The Government shall provide an area that the Contractor may leave equipment. Any security needed for that area will be provided by Contractor.
16. Will the vendor be allowed unrestricted/unescorted access to drive in and around the ramp area IAT transport equipment, personnel and materials? Does completion of required training satisfy this? – Following the completion of a basic background check the Contractor will be allow unescorted access to certain areas. Some areas inside building will required an escort at all times due to the clearance needed.
17. Will Tinker provide passwords and IP addresses for all existing Avigilon network equipment? – At time of award these items will be provided as needed.
18. Will Tinker provide building-to-building line drawings in order for the vendor to build a topology and connectivity diagram from? – See new drawing showing complete topography
19. Does the 48 hours response time require physical presence within 48 hours or will over the phone attempts at troubleshoot start the 48 hour response requirement? – The 48 hour response is for initial contact. The Contractor will be free to decide at that time if it can be corrected remotely and/or schedule a time to be on site.
20. Is there a CAC card requirement for vendor access to existing ESS systems? – At least one Contract employee will require this access for the uploading of the camera control operating system.
21. Would Tinker be open to hosting another vendor site walk through? – Due to time constraints the Government will not be hosting another site visit.
22. Does the Quarterly Review requirement of OSC-ALC Quarterly Security Briefing require that vendor technicians review this during the installation period, or for the term of contract? – This is a requirement but is a handout that will be given to them by the COR/GPOC to read and then sign.
23. Are all training requirements available via USAF Web? Is there a requirement for approval prior to engaging this training? Can the training be completed post-award? – Most training that will be required can be done on site the first hour or two at most after award. Flightline training will have to be scheduled and will be approximately 8 hours in an evening.
24. What network switch is currently being utilized for the Fiber Back Bone? – Due to security concerns this information will only be provided at time of Award.
25. Would Tinker be open to hosting a clarification call - CNSD requests clarity regarding the number of existing clients and preferred fiber network configuration? – At this time all conference calls will be done after contract award.
26. When did Tinker anticipate this work to begin? – Tinker is interested in final completion time.
When to begin will be left to Contractor.
27. In how many days did Tinker project this project to complete? – Due to the need for an assessment period the Completion date will be pushed 120 days from time of award. If this is not acceptable please respond to Contracting with your reasoning and a projection of how much time is needed.
28. What is the total time length of the training required for Contractors listed in Section 1.38 of the Performance Work Statement (PWC) for A19-033 MOC Surveillance Equipment Upgrade? And are all personnel required to take all of the training or can supervisor take the training? - All Contracted Employees will have to complete a multipage questionnaire and come to Tinker AFB to be fingerprinted as part of a basic background check. Once a case is opened for investigation they may be issued a temporary access badge pending the completion of that background check.
An additional 8 hours in the evening will be required for Contractors that will be driving on the Ramp area. Most training that will be required can be done on site the first hour or two at most after award.
29. What is the latest version of the current Avigilon Control Center Software in use now? – Government is not aware at this time.
30. Are there any infrastructure diagrams? – All known diagrams have been provided.
31. How do we know which existing cameras cabling is good and if not, how do we quote running the new cabling? Same question for network switches. – If Cameras are not already working, the Government is unaware if the cabling is in working condition.
32. Is cabling required to be run in conduit? If so, are there specifications for conduit, routing, and type? – Cabling is required to meet the Tinker Facility Standard and Tinker Electrical standard
33. Will old monitors on wall that are being replaced be relocated by you or do we need to relocate all wall monitors to allow for the replacement 60” monitors and new monitor? – If Contractor decides that an existing monitor needs to come down then they will remove it from the wall to a location designated by the Government personnel
34. What is total number of camera’s on system? Needed to count data storage calculations. – Based on PWS review the final number of cameras will be up to the Contractor as long as the requested capability is there.
35. Where is the location of the recording server(s)? – b2136, 2122, & 2121 locations were shown on the site visit. Other locations will have to be located.
36. How much site/safety training will we need to badged so we don’t have to escorted (if possible)? – The training will involve on base restricted area training that is one evening plus printouts that the COR will provide.
37. Who will be responsible for replacement and configuration of any new switches that need to be added or those that need to be replaced? Is there a specification for network switches? – As final number of switches that will be needed will be up to the Contractor the configuration of Contractor supplied equipment shall be done by Contractor. Government equipment configuration such as fiber will be done by the Government personnel or Government Contractor.
38. If new network switches are required, who will be responsible for extending and configuration of the fiber network to the new switches? – New configurations to existing fiber will be done by Government personnel and if delayed the completion date will be extended.
39. Based on 243 cameras recording 50% motion 50% of day at 15 fps recording and storing for 180 days will equal 2,600 TB of storage. Does this seem like a reasonable amount of storage space?
