Grounds Maintenance Services

Pre-Award/Site Visit Questions/Answers

31 July 2013

1. “1.1.4.2.3 There are two centralized computer irrigation control systems, a Rain Master and a Maxi-

Com. However the government does not guarantee the operability of the control systems nor does the government guarantee that all improved areas are covered by the control systems. The contractor shall be responsible for all “air time”

- How will the Government determine if bidders have the capability of operating the software associated with these control systems?

Answer: It is the contractor’s responsibility to be familiar with various irrigation control systems and their associated software, if required; the successful bidder will be responsible for obtaining any training needed to operate the systems.

- Why does the government not guarantee the operability of these systems?

Answer: Systems are provided “as-is”. They are contractor maintained.

- Who is responsible for the maintenance and updates to the control systems software.

Answer: The Grounds Maintenance contractor.

- Please explain what “air time” costs are.

Answer: Approximate costs for Rain Master System $2,7000.00 for 1 May through 31 October, plus the Verizon Air Card application is $36.00 per month for the main computer.

2. In order to estimate our labor and materials to maintain the Athletic Fields to a safe standard:

- At what frequency have the Athletic Fields been deep tine aerated in the current contract?

Answer: Refer to Appendix M.

- How frequently have surfactants been applied to the Athletic Fields in the current contract?

Answer: Frequency is determined by soil tests.

- At what rate and frequency have the Athletic Fields been over-seeded (broad cast and drill) in the current contract?

Answer: Refer to Appendix M.

- Will there be availability of soil test results from previous years and how many years will be available?

Answer: 2011, 2012, and 2013 soil tests are available and will be posted on Fed

Biz Opps.

3. “1.1.8.2. Pre-Emergent. ………The contractor shall mix coloring agents with the pre-emergent prior to applications.”

This is an old industry standard and very unsightly even though photodegradable over time. Would the

Government consider allowing the use of more effective granular pre-Emergent in Vegetative, wood and rock mulch beds?

Answer: The Government would consider use of a granular pre-emergent if all of the authorized approvals are obtained. Contractor would be responsible for overall results of any products it uses in the performance of this contract. Refer to PWS Sections 1.1.8., 4.4., and 4.5 for further guidance.

4. As part of the GFE listing, the PWS states, “1.6. Building 3024 (Building to be shared with Funeral

Support Contractor).” Could you please get clarification of this?

Answer: The Grounds Maintenance Contractor is the “Funeral Support

Contractor”. Primary purpose of Building 3024 is for funeral support, all other uses by contractor personnel would be secondary. Please refer to revised PWS.

5. Will all sod be completed via work order and billed against the exhibit pricing?

Answer: Refer to Appendix A – Estimated Workload data, Section 3. If the annual estimated amount of sod is exceeded, the additional sod shall be paid per the prices in the exhibit.

6. The base has a large amount of Transit Pipe (Asbestos). For removal and replacement as needed can this be a reimbursable item?

Answer: Contractor will notify the Government COR immediately if asbestos is detected in their area of responsibility. Please refer to revised PWS, Appendix F – Irrigation Systems Area of Responsibility. The contractor is not responsible for asbestos abatement costs.

7. On CLIN 0018 Snow/Ice Removal, (PWS 1.6 – 1.6.3) what is the total sf of sidewalks requiring snow removal. How many sf/acres of snow plowing are required?

Answer: Refer to Appendix A, Item 4 for approximate linear feet of sidewalk.
