PERFORMANCE WORK STATEMENT
for
Preventive Maintenance of
Cooling Water Test and Treatment
18 Nov 2013 Revision 1 – 24 February 2014

1. DESCRIPTION OF SERVICES/GENERAL INFORMATION.
Scope: The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation, inspection manuals, personal protective equipment and clothing including reflective clothing (belt, vest, etc.), hearing and eye protection including prescription safety glasses, safety harnesses, fall protection equipment, lifting equipment and any incidentals necessary to perform this requirement. The Contractor shall be responsible for insuring all services and parts provided under this contract are in accordance with (IAW) the terms and conditions outlined herein and conform to the Original Equipment Manufacturer (OEM) specifications and this Performance Work Statement (PWS). Equipment is identified at Appendix A.
1.1. Requested Services: The contractor shall provide Preventive Maintenance (PM) for the cooling water chemical treatment and water testing services for Open Loop and Closed Loop Cooling Water Systems.
1.2. Preventive Maintenance (PM): The objective of PM is to protect the equipment capability and investment by removing causes of failure, performing routine maintenance and making adjustment to compensate for normal wear before failure occurs. The Contractor shall perform all PM’s in accordance with the original equipment manufacturer (OEM) specifications. The Contractor shall perform PM’s on each item listed in Appendix A. The Contractor shall provide a copy of the PM schedule to the Contracting Officer Representative (COR) within five (5) calendar days after contract award. The Contractor shall notify the COR at least four (4) work days prior to each scheduled PM visit.
1.3. Parts and Materials: The Contractor shall provide and use only new parts and material in performance of this PWS unless authorized by the CO.
1.4. Open Loop Systems.
1.4.1. Weekly Requirements.
1.4.1.1. The contractor shall obtain water samples and conduct testing and analysis of the identified systems.
1.4.1.2. The contractor shall conduct testing on water samples that includes: conductivity, pH level, hardness, P/M alkalinity, chlorine, inhibitor concentration, cycles, bio-count, and RSI (Ryzner Stability Index).
1.4.1.3. The contractor shall provide a report of the open loop water systems on a contractor devised form. The report shall include at a minimum: name of the systems tested, sampling locations, date of the sample, quantities of each chemical used during the reporting period, and the water quality parameters test results. The results should fall within the ranges identified in Appendix D.
1.4.1.4. Corrosion inhibitors, scale inhibitors, biocides, and algaecide treatment on open loop systems.
1.4.1.4.1. The contractor shall provide scale and corrosion inhibitors, biocides and algaecide treatment chemicals designed to be used for open loop systems. The contractor shall deliver the treatment chemicals to each treatment site and pump transfer the chemicals into the on-site contractor provided double-wall containment tanks. The contractor is responsible for removing from Tinker Air Force Base all drums, containers and materials used to transport and pump transfer the chemical additions/refills conducted at each treatment site. The contractor is responsible for insuring sufficient tank capacities and treatment chemical quantities are on-site and available for use until the next treatment chemical delivery.
1.4.1.4.2. The liquid treatment chemicals shall be automatically added via metering pump. The solid treatment chemicals shall be added via chemical shot feeders.
1.4.1.5. Checks, adjustments and maintenance.
1.4.1.5.1. The contractor shall check the operation of conductivity controllers, metering pumps, and pulse water meters.
1.4.1.5.2. The contractor shall perform minor maintenance functions on the chemical injection equipment, consisting of items such as tubing repair, priming of pumps, and minor parts replacements.
1.4.1.5.3. Based on the results of the weekly sample testing and analysis, the contractor shall make adjustments to the conductivity controllers and metering pumps in order to provide the necessary levels of corrosion protection, control of biological counts, and scale control.
1.4.1.5.4. The contractor shall clean flow (proving) switches, conductivity sensors, bleed solenoid/motorized valves and strainers.
1.4.1.5.5. The contractor shall install replacement (due to failure of existing) Government furnished chemical treatment metering pumps and controllers, as required.
1.4.1.6. Make-up Water for Open Loop Systems
1.4.1.6.1. The contractor shall obtain water samples and conduct testing on water samples that includes: conductivity, hardness, P/M alkalinity, and chlorides.
1.4.1.6.2. The contractor shall provide a report of the makeup water systems on a contractor devised form. The report shall include at a minimum: name of the systems tested, sampling locations, date of the sample, and the water quality parameters test results. It is acceptable for the contractor to include the makeup water testing data on the same report as that of the supported open loop system.