This will be a large amount of drives. – Final storage requirements as to the amounts needed will be up to Contractor’s discretion as long as the required time is achieved.
40. Can a different Video Management Software be proposed instead of Avigilon? – As long as it is compatible with existing Avigilon equipment then that is fine.
41. How many current camera licenses’ do you currently have now? – The Government is not aware of its current number of Licenses.
- When you say the new CCTV System needs to integrate with Avigilon, do you mean that the remaining Avigilon system has to be able to be used in conjunction with the new system or through the new system? – Avigilon equipment was just installed in our KC-46 area within the last year. This is the equipment that will need to integrate with the new equipment that is part of the current effort.
- How many cameras are currently being used on your current system, and how many of them will remain? – Approximately 200 units with not all of them working. Per the new PWS the total units installed will be up to the Contractor as long as the designated coverage in the maps and the language in the PWS is followed.
- Can you update the photos with camera locations and show where the remaining cameras are located, required/desired camera views, and where all available switches are located in each building? – No additional information can be provided outside of the site visit.
- Will there be an available secure storage on site the contractor will have access to, to store materials and work out of? – Space to secure equipment being used will be provided. Contractor shall be responsible for securing this equipment in that location.
- Does the new camera system have to be Avigilon? – See answer to question 1
- Is there an existing fiber network to each building requiring upgrades / new cameras that can be utilized? If no, does the contractor need to price it in? – There is existing fiber. Should fiber need to be repaired the Government will expedite this and will consider additional time to be negotiated if this causes delays.
- Are there existing racks, switches, and wire to be utilized where possible? – All known equipment was shown on the site visit. Any that is needed to be found will have to be done after award by the Contractor.
42. Please provide detailed drawings indicating the following:

- I understand all switches and servers will need to be upgraded with this proposal, please provide the # of fiber ports required at each switch location. – Per revised PWS this will need to be determined by the contractor
- On drawing please delineate between a camera replacement location (where existing cabling and building penetration can be used) and a location requiring a new data cabling drop and full installation with building penetration. – If new penetration is required by the Contractor the Government will expedite approval for these after contract award
- Indicate desired field of view for camera aiming. – See updated drawings.
43. Will new technology cameras be required to provide the same Avigilon camera side and server side analytics processing as other areas of the base? - See revised PWS, as yes the ability to track people and vehicles will be required.
44. Will software updates and licensing need to be maintained throughout the 5 year warranty period? – Yes
45. Will the pricing for the 5 year warranty need to include all charges associated with the maintenance, upkeep and repair of the system, including lift rental, delays of escorts and any other possible expenses? – Yes
46. What are the base access requirements that will need to be maintained for the 5 year service period? – Base access will be addressed as needed, but the minimum amount will be taken care of with a temporary pass issued to the Contractors.
47. Please describe the projected time investment per employee for certification to work on the flight line. Are there any special renewal requirements? - All Contracted Employees will have to complete a multipage questionnaire and come to Tinker AFB to be fingerprinted as part of a basic background check. Once a case is opened for investigation they may be issued a temporary access badge pending the completion of that background check. An additional 8 hours in the evening will be required for Contractors that will be driving on the Ramp area.
48. Please describe the auditing reporting requirements necessary for this system for the 5 year service time frame. – This is only required for 1000 or more hours per year for this contract.
49. Will the contractor need to include software licensing updates for all existing cameras currently connected to the MOC system or will that be done by a third party? - Contractor shall provide
50. Will there be special work requirements for the interior cameras when a lift is required? (After hours work, any other requirements?) – See revised PWS in regards to hours of operation and installation notes in work areas.
51. Typically video is stored for 30 days. Can you confirm that all of these cameras need to be recorded for 6 months? – Confirmed
52. Please confirm that all cabling needs to be installed in conduit. – Cabling is required to meet the
Tinker Facility Standard and Tinker Electrical standard
53. Please confirm if the contractor will be required to provide electricians for any additional power circuits required. – Power shall be provided to the nearest junction box. Contractor shall be required to follow Tinker Electrical Standards for any additional work done by Contracted Electrician.
54. Will escorts be necessary in work areas, what areas will be effected? – This is depending on the areas that are being worked on and will be outlined on Contract Award.
55. In the below mentioned PWS spec; there are two conflicting camera resolutions requested. Weather we get the award or not, everyone should be quoting you 8 MegaPixel cameras in order to reach 4k standard. – (1.2.2 Interior Three Megapixel Camera Requirements:
Cameras shall be 4k minimum resolution, true Day/Night, vandal resistant housing, ICR, and autofocus zoom lens. Cameras shall come with all required mounting hardware for location they are to be installed at.) -- See revised PWS.
56. I understand all switches and servers will need to be upgraded with this proposal, please provide the # of fiber ports required at each switch location. –See revised PWS as the number needed will be determined by the contractor to fulfill the needed requirement.
