1. Scope
This Performance Work Statement (PWS) defines the effort required for the procurement and life cycle sustainment of a Non-Developmental Item (NDI) Deployable Tactical Air Navigation (D-TACAN) system to replace the current Air Force (AF) AN/TRN26A and AN/TRN26C inventory. This effort includes the NDI solution analysis that ensures that the selected solution is operationally safe, suitable, and effective. A comprehensive data package (configuration management, maintenance, interfaces, and life cycle logistics support) shall be developed which will be verified and validated through functional and physical configuration audits, and first article testing and approval. Approval of deliverables shall be supported by disciplined and comprehensive system engineering, program management, risk management, and integrated logistics support plans, reviews, reports and analysis. The contractor shall provide all necessary qualified personnel, management, technical services, materials, equipment and contractor facilities to support the requirements of this PWS.

3. Requirements
3.1. Technical Requirements
The Contractor shall produce and deliver a system that meets or exceeds all requirements of the D-TACAN CID (Document Number 200948526) and all requirements of this PWS. No Government furnished equipment shall be required as a part of the D-TACAN system to meet any of these requirements (e.g. towability, environmental).
3.1.1. First Article D-TACAN System
The Contractor shall produce and deliver one production representative first article D-TACAN system for testing and evaluation by the Government. The first article system shall be complete with all support equipment (if any), tools and ancillary equipment required to completely set up, operate and test in accordance with the approved test plan. Acceptance by the Government shall be after successful first article Test and Evaluation (T&E) and retrofit of the system to resolve any deficiencies found during testing and evaluation. After acceptance, the contractor shall deliver the first article D-TACAN system to 3CCG of Tinker AFB, Oklahoma. With the first article D-TACAN, the Contractor shall supply one full year of sustainment support (ICS, warranty, etc.) from the time the system is accepted by the Government and as required to sustain the required operational availability per the CID.
3.1.2. Production D-TACAN Systems
Upon successful completion of first article testing and evaluation, and with approval of the ACO, the Contractor shall deliver to the Government, eighteen (18) D-TACAN systems in the final approved configuration. Acceptance by the Government shall occur at the Contractors’ facility.
The Contractor shall be responsible for shipment of the complete system to destination locations IAW the schedule shown below unless otherwise instructed. With each D-TACAN system, the Contractor shall supply one full year of sustainment support (ICS, warranty, etc.) from the time the system is accepted by the Government and as required to sustain the required operational availability per the CID.

3.1.3. Software Delivery
The Contractor shall deliver each D-TACAN system with all required software loaded on the appropriate piece of equipment. The Contractor shall deliver two copies of any software that are used to control the operation and sustainment functions of the D-TACAN system. All Contractor code and software specifically written and designed for the D-TACAN shall be delivered to the Government.

3.2. Program Management
The Contractor shall maintain a formal organization to manage the contract including program control, quality assurance, configuration management, management of Government furnished resources, if any, risk management, and security. The Contractor shall assign a Program Manager to organize, plan, schedule, implement, control, analyze, and report on all elements of the contract. The Program Manager shall be prepared to present and discuss the status of contract activities with the Government at any time during normal business hours.
3.2.1. Schedule
3.2.1.1. Delivery Schedule
The Contractor shall deliver the first article D-TACAN system for test and evaluation within 6 months of contract award. Upon approval by PCO and execution of CLIN 0005, the Contractor shall deliver the production D-TACAN systems at a rate of not less than 2 per month starting within 5 months of execution of CLIN.

3.2.1.2. Integrated Master Schedule
The Contractor shall establish and maintain an Integrated Master Schedule (IMS) throughout this effort that maintains the requirements of paragraph 3.2.1.1. Once the baseline IMS is established, the Contractor shall deliver the D-TACAN systems per the IMS with potential allowances granted for Government delays or other Government direction. All deviations to the IMS that may negatively impact the schedule shall be immediately reported to the Contracting Officer.

3.2.2. Status Reports
The Contractor shall submit a status reports throughout the period of the contract.

3.2.3. Meetings and Reviews
The Contractor shall conduct meetings and reviews in accordance with this PWS. When meetings or reviews are held at the Contractor's site, the Contractor shall provide facilities and office equipment (e.g., access to telephone, internet and fax), and appropriate personnel, presentation materials, mockups and technical data. For each meeting or review, the Contractor shall prepare and deliver a Meeting Agenda and Meeting Minutes. Copies of presentation materials shall be prepared for all meeting participants. When appropriate, meetings and reviews shall be scheduled concurrently to reduce travel.

