T-1A Industry Site Visit Questions 27-28 January 2016

1SRDIs it intended that this STC effort go through the FAA Military office? (SRD 3.1.2)Yes, the contractor will be expected to work with the Military Certification Office per FAA Order 8110.101.
2SRDThe FAA STC database search indicated the STC00055MC was not valid. Correction? (SRD 3.3.4)This was a typo in the SRD. The CSO STC number is ST00055MC.
3SOWIs the STC expected 12 months from contract award?Yes. STC is expected no later than 12 months after contract award.
4SRDIs it assumed that this figure will be achieved/proven through analysis? (SRD 3.1.3)Per Appendix B, this requirement will be verified by demonstration and analysis. For proposal purposes it will be accomplished through analysis. It will be demonstrated through the life of the contract.
5SRDWill an existing Electrical Load Analysis be provided prior to the RFP? (SRD 3.2.4.1)It is the Government's intent to provide an Electrical Load Analysis in the bidder's library at the final RFP release.
6SRDWhat is the current data transmission type/method; parameters transmitted; parameter addresses or labels? (SRD 3.3.1)It is the Government's intent to provide these details in the bidder's library at the final RFP release.
7SRDShould Wind Shear be reactive or predictive; is the Government also asking for a lightning detection system? (SRD 3.7.7.6)This is a NON-MANDATORY requirement. The Contractor may select the option they believe best fits the solution.
8SRDIs it the intent that single or dual DME T/R's be installed? (SRD 3.8.3 & 3.8.12)Reference SRD 3.8.2….modified T-1 shall provide dual VOR capability. For information, the aircraft currently has the DME-442 - a 3-channel DME. (When two separate VOR freqs are tuned, the paired DME is also provided).
9SRDDoes the Government intend that plain test only be transmitted; will ECCM (HAVE QUICK-I/II) be required? Is so, will timing (Mickey) be required from the GPS receiver(s)? (SRD 3.9.3)ECCM (HAVE QUICK) will NOT be required.
10SRDIs VHF COM SIMOPS also required? (SRD 3.9.8)No.
11SRDDefine narrow band for RFP? (SRD 3.9.4)Narrow band is defined as providing a radio which can tune frequencies 25kHz increments per SRD 3.9.3.
12SRDWill inner/outer loop flight data from current AFCS installation be made available; will serial yaw damping be required (Take-Off/Touch-Down)? (SRD 3.10)No, the Government does not own this data and cannot provide inner/outer loop flight data. Currently yaw dampening is disengaged for both takeoff and landings.
13SRDIs current “Dutch Roll” data available? (SRD 3.10.5)No, the Government does not own this data.
14SRDIs NVIS goggle compatibility desired for Cockpit/Cabin/CSO lighting? (SRD 3.15.3)NVIS goggle capability is not desired or required.

16SRDIs LPV approach capability intended to be mandatory? (SRD 3.8.14) This is beyond the current T-1A capability, not an FAA mandate, and will add cost to the proposal.Yes.
17SRDDo the currently installed G-meter, AOA indicator, and clock meet the operational requirements of this solicitation, (ie. May these be retained as is)? (SRD 3.5.1, 3.5.2, 3.12)The contractor proposed avionics suite shall replace (at a minimum) all of the items listed in SRD Appendix E. All of the new suite LRUs/components must meet the 20-year requirement noted in SRD 3.1.1.
18GeneralWill there be DCMA requirements?Yes, the Government is working with DCMA to determine the level of support required for this effort. The final RFP will contain the necessary clauses to identify this support. See Section L and M for additional information.
19LWill there be options?Yes. See Section L 1.0.2, Section M 2.5.6, and CLIN structure.
20GeneralDoes the T-1 use a 1553 data bus?No, the T-1A does not use a 1553 data bus.
21GeneralDoes the antenna require replacement if it will work with the proposed solution?The contractor proposed avionics suite shall replace (at a minimum) all of the items listed in SRD Appendix E. All of the new suite LRUs/components must meet the 20-year requirement noted in SRD 3.1.1.
22GeneralWhat is the PDM cycle for the T-1?The T-1 does not have a PDM cycle.