1.4.2. Closed Loop Systems.
1.4.2.1. Weekly Requirements – Molybdate Treated Water Solutions.
1.4.2.1.1. The contractor shall obtain water samples, conduct testing and analysis of the identified systems.
1.4.2.1.2. The contractor shall conduct testing on water samples that includes: conductivity, pH level and Molybdate concentration.
1.4.2.1.3. The contractor shall provide a report of the closed loop water systems on a contractor devised form. The report shall include at a minimum: name of the systems tested, sampling locations, date of the sample, quantities of each chemical used during the reporting period, and the water quality parameters results. The results should fall within the applicable ranges identified in Appendix D.
1.4.2.1.4. Corrosion inhibitors, scale inhibitors, biocides, and algaecide treatment on closed loop systems.
1.4.2.1.4.1. The contractor shall provide a Molybdate based all-in-one scale and corrosion inhibitor, biocide, and algaecide treatment chemical designed to be used for closed loop systems. The contractor shall deliver the treatment chemicals to each treatment site and pump transfer the chemicals into the on-site contractor provided double-wall containment tanks. The contractor is responsible for removing from Tinker Air Force Base all drums, containers and materials used to transport and pump transfer the chemical additions/refills conducted at each treatment site. The contractor is responsible for insuring sufficient tank capacity and treatment chemical quantities are on-site and available for use until the next treatment chemical delivery.
1.4.2.1.4.2. The treatment chemicals shall be automatically added via metering pump.

1.4.2.1.5.5. The contractor shall install replacement (due to failure of existing) Government furnished chemical treatment metering pumps and controllers, as required.
1.4.2.2. Quarterly Requirements – Propylene Glycol Treated Water Solutions.
1.4.2.2.1. The contractor shall obtain water samples and conduct testing and analysis of the identified systems. The contractor is not responsible for providing propylene glycol, nor is there a treatment site (chemical storage tanks, chemical injection equipment, etc.) associated with the propylene glycol treated systems.
1.4.2.2.2. The contractor shall conduct testing on water samples that includes: conductivity, pH level, orthophosphate level, iron level, copper level and concentration of propylene glycol to water, with the corresponding solution freeze point. Based on the results of the analysis, Government personnel will be responsible for the purchase and installation of propylene glycol to the identified systems.
1.4.2.2.3. The contractor shall provide a report of the closed loop systems on a contractor devised form. The report shall include at a minimum: name of the systems tested, sampling locations, date of the sample, quantities of each chemical used during the reporting period (excluding propylene glycol), and the water quality parameters test results. The results should fall within the ranges identified in Appendix D.
1.4.2.2.4. Corrosion inhibitors and pH treatment.
1.4.2.2.4.1. The contractor shall manually add acid or base chemicals to balance the pH solution levels in order to maintain the necessary levels of corrosion protection. These treatment chemicals are not to be stored or maintained on site; the contractor shall be responsible for chemical delivery, treatment, and removal, all to be accomplished within the same site visit.
1.4.2.2.4.2. The contractor shall manually add corrosion inhibitors in order to maintain the necessary levels of corrosion protection. These treatment chemicals are not to be stored or maintained on site; the contractor shall be responsible for chemical delivery, treatment, and removal, all to be accomplished within the same site visit.
1.4.3. Consultation. The contractor shall have a chemist available for on-site diagnostics, troubleshooting, analysis, and consultation for water quality and water treatment issues that may arise for these systems. This person must be knowledgeable in both the theoretical and practical aspects of water chemistry, the industry-standard methods used for cooling water treatment, have experience in resolving water quality issues, and make recommendations for changes in treatment chemicals and dosing regimens.
1.5. Service Report: The Contractor shall provide a written service report within forty-eight
(48) work hours to the COR in person, by fax or email immediately upon completion of maintenance support services. The service report shall contain the following information as a minimum: Name of Company, Requested Service Date, Description of services provided, Additional Services Recommended (if any), Legible Name and Signature of Technician performing the services, Signature of on-site Government Technical Point-of-Contact (POC), Start and Completion Dates, Complete Breakdown of Labor Cost (hrs. and rate) Materials and Parts Used and details of any other charges.
1.6. Quality Assurance: According to the contract’s inspection clause, the Government will evaluate the Contractor’s performance under this contract. The COR will participate in the administration of this contract. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the CO. All services to be performed by the Contractor during the period of this contract will be subject to review by the CO or COR.
1.7. CAR/Complaint Contractor Response Time: The Contractor shall provide written response addressing the root cause, corrective action and preventive action(s). The Contractor will be given two (2) business days to answer a submitted Corrective Action Report (CAR) or Customer Complaint.
