SECTION I
1.0 DESCRIPTION OF SERVICES
1.1 General. Joint Base Anacostia-Bolling (JBAB) is undergoing a lead service transfer from Navy to Air Force. As a result, the incoming wing is comprised of approx. 1,400 personnel that will be allocated into available or reconfigured work space within the wing facilities. Many of these areas are not outfitted with proper work stations due to the previous mission or condition of the space. Consequently, the 11th Wing requires adequate furniture and work stations in order to accomplish the mission.
1.1.1 Scope. Contractor shall provide all personnel, equipment, tools, materials, other items, and supervision to perform furniture installation, reconfiguration, disassembly, and relocation services to include design, site visits, delivery, and inventory management for various brands of Government-owned stock furniture. Furniture disassembly and delivery/installation will occur in various facilities throughout JBAB.
1.2 Background. The 11th Wing is returning to JBAB and the current furniture and office space is inadequate for the future mission and its personnel. Modern, functional furniture will also increase morale and productivity in the work force.
SECTION II
2.0 TASK DESCRIPTIONS
Typical tasks are: Disassembly, Installation, Delivery/Moving/Transport, Design/Reconfiguration, Miscellaneous/Skilled Labor as described below. Requirements resulting in a Task Order may include one or more tasks and be combined in a variety of ways and quantities.
2.1 Task 1 Disassembly: The Contractor shall:
2.1.1 Disassemble systems/modular furniture in the manner appropriate to achieve end result. Contractor shall provide the Government three (3) days’ notice to oversee disassembly and review of salvaged furniture. The default intent for the Government is to reuse the furniture if the Government subjectively deems the furniture is in suitable condition. If furniture cannot be feasibly disassembled and be reused when the intent is reuse, then Contractor to notify Government Project Manager for direction.
2.1.2 Prepare disassembled product for re-use, disposal and/or transport as specified by Task Order.
2.1.3 Inspect product to determine suitability for reutilization considering its condition and within Air Force standardized product. Provide a written count and/or listing of the product (part, description, size, fabric, color, quantity, condition) to Government Project Manager as needed.
2.1.4 Attach paperwork on to the furniture (usually government provided storage permits and/or product identification papers) as needed.
2.1.5 Maintain a neat and safe work area that is free from accumulation of waste materials and/or debris, and with minimal noise disturbance and interference to Government operations and personnel. Ensure the work area is clean, neat, and orderly upon completion of the project.
2.2 Task 2 - Installation: The Contractor shall:
2.2.1 Install systems/modular/freestanding furniture in accordance with industry/manufacturer standards for a safe and functional installation. This furniture includes systems furniture, executive desks, and chairs.
2.2.2 Install systems/modular/freestanding furniture per drawing or instructions as specified by Task Order. The installation drawing may be provided by the Contractor and approved by Government Project Manager/End User or provided to the Contractor by the Government. The drawing may be detailed with specific instructions or it may be limited in detail and the Contractor shall be responsible for how best to meet the intent from available product.
2.2.3 Provide a punch listing of any deficiencies to be reviewed with Government Project Manager so as to determine resolution prior to completion of project.
2.2.4 Wipe with dust cloth and appropriate cleaner(s) the inside and outside of furniture components and sweep/vacuum installation area upon completion of the installation.
2.2.5 Maintain a neat and safe work area that is free from accumulation of waste materials and/or debris, and with minimal noise disturbance and interference to Government operations and personnel.
2.3 Task 3 - Delivery/Moving/Transportation: The Contractor shall:
2.3.1 Deliver new systems/executive furniture to JBAB. Review elevator conditions in advance as appropriate, adhering to the Building policies and procedures. Protect elevators, walls, floors, and etc. as determined appropriate so as to incur no damage to Government property. Contractor shall plan for no loading dock and thus require lift gate from truck/trailer.
2.3.2 Provide appropriate vehicle(s) with driver for move/transport between buildings.
2.3.3 Provide any driver/truck and insurance information as required by the JBAB Security Forces personnel in advance and within the time frame required. Contractor personnel shall be listed on the Entry Authorization List (EAL).
2.3.4 Government-furnished forklift is not guaranteed for unloading of furniture. Contractor to furnish and utilize own material conveyance equipment in their scope.
2.3.5 Make provisions to hold/temporarily store product in a contractor-provided facility/location as specified by Task Order. This is a rare occurrence.