23GeneralAre there any known weight and balance issues for the T-1?No. On a CSO modified aircraft or when a T-1A has approximately 4 or more people on board landing CG can be a concern. The T-1 by design has a forward CG and in these instances utilizes varying amounts of "ballast fuel" left in the wing tanks to offset the moment arm of the additional personnel. Additionally with approximately 4 or more personnel on board exceeding ramp weight, max TO, and maximum landing weight can be another consideration for the pilot. For non-CSO aircraft the basic aircraft weight is usually around 10,250 lbs. The maximum zero fuel weight is 13,000. The maximum ramp weight is 16,300. The maximum takeoff weight is 16,100 and maximum landing weight is 15,700. However on 98% of our sorties, landing CG and maximum weights are not an issue. On the remaining sorties, it does not present an issue if the pilot accounts for weight and balance correctly.
24SRDWho owns the current Aircraft Structural Integrity software and will details of the system/software be made available prior to RFP? (SRD 3.13.3)The aircraft program office owns the data rights to the software and documentation. It is the Government's intent to provide these details in the bidder's library at the final RFP release.
25SOWCan the suite come from an equivalent aircraft, same class, or any business jet in same class? (SOW 1.2)Yes
26GeneralWould a solution that replaces only a subset of the components listed in SRD Appendix E, but ensured support for the retained equipment from the OEM be compliant?The contractor proposed avionics suite shall replace (at a minimum) all of the items listed in SRD Appendix E. All of the new suite LRUs/components must meet the 20-year requirement noted in SRD 3.1.1.
27GeneralIs there a RVSM requirement? Is there a reason why we would not do it?There is no RVSM requirement.
28GeneralAre there any glare issues from the cockpit?No

31GeneralCan the FDR be replaced?If the contractor chooses to replace the flight data recorder, SRD requirements of 3.13 shall be met.
32GeneralOn Guard, can you transmit on another VHF frequency?There is no requirement to manually select 121.5 and simultaneously be able to transmit on a different VHF frequency. Additionally, there is no requirement for the pilot to be able to select 243.0 and simultaneously transmit on a different UHF frequency. However, SRD 3.9.10 specifies the minimum requirement for the UHF radio transceiver is to be able to simultaneously monitor UHF guard.
33SRDWhat level of RNP is aircraft certified for?The aircraft currently meets the SRD 3.7.3 requirement.
34GeneralWhat level of effort is required for removal of the avionics rack?Approximately 14 man hours are required to depopulate and remove the avionics rack, and approximately 14 man hours to install and populate the rack plus approximately 8 man hours for operational checks.
35GeneralCan you stack LRU's in avionics rack?Yes. Provided that the requirements of SRD 3.16.2 are met.
36SOWIs LRIP required?Yes. See CLIN structure and pricing matrix. LRIP quantity will be PEO/PM decision.
37SOWIs FDR required?Yes, a FDR is required. If the contractor chooses to replace the flight data recorder, SRD requirements of 3.13 shall be met.
38SRDThe FCC-4001 is on the obsolete parts list. Does this mean the autopilot must be replaced?The contractor proposed avionics suite shall replace (at a minimum) all of the items listed in SRD Appendix E. All of the new suite LRUs/components must meet the 20-year requirement noted in SRD 3.1.1.
39SRDMSP-85 mode select panel is on the obsolete parts list. Is this correct?The contractor proposed avionics suite shall replace (at a minimum) all of the items listed in SRD Appendix E. All of the new suite LRUs/components must meet the 20-year requirement noted in SRD 3.1.1.
40SRDSVO-85B, servo in autopilot, is on the obsolete parts list. Is this correct?SVO-85 is no longer listed in SRD Appendix E.
41SRDIs the GDL-90 installed in the CSO aircraft an independent system?Yes, the GDL-90 is only used in the CSO training system. It does not connect with the cockpit avionics.
42SRDWhy is the Flight Data Recorder not a requirement?During research, the flight data recorder was not identified as a obsolete part. If the contractor chooses to replace the flight data recorded, SRD requirements 3.13 shall be met.
43SRDHow many waypoints are required for storage in the FMS?According to SRD requirement 3.7.3.6, the FMS shall store a minimum of 100 pilot generated waypoints.
44GeneralThe AMP effort will not meet the FAA ADS-B out requirement by January 2020. T1. What is Government's plan/strategy?The Government is aware of the FAA ADS-B out requirement. Plans to keep the aircraft not modified by January 2020 compliant is being worked as a separate effort.
45GeneralIs it the Government's responsibility for any corrosion/cracks found before the modification?Any known discrepancies will be noted before the aircraft is delivered to the contractor facility. During installation, if damage is found not related to the AMP effort, then the Over and Above process may be used.
