1. DESCRIPTION OF SERVICES

The contractor shall provide non-personal services, to include all personnel, vehicles, equipment, tools, materials, supervision, and other items and services necessary to ensure that grounds maintenance and landscaping/xeriscaping is performed at the United States Air Force Academy in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance.

Grounds Maintenance includes landscaping/ xeriscaping, snow and ice removal, maintenance of the Visitors Center trail and all jogging trails in the cadet area, maintenance and replacement of trees, shrubs, hedges, erosion control, litter removal, screening, turf maintenance, synthetic turf maintenance, cemetery maintenance, funeral and gravesite support, airfield maintenance, football stadium maintenance, maintenance of improved grounds, to include irrigation, NCAA athletic field maintenance/preparation, and mowing of semi-improved and unimproved grounds.

Grounds Maintenance also includes herbiciding.

The contractor shall accomplish all tasks to meet the requirements of this Performance Work

Statement (PWS) and the Service Summary (SS). The contractor’s performance will be based on the Contracting Officer’s (CO) evaluation and Contracting Officer’s designated Representative

(COR) (Quality Assurance Personnel) and of the results required by the (SS) and not the frequency or method of performance. It is at the contractor’s discretion to determine the levels of frequencies to attain the level of service at the best value. The evaluation of results will be based on COR performance assessment, on-site inspections, tenant satisfaction, and customer complaints. The government may inspect each task as completed or increase the number of inspections if called for by repeated failures discovered during inspections or repeated customer complaints. Likewise, the government may decrease the number of inspections if performance dictates. The government will also receive and investigate complaints from various customers located on the installation. The COR shall make final determination of the validity of the customer complaint(s). The contractor shall respond to validated customer complaints and complete documentation on the USAFA Form 104. Final results of the evaluations will be the determining factor for the success or failure of this contract.

The contractor shall be knowledgeable of and comply with applicable federal, regional, state, and local laws, regulations, commercial standards, and requirements governing the work required under this contract. In the event applicable laws, regulations, instructions, or requirements change during the term of this contract, the contractor shall be required to comply with such changes when they come into effect. This Performance Work Statement will NOT be revised to incorporate changes in laws, regulations, instructions, or requirements.

The transition period shall not exceed 31 calendar days. The contractor shall assume responsibility for performance of all contract requirements identified in this PWS on contract start date. The contractor shall participate in a transition period to ensure a smooth transition of work effort. The contractor shall become familiar with work during the transition period.

During the transition period the contractor shall obtain security clearance, determine training requirements, develop work plans and procedures, and finalize quality control plans and procedures. The incumbent contractor shall be responsible for contract performance during the transition period.

1.1. MAINTAIN IMPROVED GROUNDS

Improved grounds are identified in Appendix A.

1.1.1. Mow. The contractor shall mow all improved grounds to look well manicured, with a neat and professional appearance at all times. Maintain grass height between 2 and 4 inches uniform in appearance, free of skips, gaps, rutting, or scalping. The contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. The contractor shall remove or mulch grass clippings when visible after mowing, before leaving work area. The contractor shall repair damaged turf, and replace shrubs, trees, and sprinkler heads damaged during contractor’s mowing operations. Repairs are to be made within seventy-two (72) hours and at no additional cost to the government. During implementation of water conservation measures, as determined by the government, the grass height may be maintained at four (4) inches in specified areas. The contractor shall follow Athletic Field and Parade Field Maintenance Plans for specific mowing requirements in those areas, see Appendix M.

1.1.2. Edge. The contractor shall edge sidewalks, driveways, street edges, curbs, V-ditches, and other hard surfaced areas located within the improved grounds in a manner that penetrates the soil so that grass height matches surrounding area grasses. Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Grass, vegetation and weeds shall be cut back no more than ½-inch from the surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting.

1.1.2.1. The contractor shall remove grass, weeds, dirt, etc. from sidewalks, driveways, curbs, V-ditches, roadways, etc. at the end of each workday during edgings. V-ditches that have vegetation on both sides of the V-ditch shall require edging on both sides, while V-ditches that have vegetation on one side and a hard surface on the other side shall require edging on the side with the vegetation only. The contractor shall mow a push mower’s swath on grassed side(s) of the V-ditches in conjunction with edging of V-ditches.