2.3.6 Contractor to make at most two (2)multiple deliveries to JBAB for furniture deliveries and installation.
2.4 Task 4 - Design/Reconfiguration: The Contractor shall:
2.4.1. Provide various levels of design, consultation, specification and reconfiguration solutions as needed. Some designs may require one (1) oral consultation to determine reconfiguration solution and then create a product pull list for implementation. Other designs may require two meetings; the initial meeting with the Government Project Manager/End User and the second meeting to present the design solution.
2.4.2. Provide and/or change a design solution based only on available product as needed.
2.4.3. Provide and/or implement solutions in accordance with any specific furniture standardization (manufacturer, color, size, fabric etc.) that the Government Project Manager has in place for multiple facilities on JBAB.
2.4.4 Provide drawings ranging from hand sketches of a measured floor plan with or without a product listing to formal AutoCAD designs requiring detailed product specifications as needed.
2.4.5 Survey and measure the site for critical dimensions and advise the Government of potential non-fit. The Contractor shall notify the Government of any significant space deficiencies at the time of the site visit or no later than three (3) business days after the survey and field measurement. All design/installation solutions shall adhere to appropriate building and life/safety codes.
2.4.6 Combine disassembly and installation tasks to reconfigure a workstation(s) by changing its orientation or modifying its use or size. Use existing product on site to maximum extent, supplement with product from inventory and remove excess to achieve end result.
2.5 Task 5 Miscellaneous/Skilled Labor: The Contractor shall:
2.5.1. Provide various levels of miscellaneous/skilled labor to accomplish the Task Order. Labor services include, but are not limited to, pickup, delivery, loading, off-loading, repositioning, disposal, debris removal, padding, packing, palletizing, inventory listing, moving, and uncrating.
2.5.2. Furnish all packing, shrink-wrapping, and padding materials as necessary to meet the requirements specified by Task Order.
2.5.3. Provide miscellaneous/skilled labor for specialized cleaning, touch-up, minor repair or modifications to systems, modular or freestanding furniture items as needed.
2.5.4. Provide various inventory management services in Government warehouse space, as needed. These services may include, but are not limited to, conducting detailed inventory of Air Force furniture, tracking and maintaining the inventory to assure proper counts, condition and disposition, checking and reconciling physical counts with written counts, communicating and coordinating regarding deliveries to and from warehouse, receiving deliveries on behalf of Air Force, conducting disposal activities and any various activities to help Air force monitor and maintain their inventory of reutilized product.
2.6 Task Instructions are as follows:
2.6.1. Description of Services. Task requirements will vary on a daily basis; therefore, the Contractor must be able to adapt to uncertain and changing requirements and scheduling challenges. The Contractor shall provide various services for multiple furniture brands and types of Government-owned, new and existing furniture (See Appendix A).
2.6.2. Issuance of Task Orders. The Government will provide the Contractor at least a three-day notice of the work requirements when possible, but occasional urgent requests will require a rapid (within 2 business hours) response. Air Force will require a written estimate of cost to process for payment authorization and issuance of Task Order prior to start of work.
2.6.3. Scheduling of Work Schedules, destination, and completion dates will be negotiated between the requesting Government Project Manager and the Contractor on each Task order in accordance with the specifications in this Performance Work Statement.
SECTION III
3.0 SERVICE SUMMARY
The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items The performance threshold briefly describes the minimum acceptable levels of service required for each requirement and will be assessed on an “Acceptable” or “Unacceptable” basis. These thresholds are critical to mission success.

The Contractor shall Deliver/Move/ Transport furniture so that it arrives in same condition as it departed, no damage is incurred in building facilities that were passed through, and in adherence to Government/Building policies and procedures.

Installed Surfaces and the inside and outside of components shall be wiped down with dust cloth and cleaner. Minor touch-up may be performed as needed in order to deliver a reutilized product in optimum condition and/or to keep an item in inventory rather than put to disposal.

4.0 DELIVERABLES
The Contractor shall provide deliverable(s) in a format mutually agreed upon by the Government and the Contractor.
The following enumerated deliverables are not expected to change. Due Date intervals are not expected to change but actual dates may need to be revised depending on actual contract start date.

SECTION V
5.0 GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, MATERIAL, INFORMATION, OR SERVICES
5.1 Government Furnished Property or Services. The Government will not furnish property or services for this requirement except as follows.
5.1.1 Government Provided Facilities. The Government will NOT furnish the necessary workspace for the Contractor staff to provide the support outlined in this PWS to include desk space, telephones, computers and other items necessary to maintain an office environment. All administrative work is to be performed at Contractor’s place of business and using their equipment. A room or an area within a room (approximately 10 square feet) may be provided to the Contractor for storing their tools or equipment. Security may be limited and access not monitored; therefore, the Contractor will assume risk. The 11th Wing will take measures to help with safeguarding, but the Government accepts no liability for loss or damage to the Contractor’s property.