3.2.3.1. Kickoff Meeting
The Contractor shall conduct a Kickoff Meeting within 30 calendar days after award of contract at the Contractor’s facility. The agenda shall be developed jointly between the Contractor and the Government.
3.2.3.2. Program Management Reviews/Technical Interchange Meetings
The first Program Management Review/Technical Interchange Meeting (PMR/TIM) shall be held in conjunction with the Kickoff Meeting. The following PMRs/TIMs shall then be held quarterly until delivery of the last ordered production unit or until the Government deems that regularly scheduled meetings are no longer necessary, whichever is earlier. The site for the PMRs/TIMs shall alternate between the Contractor's facility and Government facility unless video conferencing is deemed appropriate by the Government. The purpose of the PMR is to discuss contract status, track and review outstanding action items, review potential and actual programmatic problem areas and proposed solutions, track and discuss planned versus actual for schedule and performance, and provide a forum for highlighting activity planned for the next
3 Sep 09 7 period. The purpose of a TIM is to discuss specific technical activities, including action items, studies, test plans, test results, design issues, technical decisions, and implementation concerns to ensure continuing visibility into technical progress.
3.3. Quality Assurance
The Contractor shall establish and maintain a documented quality system that, as a minimum, is compliant with the requirements of ANSI/ISO/ASQ Q9001-2000, Quality Management Systems
– Requirements or equivalent. The quality system shall address the Contractor’s processes for ensuring quality services, documentation, hardware and software. The quality system procedures, planning, and all other documentation and data that comprise the quality system shall be made available to the Government for review. The Government may perform any necessary inspections, verifications, and evaluations to ascertain conformance to requirements and the adequacy of the implementing procedures. The Contractor shall provide a list of their Quality Design Standards at the kickoff meeting.
3.4. System Engineering Management Plan
The Contractor shall develop and maintain a Systems Engineering Management Plan (SEMP) to produce, field, and sustain a safe and effective D-TACAN system. While the SEMP shall address all aspects of system engineering, it shall particularly focus on configuration management, testing, system safety and logistics support as detailed below. The Government may perform any necessary inspections, verifications, and evaluations to ascertain conformance to the SEMP.

3.4.1. Configuration Management
The Contractor shall develop and maintain a Configuration Management Plan which effectively demonstrates the Contractors’ processes and procedures for: documenting configurations, tracking changes, submission of Engineering Change Proposals, requests for deviations and waivers and other actions which may affect the configuration of the delivered system. For the purpose of this paragraph, Configuration Management includes the management of documentation, drawings, lists, etc. as well as hardware, firmware and software through the use of version, revision or modification numbering/lettering schemes. The approved Product Baseline shall be established after successful completion of the Functional Configuration Audit (FCA)/Physical Configuration Audit (PCA), conducted using MIL-HDBK- 61A, Section 6 as guidance. The Contractor shall include a configuration audit plan for the FCA and PCA within the Configuration Management Plan.

3.4.1.1. Configuration Change Control – Engineering Change Proposals & Request for Deviations or Waivers
The contractor shall submit for written Government approval all deviations, waivers and engineering change proposals IAW the approved Configuration Management Plan on an as needed basis, but in no case shall the contractor implement such change prior to approval by the Government.

3.4.1.2. Functional Configuration Audit
After completion of all tests, a FCA shall be conducted using MIL-HDBK-61A, Section 8 as guidance. The purpose of the FCA is to validate that the actual performance of the D-TACAN system meets the requirements stated in the CID. The Contractor shall provide all documentation and appropriate personnel to support the FCA. The Contractor shall develop a Configuration Audit Summary Report documenting the findings of the FCA and listing actions taken to correct deficiencies. The FCA is considered complete when the Contractor has demonstrated that all FCA requirements have been successfully validated and no critical action items remain.

3.4.1.3. Physical Configuration Audit
With Government oversight, the Contractor shall conduct a PCA using the first article system at the Contractor’s facility prior to first article T&E. The PCA shall be conducted using MIL- HDBK-61A, Section 8, as guidance. The purpose of the PCA is to ensure that the as-built product configuration documentation matches the as-delivered design. The Contractor shall provide a complete set of released drawings, indentured parts list, system diagrams, system configuration documentation, access to status accounting documentation, and the first article D- TACAN system for the audit. The Contractor shall also ensure that appropriate personnel are available to support the PCA. The Contractor shall develop a Configuration Audit Summary Report documenting the findings of the PCA and listing actions taken to correct deficiencies.
The PCA is considered complete when the Contractor has resolved all discrepancies identified during the audit.

3.4.2. System Test & Evaluation
The Contractor shall supply a complete NDI solution for the D-TACAN system that has already been tested and has demonstrated that the system and subsystems meet or exceed all requirements of this PWS and the D-TACAN CID. The Government may perform a verification
3 Sep 09 9 of the Contractor’s test, analysis or demonstration documentation that supports these requirements.
3.4.2.1. Test Readiness Review
The Contractor shall schedule and conduct a Test Readiness Review (TRR) at the Contractor’s facility prior to first article T&E to ensure readiness of the system and documentation. The Contractor shall provide the following information for review at the TRR:
First Article D-TACAN system Production Acceptance Test (PAT) Procedures Any proposed changes to approved test documentation, required test resources and test schedule.
A successful TRR is predicated on the Government's determination that the hardware and software baseline is stabilized, the first article D-TACAN system is ready and available, and test plans and procedures form a satisfactory basis for proceeding.
3.4.2.2. Production Acceptance Test
The Contractor shall develop Production Acceptance Test (PAT) Procedures and shall use these to test each system once the procedures are approved by the Government. The PAT shall verify that the D-TACAN systems conform to applicable specifications, are free from manufacturing defects, and are identical in form, fit and function to the qualified hardware. The Contractor shall ensure that necessary test support equipment is available, properly calibrated and fully operational to support testing. The Government may perform any necessary inspections and verifications to ascertain conformance to requirements. The Contractor shall complete and deliver a PAT Report that details the results of each PAT. Each D-TACAN system shall pass all requirements of the PAT before acceptance by the Government.

3.4.2.3. First Article Test and Evaluation
The Contractor shall provide required support to the Government during the first article Test and Evaluation (T&E) which will be used to demonstrate the operational capability of the D-TACAN system to meet the requirements of the CID. Refer to the Preliminary First Article T&E Plan for specifics. Acceptance by the Government shall be after successful first article T&E of the D- TACAN system. Any deficiencies found during the first article T&E shall be resolved by the Contractor and a retrofit of the first article system performed. The Contractor shall provide the required support to the Government if additional T&E of the first article system is required after the retrofit. The first article T&E is expected to be performed at Clinton Sherman Airport in Clinton, Oklahoma and the Contractor shall deliver the first article D-TACAN to the first article T&E site. The Contractor shall supply appropriate personnel to support the first article T&E.

3.4.2.4. Receiving Inspection
Upon receipt of the production D-TACAN systems at their final destination, the Government will perform a receiving inspection. The objective of the receiving inspection is to verify the system is operationally suitable for flight operations. Contractor provided operations and maintenance manuals shall provide specific test procedures and checklists to be used by the maintainers and operators for completion of the required receiving inspection.
3.4.3. System Safety Requirements
The Contractor shall conduct a System Safety Assurance Program using MIL-STD-882D as a guideline. The Safety Assurance Program shall identify and evaluate safety risks associated with the D-TACAN system, identify the safety requirements and risk controls applied in the design to verify the reliable implementation of safety requirements and risk controls, and to minimize risk of hazard to equipment and personnel. All documentation that comprises the System Safety Assurance Program shall be made available to the Government for review. The Government may perform any necessary inspections, verifications, and evaluations to ascertain conformance to requirements and the adequacy of the implementing procedures. In addition, the Contractor shall submit detailed reports specific to the D-TACAN system per the CDRLs.

3.4.4. Life Cycle Management Support
The Contractor shall provide a comprehensive Integrated Logistics Support Plan (ILSP) that details the designed service life, maintenance plan, and all sustainment elements needed to sustain the system at the 98% operational availability threshold for the expected life of the system. Implementation of the ILSP by the Contractor, shall allow all D-TACAN systems to meet or exceed the required operation availability per the CID. The ILSP shall include but not be limited to the topics below and shall incorporate all the stated requirements.

3.4.4.1. Life Cycle Sustainment
The Contractor’s logistics plan for the D-TACAN system shall be designed to minimize required spares, support equipment, preventative maintenance and on-site personnel support for such activities as alignments, adjustments, diagnostics, monitoring and maintenance while maintaining the required operational availability. Using modern technology, the Contractor shall maximize the use of robust design and equipment, automated data capture, self diagnostics and the ability to control and sustain the D-TACAN system from off-site locations. For ease of maintenance and repair, the Contractor shall provide a system that maximizes the use of modular
3 Sep 09 11 equipment with line replaceable unit (LRU) design. As is practical, the Contractor shall maximize the use of equipment which is common with their fixed base TACAN systems.
3.4.4.2. Maintenance Planning
The Contractor shall recommend system, sub-system, and LRU service life limits. The Contractor shall recommend reliability centered maintenance designed to sustain the system throughout the proposed system life cycle. The Contractor shall provide Depot Level Repair Instructions that enable a Contractor or Government maintenance activity to restore a system, sub-system, or LRU to a serviceable condition. These maintenance instructions shall include all support equipment, manpower type, unique processes/procedures/specifications, and anticipated flow-time days.

3.4.4.3. Spares
The Contractor shall develop and deliver for Government approval a Provisioning Parts List (PPL) and a Proposed Spares Parts List (PSPL) that will be used to determine spare requirements. The Contractor shall deliver spare components as required by the Government per
CLIN 0008.

3.4.4.4. Interim Contractor Support
Within the ILSP, the Contractor shall provide an Interim Contractor Support (ICS) program. The ICS program shall provide the Government with a full range of depot support services throughout the period of the contract. The Contractor shall provide the level of support required to support the AF mission and allow for the required operational availability specified within the CID of the D-TACAN system. The ICS program shall not utilize Government resources (manpower, Government furnished equipment or materials, facilities, etc.) as support for the program. The Contractor shall implement and perform ICS support with the execution of CLIN 0007. As part of this support, the Contractor shall establish and maintain a process which the Government can utilize 24 hours a day, 7 days a week to request technical troubleshooting and operational support services. This process shall allow for responses no later than the next business day.
3.4.4.4.1. Hardware Support
As a part of the ICS program, the Contractor shall develop and implement a plan to supply required hardware for the D-TACAN system. This plan shall allow for submission of parts
3 Sep 09 12 requisitions by the Government 24 hours a day, 7 days a week and be capable of shipping the item within 24 hours of request.
3.4.4.4.2. System Software Support
As part of the ICS program, the Contractor shall develop and implement a plan to maintain and update the D-TACAN system software. Through this plan, the Contractor shall revise the software as required to resolve issues as may be discovered after fielding the D-TACAN system.
This shall include issues that are discovered by the Government as well as those discovered by the Contractor. All changes shall be properly documented and controlled through the configuration management plan, and new versions of the software distributed per Government direction.
3.4.4.5. Technical Manuals
The Contractor shall provide publications as required detailing full operation and maintenance of the D-TACAN system. Publications may include commercial manuals or other technical documentation as is appropriate. The Government shall perform a validation/verification of the documents per MIL-PRF-32216 during the first article T&E.

3.4.4.6. Technical Data Package
The Contractor shall provide a Technical Data Package (TDP) which includes detailed design and interface drawings as well as any other documentation that is required to define the D- TACAN system. The TDP shall be managed and updated IAW the Configuration Management Plan. The TDP shall accurately depict the “as built” configuration of the D-TACAN prior to acceptance and delivery of any system. These drawings shall include all interface cabling and be in sufficient detail to allow the Government to reproduce or reprocure any LRU level component as well as the complete system. Parts lists shall fully describe the item and refer to the OEM part number and CAGE.

3.4.4.7. Training
The Contractor shall develop and conduct an initial training program designed to instruct AF technical personnel on the operation, alignment, inspection, troubleshooting to LRU level and basic repair techniques applicable to the D-TACAN system. The Contractor shall provide all training documentation, materials, facilities, equipment and supplies required to conduct two classes of no more than ten students per class. The Contractor shall conduct the first class prior to
3 Sep 09 13 first article T&E. The second class shall be conducted before delivery of a full rate production system. Follow on training classes meeting these same requirements may be requested by the Government.

3.4.4.8. Support Equipment
The Contractor shall provide a Support Equipment Requirements Document (SERD) which details all non-integrated test or support equipment required for the operation and maintenance of the D-TACAN system. All common test and support equipment shall be currently stock listed. If any peculiar support equipment is required, the Contractor shall deliver one complete set of equipment with each D-TACAN system.

3.4.4.9. Packaging, Handling, Storage, and Transportation (PHS&T)
The Contractor shall package the D-TACAN system per MIL-STD 2073-1E and mark each system for transportation per MIL-STD-129P. The Contractor shall prepare and deliver instructions for any PHS&T requirements that are peculiar to the D-TACAN system. All PHS&T shall adhere to Environmental, Safety and Occupational Health (ESOH) requirements.
3.4.4.10. Item Unique Identification
Within the ILSP, the Contractor shall provide to the Government a recommended list of parts to receive unique identification (UID) in accordance with MIL-STD-130N. Upon approval of the final UID list, the Contractor shall implement specific Item Unique Identification (IUID) marking as defined in MIL-STD-130N. The IUID marking shall be incorporated into existing data plates when possible. Bar coding and the two-dimensional IUID data matrix shall be machine-readable with common optical scanning devices and be accompanied by the corresponding human readable markings when practical. All 2D data matrix shall be permanently affixed and have the ability to withstand and perform within the same environmental conditions as the D-TACAN. Whenever practical, the location of the marking on the item shall ensure its readability during normal operational use. The D-TACAN system shall require a Parent End Item Data Plate. The items requiring a Sub Assembly Data Plate are all spare parts, secondary repairable parts and consumables that exceed $5,000 when purchased separately. The Contractor shall utilize MIL-STD-130N, Table IV (UII Construct 1 or 2) and Figure 1 as a guide when developing the data plates. 4. Data Requirements

4.2. Data Rights
All Data Rights (i.e., technical and source) to the software and hardware design, developed at Government's expense, shall be conveyed to the Government. The Government shall be granted Limited Rights to commercial data and restricted computer software or data for products developed at contractor's expense. The Contractor may submit a Restricted Rights Notice for restricted computer software if preferred. The Contractor shall provide software licenses to allow the software required to operate and maintain the D-TACAN to be placed on a minimum of 29 computers including those computers that will be provided with each system.
5. Security
The Contractor shall perform all activities required to meet the security requirements of DOD facilities they are required to access during the performance of this contract. The Contractor, when working in DOD facilities, shall wear identification badges on their outer garment in the chest area and abide by all rules, regulation, etc. of the DOD facility.
6. Travel
The Contractor shall be required to travel in support of this contract. The Government shall establish a not-to-exceed ceiling for this requirement and the Contactor shall not exceed this ceiling without prior Government consent. All travel shall be in accordance with the Joint Federal Travel Regulations (JFTR) and the Federal Acquisition Regulation (FAR). The Contractor shall provide documentation of their expenses and will be reimbursed at actual cost which shall not exceed the per diem rates of the JFTR. All travel by the Contractor shall be approved by the Government prior to departure.
7. Service Summary
Contractor performance shall be measured and assessed, using the Performance Objectives listed in the Service Summary Table. The Contractor service requirements are summarized into performance objectives that relate directly to the mission essential items. The performance threshold describes the minimum acceptable levels of service for each requirement. In the event the performance objective is not met, the Contractor will be given a reasonable time after notification to correct the unacceptable performance, if such correction is possible. The Contractor shall immediately take corrective action in accordance with the performance threshold(s). In cases where the Contractor fails to implement corrective action, the PCO will take appropriate measures. The absence of any contract requirement from the Service Summary shall not detract from this enforceability nor limit the rights or remedies of the Government under any other provision of the contract.

The Contractor shall address all deficiencies noted by the Government while performing the surveillance of this service delivery. The Contractor shall prepare and maintain a numbered list of deficiencies, the root cause(s) for the deficiencies and changes they will implement to prevent the mishap in the future. The full list shall be submitted quarterly to the Government.