1.1.3. Trim. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking lots bumper blocks, boulders, nets, goals, fence posts, stakes, and other fixed obstacles and temporary obstacles/objects on improved grounds. The contractor shall remove and dispose of clippings immediately after trimming is performed. This task involves all improved grounds as shown at Appendix A. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing.

1.1.3.1. The contractor shall repair damage to trees, shrubs, windows, vehicles, etc. from trimming at no cost to the government. If a plant should die or become unhealthy due to damage resulting from contractor’s trimming operations, the contractor shall replace the damaged plant with a plant of like size (if possible) and type. The contractor shall replace damaged plants within five (5) days unless adverse planting conditions exist, such as hot weather, frozen ground, or extended dry spells. The contractor shall move and return to its original location, all moveable obstacles such as nets, goals, movable posts, and stakes to ensure all grass is cut uniformly during mowing operations. The contractor shall remove or mulch grass clippings when visible after trimming, before leaving work area.

1.1.4. Irrigation

The contractor shall maintain, adjust, and repair existing lawn irrigation systems during the growing season.

1.1.4.1. Operation of Irrigation Systems. The contractor shall irrigate improved grounds to maintain the health of the turf ensuring no ponding of water, excessive runoff, etc. This includes lawns, plants, flowers, landscaped areas, and all areas requiring manual watering. Contractor shall position hoses, etc., for manual watering and then remove/store hoses, etc., between waterings to ensure neat, clean appearance of areas. The Contractor is prohibited from connecting to any hydrant within the boundaries of the installation without an approved backflow prevention device. Contractor shall practice water conservation measures whenever possible and shall position all watering systems to avoid overspray onto pavements, sidewalks, roadways, etc. Watering shall be performed during nighttime hours. If daytime watering is necessary, Contractor shall notify the CO or COR of the reason for daytime watering, and the duration daytime watering will be in progress. Irrigation responsibilities also include setup, monitoring, adjusting, etc., of irrigation system computer, clocks/timers, controllers, pumps, etc.

Contractor shall be responsible for day-to-day operation of the base-wide automated irrigation system.

1.1.4.2. Maintenance of Irrigation Systems. The contractor shall maintain all irrigation systems in good working order and in a repairable condition at all times, to include the irrigation systems in the “public area” at the Carlton House complex, Quarters 6776. (See Appendix U.)

See Appendix F for systems description. The contractor shall winterize (purging of all water by use of an air compressor) all irrigation systems. The contractor shall submit a winterization schedule to the COR(s) no later than 01 September indicating the priority, order, and dates for accomplishing the winterization of the irrigation systems.

Maintenance includes but is not limited to draining and charging systems, replacing damaged or broken control devices and sprinkler heads, and repair of ruptured pipes. Maintain equipment and systems to be efficient and in good operational working order. Replacement of pumps, controllers, clocks/timers, or backflow prevention devices is not included in routine maintenance of irrigation systems, replacement will be on a case-by-case, reimbursable basis. The irrigation system to be maintained and related workload data is identified in Appendix F.

1.1.4.2.1 The government does not guarantee that one hundred percent (100%) of all Improved

Grounds are covered by irrigation systems. After graduation and for the remainder of the growing season, the contractor shall not irrigate any Improved Grounds more than three (3) times per week, EXCEPT for the athletic fields, parade fields, the cemetery, and newly installed sod, which may be irrigated as needed. This three (3) day per week restriction is subject to change by the government at any time. The contractor shall ensure all irrigation systems are turned off during a rainfall when rain accumulation is one-quarter (1/4) inch or more. Only combination locks (all locks to be provided by the contractor) may be used to secure timers, main valves, and electrical voltage boxes. The combinations shall be furnished to the CORs. The government retains the right to operate all irrigation systems, to include timers and main valves. The contractor shall coordinate with the CE Service Provider for the charging up of the irrigation systems for all improved areas. The contractor shall commence charging the irrigation systems

(weather permitting) no earlier than 01 April and shall have all irrigation systems charged by 15

May. The contractor shall submit, for Contracting Officer or COR approval, a schedule showing the priority and dates for the charging of all the irrigation systems. The contractor shall adjust watering times such that all systems have adequate pressure to function properly and do not reduce pressure in water mains as to cause fire, safety, or operational problems. The contractor shall not irrigate the medians on Northgate, Southgate, and Stadium Boulevards during peak traffic hours. These peak traffic hours are 6:00 A.M. – 8:00 A.M. 11:00 A.M. – 1:00 P.M., and

3:00 P.M. – 5:00 P.M.

