DTACAN QUESTIONS/RESPONSES – 12/17/09

Question: CDRL A018. The CDRL is subtitled "provisioning parts" list but the DIDS is entitled “Supplemental Data For Provisioning". What is the contractor deliverable?

Answer: The intent of CDRL A018 is to receive a provisioning parts list which contains all data required to assign a National Stock Number. The list shall contain a list of all repairable/replaceable part numbers and be consistent with the maintenance philosophy of the subject system or next higher assembly. In addition, each part number shall be presented with its CAGE code, unit of issue, QPA, QPEI, cost, Depot/Field reparability indicator and maintenance factor (or other reliability indicator i.e. MTBF). Data presented (except reliability data) must be supported by the submission of engineering drawings, source control drawings or other submittals under CDRL A024.

CDRL A024 TDP option selection worksheet, block 3:

Context: Drawing format shows "Contractor format selected", yet block 9 points to attachments 1 though 10 for other tailoring with requirements that may conflict with the contractor format. MIL STD 31000 C is not very specific on the definition of block 3, contractor format, except it applies when contractor numbering and cage code is to be used, once selected in block 2.

Question: CDRL A024: What does contractor format mean? How should block 3 and block 9 be reconciled, notably if requirements conflict?

Answer: The government believes this question arises from a possible misinterpretation of the DD Form 2554-1 itself. Block 3a says "CONTRACTOR FORMATS" however this is a block title of the basic form, and is not intended to be an instruction to offerors. Block 3a should more properly be "X" with a note to See Block 9 for further instructions. Block 9 is the controlling paragraph.

Question: FAR Clause 52.219-16 indicates there are Liquidated Damages, but an amount is not listed. What is the amount of liquidated damages?

Answer: Subparagraph (b) of the clause defines how the damages are calculated as follows: “The amount of probable damages attributable to the Contractor’s failure to comply, shall be an amount equal to the actual dollar amount by which the Contractor failed to achieve each subcontract goal.”

Question: After reviewing the CDRL and DID requirements which are focused around US EPA Guidelines for site identification, site preparation and medical surveillance and monitoring of site personnel, would the government consider using DID DI-SAFT-81626 – System Safety Plan? This DID would also fit very well with CDRL A014 System Safety Hazard Analysis Report.

Answer: At this time the government does not recognize the need to replace or accept an alternative CDRL/DID requirement other than what is referenced in the RFP for CDRL A015. The DID referenced in the RFP is expected to satisfy the government’s requirement as is.

NOTE: FAR clause 52.247-6 is not applicable to this effort. Transportation costs will not be evaluated separately and are expected to be included in the price of the equipment.
