ADDENDUM TO FAR 52.212‐1
INSTRUCTIONS, CONDITIONS, AND NOTICES TO RESPONDENTS FOR QUOTE PREPARATION USING SAP
EVALUATION PROCEDURES IAW 13.106‐2
A. PROGRAM STRUCTURE AND OBJECTIVE
The Government plans to award a single contract in support of the Air Force B‐52 Aircraft.
B. GENERAL INSTRUCTIONS
1. This section of the Instructions to Offerors (ITO) provides general guidance for preparing quotes as well as specific instructions on the format and content of the quotes. The offeror’s quote must include all date and information requested by the ITO and must be submitted in accordance with (IAW) these instructions. Any Offeror who submits an incomplete quote may be considered ineligible for award.
Non‐conformance with the instructions provided in the ITO may result in an unfavorable Quote evaluation.
2. The Quote shall be clear, concise, and shall include sufficient detail for effective evaluation for substantiating the validity of stated claims. The Quote should not simply rephrase or restate the
Governments requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the Offeror’s Quote.
3. Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired. There will be no binder labels, only cover sheets in front of each volume with the company name, address, point‐of‐contact, phone and fax, along with DUNS number, and CAGE code.
4. The quote must be valid for 60 days.
C. QUOTE PREPARATION INSTRUCTIONS
1. Quotes must be completed and submitted prior to the time listed in the combo/synopsis solicitation.
Quotes shall be clearly identified, shall be addressed to the Contracting Office, and be submitted to the following address:

2. To assure timely and equitable evaluation of quotes Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, included terms and conditions, representation and certifications and technical requirements, in addition to those identified as evaluation factors. Failure to meet requirements may result in an offer being ineligible for award.
Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
3. The Contracting Officer is the primary point of contact for this acquisition. Address any questions or concerns you may have to the Contracting Officer.
4. If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the Contracting Office in writing with supporting rationale. The Offeror is reminded that the Government reserves the right to award this effort based on the initial quote as received.
5. All referenced documents for this solicitation are available on the Federal Business Opportunities
(FedBizOpps) web site at http://www.fbo.gov. Potential offerors are encouraged to subscribe for real‐ time email notifications when information has been posted to the website for this solicitation.
D. FACTOR 1 – Technical
1. The technical information should be specific and complete. Legibility, clarity, and coherence are very important. Your responses will be evaluated against the technical subfactors defined in Addendum to
52.212‐2 – Evaluation Factors for Award. Using the instructions provided below, provide as specifically as possible the actual methodology you would use for accomplishing or satisfying these subfactors. All requirements specified in the solicitation are mandatory. By your quote submission, you are representing that your firm will perform all the requirements specified in the solicitation. It is neither necessary nor desirable for you to tell us so in your Quote. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.
2. In the technical volume, address your proposed approach to meeting the minimum performance or capability requirements of each technical subfactor.
3. The technical information shall be organized as follows:
Subfactor 1 – Work Platform
a. Drawing(s) with size dimensions of the platforms to ensure proper coverage and access to the working areas to cover all working areas which will meet all requirements of the SOW para 1.2
b. Detailed description for weatherproofing the platforms.
c. Verifications/Validation, with load capacity analysis, with each sectional platform having load capacity per OSHA standards but a minimum of 2500 lbs.
d. Detailed description of each work stand section jacking and stabilizing systems, for 2 feet height range requirements (except the wheel well stand is higher).
e. Detailed description on durable, shock absorbing casters and platform tow bars. Casters and tow bars shall be as per SOW para 3.1.3.3.1.
f. Detailed description on lighting that is compliant with IESNA and meets all requirements of SOW para
1.2.
g. Drawings(s) with dimensions on platform railings which meets all requirements of the SOW para 1.2
h. Verification/Validation on provision of powered equipment moving units and attachments on stands as described in SOW para 1.2.
i. Detailed descriptions, and/or submittals providing verification that the design basis, and COTS items supplied, will be at least equal to the existing sample aircraft work stand set as seen at the site visit.
j. Concept drawings, details, and/or descriptions that provide verification on the design for the all stands and modifications, as described in SOW para 1.2 and 3.1.2.2.
Subfactor 2 – Air and Electric
a. Detail descriptions on air and electric that meets all requirements of SOW para 1.2.
Subfactor 3 – Safety
a. Detailed description of reflective markings for platforms.
b. Detailed description on warning signs.
c. Detailed description on railing paint, with MSDS.
d. Detailed description, with locations, and drawing or photograph on lever and handle.
e. Verification/Validation and drawing(s) on platform positioning and gap covers
f. Detailed description on work platform grounding.
g. Detailed description on work platform tie down straps.
h. Verification/Validation on platform stability,
i. Verification/Validations for surface edge.
j. Detailed description on work platform and railing chemical resistance.
k. Verification/Validation on nameplate labeling.
l. Verification/Validation to have operating instructions on work platforms.
m. Verification/Validation for labeling air and power.
n. Detailed descriptions on safety IAW AFI 91‐203, Air Force Consolidated Occupational Safety
Instruction.
o. Detailed description of compliance with CFR standards.
p. Detailed description of railings in compliance with OSHA standards.
q. Detailed description of stairways.
r. Detailed description of the means to cover floor openings.
Subfactor 4 – Quality
a. Detailed description on established, documented, implemented, and maintained quality plan.
b. Detailed description on organization’s quality management system on addressing customer needs, identifying issues, and monitoring and maintaining quality control (variations in tolerance).
c. Detailed description on project document control and configuration management.
d. Detailed description on project management and risk management as appropriate to the product and project.
e. Detailed description on design and development planning such as: define the tasks, necessary resources, responsibilities, design content, input and output data, and planning constraints.
f. Detailed description for Verification/Validation on the drawings, parts list and the specifications necessary to define the configuration and the design features of the product, and the material, process, manufacturing and assembly data needed to ensure conformity of the product.
g. Detailed description on tests necessary for verification/validation that are planned, controlled, reviewed and documented to ensure and prove the product meets all customer requirements.
E. FACTOR 2 – Price
1. These instructions are to assist Offerors in submitting all required price information. The contractor shall provide proposed prices for each CLIN shown in the solicitation. NOTE: Unrealistically low or high proposed prices may be grounds for eliminating the proposal from consideration.
D. EXCEPTIONS TO SOLICITATION REQUIREMENTS
1. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. Provide rationale in support of the exception and fully explain its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation.