5.1.2 Government Provided Utilities. All utilities in the facility will be available for the Contractor’s use in performance of duties outlined in this PWS. The Contractor shall instruct employees in utilities conservation practices and operate under conditions that preclude the waste of utilities. The Government has responsibility for facility related over-time costs (i.e. HVAC, dock, elevators) incurred for any work that is tasked to take place at other than normal hours.
5.1.3 Government Provided Equipment Equipment/Powered pallet truck The Contractor should not rely on Government-provided manual or powered pallet jacks. The Contractor shall coordinate with Government Project Manager prior to arrival for potential use, but otherwise include the furnishing and utilization of such equipment in its scope.
5.2 Contractor Acquired Property. The contractor will not be required to acquire any property.
5.3 Property in Possession of Contractor (PIPC). The Contractor shall safeguard Government property.
5.3.1 Key Control/ Lock Combinations The Contractor shall establish and implement methods to safeguard all keys/key cards/lock combinations issued by the Government; ensuring they are not lost, misplaced, or used and revealed to unauthorized persons. NOTE: All references to keys include key cards. The Contractor shall not duplicates keys issued by the Government. All Contractors’ personnel who no longer require access to locked areas shall return all keys to the Government. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
SECTION VI
6.0 GENERAL INFORMATION
6.1 Scheduling Concerns.
6.1.1 Duty Hours. The Contractor shall be available for conducting work between the hours of 6:30 A.M. to 5:00 P.M. Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor shall maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. The Contractor shall keep in mind that the stability and continuity of the work force are essential when hiring personnel. Work may be required occasionally at other than normal hours.
6.1.2 Base Shutdown/Inclement Weather. The Contractor shall follow guidance of the installation containing their place of performance to determine reporting schedules whether due to a base closure or inclement weather. The website for guidance regarding status of performance for work to be performed in the National Capital Region (NCR) is http://www.opm.gov/status/. Federal Holidays shall be observed in accordance with Office of Personnel Management policy. The Contractor is not required to perform services on these Holidays unless agreed upon in advance.
6.2 Kickoff Meeting/Orientation Meeting
6.2.1 The Contractor shall schedule and coordinate a Contract Kick-off Meeting no later than (NLT) five (5) calendar days after contract award at the location approved by the Government. The meeting will provide an introduction between the Contractor personnel and Government personnel who will be involved with the contract. The meeting will provide the opportunity to discuss technical, management, and logistic issues; communication process between Government and Contractor; and reporting procedures. At a minimum, the attendees shall include key Contractor personnel, Contracting Officer, key Government representatives to include the COR. The items listed below will be the Kick-Off Meeting Agenda (as applicable):

6.2.2 The Contractor will provide the Government with their participants for the Kick-off meeting for the purpose of making building access/escorting arrangements.
6.2.3 The Kick-off Meeting location will be held at the Government's facility or another designated location and the date and time will be mutually agreed upon by both parties.
6.3 Transition-In Plan
6.3.1 If so determined necessary at the Kickoff Meeting, the Contractor shall provide a plan no later than (NLT) five (5) calendar days after Kick-Off Meeting to facilitate the accomplishment of a seamless transition from the incumbent Contractor and incoming Contractor. The Contractor shall identify how it will coordinate with the incumbent Contractor and/or Government personnel to transfer knowledge.
6.4 Transition-Out Plan
6.4.1 The Contractor shall provide a Transition-Out Plan NLT than 30 calendar days prior to expiration of the contract. The plan shall facilitate the accomplishment of a seamless transition from the incumbent to incoming Contractor (if applicable). In addition, the Contractor will continue to accomplish all tasks as outlined in the contract during this period. The Contractor shall identify how it will coordinate with the incoming Contractor and/or Government personnel to transfer knowledge.
6.5 Quality Control.
6.5.1. Quality Assurance. The Government shall rely on the Contractors’ existing quality assurance system as the method to ensure that the requirements of the contract and performance thresholds are met; however, the Government reserves the right to monitor and evaluate the quality of services provided and compliance with the contract terms and conditions at any time.
6.5.2. Quality Control Plan (QCP). The Contractor shall develop and maintain an effective quality control program to ensure services are performed IAW this PWS, applicable laws and regulations, and best commercial practices. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services with special emphasis placed on those services listed in this PWS. The Contractor’s quality control program is the means by which it assures itself that the work complies with the requirement of the contract.
