STATEMENT OF WORK
FOR CONSTRUCTION
SUST/RPR AHUS – E FAIRCHILD HALL
Revision 0: 29 May 2018, Initial Release

1. PROJECT INFORMATION:
A. PROJECT NUMBER: XQPZ160154
B. PROJECT TITLE: Sust/Rpr AHUs – E Fairchild Hall
C. PROJECT LOCATION: 2354 Fairchild Hall, USAF Academy, Colorado
2. DESCRIPTION OF PROJECT:
A. PROJECT BACKGROUND: Most of the AHU systems in 2354 Fairchild Hall are original to the building and in operation since approximately 1960. They are also “Combo” coils which provide cooling or heating, but do not switch automatically.
The “Combo” system is converted to heating in September and converted to cooling in May. The HVAC consists mainly of air handling units and reheat coils serving spaces. Reheat coils were retrofitted with VAV boxes in the early 90s.
The building is served by the Central Heat Plant which provides high temp hot water of up to 400 degrees. The chilled water is generated at the Fairchild Hall chiller plant, with cooling towers located at the Aero Lab. This project will upgrade AHU equipment in mechanical rooms: 1-B43, 1-E9 and 1-H15, consisting mainly of 17 existing air handling units and associated equipment. Replacement air handling units number only 15, since 2 existing will not be replaced. Most piping and ductwork insulation is original and may contain asbestos.
B. CONSTRUCTION SCOPE: The Contractor shall execute the project as shown in this SOW, and on additional project drawings and specifications.
3. GENERAL PROVISIONS:
A. The Contractor shall supply all labor, materials, transportation, equipment, and supervision to provide a complete, finished, functional product meeting USAFA Specifications.
B. The Contractor must comply with USAFA Environmental Standards 2017.
C. Include in the proposal a POP duration including on-site construction time.
D. PRE-CONSTRUCTION SITE SURVEY - Prior to the start of any on-site construction activities, the Contractor shall:
1. Conduct a project site condition survey with the 10 CES Construction Inspector.
2. The Contractor shall note the condition of trees, shrubs, grassed areas, concrete, and any structural damage that may exist immediately within or adjacent to work site.
3. The contractor shall field verify all dimensions or examine unseen connections before ordering materials or performing any work.
E. WORK CONFORMANCE - The work area will be confined to the applicable areas as shown in the design drawings and listed in this SOW.
F. SUBMITTAL REGISTER - A submittal register is provided for this project.
Provide submittals and maintain the Submittal Register throughout project construction period of performance. Contractor shall submit the Master Submittal Register to Contracting within 14 days after the Notice to Proceed (NTP).
G. BASIS OF DESIGN - Any brand name items listed in this SOW and drawings are intended as a BOD only.
The Contractor may substitute a product, or products, for the brand name items as long as the substituted product(s) meet the minimum performance standards established by the listed salient characteristics.
The Contractor is responsible for how the substituted product(s) affect the design and schedule of the project. 10 CES will review the substituted products for General Conformance only. All substituted products will be reviewed for compliance with the USAFA Design Standards, any SHPO or historical considerations, Environmental regulation compliance and any other review processes that are applicable to this project.
As a part of the 10 CES review process for substituted products, and prior to the substituted product being used or installed, the Contractor must demonstrate in writing that the substitution will meet all project requirements listed above.
H. HAZARDOUS MATERIALS. Refer to Environmental Standards 2017 for requirements.
I. Form 1354 - The Contractor shall prepare and submit a DRAFT DD Form 1354, Transfer and Acceptance of Military Real Property, for all installed property (by building number if multiple buildings are involved in the project/task order) to the CO. The DRAFT 1354 shall be submitted no later than thirty (30) calendar days after the Notice to Proceed. This DRAFT 1354 will be reviewed by Real Property to resolve any issues and provide clarity to the Contractor for inclusion in the FINAL DD form 1354. Please request a sample document if needed.
J. BUILDER - Contractors shall complete an electronic BUILDER form for all equipment or structure addition, deletion, or replacement components. If there is a component-section (Uniformat II Level IV) listed in the BUILDER catalog that was included in the scope of the project for adding, deleting, or replacing it is to be accounted for on one of the BUILDER forms. In addition to completing the BUILDER forms the Contractor is to attach a photo of the component-section.
For structure type components, provide a photo showing the overall item. For equipment type components, provide a photo showing the overall item and a close-up photo of the data plate. Label the photos clearly so they can easily be associated with the BUILDER component-section. At the conclusion of the project, prior to the BOD final inspection, the Contractor shall submit the CD that contains all the BUILDER forms and photos.
4. SPECIFIC REQUIREMENTS:
A. CLIN Schedule:
1. CLIN0001 (Base Bid): Provide all work for XQPZ160154 Sust/Rpr AHUs
– E Fairchild Hall described in this SOW, and on the plans and specifications, not in CLIN0002. Work is mainly to replace eleven (11) existing air handling units (AHU-10, 12, 17, 18, 19, 20, 27, 28, 29, 30, 31) in mechanical rooms: 1-E9 and 1-B43 with all associated work. This work is considered funding code 52400.