1.1.4.2.2. Irrigation of Improved Grounds During Non-Growing Season. During the dormant season (01 November through 01 April) the contractor shall ensure sufficient water is received in the athletic fields and parade fields as necessary to preserve healthy grounds. The contractor, in coordination with the CE Service Provider, may have to charge the irrigation systems to irrigate the athletic fields and parade fields. If the contractor charges the irrigation systems, the contractor shall repair any damages caused by operating the irrigation systems at no cost to the government. The contractor shall prevent water run-off into the roadways or drainage ditches, or accumulation of water in low areas.

1.1.4.2.3 There are two centralized computer irrigation control systems, a Rain Master and a

Maxi-Com. However the government does not guarantee the operability of the control systems nor does the government guarantee that all improved areas are covered by the control systems.

The contractor shall be responsible for all “air time” costs. Areas that are not covered by the control systems include the medians, the north side and quadrangles of Arnold Hall, the B-52 site, Buildings 6248 (Family Support Center) and 8025 (Kennels), triangle at Building 8034, Transportation and CE areas (not automated).

1.1.4.3. Improve Irrigation System. The contractor shall seek to improve the efficiency of the irrigation systems. Sprinkler heads shall be adjusted whenever their coverage or volume is inadequate or too plentiful. As changes occur to sprinkler systems where irrigation lines or sprinkler heads require relocation (improper coverage, installation of sidewalks, etc.) the contractor shall update the irrigation drawings or provide new drawings to the COR(s) with the changes highlighted within ten (10) working days after completion of work giving rise to the need for the drawings.

1.1.4.4. Emergency/Special Operations of Sprinkler System. The contractor shall respond within fifteen (15) minutes during business hours and within one hour during non-business hours, after notification, for repairing leaks, breaks, faulty controllers, valves not completely shut off or controllers identified as being stuck in the "on" position. Due to certain functions, special events and/or sport practices, timers and sprinkler systems adjustments may be required to accommodate these activities.

1.1.4.5. Reporting Main Water Line Problems. The contractor shall report maintenance problems on main water valve mains and lateral lines leading to shut off valves to the COR(s).

Problems occurring on the main water valve mains and lateral lines leading to the shut-off valves shall be the CE Service Provider’s responsibility. Appendix F delineates contractor’s responsibility and CE Service Provider responsibility.

1.1.5. Remove Debris/Police Grounds. The contractor shall perform continual general litter patrol in all areas of improved grounds. Remove and dispose of natural debris, (leaves, tree limbs, dry brush, rodent habitats, etc.), and man-made debris. The contractor shall ensure improved areas identified in Appendix A are raked to prevent build-up of fallen leaves. Fallen trees that are twelve (12) inches or smaller in caliper shall be included as general litter and the contractor shall be responsible for the removal and disposal of these fallen trees. The areas for policing and debris removal include the areas beyond the road shoulders, in all directions, for a distance of 50 feet. The contractor shall police the security fence and athletic area fences in the cadet area at least once per week. A width of fifteen (15) feet on both sides of the security fence shall be policed. The contractor shall empty all trash receptacles and place/replace plastic trash bags in all containers located in the contract area. The contractor shall upright all trash receptacles located in the contract area, as necessary, except those situated immediately adjacent to buildings. The contractor shall remove and replace damaged and/or broken trash receptacles.

Replacements shall be government furnished. Police areas to maintain a neat and professional appearance. While keeping the Academy litter free at all times is paramount, the following areas are of particular importance. The contractor shall continually police the cadet area, Community

Center area, Southgate, Stadium, and Northgate Boulevards, and Pine Drive, Monday through

Friday during the hours of 7:00 A.M. - 4:00 P.M. and on weekends and required holidays during the hours 7:00 A.M. – 11:00 A.M. All other areas, including Paul’s Pavilion shall be continually policed five (5) days per week, Monday through Friday only, from the hours of 7:00 A.M. - 4:00

P.M. The contractor shall also police the entire exterior of Falcon Stadium after all events (to include home football games and graduation). The contractor shall complete the policing of

Falcon Stadium after an event no later than 5 P.M. on the day following the event. The contractor shall respond to COR(s) identified policing requirements within fifteen (15) minutes after notification during business hours. The contractor shall police for the extended hours of

6:00 A.M. - 6:00 P.M. during some special events (Graduation, Parents Weekend, CORONA

Conference) see Appendix A, Paragraph 1. Additionally, the contractor shall perform a higher level of effort for leaf removal in the Falcon Club and VOQ/BOQ areas prior to and during the

CORONA Conference. The contractor shall dispose all debris at government provided dumpsters and roll-offs as identified by the COR(s).

