QuestionAnswer
The PWS includes open-ended SME requirements, including providing SMEs, having “comprehensive knowledge”, recommendations, etc. In addition, there are PWS deliverables that are on an “as required basis” and not a defined quantity. With the lack of specificity in taskings and workloads, it is difficult for contractors to estimate the number of FTEs/hours to be proposed under the firm fixed price CLIN structure.Comprehensive knowledge means total/in-depth/expert understanding of the subject/issue not just a familiarity. For example, comprehensive knowledge of ILS-S, AFEMS, DPAS means the SME should be able to run these systems, have a detailed knowledge of the systems screens/details/etc, have user/operator knowledge, not just system familiarity. Comprehensive knowledge of SAP business objects means the SME is able to develop adhoc reports when requested. Comprehensive understanding of traffic laws and Department of Transportation, Federal Motor Carrier Safety Administration rules for commercial drivers and commercial driver's licensing and Commercial Driver's License Program means the SME has textbook/instructor understanding of the topic. Deliverables deemed "as required" means there may be on-going projects that will need supporting documentation (i.e. deliverables) which will be scheduled in advance.
Can the government provide detailed workload factors for the support contained in the PWS for contractors to accurately propose against? The PWS is performance based and there are no specific defined workload factors provided. Refer to the PWS for details for the required level of support.
The instructions state that the Price Volume is to be organized into two sections (i.e., Table of Contents and Cost and Pricing Schedule); however, it also specifies that the volume must contain the completed SF1449 and “any other information required to complete the contract”. Where should the SF 1449 and other information be included – in Section 2, or in a separate section with all necessary contract information?Include this information in Price Volume, Section 2
Can the government detail what, specifically, it is expecting and requiring relative to “any other information required to complete the contract”?This refers to any other pertinent information that the offeror wants to include with their proposal