46SIMDoes the 20 year requirement for the aircraft also pertain to the simulators?Yes, as it pertains to any installed aircraft parts and their integration. Equipment installed in the OFT & PTT cannot have any known obsolescence issues.
47SIMIs the courseware requirement part of the Draft RFP (PTT)?The Government will create the courseware based upon contractor deliverables. Reference Section 11 of SOW.
48SIMWill USAF provide PTT scenario book to Contractor?Not all; however, a sample lesson will be posted in the bidders library.
49SIMClarify software transition for simulator (OFT & PTT), and aircraft.Currently there is no software transfer from the aircraft to the OFT and PTT. (i.e. no Operational Flight Program (OFP)).
50SIMAre the Simulators networked together?The OFTs at one base are networked and cannot see OFTs at other bases. The OFTs are not connected to the Internet or NIPRnet. PTTs are stand alone and not networked together.
51SIMDoes the PTT software change or remain the same?Changes to the software may be required depending on the solution proposed. The requirement is for the simulators to reflect the new avionics suite. Per SRD, the modified simulator shall retain the current aero and engine models.
52SIMWho owns information on PTT?The Government owns the PTT. Any technical data which can be released will be provided in the bidder's library.
53SIMHow many hours per day are Simulators used?Currently the simulators operate on a 16-hour window.
54SIMWill OFT simulator code be provided as Government Furnished Information?All releasable simulator source code will be provided to the contractor selected to perform the modification. The bidder's library will contain system diagrams, drawings, and descriptions to assist during proposal development. A list of software and software licenses will be provided.
55SIMWill OFT simulator drawings be provided as Government Furnished Information?It is the Government's intent to provide these details in the bidder's library at the final RFP release.
56SIMIs the hardware in the CSO OFT the same as the aircraft?All hardware in the CSO aircraft is identical to the CSO OFT except the comm panel.
57SIMDoes the OFT CSO push threats to the cockpit instruments?Yes, the live OFT TCAS modification has allowed the CSO instructor laptops to display aircraft on the OFT visual systems and MFD. The CSO equipment installed on the aircraft do not push any information.
58SIMIs there a debrief station for the OFT?Yes, the current OFT has the capability to remove a hard drive from the OFT and review the simulated flight using viewing software.
59SIMWill the AMP contractor be responsible for hardware and software in the OFT?Yes, the AMP contractor will be responsible for modification of the necessary hardware and software in the OFT.
60SIMDo you want software the same so the training syllabus doesn't have to change?The Government will create the courseware based upon contractor deliverables. Reference Section 11 of SOW.
61SIMIs there a flight model in the PTT?There is a basic flight and engine model on the PTT. The throttles and the A/P allow the PTT to "fly" a flight plan that is programmed in the FMS, or just to fly a basic heading/course intercept to include instrument approaches.
62SIMIs the FMS in the OFT and PTT synthetic?Yes. Details will be provided in the OFT and PTT drawings in the bidder's library.
63SIMIs there a parts list of what is real vs. synthesized in the OFT?A list will be provided. Very few items in the OFT are still aircraft parts. A majority of the equipment is synthesized.
64SIMWhat software language are the different modules in the OFT written?Host ADA, IOS developed in QT and C, Sim OS in Redhat, Control Loading Linux and C, Avionics displays in GL Studio and C. Engines in C, Audio is Symphonics V+. Auto Fidelity Tests in ADA. DATIFF inputs. Approach and Departure plates scalable pdf file to the IOS. This information will be included in the bidder's library.
65SIMIs the software on the IOC a L-3 Link product?A list of software will be provided in the bidder's library.
66SIMHow periodic are the software updates in the OFT?It varies by training need. However NAVAIDs and approach plates are monthly. Average baseline updates are three times a year.
67SIMWhat is the interface from the airport environment computers to the OFT simulators?The enviroment such as weather, wind, clouds, day , night ,etc. are selected at the IOS. A complete list is found in the Operators Manual which will be available in the bidder's library.
68SIMWill the successful Offeror be able to look at the PTT after contract award?Yes
69SIMIs the IOS in the PTT the same as the OFT?The software in the PTT is a subset of what is run in the OFT. It does not contain all of the functions.
70SIMDoes the OFT have two levels of visual system (regular vs. hi-def)?Yes, the resolution is 1 meter resolution around the Main Operation Bases (MOB)s and 15 meters elsewhere.
71SIMInterface from SIM to interactive airport environment, do you replace or maintain?The interface shall be maintained. An interface document will be provided in the bidder's library.