1.1.5.1. Reserved.

1.1.6. Reserved.

1.1.7. Fertilization. The contractor shall have a pH adjustment and fertilizer application program. The contractor shall perform a laboratory test of the soil in improved grounds and apply fertilizer and lime using procedures appropriate for the soil conditions found, type of grass, and season. The contractor shall provide and apply fertilizer and other soil amendments to bring soil condition to that suitable for the vegetation being treated twice annually, in the spring and in the fall. Types of fertilizers/soil amendments and rate of application shall be determined by the results of a soil analysis. Prior to application of the fertilizer/soil amendments the contractor shall draw soil samples, obtain soil analysis tests and apply fertilizers and soil amendments based on the test results. The contractor shall apply commercial fertilizers/soil amendments evenly to produce a dark green color and to prevent burning and streaking. The contractor shall clean all fertilizer/soil amendments from all concrete surfaces immediately after application and prior to watering to prevent staining of concrete surfaces. The contractor shall identify to the COR(s) areas that have been fertilized or have had soil amendments applied twenty-four (24) hours after application. The contractor shall irrigate areas following applications.

1.1.8. Pest Control. (Weed Control)

1.1.8.1. Perform Weed Control. Control weeds in improved grounds through execution of a weed control program appropriate for the area to maintain a professional appearance. Restore grounds made barren where weeds are removed to the level of care of the surrounding area (i.e.

semi-improved, improved, etc.). The contractor shall provide all licenses, tools, supplies, equipment, and transportation to perform weed control on improved grounds, synthetic turf fields, the “earth centered worship area” and jogging trails. The contractor shall use only herbicides that are on the DOD approved list. The contractor shall mix and store all chemicals off base as mixing and storing of chemicals on base is strictly prohibited. The contractor shall not spray chemicals on medians during peak traffic hours, i.e. between the hours of 7:00 A.M. to

9:00 A.M., 11:00 A.M. to 1:00 P.M., and 3:00 P.M. to 5:00 P.M. The contractor shall notify the appropriate Facility Manager prior to spraying chemicals in the immediate area, (within 50 feet) of occupied buildings. The contractor shall apply chemicals in areas that are within 50 feet of occupied buildings only during the early morning or late afternoon hours (before 7:00 A.M or after 4:00 P.M.). This practice ensures the building’s occupancy is at an absolute minimum. The contractor shall provide a Herbicide Application Data Report and an Active Ingredients Report to the COR(s) covering all areas wherein an application has been performed.

1.1.8.2. Pre-Emergent. The contractor shall provide and apply a pre-emergent in early spring to all shrub beds, rock beds, and tree rings as identified in Appendix A. The contractor shall mix coloring agents with the pre-emergent prior to application.

1.1.8.3. Selective Weed Control. The contractor shall provide and apply selective herbicides as needed to all improved grounds as identified at Appendix A, prior to graduation and prior to

Parents Weekend.

1.1.8.4. Civil Engineer Asset Management Flight must approve all herbicides prior to use. All herbicides and pesticides used must be on the installation-approved inventory list and applied by certified personnel.

1.1.9. Lawn Renovation. The contractor shall renovate lawns in improved grounds as identified by the CO or designated representative. This work will be issued via a separate work order. Renovate deteriorated lawn area to match surrounding areas

1.1.9.1. Repair Damaged Grassed Areas. The contractor shall provide and install sod in damaged grassed areas to conform to the standards for improved grounds and to match the grade of the surrounding areas. The contractor shall be capable of providing and installing approximately twenty thousand (20,000) square feet of sod per week as identified by the contractor and verified and prioritized by the Contracting Officer Representatives (CORs). The contractor and COR(s) shall record actual square feet of sod installed for each area identified.