1.8. Maintenance Documentation: The Contractor shall document the completion of each PM action in accordance with OC-ALC OI 21-203, Chapter 1& 2, if applicable.
1.9. Hours of Operation: The Contractor shall perform work required under this contract during the following hours Monday through Friday 7:00am - 4:00pm, excluding Federal Holidays and Furlough Days.
1.10. Contractor Personnel: The Contractor shall provide the name of the Contract Manager (CM) and any alternate(s) who shall act for the Contractor when the manager is absent and they shall be designated in writing to the COR within five (5) work days after contract award.
The Contractor shall provide telephone numbers and email addresses of the CM and alternate(s) where these persons may be contacted at any time. The CM or alternate shall have full authority to act for the Contractor on all matters relating to operation of this contract at Tinker AFB. The CM or alternate shall be available to meet on the installation with Government personnel designated by the CO to discuss problem areas. The Contractor shall provide a CM who can read, write, speak and understand English fluently.
The Contractor and Contractor personnel shall be required to identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. The
Contractor and Contractor personnel shall identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.
1.11. Listing of Contractor Employees: The Contractor shall provide an initial listing of Contractor employees’ names and position titles to the COR within five (5) work days after contract award. The Contractor shall also provide an updated listing of personnel to the COR when employees affecting the work of this contract, status changes or position changes within five (5) work days.
The Contractor shall not employ persons on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security and/or general well-being or operational mission of the installation and its population. The Contractor shall not employ any person who is an employee of the United States Government if the employment of the person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regulations (JER). In addition, the Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities. The Contractor shall be prohibited from employing off-duty CORs who are providing surveillance on any contracts/subcontracts awarded to the Contractor. All contract personnel depending on particular condition, occasion or place or job assignment shall require professional, suitable attire. All Contractor personnel shall conduct themselves in a professional, courteous manner. The selection, assignment, reassignment, transfer, supervision, management and control of Contractor personnel in performance of this PWS shall be the responsibility and prerogative of the Contractor; however, the Contractor shall comply with the requirements set forth in this PWS and Tinker AFB regulations concerning conduct of employees as referenced herein. The Contractor shall employ and maintain a technically trained and experienced work force.
1.12. Environmental Protection & Safety The contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
Contractors shall be compliant Tinker Air Force Base (TAFB) Sup to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”.
1.13. Material Safety Data Sheet/Safety Data Sheet (MSDS/SDS): The contractor shall not transport or use any chemical, material or substance used in the performance of this PWS on Tinker AFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The contractor shall submit to the contracting officer representative (COR), ten (10) calendar days after contract award date all material safety data sheets (MSDSs) or safety data sheets (SDSs). Contractor shall comply with the effective dates for SDS requirements in accordance with the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The COR will forward all MSDS/SDS submittals to 72 ABW/CEIE for approval. 72 ABW/CEIE will determine any additional material requirements based on the hazard code of the material. Contractor shall maintain copies of manufacturer MSDSs/SDSs for all chemicals and MSDSs/SDSs shall be readily accessible at all times by contractor personnel as well as government employees.
1.14. Hazardous Material (HAZMAT): The contractor shall not store chemicals or hazardous material (HAZMAT) on Tinker AFB. Contractors shall be compliant with HAZMAT management procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Materials Management”. The contractor shall maintain a log of all HAZMAT that is used on base. This usage log shall be provided to the COR monthly, the last business day of each month, or when the required work is completed. The COR will forward the records to the UEC no later than the 4th day of the following month or the first subsequent business day.
1.15. Hazardous Waste: The contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags and hazardous waste in government furnished waste containers located in the shop or area the work is being performed. The contractor shall notify the COR if the required waste containers are not available on site.
1.16. Discharges: Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer will be approved and done IAW Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The COR will submit the required notice of intent documentation to the UEC for 72 ABW/CEIE approval. The contractor shall maintain records of written approval issued by 72 ABW/CEIE for discharges into IWTP and sanitary sewer.
1.17. Off-Site Discharges: For discharges outside of Tinker AFB, the contractor shall ensure waste water discharges, that may contain pollutants resulting from any contracted service, go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW). The contractor shall provide a letter ten (10) calendar days after contract award date to the COR from the POTW that states the POTW is permitted for all pollutants that the contractor may discharge during the contracted service.
1.18. Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the contractor shall immediately call 911 to report the incident.
When possible, the contractor shall use a base telephone to receive help from Tinker AFB 911.