2. CLIN0002 (Option): Provide all work for XQPZ160154 Sust/Rpr AHUs – E Fairchild Hall described in this SOW, and on the plans and specifications described on drawing sheets: H101, MD101, MD104, M111, M121, M125, M141, M151, M161, M301, M401, M406, ED101, E101, EY101 and EL101. Work is mainly to replace four (4) existing air handling units (AHU-4, 5, 6, 7) in mechanical room 1-H15 with all associated work. This work is considered funding code 52400.
B. Work Sequencing:
1. All required ACM and lead containing paint abatement shall occur first, for each mechanical room, before additional demolition or construction is commenced.
2. Demolition and construction of AHUs shall occur so that only two AHUs are down at any time. Sequence shall begin with southern-most AHUs and proceed south-to-north.
C. Temporary heating or cooling shall be provided for AHUs that are down during construction. Temporary heating shall be provided in months of October thru March. Temporary cooling shall be provided in months of April thru September.
Refer to temporary AHU schedule on sheet M601. Provide controls to maintain SAT at 55 to 85 degrees.
D. Non-standard working hours may be required in order to perform some of this work according to the specifications and drawings.
E. Construction Staging:
1. 10 parking spaces for Contractor vehicles will be reserved within 225 feet of Fairchild Hall.
2. A staging area 25 feet by 50 feet will be reserved within 125 feet of Fairchild Hall. This space will likely be on a grassy area and the Contractor will need to repair to the original condition upon completion.
Other temporary accommodations may be possible with a minimum of one week’s notice. Spec section 01 00 00-5 General Requirements for Contractor’s storage area requirements item #1 – Fencing shall require 150LF where blank line is shown.
3. An additional staging area of 25 feet by 75 feet will be made available within 5 miles of Fairchild Hall.
F. UTILITY COORDINATION AND CSU INSPECTOR NOTIFICATION – The Construction Contractor shall provide utility coordination and notify the CSU.
Inspectors prior to starting excavation work or related utilities work associated with this project, per the following:
1. Academy Dig Permits and UNCC - The Contractor shall submit the standard USAFA Form 144 Dig Permit required prior to starting excavation work or related utilities work for the project (Dig Permits, Bldg 8116, 7:30-8:30am and 3:00-4:00pm Monday-Friday). The Academy will provide utility locates for water and sanitary sewer. The UNCC will provide utility locates for gas and electric, but does not notify CSU regarding planned work in the vicinity of CSU utility infrastructure.
2. CSU Inspector Notification – The Contractor shall provide a minimum of
24-hour notice to CSU Inspectors prior to starting work in the vicinity of CSU gas and electric infrastructure. The current CSU POCs (subject to change) are: (a) GAS – Wayne Simshauser, Office 719-668-3667, Cell 719-491-8142, and (b) ELECTRIC – Daniel Gonzales, Office 719-668- 5638, Cell 719-491-6886.
3. HTHW Infrastructure – Where the project includes work directly involving
HTHW infrastructure or adjacent to HTHW lines, Contractor shall ensure adequate distance separation between the HTHW infrastructure and any nearby gas and electric infrastructure, such that the heat from the HTHW does not damage the PVC gas mains or PVC electric lines and create a safety risk.
4. Utility Outages – For the duration of the project, Contractor shall provide information to the CE Inspector for coordination of outages thirty-five (35) calendar days in advance.
G. POST CONSTRUCTION STORM WATER MANAGEMENT - Refer to
Environmental Standards 2017 for requirements.
H. Coordinate work schedules with the 10 CES CM at least seven (7) calendar days in advance.
I. Any exceptions to this statement of work must be detailed in the contractor proposal.
J. Revisions to Mechanical Drawings:
1. Sheet MD101 – Existing VFD not shown for S6 is to be salvaged and replaced; exiting E6 VFD not shown is to be relocated as shown on new work drawing.
2. Sheet M401 – Delete keynote #7 for exhaust fans E4, E5, E6, and E7 VFD replacements; existing VFDs are to be relocated or remain where shown. Regarding keynote #1, concrete housekeeping pad detail in on sheet M502, not M501.
3. Sheet M403 – Delete keynote #6 for exhaust fans E17, E18, and E19 VFD replacements; existing VFDs are to be relocated or remain where shown.
4. Sheet M404 – Delete keynote #6 for exhaust fans E28, E29, and E30 VFD replacements; existing VFDs are to be relocated or remain where shown. NOTE: New VFDs are to be provided for E10 (Mech. Rm 1E9) and replacement inline exhauster EF31 (Mech. Rm 1B43)
5. Sheet M601 – Exhaust Fan Schedule (New) - Correct typo, EF77 should read EF78.
6. Sheet M603 – AHU11 remark #1 should read #2. AHU4 remark #11 should read #10.
7. Sheet M603 – E77 remark #1 should read #2 (Fan to remain); E78 remark #2 should read #1 (Fan to be replaced).
8. Sheet M604 – Shell & Tube Heat Exchanger Schedule (Existing) - Clarification: Only CV5 and CV8 to be removed (note #1), and all others to remain (note #2).