The contractor shall complete grass repairs within one calendar week after verification/prioritization by the COR. Final inspection shall be performed at the completion of each requirement or on the first workday after the end of the calendar week suspense.

1.1.9.2. Sod. The contractor shall ensure the sod bed is free of gravel and rocks, has good quality top soil and conforms to the grade of the surrounding area. The contractor shall dispose of excess materials from the sod bed preparation by the end of each workday. The contractor shall install the sod within twenty-four (24) hours after the sod has been lifted unless weather conditions prohibit normal laying operations. The contractor is responsible to replace, at his expense, any sod that is not installed and/or maintained to industry standards.

1.1.9.3. Aerate Soil. The contractor shall aerate all areas listed at Appendix A prior to fertilization in the spring. The contractor shall aerate the parade fields and all athletic fields in accordance with Appendix M. The contractor shall remove thatch plugs from sidewalks, parking lots, roadways, grave markers, and cemetery memorial/bench pads within twenty-four (24) hours after aerating. The contractor shall be responsible for any damages to irrigation systems resulting from his aerating operations.

1.1.9.4. Spirit Hill Mission Support. The contractor shall support cadet Spirit Hill missions two to four, (2 – 4) times during the academic year such as for the Annual Football Bon Fire, the

Intramural Football and Flicker Ball Championships, etc. For the Annual Football Bon Fire, the contractor shall remove and replace (area approximately 50’x50’) the natural grass turf for the bon fire area. Replacement sod will not be counted against the annual sod count. The contractor shall remove all ashes and debris, and reclaim the area to its original condition no later than one

(1) working day after the bon fire. Ashes shall be disposed in government furnished roll-offs.

1.1.9.5. Marking Athletic Fields. The contractor shall mark boundaries, hash marks, end zones, yard marks and all other markings associated with the playing fields on the practice field in the Community Center and the athletic fields in the cadet area using the appropriate field marking paint. Color of field marking paint will be determined by the COR(s) and may be white, red, or any other color. All marking of the athletic fields in the cadet area shall be completed as estimated in the Work Load Data, Appendix H (fields will be utilized year-round).

Field markings must meet current NCAA marking standards. The contractor shall mark the practice field in the Community Center once in March for spring practice, and one (1) time per week during the period 01 August through 15 November. Current NCAA field marking standards can be found at http://www.ncaa.org

1.1.10. Prune Shrubs, Hedges and Other Plants. The contractor shall prune/trim shrubs and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant in all improved grounds. This service will be issued as a work order by the CO or

COR. Hedges shall be maintained to their natural mature height and shape. Shrubs, plants, hedges, and ground cover/vines shall be pruned/trimmed 3 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed borders.

1.1.10.1. The contractor shall properly maintain all plant beds (per industry standards) containing rock, mulch, wood chips or simply dirt. The contractor shall maintain the rock, mulch, or wood chips at a thickness of three (3) inches. All replacement material shall be the same as the existing material. The contractor shall maintain plant beds free of debris and weeds at all times.

1.1.10.2. All plants around landscape and ground lights shall be pruned/trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc.

shall be pruned/trimmed to keep from obstructing view of oncoming traffic. Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris.

1.1.10.3. Additionally, the contractor may be required to remove low branches from trees within twenty-five, (25) feet of any road shoulder in the contracted area. The contractor shall prune in http://www.ncaa.org/ accordance with industry ANSI Z133.1 - 2001 and ANSI a300 standards. The contractor shall prune other trees as required to provide safety, clearances and/or to prevent structural damage.

Topping and de-horning of trees is not permitted. The contractor shall maintain shrubs, trees, and other plants according to the American Society of Landscape Architect’s standards. The contractor shall prune all trees and shrubs in the cadet area as needed prior to Graduation and prior to Parent’s Weekend. Volunteer tree growth seedlings shall be removed at no additional cost to the government.

1.1.11. Maintenance of Newly Installed Trees, Shrubs, Hedges, Sod, or Other

Landscaping. The government reserves the inherent right to landscape its grounds by whatever means or manner it chooses. When new trees, shrubs, hedges, sod, or other landscaping is installed by this grounds maintenance contractor, or any other contractor, the contractor performing such installation is typically required to warranty such installation (workmanship and plants). After said warranty has expired, and only after Contract Services (10 CES/CEOS) has inspected and accepted the installation, this grounds maintenance contractor shall assume responsibility for the continued maintenance of the new trees, shrubs, hedges, sod, or other landscaping. The new trees, shrubs, hedges, sod, or other landscaping shall be added to this contract by modification ONLY if the trees, shrubs, hedges, sod, or other landscaping result in an increase in the quantities identified at Appendix A, Estimated Workload Data. If new trees, shrubs, hedges, sod, or other landscaping result in a reduction of the quantities identified at

Appendix A, this contract shall also be modified to reflect that reduction in the workload.

