1. Regarding FA7037-12-R-0010: AFDICE, would you be willing to confirm the proposals deadline as August 17 (FBO lists August 20)?
Answer: Proposals are due by NOON, Monday, August 20, 2012. The solicitation is for an indefinite delivery indefinite quantity (IDIC) in support of the Digital Integration Combat Engagement (DICE).
The first task order is Air Force DICE (AFDICE).
2. Anticipated award time frame?
Answer: The anticipated award time frame is September 13, 2012.
3. Incumbent name and contract number/task order number available?
Answer: The contract number for the existing contract bridge effort is FA7037-12-F-8006. Additional request for information must be submitted via the Freedom of Information Act (FOIA) request. Point of contact for these is as follows:
AF ISR Agency/A60K Point of Contact: Mark Nokeley Commercial Telephone: 977-6786
Note: Previous contract efforts prior to the existing bridge contract in support of DICE/AFDICE were not awarded by the AFISRA Contracting office.
4. Are you considering or would you consider an extension to the current proposal deadline of August 20, 2012?
Answer: We are currently not considering an extension to the current proposal deadline.
5. The period of performance for a current, related JDICE contract appears to continue until November 2013. Can you confirm that there would be an overlap of a year with that effort and the effort under the subject solicitation?
http://www.fbo.gov/
Answer: Our existing “bridge” contract does not have a Period of Performance through November 2013. The Period of Performance for the solicitation of our contract requirement (FA7037-12-R-0010) is anticipated to begin NLT 30 Sep 2012. There is no direct “contract” correlation between JDICE and our effort; therefore, there is no overlap.
6. Could you advise if this solicitation has been issued and if there is a confirmed due date and time?
Answer: Subject solicitation has been issued and is posted on the Federal Business Opportunities web page. All details associated with requirements and response times are also included in the solicitation.

7. Would the Government permit interested vendors to join one of the IDIQ teams after the proposal for a task order RFP?
Answer: At this time, the Government is only considering the requirements outlined in the solicitation for basis of award and expects the successful offeror to perform accordingly. The Government does not want to speculate on possibilities without specific facts or issues presented to the Contracting Officer.
8. Can you confirm whether the Government would or would not preclude others from joining a winning team?
Answer: The Government is desiring all offerors to submit proposals which represent their best arrangement, whether as a single company or as a team. We expect the successful offeror to perform on the contract accordingly. The Government does not wish to speculate in advance if such arrangements, as you describe, will be needed in the future. Should a situation as described is presented to the Contracting Officer in the future, the Contracting Officer will review all facts presented and make a decision at that time.
9. Standard Form 1449, Block 8 specifies the proposal due date as Local Time 12:00PM, 20 Aug 2012.
Section L, paragraph 1.6 specifies due date as 12:00 CST, Friday Aug 17, 2012. Would the Government clarify the due date requirement?
Answer: Amendment 0001 dated 09 Aug 2012 corrected Section L, paragraph 1.6 to read 12:00 pm CST, Monday, August 20, 2012
10. Section L, paragraph 2.3 specifies (1) original and (4) copies. Each proposal will be submitted in five
(5) volumes. Paragraph 3.1.7, Table B-1 specifies 3 copies of Volume IV and 2 copies of Volume V are required. Would the Government clarify the number of copies required for Volumes IV and V?
https://www.fbo.gov/index?s-opportunity&mode-formm&id=dffbc103ca37091f15d1b682682ce7c4&tab=core&_cview=1 https://www.fbo.gov/index?s-opportunity&mode-formm&id=dffbc103ca37091f15d1b682682ce7c4&tab=core&_cview=1
Answer: 2.3 does reflect (1) original and (4) copies. The table does state volumes IV – Price/Cost (3) copies) and volume V – Model Contract Representations and Certifications (2). The table in paragraph
3.1.7 will be revised to read “5” copies for all volumes.
11. Section L, paragraph 5.3.4 requires “proof and documentation” of certificates, education and experience. Would the Government expand on this requirement to specifically include what form of “proof” they are asking to be included in the proposal?
Answer: Paragraph 5.3.4 will be revised to delete the words “proof and”. In addition, “statement of work” will be changed to read “Performance Work Statement”. Paragraph 5.3.4. will read “Provide documentation of certifications, education and experience needed to fulfill the Performance Work Statement.”
12. Section L, paragraph’s 5.4.1 and 5.4.4. These two paragraphs are identical. Should paragraph
5.4.4 be deleted?
Answer: Agree they are duplicate, paragraph 5.4.4. Will be deleted and that section will be renumbered accordingly.
13. Section L, paragraph 2.3 states “All documents shall be on white paper with black ink”. Would the government confirm that this requirement does not pertain to Illustrations and Tables described in paragraph 3.1.4?