72SIMWill network connectivity need to be maintained between a modified and unmodified OFT?Yes. See SRD 4.1.4.
73SIMIs it mandatory for students to spend time at the PTT?Yes
74SIMWho performed the latest PTT modifications?L-3 Link Simulation and Training
75SIMDo we have a list of faults for IOC?A malfunction list will be provided in the bidder's library.
76SIMHow do you get an ACA with the simulator CLS contractor when we don’t know who the contractor will be?The SOW will be updated to include language regarding ACA requirements.
77SIMWhat type of data rights do we have for the OFT? Can we leverage GP data rights?The Government will provide all information allowed, to include a list of software licenses and rights in the bidder's library.
78SIMIs there a certification requirement for the simulators?No. The simulators do not require certification, however Qualification Test and Operational Test requirements must be met. SOW 6.4.1.
79SIMMust a PTT/OFT solution use DAFIF?Per SRD 4.1.20, the simulator shall continue to use DAFIF or equivalent database (SRD to be updated).
80SRDWhat is the current CSO intercom system; will wiring diagrams be provided prior to the RFP? (SRD 3.3.3)It is the Government's intent to provide these details in the bidder's library at the Formal RFP release.
81SRDCan the current intercom of the CSO jet be touched?According to SRD requirement 3.3.3, the aircraft CSO Inter Communication System (ICS) capability shall be retained. Movement of the panel is allowed.
82GeneralSOW 4.4.1 appears to require that at least 50% of labor be subcontracted instead of requiring that at least 50% of labor be performed by the prime contractor as specified in the referenced FAR clause (FAR 52.219-14). Perhaps it should say, “At least 50 percent of the cost of the contract performance incurred for personnel (services) shall be expended for employees of the contractor.”The SOW 4.4.1 has been updated to reflect the proper terminology.
83GeneralThe SOW references RTCA DO-178C and the preference to use COTS equipment. It also references Software Assurance Countermeasures Planning, Cybersecurity Planning, and Source Configuration of Commercial Software. Paragraph 4.7 states that some of these requirements may be non-applicable. Request that the Government review these requirements and provide additional guidance for software that is FAA approved (TSO or PMA) and developed under DO-178C or other commercial distribution standards.The Government will review this section and provide guidance in the Formal RFP.
84SIMA model of the cockpit is used to repeat instrument settings at the IOS of the OFT. What format is the model in and will we have access to the source files for that model?Yes, the source code is in ADA which is non-proprietary, with hooks for GLStudio (DisTi). These are called the cockpit repeater images, designed by L-3.
85GeneralThe SRD states in Section 1.3 "the AMP approach is to address obsolescence by replacing the avionics suite in its entirety". Please clarify what is meant by "in its entirety".The Government has reviewed and updated the SRD.
86LThe ITO indicates that the technical volume is to contain both the SRD matrix (18 pages in the template) and the FAA Certification Plan (a minimum of 20 pages – the FAA Certification Plan on CSO was around 25 pages). That results in only about 60 pages for the bulk of the technical volume. Is there a chance that you could make the SRD matrix or the FAA Certification Plan (or both) an attachment to the proposal and free up those pages for the remainder of material?Matrix reference changed to Table. Additionally, page limit was increased to 125.
87GeneralWhat is a small business? What does 51% of the work mean (dollars, hours,…)?A small business for this acquisition is classified as a company that meets the size standards per the applicable NAICS code 336411. Further, a small business must self certify IAW FAR 52.219-28.
88GeneralCan you clarify the 8210 requirement? (Noted, many small businesses can't comply)?This requirement is exempt from the Ground and Flight Risk clause IAW DFARS 228.370(iv). As such, compliance with DCMA 8210 is not required. An addendum will be included in the RFP.
89SIMDo the OFT and PTT utilize the same software or the same software base?The software in the PTT is a subset of what is run in the OFT. It does not contain all of the functions.
90GeneralWhich CMMI level is required or is it acceptable for small business to utilize another form of configuration management?The Government has reviewed and updated the SOW Section 9.
91SRDWere requirements 4.1.23 and 4.1.25 omitted from the matrix on purpose? OFT/PTTYes.
92SRDHow does a student "select" a scripted mission? SRD 4.2.6Students can initialize the PTT either in air or on the ground. Scripted missions are provided by AETC on printed material.
93SRDPlease clarify, this reads as components not meeting this requirement (fire resistant) can only be used when in the aircraft configuration? SRD 4.1.25The Government has reviewed and updated the SRD.