If using a cell phone, the contractor shall request Tinker AFB 911. The contractor shall immediately report all environmental violations to the contracting officer representative (COR) and unit environmental coordinator (UEC). The contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
One (1) copy to the contracting officer (CO), two (2) copies to the COR, a copy for UEC and a copy for record. The format of the report shall be left up to the contractor, but the report shall contain the following information:
1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
1.19. Environmental Training: Contractor personnel performing duties in the service of this PWS shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable State Laws and regulations; DoD, Air Force and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). RCRA training is available at http://www.natlenvtrainers.com/main.htm and http://www.access-safety.net/EPARCRA (These are examples of companies that offer training to meet RCRA regulation requirements) at the contractor’s expense. Prior to obtaining training, the contractor shall provide the name of the training institution or company and course description to the COR for approval within ten
(10) calendar days after contract award date. Once written approval is received from the COR, The contractor shall provide the environmental training certificates for employees performing duties in the service of this PWS to the COR, within thirty (30) calendar days after contract award date. In addition to the required environmental training, contractors shall be compliant with Tinker AFB procedures per TAFBI 32-7004, “Hazardous Waste Management”.
1.20. Forms, Technical Orders (TO’s), AFI, AFMCI and Publications: The Contractor shall obtain the forms and publications expressly required to perform the work in this contract via internet at www.e-publishing.af.mil. In the event a form or publication is not available online, the COR will provide the form, instruction, or publication to the Contractor upon written request (e-mail is acceptable) by the Contractor. In the event, laws, regulations, TO’s, Air Force Instructions (AFI’s), Air Force Material Command Instructions (AFMCI’s) change during the term of this contract, the Contractor is required to comply as such changes come into effect. 1.21. Housekeeping: The Contractor shall keep the work areas clean and neat in accordance with Industry Standards, Occupational, Safety and Health Administration (OSHA), fire and safety standards and this PWS.
1.22. Foreign Object Damage (FOD) and Dropped Object Prevention (DOP): Contractor personnel who, in performance of their assigned duties on this contract, work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers and the contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps and in aircraft hangers and maintenance areas are required to receive FOD and DOP training and to comply with, Air Force Materiel Command (AFMC) Sup1, Chapter 14, paragraph 14.41 and TAFBI 21-449, Chapter 4.
1.23. Certificate for Foreign Object Damage (FOD) and Dropped Object Prevention (DOP) Certificate: The Contractor and contract personnel shall acknowledge the Foreign Object Damage (FOD) and Dropped Object Prevention (DOP) training by viewing either the DVD provided by the COR or at the You Tube site, http://www.youtube.com/watch?v=tYcbodjFPnM.
The Contractor shall provide a devised certificate to the COR for each employee within ten (10) work days after contract award. The certificate(s) shall have the title of the training, name of the person who received the training and the date. The Contractor shall also ensure all new employee(s) view the FOD/DOP Training and provide a Contractor devised certificate of training to the COR prior to starting work in the OC-ALC shops. Annually, the Contractor and Contractor personnel shall be required to review the FOD/DOP Training and provide an updated Contractor devised certificate of training to the COR.
1.24. Tool Control and Accountability: While performing contract services in or around Maintenance Production Shops including Ramp areas, the Contractor shall comply with AFI 21- 101_AFMC Sup 1, 21-101, Chapter 10 (all paragraphs) and OC-ALCI 21-112, paragraph 14.1 &
14.5.3. The Contractor or Contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day. Contractor shall turn in an Contractor Tool Listing, MXRIWRS Form 32 checklist to the COR prior to starting work in the OC- ALC Industrial Areas. Contractor personnel shall immediately notify the COR of any tools which are missing or lost from the work area or container (i.e. tool or job box, or tool bag). The COR will report to appropriate Government personnel of any missing Contractor’s tool(s) not located within one (1) hour after notification of lost or missing tools. Contractor can obtain the Form 32 from the COR.
1.25. Housekeeping/FOD/Tool Control Briefing: The Contractor Manager shall ensure each employee on the job site is briefed on Housekeeping, FOD and Tool Control prior to starting work in OC-ALC Industrial Areas from the COR.

1.26. Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB OK per AFMAN 31-116 (in its entirety), Motor Vehicle Traffic supervision. The Contractor shall comply with TAFBI 24-301 (in its entirety) for the operation of POVs within OC-ALC Complex.
1.27. Non-Common Access Card (CAC) Holders: Non-CAC Card holders shall complete a “Request for Identification Credential” (AFMC Form 496) and submit it to Pass and Registration.
