PART I - THE SCHEDULE
SECTION B
SUPPLIES OR SERVICES AND PRICES/COSTS
The Government is contemplating a single integrator for the T-1A Avionics modification, including non-recurring engineering (NRE), production, installation, type 1 training and technical order preparation for this modification.
The purpose of this acquisition is to procure, engineer and install an avionics solution for the T-1A aircraft fleet of 178 aircraft, 16 simulators and 14 part task trainers. The modification will use FAA certified commercial off-the-shelf (COTS) hardware and software to replace the existing avionics system and solve obsolescence.
a.) Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text. Clauses and provisions in this documents will be numbered in sequence, but will not necessarily appear in consecutive order.
c.) Representations, Instructions and Evaluations will be removed from any resultant award, but will be deemed to be incorporated by reference, in that award.
d.) LINE ITEM STRUCTURE - The Government reserves the right to add/remove Contract Line Item Numbers (CLINs). Sub Contract Line Item Numbers (SubCLINs) may be established under CLINs to accommodate various Accounting Classification Reference Numbers (ACRNs), Accounting and Appropriation Data.
e.) Price Matrix, Attachment C will be used to input prices. Prices are NOT to be provided in Section B. CLIN structure is presented for descriptive purposes only. Include prices for all CLINs on the Price Matrix, Attachment C.
f.) The principal purpose of the contract has been determined to be a supply under the terms of the Walsh-Healey Public Contracts Act (WH-PCA) however a Hybrid contract is applicable and Service Contract Labor Standards (SCLS) may apply in some instances. Both the SCLS and WH-PCA provisions are contained within the Request for Proposal and will be contained within the resultant contract. Due to the competitive nature of this acquisition contractors shall go to www.wdol.gov http://www.wdol.gov/ to obtain the appropriate SCLS wage determinations applicable to their specific state/county for use in the development of their individual proposals. If unsure about the application of the wage determination the contractor should seek guidance directly from the Department of Labor (DOL). This office shall not specify or attempt to provide advice as to the application of these laws within the structure of the contract. Only the DOL can enforce the SCLS and only DOL can determine proper SCLS classification within the authority. Contractor is required to keep the PCO/ACO advised of the current wage determination number in use and/or of any changes or pending changes to the wage determination.
g.) Kit production and installation on aircraft will be subject to funds and aircraft availability. Thus, ranges for both occurrences have been developed.
h.) CLINs under the OVER AND ABOVE FIXED PRICE PER OCCURENCE heading may not be purchased due to funding limitations associated with the requirement. The Government is not obligated to purchase these items, but may exercise its right to do so if funding is available.
i.) Clause 52.246-11 HIGHER-LEVEL CONTRACT QUALITY REQUIREMENT (Dec 2014) shall be congruent with SOW reference 4.2: "Quality Assurance Management - AS9100C, Requirements for Aviation, Space, and Defense Organizations, RTCA/DO-160G, Environmental Conditions and Test Procedures for Airborne Equipment, DO-357, User Guide: Supplement to DO-160G, and RTCA/DO-178C, Software Considerations in Airborne Systems and Equipment Certification."
j) All FY reference dates throughout Section B will be updated upon contract award.
k.) The basic performance period covers NRE through completion of the FAA certification, resulting supplemntal type certificate and Low Rate Initial Production (LRIP), if exercised. Kit production, installation and training will occur in a series of Options, beginning with Option 1 and concluding with Option 6. The Basic and Option periods are tied to completion of events rather than dates.
Therefore, the Fiscal Year that corresponds with the Option Period being exercised will be adjusted once the ending date of the Basic Period is known. Option Period 1, if exercised, follows completion of the Basic Period. Option Period 2, if exercised, follows completion of Option Period 1. Each additional Option Period, if excerised, will follow completion of the preceding Option. Options may be exercised at the sole discretion of the Government in accordance with (IAW) FAR 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000). In the event that long lead items and kits are required to be purchased before exercising Option Period 1, items will be purchased during the Basic Period.
Prices shall be determined based upon the corresponding Fiscal Year that orders are placed IAW the Price Matrix, Attachment C.
l.) The following identifiers represent the contract period in effect for the Basic and Options periods of performance as described in paragraph j above. The numbers will be used in combination with the line item numbers, which are established in the left margin of the Line Item Schedule under the CLIN heading:

Travel This CLIN is for unanticipated Government directed travel only. Travel under this CLIN will be Firm Fixed Price per event.