1.1.12. Obstacle Course. The contractor shall reclaim the obstacle course at Hell’s Half Acre

(located north of Building 2180), to a serviceable condition by performing grounds maintenance prior to Recognition Week, prior to In-Processing, and as needed each year, (normally twice during summer months). Typical tasks involve replenishing wood chips, erosion control, pruning branches, etc.

1.1.13. Ringing Trees, Shrubs, and Hedges. The contractor shall ring all trees, shrubs, and hedges in improved grounds indicated at Appendix A. The contractor shall remove all grass and vegetation from the base of trees, shrubs, and hedges. The contractor shall replace the topsoil around trees, shrubs, and hedges as needed.

1.1.13.1. Ringing of Shrubs and Hedges. The contractor shall ring shrubs and hedges in early spring. Shrubs shall be ringed six (6) inches from each shrub. Hedges shall be ringed six (6) inches away from the greenery at the base of the hedge. The contractor shall ring shrubs and hedges to prevent damage to the shrubs and hedges by mowers and grass/weed trimmers. The contractor shall maintain the ringing of shrubs and hedges throughout the year.

1.1.13.2. Ringing of Trees. The contractor shall ring trees in all improved areas, in early spring. Deciduous trees shall be ringed from twelve (12) to eighteen (18) inches in diameter to prevent damage to trees from mowers and grass/weed trimmers. Coniferous trees shall be ringed to the drip line of the tree to prevent damage to the trees from mowers and grass/weed trimmers.

The contractor shall maintain the ringing of trees throughout the year.

1.1.14. SCREENING TURF. The contractor shall perform screening of turf at the compost site. Screening of turf may be restricted to the dormant season (01 October through 31 March).

If screening of turf is restricted to the dormant season, the compost site shall be cleaned of all top soil stockpiles by 01 April. If screening of turf is performed year-round, stockpiles of topsoil shall not exceed eighty (80) cubic yards at any time. Stockpiles exceeding eighty (80) cubic yards shall be disposed as determined by the COR(s). Spoils from topsoil shall be disposed into government provided roll-offs as turf is screened.

1.1.15. Record Keeping and Monitoring. The contractor shall maintain logbooks documenting the yardage of topsoil produced, name of person annotating the logbook, and date and time of annotations. Log book shall be made available for government review.

1.1.16. Site Security. The contractor shall ensure the compost site is secured when personnel are not in the area, and at the end of each business day, weekends, and holidays. Unauthorized materials left at site shall be disposed into government provided roll-offs.

1.1.17. Superintendent’s. Parts of the grounds at the Superintendent’s quarters complex are maintained under this contract while parts of the grounds are maintained by the lease holder, Forest City. Appendix U depicts the areas maintained under this contract (Contract Maintained) and the areas maintained by the lease holder (NIC). The grounds inside the courtyards of the

Mountain House and the Garden House are maintained under this contract. The grounds surrounding the Mountain House and Garden House are maintained by the lease holder.

1.1.18. Lease Holder’s Responsibilities. In the area maintained by Forest City (indicated by

“NIC” in Appendix U), Forest City is responsible for all the grounds maintenance, to include irrigation and irrigation systems maintenance. However, any materials that Forest City needs, (pea gravel, shrubs, trees, sod, etc., but not irrigation parts) will be provided by the government through this contract. The government will reimburse the contractor for these materials.

1.1.19. Contractor’s Responsibility. The area identified as “Contract Maintained” in

Appendix U is maintained under this contract and the contractor shall perform irrigation and irrigation systems maintenance ONLY in this area. The contractor shall coordinate and schedule all irrigation and irrigation systems maintenance with the lease holder to preclude any conflicts.

1.1.20. Shared Responsibilities. Any sod replacement required along either side of the paved entrance roadway shall be provided under this contract and charged to the contracted amount of sod under this contract. The labor to replace the sod, however, shall be performed by the lease holder.