The Government will provide a completed "Identification Credential" (Defense Biometric Identification Data System (DBIDS) ID, which shall be issued, displayed and surrendered in accordance with Installation Integrated Defense Plan, Tinker Plan 31-101, Installation Security Program (in its entirety).
1.28. Visitors Pass: The Contractor shall make contact with the COR seven (7) work days before coming on TAFB to make arrangements for a Visitors Pass(s) when performing preventative maintenance. The COR will assign the Contractor a sponsor within the organization. The Contractor and the sponsor will arrange to meet at Pass and ID, Building 6611 / Tinker Gate (South of I-40 off of Air Depot). The Contractor shall provide two (2) forms of identification (one of which shall be a picture ID) to Security Forces. Security Forces will provide the Contractor the AF Form 75 (Visitors Pass) which will be valid for thirty (30) days. If an addition thirty (30) days is required the same process will occur.
1.29. Foreign National(s): The Contractor shall notify the COR before sending a Foreign National representative to perform services. Special rules apply for foreign national(s) visiting a US Government facility.
1.30. Quarterly Operational Security (OPSEC) Brief: All contractor personnel working on base in the OC-ALC shall be required to read the OC-ALC Quarterly OPSEC briefing. The COR will ensure the OPSEC brief is available for review by the Contractor. The Contractor shall provide a report within five (5) days after receipt, with employee name and date of review to the COR, IAW AFI 31-401 (Information Security), Chapter 8, Para 8.9 - 8.9.5, AFI 31-601 (Industrial Security), Chapter 3, Para 3.2, AFI 10-701 (Operations Security), Chapter 4, Para 4.1 - 4.2 and OC-ALCI 31-1 (OC-ALC Security), Para 4.2.
1.31. Health and Safety on Government Installations: In performing work under this contract on a Government installation, the Contractor shall comply with Federal, State and Local regulations and AFI 91-203 Air Force Consolidated Occupational Safety Instruction as established by this contract and Appendix C. The Contractor shall notify the CO of any injuries that occur to Contractor personnel while on the installation. The Contractor shall notify the CO of damage to government property or equipment during the execution of the contract.
1.32. Emergency Procedures: Contractor Personnel shall follow the direction of Government personnel in regards to emergency procedures, i.e. fire, tornado, active shooter, bomb threats.
It is the responsibility of the Contractor to provide guidance and establish procedures for responding to emergency for their employees. It is the Contractors' responsibility to account for their employees following an emergency evacuation. Contractor Personnel shall participate with Government personnel in all fire and tornado drills at no additional cost to the Government.
1.33. Training – General: Contractor employees shall complete all required training, to include but not limited to the below, within thirty (30) work days of the start of performance date and/or Contractor employee hire date if the hire date is after the period performance start date. The Contractor shall notify the COR in writing within five (5) work days of new employee who will be working under this contract.

The Government will provide training either in a classroom, video or by the Government COR.
The Government will be responsible for all approved costs associated with the training identified above in Table 1-1. The COR will document training on and/or maintain copies of completed AF Form 1155s as part of the contract surveillance file.
1.34. Contractor Manpower Reporting: The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the United States Air Force via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs, 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. 2. Performance Assessment

Once written approval is received from the COR, The contractor shall provide the environmental training certificates for employees performing duties in the service of this PWS to the COR, within thirty (30) calendar days after contract award date. In addition to the required environmental training, contractors shall be compliant with Tinker AFB procedures per TAFBI 32-7004, “Hazardous Waste Management”.

3. Government Furnished Property (GFP) and Services
3.1. Government Furnished Property (GFP). Government Furnished Property is not applicable to the performance of this contract.
3.2. Government Furnished Services (GFS). Government Furnished Services is applicable to the performance of this contract.
3.2.1. Security Forces. The Government will provide general on-base security forces' service.
The security forces’ telephone numbers are 911 for emergencies, 734-2000 for crime in progress, and 734-3737 for non-emergency calls.
3.2.2. Fire & Emergency Services. The Government will provide general on-base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by the TAFB Fire Prevention Branch. Call 911 for emergencies. For routine fire prevention matters call 734-3981. For routine calls to dispatch call 734-7964.
3.2.3. Utilities. The Government will provide utility services. These utilities include natural gas, electricity, water, and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.
3.2.4. Refuse Collection. The Government will provide refuse collection services limited to the extent provided in the Base Refuse Collection Contract(s) for the Government provided facilities. The Government will only allow non-hazardous refuse to be emptied into the nearest authorized refuse dumpster for trash collection. Do not use Government dumpsters to dispose of construction debris.
