QUESTIONS AND ANSWERS

Questions from various vendors have been listed below. The Government’s answers are in bold.

1. Under Part III - Past Performance: Will the Air Force of its own accord review the CPARS and SAM information available regarding our cage code?

Yes, that is correct.

2. Under Part III – Past Performance: For Part III, what information is required to be provided by the offeror?

The Air Force will pull this information from SAM and CPARS.

3. Do all of the separate parts (1-4) need to be separate documents when submitted?

No.

4. What Part (1-4) should the “Financial Information” be included in?

Part 4, Contract Documentation.

5. When looking at CPARS/SAM for “Past Performance Part III”- What relevant experience is required in order to receive an “acceptable” evaluation rating?

Reference Page 6 of the Instructions to Offerors for the description of an “acceptable” evaluation rating.

6. Can a prime contractor use their sub-contractors past performance and mission essential contractor service plan?

IAW FAR 19.1507(a)(1), there are limitations on subcontracting under the WOSB program. Since the prime contractor must perform at least 50 percent of the effort for a contract awarded under the WOSB program, we need to ensure that the prime contractor’s past performance and mission-essential plan are acceptable. Therefore, prime contractors cannot substitute their past performance and mission-essential plan for that of their subcontractors.

7. In reference to Attachment 1 Appendix B (attached), is this list posted under a different solicitation number? I ask this because the equipment in Appendix B is what we would be able service.

This solicitation for USAFA’s SIMP requirement includes equipment referenced in both PWS Appendix A (on-site maintenance list) and PWS Appendix B (off-site maintenance list). There is not a separate solicitation for only Appendix B equipment.

8. Regarding Attachment 1 and the Performance of Work, I would like to get some clarification on the type of equipment we will be working with. According to attachment 1, it looks like it is endoscopy equipment, however on the Performance of Work, it mentions sharpening equipment etc. Would you be able to specify if this bid is for only endoscopy equipment or if there are surgical instruments requiring sharpening services?

In response to your question, after discussion with our requirements owners, the solicitation has been updated on Beta.Sam with an updated Attachment 1, Appendix A. This is the current list of on-site equipment to be serviced. So to clarify, the equipment listed in Attachment 1 on Beta.Sam is the type of equipment that your organization would be working with.

9. This is in regard to "USAFA Surgical Instrument Maintenance Program FA700021Q0021".

We are very much interested to submit this opportunity.Our SUB is preparing the quote for this opportunity. I request you to please extend the bid deadline till 03/19/2021 (Friday), 05 PM CDT.

We are extending the solicitation until Friday, 19 March 2021 at 5 PM MDT.

10. Please provide the correct part (1-4) that the Representations and Certifications outlined in the “SF1149 Solicitation” document need to be included in.

The reps and certs should be included in Part IV (Contract Documentation).

11. Our Representations and Certifications have been completed electronically on SAM.gov, can we include this document in our proposal in leu of section 52.204-24 and below of the “SF1149 Solicitation” document? No, please fill out the reps and certs found in the SF 1449 in their entirety. A vendor’s reps and certs on SAM cannot be used in lieu of filling out the information requested in the SF 1449.

12. I wanted to confirm with you that all competitors for this project have been made aware of this FAR Clause? This states that the WOSB be must be responsible for at least responsible for 50 percent of the labor responsibilities for this job. If a WOSB did not follow your direction per the FAR clause stated below it would create an unfair advantage. Please verify that all competition is aware of your response.

The limitations on subcontracting under the WOSB program are laid out in the SF 1449 solicitation for this requirement. Reference the bottom of page 25 of the SF 1449, where it includes these instructions as part of FAR clause 52.219-30 (DEVIATION 2020- O0008). The Government will review the WOSB program eligibility of each vendor that submits a quote via the Dynamic Small Business Search on sba.gov to ensure that they meet these requirements. Additionally, my response to your question has been attached to the solicitation along with all other questions and answers in the PDF document entitled “SIMP Solicitation Questions and Answers.”

13. The PWS says the contractor “will provide maintenance and repair services three consecutive days per month”. (Page 4. 3.1). The attachment 3 (see attached) says “On-site visits shall be provided three (3) times per year for the 10 MDG. Visits will occur approximately in January, May, and September or as specified by the 10 MDG”. Please clarify that the PWS is the correct document regarding the required service.

You are correct. The PWS is the correct document regarding the required service. The CDRLs have been updated to indicate that service is to be performed monthly on three

(3) consecutive days. The PWS is being updated to highlight this as well. To accommodate this change, the solicitation has been extended until Wednesday, 24 March 2021 at 4 PM MDT.