1.1.21. Cemetery Maintenance. The contractor shall maintain the cemetery, to include, complete grounds maintenance, ensuring grave markers are level at all times, excavating, backfilling, and exhuming graves, and providing funeral support. The contractor shall also provide snow removal and limited record keeping. The contractor shall provide no less than one full time grounds keeper to maintain the grounds at the cemetery during the growing season, 01

April through 30 September. The contractor shall ensure that contractor employees working at the cemetery refrain from making loud noises, watering, mowing, trimming, edging, or driving vehicles through the cemetery during funeral services. The contractor shall ensure contractor employees do not cause any damage to headstones, grave markers, vases, or floral displays. Any damages caused or found by contractor employees must be brought to the attention of the CORs as soon as known to the contractor employee(s).

1.1.21.1. Grounds Maintenance. The contractor shall provide all grounds maintenance tasks and comply with all standards applicable to other Improved Grounds areas, to include but not limited to mowing, trimming, edging, irrigation, irrigation systems maintenance, repair to damaged grassed areas, sod installation, aeration, fertilization/soil amendment application, weed control, plant bed maintenance, pruning/ringing trees, etc. Irrigation at the cemetery shall be restricted to night time hours (6:00 P.M. – 6:00 A.M.) except when explicitly requested by the contractor and permitted by the government.

1.1.21.2. Trimming. The contractor shall trim around all obstacles on each occasion when mowing operations are performed, to include but not limited to grave markers, headstones, vases, shrubs, buildings, fire hydrants, parking lot bumper blocks, etc. After trimming the contractor shall remove grass clippings from grave markers, headstones, sidewalks, curbs, curb ramps, roadways, parking lots, bench pads, Memorial pads, and any other hard surfaces, immediately after completion of the trimming. Trimming height shall match surrounding mowed grass heights.

1.1.21.3. Edging. The contractor shall edge sidewalks, curbs, curb ramps, parking lots, bench pads, Memorial pads, and all other hard surfaces to prevent encroachment of vegetation. Edging cut shall penetrate the soil and shall not be wider than half (1/2) inch. The contractor shall remove vegetation and dirt from the edged surface, e.g. sidewalks, etc. immediately after the edging is completed.

1.1.21.4. Sod Installation on Grave Sites. The contractor shall provide and install sod immediately after backfilling graves unless sod is not available from the sod farms. Prior to the installation of the sod the contractor shall ensure that the soil removed from the grave and used as backfill material is properly and adequately compacted in six (6) inch lifts. The contractor shall backfill with the removed soil first then install new topsoil ensuring the top four (4) inches of the grave is new topsoil for the installation of the sod. The contractor shall use a power driven compactor of sufficient size and weight to compact graves in accordance with industry standards.

The contractor shall install new sod and not use the sod removed from the grave. The contractor shall ensure the sod bed is free of gravel and rocks, has good quality topsoil, and conforms to the grade of the surrounding area. The contractor shall roll the sod after it has been installed. The contractor shall install the sod within twenty-four (24) hours after lifting regardless of weather conditions. Sod shall be at least fifty percent (50%) Kentucky Bluegrass with the remainder of the bluegrass blend determined by the sod grower. The contractor shall dispose of any excess materials by the end of the each workday. This sod requirement for grave sites does not need to be identified to the contractor by the CORs and the CORs do not need to issue a “sod call”. This sod shall not be counted against the sod count identified at Appendix A, Paragraph 3. The contractor may refer to Appendix A, paragraph 4, for the workload data pertaining to how many graves are sodded. The contractor is responsible to replace, at his expense, any sod that is not installed and maintained to industry standards.

1.1.21.5. Dedications. The contractor shall ensure that all cemetery grounds are in especially good condition prior to any dedication. Dedications are held throughout the year. The CORs will notify the contractor of dates/times of any dedication. The contractor shall cease all work at the cemetery during any dedication. The contractor may resume work upon the departure of the participants.

1.1.21.6. Placement of Flags. The contractor shall place government furnished flags on all the graves on the Monday prior to graduation and remove the flags on the Wednesday after

Memorial Day. The contractor shall store the flags at Building 3024.

1.1.21.7. FUNERAL SUPPORT. The contractor may be required to support funerals on weekends and holidays. There are approximately eight (8) funerals held on Saturdays.

