Sustain/Repair HVAC – Arnold Hall
FA7000-17-R-0027
Questions & Responses
1. Specification section 23 01 30.41 1.5.2, states, “The HVAC system may also include other components such as dedicated exhaust and ventilation components and make-up air systems.” Please clarify if these components are to be included with the HVAC System Cleaning scope of work.
Response: See SOW item 4.H.a.
2. Specification section 01 32 01.00 10 – PROJECT SCHEDULE: The specification section is straight from the U.S. Army Corps of Engineer’s SpecsIntact. Paragraph 3.11 discusses the requirements for downloading the schedule into RMS/QCS alluding to this being the mechanism for “payments”. Paragraph 3.12 discusses the requirement for the use of Primavera P6 scheduling software. This requirement will cost the Government a lot of money and will cause a lot of confusion. For this Air Force project we recommend deleting this spec section in its entirety and using the familiar 3064 – CONTRACT PROGRESS SCHEDULE and 3065 – CONTRACT PROGRESS REPORT for scheduling and billing.
Response: See SOW item 4.H.b.
3. Specification section 01 33 00 – SUBMITTAL PROCEDURES: The specification section is also straight from the U.S. Army Corps of Engineer’s SpecsIntact which utilizes the USACE’s ER 415‐1‐10 – SUBMITTAL REGISTER and the ENG Form 4025 ‐
TRANSMITTAL OF SHOP DRAWINGS, EQUIPMENT DATA, MATERIAL SAMPLES, OR
MANUFACTURER'S CERTIFICATES OF COMPLIANCE. We recommend using the familiar AF Form 66 SUBMITTAL REGISTER and the AF IMT Form 3000 – MATERIAL
APPROVAL SUBMITTAL.
Response: See response to question #2.
4. Specification section 01 35 26 – GOVERNMENTAL SAFETY REQUIREMENTS, Paragraph 1.6.1.2: Can the project Superintendent also be the SSHO and the QC Manager since the jobsite footprint is relatively small?
Response: See SOW item 4.H.c.
5. Specification section 01 45 00.00 10 – QUALITY CONTROL, Paragraph 3.6: We recommend removing this USACE specific paragraph.
Response: See SOW item 4.H.d.
6. Specification section 01 45 00.10 10 – QUALITY CONTROL SYSTEM (QCS): We recommend deleting this spec section in its entirety since the Air Force does not utilize RMS/QCS.
Response: See SOW item 4.H.e.
7. Specification section 01 78 00 – CLOSEOUT SUBMITTALS, Paragraph1.5.b: The USAFA does not normally require “one item of each part” nor do they have the space. We recommend providing standard spare parts for this type of project, namely, air filters.
Response: See SOW item 4.H.f.
8. Specification section 01 78 00 – CLOSEOUT SUBMITTALS, Paragraph 1.7.1: The 4 month and 9 month warranty inspections are not atypical for USAFA and add unnecessary cost. We recommend deleting this requirement.
Response: See SOW item 4.H.g.
9. Specification section 01 78 00 – CLOSEOUT SUBMITTALS, Paragraph 1.7.1.g: The USAFA does not normally require these framed instructions. We recommend deleting this paragraph.
Response: See SOW item 4.H.h.
10. Specification section 01 78 23 – OPERATION AND MAINTENANCE DATA, Paragraph 1.5: We recommend changing these paragraphs so that the requirement will be for standard manufacturer’s O&M data which is the standard for this type of equipment at the USAFA.
Response: See SOW item 4.H.i.
11. Specification section 01 78 23 – OPERATION AND MAINTENANCE DATA, Paragraph
3.1: USAFA does not typically require this level of O&M training for a one for one replacement which is very expensive. We recommend deleting these requirements and doing a standard review of the mfgr’s O&M manual.
Response: Disagree. Training will be beneficial to maintenance personnel.
12. Specification section 23 00 00 – AIR SUPPLY, DISTRIBUTION, VENTILATION, AND
EXHAUST SYSTEMS, Paragraph 1.2.1 and 1.2.2: Mfgr standard data plate information is typically sufficient. We recommend deleting this requirement.
Response: See SOW item 4.H.j.
13. Specification section 23 00 00 – AIR SUPPLY, DISTRIBUTION, VENTILATION, AND
EXHAUST SYSTEMS, paragraph 1.4.4: Detail drawings are already in the project drawings. We will as‐built any significant changes. We recommend deleting this requirement.
Response: See SOW item 4.H.k.
14. Specification section 23 00 00 – AIR SUPPLY, DISTRIBUTION, VENTILATION, AND
EXHAUST SYSTEMS, paragraph 2.3: USAFA typically allows for equipment to be stenciled without additional ID plates (other than the mfgr’s standard data plate. We recommend deleting this requirement.
Response: See SOW item 4.H.l.
15. Specification section 23 00 00 – AIR SUPPLY, DISTRIBUTION, VENTILATION, AND
EXHAUST SYSTEMS, paragraph 3.11: Please identify “Other items specified” to be cleaned. We will clean items installed under this scope of work only. We recommend deleting this reference.
Response: Disagree. Contractor will be required to clean existing ductwork and accessories as specified.
16. Specification section 23 01 30.41 – HVAC SYSTEM CLEANING, Paragraph 1.5.2: The last sentence states the HVAC system “may also include other components”. The system to be cleaned is clearly called out previously in this paragraph. We recommend deleting this last sentence.
Response: See response to question #1
17. Specification section 23 05 48.00 40 – VIBRATION AND SEISMIC CONTROLS FOR
HVAC PIPING AND EQUIPMENT, Paragraph 2.2 and 2.4: USAFA does not typically require test reports. Contractors will comply with the requirements in paragraph
2.2. We recommend deleting the requirement for test reports in paragraph 2.4.
Response: See SOW item 4.H.m.
18. Specification section 09 90 00 – PAINTS AND COATINGS: This spec section appears to be an entire unedited spec section for every paint and/or coating encountered in construction. We have already had one Subcontractor who specializes in epoxy coated floors and has done numerous projects at Mitchell Hall, Fairchild Hall and the Cadet Gym say they will not bid because of the spec. We recommend the spec be culled of all information that is unrelated to this project leaving only information about epoxy coated floors. We would be willing to provide an edited spec for what is industry standard and for what is typically installed at the USAFA.
Response: See SOW item 4.H.n.
19. Project documents state, “Demolition and construction of AHUs, minus new CHWS/R connections, shall occur so that only one AHU is down at any time.” During the OCT2017 thru FEB2018 timeline, new air handling units will be put into service incrementally as they become available. Will there also be incremental warranty dates for these units?
Response: See SOW item 4.H.o.
20. Once the air handling unit replacements begin and they are taken offline, who is responsible for maintenance and/or repairs to the remaining existing units?
Response: See SOW item 4.H.p.
