Record of Pre-Proposal Conference on RFP FA8109-17-R-0001
The Department of Air Force(Diminishing Manufacturing Sources and Material Shortages (DMSMS) Program Office, 429 SCMS, and contracting office AFSC/PZAAC at Tinker AFB) held a Pre-Proposal Conference at Tinker Business and Industrial Park 2601 Liberty Parkway, Building 2, Room A, Midwest City, Oklahoma 73110 on July 6, 2017 at 9:00 AM Central Standard Time. In addition to various potential offerors’ representatives (hereafter generically called ”representative”) who were physically present, others participated by telephone.
The purpose of Pre-Proposal Conference was to communicate with potential offerors on the Request for Proposal– FA810917R0001, which was posted on the FedBizOpps website (www.fbo.gov) on 15 June 2017, regarding questions on the RFP for proposal preparation purposes. A PowerPoint presentation on selected provisions of the RFP was presented by Linda Murphy, AFSC/PZAAC (Contracting), which presentation included questions posed by potential offerors on the RFP and the Air Force’s responses. The Air Force Pre-Proposal Conference charts will be posted on FedBizOpps website under RFP FA8109-17-R-0001.
Linda Murphy announced that the new contracting officer on the acquisition under RFP FA8109-17-R-0001, is Christina B. Jones, AFSC/PZAAC.
Ms Murphy stated the oral presentation at the conference did not take precedence over RFP provisions.
Ms. Murphy was asked to identify which CLIN numbers were being discussed for the folks on the phone when she went through Chart 7 on CLIN structure.
On Chart 21, a comment was posed that a potential awardee's ATO would have to include all the necessary data fields identified in the PWS under Appendix B & C.
Danny Meyers USAF Program Manager, stated the ATO was an authorization between the contractor and the government issuing agency and it was to contractor responsibility to operate within the confines of their ATO.
Danny Meyers clarified on Chart 24 that a contract awardee would be authorized access to government systems for many of the data points in the question, i.e. ES code.
A representative asked how the government would validate the Appendix C data after the 90 day loading and linking period following contract award. Danny Meyers answered there wasn't a formal process to validate, but validation would occur by the many users and a government AdHoc query request authorized in the PWS.
After the PowerPoint presentation was completed, Harold Taylor, AFSC/PZAAC, stated offerors must acknowledge and sign any RFP amendment in their proposal.
Linda Murphy stated potential offerors should monitor future postings in FedBizOpps under RFP FA8109-17-R-0001, and the proposal submission deadline remains 31 July 2017 at 3:00pm Central Standard Time.
No additional questions were generated. The conference was concluded by 10:30am.
