F108 Engine Turbine Clearance Control Valve (TCCV) Responses to Questions from Industry
1. QUESTION: Request clarification on the document entitled "TCCVAdditionalTOs". Paragraph 2.3 states electronic offers are to be submitted on CD. The Q&A document uploaded to FedBizOps on 8/13/14 stated e-mail was preferable to a CD. Is USAF able to accept electronic proposal submissions via e-mail, or is a CD now required?
RESPONSE: The responses previously provided are still accurate. Paragraph 2.3 is revised to state: “The content and page size of electronic copies must be identical to the hard copies. This solicitation does not require the submittal of proposals in volumes. The submission of electronic offers may be via email. In the event that hard copies and electronic copies of a proposal are submitted and if there are any discrepancies between the hard copies and the electronic copies of the proposal, the hard copies will be used for evaluation. The electronic copies of the proposal shall be submitted to melinda.infante@us.af.mil or amanda.mcgovern.1@us.af.mil .”
2. QUESTION: The first page from the subject RFP for “Supplies or Services and Prices/Costs” where I am inserting our test pricing for CLIN 0001 (first year of contract). As I understand it, we should only provide pricing for unit price and the BEQ (best estimated quantity). So, I have provided a test price of $300 per item and an extended price of $58,200 for the BEQ of 194. I am now looking for what to fill in next and I see the ACRN total. I believe this stands for Accounting Classification Reference Number total. As I understand it, I should just put the amount of $58,200 out to the right side of this ACRN Total label. Is this correct? Do I need to add each line item to the ACRN total as I work through the RFP? In other words, by the time I have gotten through the whole RFP pricing should I add Test for the base year to test for each option year and also add in overhaul for the base and option years to come up with a total RFP amount?

RESPONSE: Paragraph 2.2, Pricing Related Data specifies what is required for proposed pricing which is CLIN pricing for the unit price and extended pricing. The paragraph is worded as follows: All pricing information shall be addressed in the Contract Documentation in SUPPLIES OR SERVICES AND PRICES/COSTS schedule of the Request for Proposal (RFP). Information shall be limited to Contract Line Item Number (CLIN) including unit and extended pricing, as specified in the RFP.
3. QUESTION: In section 4.1.2 of “FA812214R0015_______0005_TCCVAdditionalITOs.rtf” it says “All data relating to the proposed price must be included in section B.” I presume section B is the same as the section titled “SUPPLIES OR SERVICES AND PRICES/COSTS” but I see no such label to confirm that this is, in fact, section B. Please confirm this is section B.
RESPONSE: Paragraph 4.1.2 Price Data is rewritten as follows: Data beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your price position. All data relating to the proposed price must be included in, SUPPLIES OR SERVICES AND PRICES/COSTS. Under no circumstances shall this data and documentation be included elsewhere in the proposal.
4. QUESTION: Section L is referenced in “FA812214R0015_______0005_TCCVEvaluationLPTA” but it is not clear to me what section L is.
RESPONSE: Section L is replaced with ADDITIONAL INSTRUCTIONS FOR PROPOSAL PREPARATION and evaluation paragraph (a) Basis for Contract Award is revised as follows: This is a Lowest Priced Technically Acceptable (LPTA) source selection conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), The Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures, Appendix A, 04 March 2011 and Air Force Mandatory Procedures 5315.3 04 May 2011. These regulations are available electronically at the Air Force (AF) FARSite, http://farsite.hill.af.mil. The Government will select the proposal with the lowest evaluated price from among those meeting the acceptability standards for non-price factors. Contract(s) may be awarded to the offeror who is deemed responsible IAW with FAR Part 9.1, as supplemented, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the ADDITIONAL INSTRUCTIONS FOR PROPOSAL PREPARATION) of this solicitation and is judged, based on the evaluation factors and subfactors, to represent the lowest price technically acceptable proposal. While the Government will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process.
5. QUESTION: In section 5.0 of the “FA812214R0015_______0005_TCCVAdditionalITOs.rtf” it says “The offeror's proposal shall include a signed copy of the Model Contract, and Sections A through K.” but I see no section titles (or, in some case, I see an abundance of section titles that make it difficult to discern which apply where/when).
RESPONSE: Paragraph 5.1 Model Contract/Representations and Certifications is revised to reference the areas of the model contract as follows: The purpose of this volume is to provide information to the Government for preparing the contract document and supporting file. The offeror's proposal shall include a signed copy of the Model Contract, and all provisions; Contract Clauses, 52.212-5 – Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Addendum to 52.212-4, Fill-in data 52.212-5, Solicitation Provisions – Representations, Instructions and Evaluations and Addendum to Provision 52.212-1.
6. QUESTION: In section 5.1.1 of the “FA812214R0015_______0005_TCCVAdditionalITOs.rtf” it says “Completion of blocks 13 and signature and date for blocks 27 of the solicitation.” “However, it does not appear that block 27 should be completed by us.
RESPONSE: Paragraph 5.1.1 Front page – Solicitation/Contract/Order for Commercial Items is revised to clarify which blocks are applicable as follows: Completion of blocks 16, 17a and b, 18a and signature and date for blocks 30a and b of the solicitation. Signature by the offeror on the solicitation constitutes an offer, which the Government may accept.
NOTE: An amendment to the solicitation will be issued with the changes to the ITOs and evaluation areas of the solicitation. The response date will not be extended.
