SUMMARY OF CHANGES
(End of Summary of Changes)
The following items are applicable to this modification:
QUESTIONS AND ANSWERS
The purpose of this amendment is to notify all interested parties of the following answers to all questions submitted. The solicitation closing date is not extended and remains as 13 March 2014, 3pm CST.
FIRST: The Government has addressed the following seven questions submitted by interested parties:
1. Question: The bid documents (PWS section 1.4.1.4.1) mention that chemicals will be transferred by the contractor into "contractor-provided double-wall containment tanks." Will the existing tanks be staying, or should we plan on providing our own tanks at the start of the contract?
Government Response: No, the existing tanks won't be staying.
2. Question: The PWS Section 1.2 Preventative Maintenance (PM) requires the contractor to schedule and provide PM's in accordance with the OEM specifications.
Looking at the Recommended Maintenance Service guidelines for the Baltimore
Air Coil Cooling towers (as an example), the preventative maintenance requirements include monthly inspections of the general condition of many items that can be conducted without shutting down the system. Quarterly inspections require shutting down the system to lubricate fans, bearings, and motors, check motor current, etc. Annual or seasonal maintenance would include draining, flushing, and cleaning the tower, mechanical alignment, and other tasks.
Many of these tasks are more typically performed by mechanical contractors rather than water treatment providers. Is it your intention that all of these maintenance items are included as part of the PM's?
Government Response: No, it is not the Government’s intention for this contractor to perform any maintenance or repair on the fluid coolers, cooling towers, recirculation pumps, piping and pipe fittings, or the equipment being cooled (vacuum furnaces, air compressors, etc.). Government Plant Management personnel perform all of the maintenance and repair actions for this equipment. The only equipment the water treatment contractor will be responsible for checking on are items directly associated with the chemical treatment of the systems.
3. Question: Do you have makeup and/or blowdown water meters on the systems that would help us estimate chemical usage? If so, can you provide this information?
Government Response: There are pulse water meters on the make-up water supplies on the majority of the systems, since their feedback to the conductivity controllers is the primary method used for chemical dosing.
None of the Government systems have meters installed on the blowdown lines.
4. Question: Would you be able to confirm if there is currently a contractor performing this work or similar work? If so would you be able to provide the contract number?
Government Response: The work is currently being performed under contract FA8125-11-M-0039.
5. Question: The Performance Work Statement references “Appendix D” in several locations. We do not see an Appendix D in the RFP. Is there an Appendix D that you can forward to us or let us know where to find the document?
Government Response: Appendix D, Open Loops/Closed Loops was inadvertently not attached to the subject solicitation. Appendix D will be uploaded to FedBizOps with this amendment.
6. Question: We have located an Appendix A and Appendix C. If there is an Appendix B can you forward to us or let us know where to find the document?
Government Response: There is no Appendix B to the subject solicitation.
7. Question: In Appendix A the Tinker AFB equipment is specified. Is there any information of the water usage (make up water rates) for these pieces of equipment or chemical usage to help us better understand the operation of the equipment? We can use the equipment to estimate the costs for the quote, but the operation of the equipment (water usage) can vary greatly from site to site so an estimation based on the equipment could contain a large amount of error.
Government Response: Attachment 2,Chemical Usage MXSG and CMXG; and Attachment 3, Chemical Usage PMXG, being incorporated by Provision Second of this amendment, reflect an approximate one (1) year historical chemical usage amount for the systems identified in Appendix A of the PWS. The OC numbers on the attachments match up to the OC numbers on the Appendix A, so it can be seen what amounts were used of each chemical for each system for the year. This is an average only, and many unpredictable factors (weather, production workloads, equipment failures, etc.) can affect the actual amounts needed to maintain the water quality of these systems.
SECOND: Attachments 2, and Attachment 3 are hereby incorporated into solicitation FA8125-14-R-0009 by this amendment and thereby the LIST OF ATTACHMENTS under NOTE 4 on page 49 is updated as follows:
