1. PID Section 3 Table 3.2.1 KPP-2 states Type 3 Mobility and the FAT&E states testing to Type 4. Question: If Type 3 mobility is required by the PID, please confirm that FAT&E testing will be Type 3 Answer: We are testing to Type 4 mobility to fulfill the real-world objective, but the absolute minimum acceptable to meet the PID for this replacement program is Type 3 (threshold). This means that it must presently be certified/tested/rated at Type 3 to be found technically acceptable under this proposal.

2. Generator PID: GEN-8 Generator - Generator shall be diesel powered, have automatic start and sufficiently sized or loaded (50-80%) as not to cause wet stacking issues under normal (95% of time of use) load FAT&E: “Measure the load on the diesel generator under normal operating conditions. Verify diesel generator loading to be above 75% diesel generator normal load capacity conditions per GEN-8.”

Question: Please confirm the minimum requirement is 50% Answer: When under loaded, diesel generators have a degrading wet stacking issue, causing complete system failure. Based on our most recent endeavors with diesel generator manufacturers on other systems of ours, 50% minimal loading is recommended. Please note that this applies under the most common system load instead of maximum load.

3. CDRL A001: Distribution block 15 indicates 19 copies “PREINSTALLED ON D-TACAN SYSTEMS”. Remarks block 16 indicates “A minimum of 29 software licenses for software required to operate and maintain D-TACAN systems shall be provided”.

Question: Should the reference to 29 be 19?

Answer: The copies of software that are to be delivered are defined as the actual software that will be delivered either preloaded on the applicable equipment or in media form (i.e. CD, DVD, etc.). The licenses for the software are defined as the permission to use the software on a specific number of computers, if limits are imposed. Basically we expect to be able to use the software on each of the computers provided with each system (19 computers) as well as a minimum of 10 other computers to operate and sustain the D-TACAN.

4. CDRL A003:

CDRL A003 block 16 indicates “Updates to the IMP shall be as required.” and DI-MGMT-81650/T references “The IMS is vertically traceable to the Integrated Master Plan (IMP) (if applicable)”. Question: Is an IMP required?

Answer: An Integrated Master Plan is not required.

5. CDRL A003:

CDRL A003 block 16 indicates “Para 2.4.1.15 to 2.3.1.16: Delete paragraphs in their entirety”. Question: We assume “2.3.1.16” should be “2.4.1.16”, is this correct?

Answer: You are correct, it should read “2.4.1.15 to 2.4.1.16”.

6. Section “H” of Attachment 1 for past performance indicates “ For each of the applicable subfactors under the Mission Capability factor in Section M, illustrate how your experience on this program applies to that subfactor.”

Question: Are the “Mission Capability” subfactors referenced in Section M: 2.5.1 Subfactor A, 2.5.2 Subfactor B and 2.5.3 Subfactor C?

Answer: Paragraph H of Attachment 1 should read “For each of the applicable subfactors under the Technical/Management factor in Section M, illustrate how your experience on this program applies to that subfactor.”

7. CLIN0005:

What is the intent of the utilization of CLIN0005 spares? When will this CLIN be exercised?

Answer: The intent of this CLIN is to buy spares potentially including War Readiness Supply Parts (RSP) kits. The actual parts and quantities that are to be supplied will be determined after contract award and the deliverables for CDRLs A018 & A019 will be used to help make this determination.

8. The instructions mentioned the contractor is responsible for responding to the Model Contract, sections A-K. However, I am not able to find sections A, C, E, G, and H.

Are they supposed to be included?

Answer: Technically all of these sections are included, just not labeled, i.e. Section A is the front page of the RFP. Just ensure you respond to the RFP as posted.

9. In addition, the CDRL document looks like it is missing some pages. For example, it goes from page 30 back to page 2. It appears some text is missing at this point. In addition, the actual numbering appears to be off in the beginning of the document (pg3 "marking technical documentation" identified 1. instead of what we expect would be 7).

Answer: The missing page has now been included under the “Corrected CDRL Package” link. The numbering on page 3 does appear to be out of sequence. Correction will occur as soon as possible. In the meantime, please refer appropriately in your proposal package when specifically addressing these paragraphs.
