PERFORMANCE WORK STATEMENT

Interim Contractor Support (ICS) for the

Air Force Deployable Tactical Air Navigation (D-TACAN) Systems

1. Description of Services

This Performance Work Statement (PWS) defines the effort required to provide Interim Contractor Support (ICS) for the sustainment of the Deployable Tactical Air Navigation (D- TACAN) systems that are to replace the AN/TRN26A and AN/TRN26C systems. Through a comprehensive logistics support plan, the Contractor is to establish and implement an ICS program. The Contractor shall provide all necessary qualified personnel, management, technical services, materials, equipment and contractor facilities to support the requirements of this PWS.

1.1. Interim Contractor Support

The ICS program shall provide the Government with a full range of depot support services throughout the contract. The Contractor shall provide the level of support required to sustain the required operational availability of 98% for the D-TACAN systems. As part of this support, the Contractor shall provide technical troubleshooting and operational support services which the Government can utilize 24 hours a day, 7 days a week with Contractor responses provided no later than the next business day. The Contractor shall maintain a record of this activity and make it available for Government observation.

1.1.1. Hardware Support

As a part of the ICS program, the Contractor shall develop and implement a plan to supply required hardware for the D-TACAN system. The supply plan shall allow for submission of parts requisitions by the Government 24 hours a day, 7 days a week and Contractor shipment of requested items within 24 hours of requisition. The Contractor shall maintain a record of this activity and make it available for Government observation.

1.1.2. System Software Support

As part of the ICS program, the Contractor shall develop and implement a plan to maintain and update the D-TACAN system software. Through this plan, the Contractor shall revise the software as required to resolve issues as may be discovered after fielding the D-TACAN system.

This shall include issues that are discovered by the Government as well as those discovered by the Contractor. All changes shall be properly documented through the configuration management plan and new versions of the software distributed per Government direction.

1.2. Mission Essential Services

The contractor shall prepare for the continuation of essential DoD services during crisis In Accordance With (IAW) Depart of Defense Instruction (DoDI) 3020.37. In a state of emergency, if the Government deems necessary, the contractor shall provide all services necessary to ensure mission accomplishment. On occasion, services may be required to support an activation, or exercise of contingency plans outside normal duty hours. IAW DoDI 3020.37, 3 Nov 09 3 the contractor shall develop a contingency plan and furnish a copy to the PCO for those tasks identified as essential to provide reasonable assurance of continuation during crisis conditions.

1.3. Security

The Contractor shall perform all activities required to meet the security requirements of DOD facilities they are required to access during the performance of this contract. The Contractor, when working in DOD facilities, shall wear identification badges on their outer garment in the chest area and abide by all rules, regulation, etc. of the DOD facility.

1.4. Period of Performance

The period of performance for the ICS shall begin at acceptance of the first article D-TACAN system and continue through the end of the contract.

2. Service Summary

Contractor performance shall be measured and assessed, using the Performance Objectives listed in the Service Summary Table. The Contractor service requirements are summarized into performance objectives that relate directly to the mission essential items. The performance threshold describes the minimum acceptable levels of service for each requirement. In the event the performance objective is not met, the Contractor will be given a reasonable time after notification to correct the unacceptable performance, if such correction is possible. The Contractor shall immediately take corrective action in accordance with the performance threshold(s). In cases where the Contractor fails to implement corrective action, the PCO will take appropriate measures. The absence of any contract requirement from the Service Summary shall not detract from this enforceability nor limit the rights or remedies of the Government under any other provision of the contract.

The Contractor shall address all deficiencies noted by the Government while performing the surveillance of this service delivery. The Contractor shall prepare and maintain a numbered list of deficiencies, the root cause(s) for the deficiencies and changes they will implement to prevent the mishap in the future. The full list shall be submitted quarterly to the Government.