6.6 Emergency Operations/Mission Essential Personnel.
6.6.1. Continuation of Essential Contractor Services During Crisis. All services in this PWS HAVE NOT been defined or designated as essential services for performance during crisis IAW DFARs 252.237-7023, “Continuation of Essential Contractor Services.”
6.7 Contractor Manpower Reporting Application (CMRA)
6.7.1 The Contractor shall report ALL labor hours (including subcontractor labor hours) required for performance of services provided under this contract, contractors will begin reporting manpower data relating to the performance of services contracts into the System for Award Management (www.sam.gov) in FY2020, consistent with existing service contract reporting requirements under the Federal Acquisition Regulation (FAR) that is currently applicable only to Federal civilian agencies. The Contractor is required to completely fill in all required data fields at: https://sam.gov/SAM/pages/public/index.jsf. Reporting inputs shall be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. The Department is drafting a Defense FAR Supplement rule that will include a contract clause to implement this change. Further implementing guidance and information, to include a transition plan from ECMRA to SAM, will be distributed in the near future.
The Contractor shall report ALL labor hours (including subcontractor labor hours) required for performance of services provided under this contract via the secure Contractor Manpower Reporting Application (CMRA) data collection site. The Contractor is required to completely fill in all required data fields at: http://www.ecmra.mil. Reporting inputs shall be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported anytime during the FY, all data shall be reported not later than 31 October of each calendar year. The Contractor may direct questions to the CMRA help desk.
6.7.2 Subcontractor Input in CMRA: Prime Contractors are responsible to ensure all subcontractor data is reported. Subcontractors will not be able to enter any data into SAM

Subcontractors will not be able to enter any data into CMRA, but will enter their information into a Bulk Loader spread sheet available from the AF CMRA helpdesk. Subcontractor shall fill in columns A-C then return it to the AF CMRA helpdesk after it's completed and a technician team will enter the information into CMRA.
6.8 Security Instructions
6.8.1 Physical Security. The Contractor shall be responsible for safeguarding all government property provided for Contractor use. The Contractor shall handle Government inventory product with care to prevent against loss and damage so as to promote maximum reutilization of the product. The Contractor shall secure the Government facilities, equipment, and materials at the close of each work period. The Contractor shall secure their tools and equipment.
6.8.2 Access Control. No special secret facility clearance is required for the performance of this work. While a Building Pass may allow access to the public spaces of the buildings the work is being performed in, all rules pertaining to specific security requirements for spaces entered must be strictly adhered to at all times. The Government Project Manager will advise the Contractor of the expected security level in the work area. The Contractor shall be prepared to be escorted throughout the interior space, adhere to any extra requirements of sign-in and sign-out, and may be required to turn off and /or relinquish their cell phones and/or electronic devices for duration of being in the secure space.
6.8.3 Pass and Identification Items. No special security clearance is required for the performance of this work but all personnel coming on-site to perform work (Para 2, Tasks) shall qualify for and maintain a JBAB Visitor Pass. The 11th Wing will only sponsor U.S. citizens on the installation. The Contractor shall apply for the JBAB Visitor Pass no less than fifteen (15) days prior to start of work by submitting personnel names and information to the 11th Wing COR via password protected E-mail. To qualify, applicants shall receive favorable status from a National Crime Information Center (NCIC) background check. For further information: http://www.pfpa.mil/ (then Services tab, then Building Pass). The NCIC is an electronic clearinghouse of crime data that can be tapped into by virtually every criminal justice agency nationwide. NCIC helps criminal justice professionals apprehend fugitives, locate missing persons, recover stolen property, and identify terrorists. It also assists law enforcement officers in performing their official duties more safely and provides them with information necessary to aid in protecting the general public. http://www.fbi.gov/about-us/cjis/ncic Contractor employees must be eligible to gain entry to the Installation to perform work. If a contractor employee is denied access by the Air Force or other Government organization for any reason, the government will not pay for any related expenses to include time for travel, preparation, and delivery.
6.8.4 Retrieving Identification Media. The Contractor shall retrieve all identification media, including vehicle passes, from employees who depart for any reason before the contract expires.
6.8.5 Traffic Laws. The Contractor and its employees shall comply with base traffic regulations.
6.8.6 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on an Air Force or Government Installation.
6.8.7 Communications Security (COMSEC). Contractor personnel are not required to have and will not be provided access to government networks to conduct business or perform work under this PWS.
6.8.8 Contractor Identification. The employees of the Contractor and its subcontractor(s) shall identify themselves using their company affiliation on any attendance sheet or any documents they may review, as well as telephonic communication and working situations so as to avoid creating an impression that they are Government officials. Electronic mail signature blocks shall identify their company affiliation. The Contractor’s personnel shall have a neat appearance and be easily recognized as an outside service provider. This may be accomplished by wearing distinctive clothing bearing name of company.