94SRDWill the contractor be required to have an ACA (Associate Contractor Agreements) with Stevens Aviation or Camber if contractor does not need support from either of these companies? If Yes, does the Govt see this as a potential conflict of interest due to potential Stevens Aviation and Camber teaming toward pursuing this award? SRD Sec 3.3The Government does not intend to require an offeror to have an ACA with Stevens Aviation or Camber. If an offeror's proposed technical solution involves getting an ACA with these two companies, then it is the offeror's voluntary choice.
95SRDWill bidders library contain the wiring diagrams for the CSO modification to include interface to the existing avionics systems and audio system? SRD Sec 3.3Yes. The bidder's library will contain these items.
96SRDDoes the USAF have Government Purpose Rights to Arinc 429 Data Dictionary for the received CSO Station data from the existing avionics suite? If yes, will this be provided to contractor? SRD Sec 3.3The parameters sent to the CSO training system over the ARINC 429 is documented in an Interface Design Document and will be provided in the bidder's library.
97GeneralSince this is a rated order DO-1A under 15 CFR 350, will the government require Stevens to provide the STC complete data package to the successful contractor?There is no 15 CFR 350. The intent is for Stevens to remain the applicant of the CSO STC ST00055MC.
98SRDP/N 76621-4 Pitch Trim Controller & 132-384029-1 Soft Start Module are related to airframe hardware (Non COTS / Proprietary to Airframe Manufacturer) and not part of the current Avionics Suite. Since the AMP is addressing primarily COTS avionics suite replacement, can these parts be removed from the requirement to replace? SRD Appendix EThe contractor proposed avionics suite shall replace (at a minimum) all of the items listed in SRD Appendix E. All of the new suite LRUs/components must meet the 20-year requirement noted in SRD 3.1.1.
99SRDWould the mounting of one each LRU associated with engine indication (analog to digital converter) in a rack assembly behind the respective Pilot and Copilot Primary Flight Display PFD be acceptable if this is the intended avionics manufacturer design and can be accessed by removing 4 fasteners for the PFD? SRD 3.16.1No, it does not meet requirement 3.16.1.
100SRDDoes this mean the TCAS-II system must accept ADS-B IN Traffic information and provide this as a combined (active interrogation and ADS-B IN Traffic) presentation on the new cockpit displays. SRD 3.7.6.2The government has reviewed and updated the SRD.
101SRDWill the CSFDR wiring interface be part of the bidders library? SRD 3.13.1The wiring diagram of the entire system will be provided in the bidder's library.
102SRDWill the CSFDR recorder parameters and freq of capture be part of the bidders library? SRD 3.13.1Yes, the parameters captured and the frequency of sampling will be provided in the bidder's library.
103SRDWill an aircraft flight manual be present in the bidders library which will show a current T-1A SUPT and CSO aircraft weight and balance? SRD 3.2.5Yes, the flight manual will be avaliable in the bidder's library which contains the worksheet to be filled out. Each aircraft has a different weight and balance. Refer to answer on question 23 for description of weight and balance for the T-1A.
104SRDRequirements for non proprietary architecture and COTS solutions appear to be in contradiction with one another in Government procurement language. Commercial Off the Shelf and CaNDi products/services are used to simplify procurement processes but are not exposed to Government Purpose Rights (GPR) since COTS solutions are developed outside of a contract vehicle. These are systems beyond the areas affected by a potential avionics modernization program but will impact the overall sustainability and life-cycle costs of the OFTs. There is also concern that software of this vintage may also be impossible to support until 2035 due to technology advancement. Would the Government consider additional modification to the OFTs in order to enable support/sustainability until 2035, reduce life-cycle costs and mitigate obsolescence to be within the scope of the requirements as currently outlined and defined?20 year requirement only pertains to any installed aircraft parts and their integration. Equipment installed in the OFT & PTT cannot have any known obsolescence issues.

SRD 3.9.21. What is the design criticality level of this function?The Government has not assessed a design criticality to this requirement. It is included in the SRD and shall be included in the proposed avionics suite.
131SRDThe modified T-1A aircraft shall provide a settable 24-hour digital clock, readable at night, with continuous time display to include hour, minutes, and seconds at the pilot and co-pilot positions (MANDATORY). SRD 3.12.1. Is it acceptable to retain existing clock? What are the requirements for being "settable"? Must it be able to be set to any time, or is the choice between setting the clock with different time formats acceptable?The contractor must determine what systems will be retained and which ones will be replaced.
