About this file

This document provides answers to questions from vendors regarding Solicitation FA701420Q0061 for modular office furniture at Joint Base Anacostia-Bolling. The solicitation requires vendors to furnish, deliver, and install cubicles and other modular furniture at specified locations to provide workstations for military and civilian personnel. Vendors must attend site visits to fully understand the scope of furnishings required. Installation must occur between 7:30am and 4:30pm on weekdays. While the basis of design specifies set quantities of furniture, vendors are instructed to incorporate space planning into their proposals to optimize layout and account for room characteristics. The response should include plans, drawings of typical workstations, and an itemized pricing spreadsheet. Only the responding vendor is required to be classified as a small business.

Amendment #1

Question and Answers Air Force Modular Furniture Solicitation: Cubicles FA701420Q0061

Question 1. The SF1449 Solicitation document, page 48 is blank. The page should contain evaluation information and is titled "Evaluation Factors for Award".

Answer 1. Amendment 1 provides instructions and evaluation criteria for solicitation

FA701420Q0061

Question # 2. Can you please confirm if all manufacturers on the response must be small businesses or is it acceptable if only the responding vendor is classified as small business?

Answer # 2. For this solicitation AFDW/PKA is requiring only the responding vendor to be classified as small business.

Question # 3. Is the NAICS code 337215 correct?

Answer # 3. Yes

Question # 4. We are a Small business but unfortunately, I think your project precludes us from participating. It states that it is 100% total small business. I have done GSA for many years and I understand this to mean that the manufacturer and the dealer must be small business?

Answer #4. You are not precluded from participating base on the 100% Small Business Set aside. For this solicitation AFDW/PKA is requiring only the responding vendor to be classified as small business.

Question 5. Are there any drawings for the 2’ x 4’ Single Benching Station?

Answer #5. See sample drawing attachment

Question 6. Will our response need to include drawings of the space or should we provide pricing for the quantities listed? Many of the spaces contained items that may affect the quantities requested. It is highly recommended to consider space planning the rooms to ensure the typicals will fit properly in the spaces.

Answer #6. The Government would prefer a plan view of the space showing the specific amount of typicals and how they should be aligned in the space, taking into account the room’s characteristics (i.e. overhead A/C units, windows, columns). Although space planning may afford more equitable use of the space, the Government intends to request a finite amount of typical cubicles as previously communicated. This applies to all spaces.

Question 7. B12- 11th FSS, typically furniture needs to be 18” off any vents. With vents located in the back of the space, space planning is highly recommended for this area.

Answer # 7. The Government would prefer that space planning be incorporated into this room to account for these characteristics.

Question 8. Are there any additional preference given to specific socio-economic categories.

Answer 8. No, this solicitation is open to all Small businesses.

Question 9. Please confirm if we should respond with the basis of design only, or as we discussed in several areas, we should add additional stations to increase total number of seats in that area as long as we provide the requested size of the stations?

Answer 9. The vendor should respond and quote reflecting the Basis of Design and the exact amount of typical units depicted or listed. Nonetheless, the room characteristics (i.e. columns, windows, A/C units) should be taken into account, but the number of units should be based on what the government provides. This is primarily due to baselining the RFQ across all bidders.

Question 10. Please confirm that we should include areas reviewed and discussed that are not on the original SOW?

Answer 10. Yes, the vendor should include the ones added during the site visit. This includes the following physical locations: 1st floor of Bldg. 362 (9 cubicles), add 4 cubicles in Bldg. 520, add 6 cubicles in 2nd floor of facility P12.

Question 11. Please confirm we may submit drawings and typicals in pdf format along with our Excel spreadsheet for pricing broken down into each area reviewed?

Answer 11. Confirmed, this is acceptable.

Question 12. Please confirm installation may be completed during normal business hours M-F 7am to 6pm?

Answer 12. Installation should occur between 7:30am to 4:30pm. These are the typical installation working hours.