6.8.9 Drug, Tobacco, and Alcohol Use Policy. The consumption of alcoholic beverages or illegal drugs by contractor personnel, while on duty, is strictly forbidden. Contractor shall immediately remove any employee who is under the influence of alcohol or drugs.
6.9 Travel. No travel is required.
6.9.1 Place of Performance Geographic Location: All of the tasks will occur at JBAB in the National Capital Region.
6.9.2 Proof of Insurance The Contractor shall present proof of insurance when requested (See Para 2.3.3 Delivery/Moving/Transportation). The Contractor shall maintain insurance at all times, though proof is usually only requested for work in leased-space facilities. The proof of insurance shall be presented in PDF or fax within 48 hours when requested or prior to start of work to the Building Manager’s POC as designated by Project Manager.
6.10 Employee Accountability & Turnover
6.10.1 Staffing of Contractor Personnel. The Contractor shall provide the appropriate qualified personnel to perform installation/reconfiguration of reutilized furniture services as defined in this Performance Work Statement. The Contractor’s personnel shall be able to read, write, speak, and understand English. The Contractor’s personnel shall present a professional appearance and maintain professional and courteous demeanor and conduct at all times. Although the nature of work is labor intensive, due to the work location and its clientele, the Contractor’s personnel shall work independently, problem-solve, meet deadlines and follow both written and verbal instructions.
6.10.2 Key Personnel The following personnel are considered key personnel by the government: Contract Project Manager: The contractor shall provide a Contract Project Manager that is a single Point of Contact (POC) to the 11th Wing to be available during Normal Duty Hours by phone/email to discuss and/or meet at an installation site. This person needs to be knowledgeable of the technical and scheduling aspects of the work and shall be responsible for the performance of the work. The Contractor shall provide an alternate shall act on behalf of the Contractor when the POC is absent. The Contract Project Manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.
6.11 Miscellaneous Paragraphs.
6.11.1 Freedom of Information Act (FOIA). All official Government records affected by this contract are subject to the provisions of the FOIA (5 U.S.C. 552/DoD 5400.7-R/AF Supplement). Any request received by the Contractor for access/release of information from these records to the public (including Government/Contractor employees acting as private citizens), whether oral or in writing, shall be immediately brought to the attention of the CO for forwarding to the FOIA Manager to ensure proper processing and compliance with the Act. 6.11.2 For Official Use Only (FOUO). The Contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
6.11.3 Privacy Act. Work on this contract may require that personnel have access to information protected by the Privacy Act. Contractor personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations when handling such information.
6.11.4 Records. All records created and received by the Contractor in the performance of this contract shall be maintained and readily accessible. Records shall remain the property of the Government.
6.11.5 Safety Concerns. The Contractor is solely responsible for compliance with OSHA standards for the protection of their employees. The Government is not responsible for ensuring that Contractors comply with “personal” safety requirements that do not present the potential to damage Government resources.
6.11.6 Project Policy. The Contractor shall comply with all industry standards. All work shall be done in accordance with all federal, local, and state laws and regulations.
6.11.7 Inherently Governmental Functions. The Contractor shall not perform inherently Governmental functions as defined in the Federal Acquisition Regulation (FAR) Subpart 7.5 in relation to this PWS.
6.11.8 Ethics. The Contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoDD 5500-7, Joint Ethics Regulation.
6.11.9 Non-Personal Services. The Government shall not supervise or task Contractor employees in any manner that generates actions of the nature of personal services, or that creates the perception of personal services. It is the responsibility of the Contractor to manage its employees directly and to guard against any actions that are of the nature of personal services, or give the perception of personal services to the Government or to Government personnel. If the Contractor feels that any actions constitute, or are perceived to constitute personal services, it is the Contractor’s responsibility to notify the CO immediately. Non-personal Contractor services shall not be used to perform work of a policy/decision making or management nature.

1.0 DEFINITIONS, ABBREVIATIONS, AND ACRONYMS
Contracting Officer (CO). The duly appointed Government agent authorized to award or administer contracts. The contracting officer is the only person authorized to contractually obligate the Government.
Defective Service. A service output that does not meet the standard of performance specified in the contract for that service.
Government Furnished Property (GFP). Facilities, equipment, tools, supplies, parts, or any other items furnished for the concessionaire's use by the Government. A full list, if applicable, is in Section V.
Performance Threshold. The minimum performance level of a performance objective required by the Government.