K. Additional General Notes on Sheet E001 (Apply to all electrical sheets): 12.
Refer to mechanical drawings for locations of all mechanical equipment. 13.
Electrical contractor to confirm all mechanical equipment connections prior to rough-in. 14. Coordinate with all trades to maintain NEC clearances for ALL electrical equipment. 15. Existing exhaust fans not indicated on electrical drawings are to remain. Maintain circuit continuity to all such instances. 16. All AHUs to have duct detectors both in supply and return. Refer to mechanical drawings for quantities and locations.
L. Revisions to Electrical Drawings:
1. Sheet ED101 – MCC6: Breaker for P62 (Bucket 10) to be replaced with
30/3 and include diamond note #2. Bucket 27 to become spare and include diamond note #1.
2. Sheet ED103 – MCC10: Breaker for P65 (Bucket 7) to be replaced with 30/3 and include diamond note #2.
3. Sheet ED103 - Detail 1: UH70 scheduled to be demoed (refer to MD106 for location), and include demo keynote #4. Control panel for S31 is to be relocated/rewired as indicated on drawing. E26 to read E78 and will be replaced (refer to M404 for location).
4. Sheet E101 – MCC4: Label at bucket 7 to read P60 in lieu of P60A & B and remove note A.
5. Sheet E101 - Detail 1: Provide connection for EUH-1-H15 (refer to M401 for location), and wire to spare breaker 17R in MCC4. Provide connection for new P60 and associated VFD in lieu of P60A & B, with feeder as indicated.
6. Sheet E102 – MCC6: Breaker for P62 (Bucket 10) to be replaced with 30/3 and add diamond note B. Replace bucket 26 with (2) tandem 20/3 breakers. Bucket 27 to become spare.
7. Sheet E102 - Detail 1: Provide connections for (2) EUH-1-E9 (refer to M402 for locations), and wire to new breakers 26R&26L. Existing feed for E77 to remain with no new VFD scheduled. Delete requirements for P62A & B.
8. Sheet E103 – MCC10: Breaker for P65 (Bucket 7) to be replaced with 30/3 and add diamond note B. Provide new tandem 20/3 breakers in bucket 18. Horsepower for E31 to read 15 HP in lieu of 20 HP. Bucket 19 to be replaced with 3/3 1.0 HP.
9. Sheet E103 - Detail 1: Provide connection for EUH-1-E9 (refer to M403 for location), and wire to breaker 18R. E26 to read E78 (RPLWN).
Provide 3#12+g, ¾”c and wire to breaker 19. AHU29 VFD circuit should read MCC10-13. AHU28 VFD circuit should read MCC10-11L. P-A (ETR) VFD circuit should read MCC10-4L. P-A (ETR) VFD circuit should read MCC10-4L. P-B (ETR) VFD circuit should read MCC10-4R. E31 VFD circuit should read MCC10-17.
5. PROJECT MEETINGS:
A. PRE-CONSTRUCTION MEETING - A pre-construction meeting will be held at the Contracting conference rooms within two (2) weeks after the contract award.
B. WEEKLY MEETINGS - Weekly planning meetings will be held at Fairchild Hall.
The date and time will be the same each week, and will be set by the construction manager at the pre-construction meeting.
6. SUBMITTALS:
A. Provide submittals for all equipment and material as outlined in the project submittal register.
B. 10 CES CM must review all submittals before commencement of relevant work.
7. PROJECT CLOSEOUT:
A. Supply as-built CADD drawings at the conclusion of the project on CD, four (4) copies and four (4) hard copies, in the format in adherence to the latest USAFA CADD standards.
B. Supply four (4) hardcopies of Operation and Maintenance (O&M) manuals, and two (2) on CD.
C. PROJECT CLOSEOUT DELIVERABLES – Thirty (30) Days after construction start, submit a Draft DD Form 1354 to the USAFA Construction Manager through the Contracting Officer for review and comment. Thirty (30) Days prior to construction completion, notify the 10 CES Construction Inspector through the 10 CONS CO of the construction closeout via the Contractor completed Final DD Form 1354 form (Note: Beneficial Occupancy Determination must be completed prior to final signature of Final DD Form 1354). All as-built drawings, O&M Manuals, and CDs shall be delivered to the 10 CES Construction Inspector prior to Beneficial Occupancy Determination.
D. Before project closeout, ensure that all Environmental reports have been submitted and approved by the 10 CES Environmental group (CEIAM) in USAFA Civil Engineering.
8. TYPICAL USAFA YEARLY CALENDAR EVENTS: These USAFA events are typical each year. The Contractor is required to include all events within the overall project construction schedule. (Note: events may occur more than once in a given project schedule).

* Indicates USAFA Institutional Events. The Contractor shall coordinate these dates in their proposed construction schedule.
