Seemingly in conflict SABER SOW Section 11 Delivery Order Pricing Para 11.2.4 defines the UPB Delivery Order Cost as 11The sum of the total UPB multiplied by the local coefficient and the appropriate contractor coefficient and then in Para 11.2.5 the Total Delivery Order Cost as 11the sum of UPB Delivery Order Cost and NPI Delivery Order Cost 11 with no mention of an appropriate contractor coefficient being applied to the NPI Delivery Order Cost.
Question: As there appears to be no place in Section B to enter an "appropriate" NPI coefficient how will the contractor be compensated site overhead, design, , bond, G&A and profit related to those NPI items? Will those costs related to each NPI be negotiated ? As the Contractor's coefficient for UPB items includes the "Contractor's perception of the accuracy of the UPB" this is not an appropriate coefficient f or NPI items at bare cost.
A17: NPI items will be negotiated on each individual delivery order as they are determined to be appropriate. Please reference the attached pricing schedule, which identifies the structure of the TEP. No coefficient shall be proposed for NPI Contract Line Items as they will be negotiated per occurance.

A20: CADD files are available for the drawings provided by the Government and have been included as attachment 3 to the Q&A responses.
Q21: Two sheets of as-built drawings were provided for the Seed Project.
Question: Are more extensive as-built drawings for the Seed Project area of Building 3001 available (ie mechanical, plumbing, electrical, fire protection and detection) ?
A21: Additional asbuilts are included as attachment 1 to the Q&A responses. The Contractor is still responsible for field verifying this information.

We request that you consider requiring PPQs be sent to and submitted by 1 POC that has had direct, day-to-day oversight of the project.
A26: No change is anticipated in paragraph 4.2. Note: The requested number of PPIS forms for the prime and subcontractors are preferences, and not requirements. Offerors who submit less than the preferred number of PPIS forms are not automatically assigned an “Unknown Confidence” rating. Fewer numbers may be acceptable if the Government determines there is sufficient information to determine a confidence rating.

Q38. Each CLIN (0001AE, 1001AE, 2001AE, 3001AE, 4001AE) that appears for Non-Priced Items (NPI) on Schedule B does not have a coefficient placeholder or estimated dollar amount. The instructions in Section L, para 5.1.1, require we enter a coefficient and total in the Estimated Price Column, which is also missing for these CLINs. How does the Government desire us to fill out Schedule B for these CLINs?
A38: NPI CLINs (0001AE, 1001AE, 2001AE, 3001AE, and 4001AE) will not have coefficients. An amendment to the soliciation will correct language in Section L, para 5.1.1. NPIs will be proposed and negotiated on the delivery order level.
Q39: What is the estimated amount by which we are to multiply our coefficient for this CLIN 0001AE, 1001AE,2001AE,3001AE,4001AE?
A39: NPI CLINs (0001AE, 1001AE, 2001AE, 3001AE, and 4001AE) will not have coefficients. No prooposed pricing is required on the basic contract. Proposed pricing for NPIs will be addressed on each delivery order.
Q40:Will we be required to enter an amount into the MAX NET AMT placeholder for each CLIN?
A40: Please include the MAX NET AMT for each CLIN, which should equal the Estimated Sub-Total. Section B should be completed by each offeror. Additionally, please complete attachment entitled Pricing Schedule.
Q41:Will the MAX NET AMT placeholders for CLINs 0001, 1001, 2001, 3001, 4001 require us to enter a figure?
A41: Please see A40.
Q42: RE: Section L, Paragraph 2.1.2- The volume title names are not consistent with the titles referred to in Table 2.2 or para 3.0, 4.0, and 5.0. How does the Government desire we name our volumes?
A42: Please use “Volume I – Technical Proposal – FACTOR 1”, “Volume II – Past Performance Information – FACTOR 2”, and “Volume III – Price Proposal – FACTOR 3”. However, title names identified in Table 2.2 or para 3.0, 4.0 and 5.0 will be acceptable.
Q43:Section L, para 2.1.6, requires a glossary be included in each volume, yet a glossary is not shown to be required in Table 2.2 beneath the Past Performance volume. Does Volume II require a glossary and where within the volume should it be placed?
A43: A glossery should be included if the Volume II – Past Performance Information – FACTOR 2 includes abbreviations or acronyms that would otherwise require clarification. If included, it should be placed at the rear of the volume.
Q44: RE: Table 2.2- The single asterisk is indicated for the technical volume and Subfactor 2 only. Do all pages in these sections need to be marked "original"? Is it the intent to mark only the Technical Volume of the proposal?
A44: “Original” markings apply only to the Technical Volume, and should be displayed on the cover page. Subsequent markings in the original document are optional.
Q45: What is meant by the double asterisk below Table 2.2 indicating that QC Plan shall be labeled and separated from the rest of the Technical Proposal? Does this mean that a Tab divider will be sufficient or does this mean totally separate from the Technical Proposal binder?
A45: A Tab divider is sufficient to separate the QC Plan from the Technical Volume.
Q46:What is meant by the term Seed Contract {Sections A-J) indicated on Table 2.2 below Cost/Price & Contract Documentation? The paragraph referenced (5.1 .1) does not use "seed" in any of its instructions. How are we to interpret this instruction?
A46: Seed Contract refers to the Delivery Order 0001. Please see attachment “SABER Seed SOW” referencing Project WWYK110020 Renovate Restrooms at Column A87 B.3001 on FBO.
Q47:RE: Section L, para 5.1.1, The Schedule, Section B- the sentence following this heading: "The following applies to pages 10-14 ... ". Pages 10-14 only cover a portion of Schedule B. Is it the Government's intent that we fill out only those pages referenced in this paragraph?
A47: Section B, the Schedule, should be completed in its entirety.
Q48: If there are Non Pre-Priced Items on the SEED Project, how will they be evaluated?
A48: NPIs, if applicable will be evaluated in accordance with technical subfactor 2 “Project Development/Excecution of SEED Project”. The propsals for NPI shall include a detailed narrative explaining the work to be performed under the NPI as well as a logical basis for the development of the proposed prices. Since there is no relevant line item in the RSMeans to cover NPIs, Proposed NPIs will be technically evaluated on the basis of accuracy, realism and supporting details.
