DTACAN QUESTIONS/RESPONSES 3RD INSTALLMENT

Question: After reviewing the CDRL and DID requirements which are focused around US EPA Guidelines for site identification, site preparation and medical surveillance and monitoring of site personnel, would the government consider using DID DI-SAFT-81626 – System Safety Plan? This DID would also fit very well with CDRL A014 System Safety Hazard Analysis Report.

Updated Response:

Answer: This question was originally answered on the 2nd Installment of responses (17 Dec 09), however after further review, the government concurs use of DI-SAFT-81626 in lieu of DI-ENVR-81375. Because this is due 90 Days after contract award, the CDRL reference will be amended to reflect this change at contract award. Offerors need to be cognizant of this change.

Question: The RFP requires the contractor to comply with AFI 91-302, Air Force Occupational and Environmental Safety, Fire Protection, and Health (AFOSH) Program. This AF instruction Implements AF policy. Contractor would like the procuring agency to consider the requirement for the use of AFOSH 91-501 AF Consolidated Occupational Safety Standards in its place for the incorporation of AFOSH safety practices in the required product.

Answer: AFI 91-302 located in the Purchase Item Description, page 3, para 2.1.1.3, establishes the requirement for the AF to have programs and processes in place which conform to OSHA standards. AFOSH 91-501 references AFI 91-302 and more narrowly defines specific OSHA standards and assigns policy and enforcement to specific offices or functionals. Therefore, 501 is much more specific. Therefore, AFOSH 91-501 shall be used in place of AFI 91-302.
