ADDENDUM TO FAR 52.212‐2
EVALUATION FACTORS FOR AWARD USING FAR 13 PROCEDURES
A. BASIS FOR CONTRACT AWARD
1. This acquisition will utilize FAR 13 Simplified Acquisition Procedures to make a best value award decision. Contract may be awarded to the vendor who is deemed responsible in accordance with the
Federal Acquisition Regulation (FAR), whose quote conforms to the solicitation’s requirements to include all stated terms, conditions, representations, certifications, and all other information required by evaluation factors and is judged based on the evaluation factors, subfactors, to represent the best value to the Government. Best value will be determined by the vendor who submits the lowest priced quote that meets all required technical requirements.
B. EVALUATION FACTORS

A. Subfactor 1: Work Platform
B. Subfactor 2: Air and Electric
C. Subfactor 3: Safety
D. Subfactor 4: Quality
Factor 2: Price
ACCEPTABLE – The quote meets all specified minimum requirements necessary for acceptable contract performance
UNACCEPTABLE – The quote fails to meet specified minimum requirements necessary for contract performance. Quotes with an Unacceptable rating are not awardable.
2. Technical acceptability will be based on an evaluation of quotes against the criteria stated below and other technical specifications outlined in the Statement of Work (SOW) and Specifications attached to this solicitation. Vendors are required to meet all aspects of the SOW and Specifications as well as the criteria listed below, which will be used to determine technical acceptability. Vendors are required to present all information as stated in the Instructions to Vendors (ITO), FAR 52.212‐1. The minimum requirement is met when the vendor’s quote thoroughly substantiates all the following technical criteria.
In order to be deemed technically acceptable, vendors must also provide a written approach to the following technical criteria. A statement of “I concur” or “Acknowledge” will not be accepted and mirroring (or copying) back what is listed in the SOW or Specifications as your response will not be accepted.
i) Subfactor 1: Work Platform
The Government will assess the Vendor’s quoted approach and design of the B‐52 maintenance work platform. Vendors are required to present all the information as stated in the ITO 52.212‐1. Contractor attendance at the pre‐quote site visit is strongly recommended in order to provide a technically acceptable quote. The fit and function of several of the stands will have modifications from the configuration of existing stands, which can only be adequately explained and visualized on‐site. The sub‐ factor minimum is met when the Vendor’s quote demonstrates an adequate understanding, and thoroughly substantiates all of the essential components outlined in the ITO, 52.212‐1.
ii) Subfactor 2: Air and Electric
The Government will assess the Vendor’s quoted approach and design for the B‐52 maintenance work platform air and electric capabilities. Vendors are required to present all the information as stated in the
ITO, 52.212‐1. The subfactor minimum is met when the Vendor’s quote demonstrates an adequate understanding and thoroughly substantiates all the essential components outlined in the ITO, 52.212‐1
iii) Subfactor 3: Safety
The Government will assess the Vendor’s quoted approach and design for the B‐52 maintenance work platform safety issues. Vendors are required to present all the information as stated in the ITO, 52.212‐
1. The subfactor minimum is met when the Vendor’s quote demonstrates an adequate understanding and thoroughly substantiates all the essential components outlined in the ITO, 52.212‐1
iv) Subfactor 4: Quality
The Government will assess the Vendor’s quoted approach and design for the B‐52 maintenance work platform quality. Vendors are required to present all the information as stated in the ITO, 52.212‐1. The subfactor minimum is met when the Vendor’s quote demonstrates an adequate understanding and thoroughly substantiates all the essential components outlined in the ITO, 52.212‐1
3. The vendor’s price will be evaluated for award purpose, based on the total evaluated price. The government will also evaluate the price realism of each Vendor’s quoted price. This will include an evaluation of the extent to which the quoted price is sufficient for the work to be performed, reflecting a clear understanding of the requirements, and consistent with the unique methods of performance and materials described in the Vendor’s quoted technical approach.
C. SOLICITATION REQUIREMENTS, TERMS AND CONDITIONS
Vendors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award.
Vendors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