1.1.21.8. Excavation of Gravesite. The contractor shall excavate a gravesite for a casket burial or burial of cremations upon notification from Mortuary Affairs or the CORs. The contractor will be notified of the depth to which to excavate the gravesite. Mortuary Affairs will determine which gravesite is to be excavated. The contractor, however, shall provide technical advice to

Mortuary Affairs pertaining to gravesite selection. The contractor shall excavate to a depth of six

(6) feet for a single burial, a depth of nine (9) feet for a double burial, and to a depth of eleven

(11) feet for a triple burial. The contractor shall excavate a gravesite of two (2) feet X two (2) feet X two (2) feet for burial of cremations.

1.1.21.9. Preparation of Gravesite. After the gravesite has been selected the contractor shall locate the corner stakes for the appropriate gravesite and remove the sod to a depth of approximately four (4) to six (6) inches. The contractor shall excavate the gravesite and haul the removed soil from the gravesite to the spoils area of the cemetery. The contractor shall use this soil as backfill material when backfilling the grave after the funeral service. When excavation is complete, the contractor shall install a safety liner to protect the contractor workers and to keep the grave from collapsing. Safety liners are not required for the burial of cremations. The contractor shall square off the bottom of the grave and level it, using pea gravel or crushed rock.

The contractor shall follow safety protocols when excavating graves.

1.1.21.10. Installation of Vault. The contractor shall transport the concrete vault (for coffin or urn) from Building 3024 to the gravesite and lower the vault into the grave, ensuring it is level and ready to accept the coffin or urn. For burial of cremations, the contractor shall place the urn into the vault and cover the vault with the lid. The contractor shall then place a four (4) foot X eight (8) foot piece of plywood over the cremation grave. The contractor shall cover the plywood with green synthetic turf.

1.1.21.11. Preparing Grave for Lowering Device (Coffin Burial). The contractor shall prepare the gravesite for the funeral by placing plywood boards around the grave to provide a level surface to place the casket placer and lowering device. The area covered by the plywood shall be wide enough to allow pallbearers to walk beside the casket placer on both sides while carrying the coffin. The contractor shall cover the plywood with green synthetic turf.

Depending on the condition of the grassed area near the gravesite, the contractor may have to install a plywood floor area to set chairs on for family and guests. If a plywood floor area is required, the contractor shall cover the plywood with green synthetic turf also and ensure the entire floor area is as level as possible. The contractor shall stake down the plywood floor area to avoid movement when walked on. The contractor shall ensure the stakes are low enough to preclude tripping hazards. The contractor shall provide all plywood and synthetic turf.

1.1.21.12. Installing the Casket Placer and Lowering Device. Upon completion of preparing the grave site, the contractor shall install the casket placer and lowering device. The contractor shall provide and install emergency straps on the lowering device to prevent the casket from dropping from the lowering device.

1.1.21.13. After Coffin is Placed in Vault. After the coffin is placed in the vault the contractor shall install the lid on the vault and seal the vault. The contractor shall then remove the safety liner and store it at Building 3024. The contractor shall backfill the grave using the removed soil first and compacting the soil in six (6) inch lifts, ensuring each lift is completely compacted. The contractor shall ensure the elevation of the gravesite is consistent with the surrounding area, to include the sod. The contractor shall place the government furnished temporary grave marker, centered at the head of the grave. The temporary grave marker shall remain there until the aggregate base and permanent grave marker is available, at which time the contractor shall remove the temporary grave marker and install the aggregate base and permanent marker. The contractor shall also install the vase at this time. The contractor shall ensure the soil is adequately compacted to prevent any sinking of the aggregate base. The contractor shall place and secure any floral arrangements left at the gravesite, placing those that fit in the vase. The contactor shall dispose of the floral arrangements when they become unsightly.

1.1.21.14. Bases/Grave Markers/Vases. The contractor shall install the aggregate base and permanent grave marker no later than five (5) days after receipt of the base and grave marker, weather permitting. The contractor shall ensure the aggregate base and permanent grave markers are level and square. The contractor shall NOT cause any damages to the aggregate base, grave markers (to include the wings on some grave markers), or vases. The contractor shall be liable for all costs to replace any base, grave marker (to include wings), or vases damaged as a result of his grounds maintenance operations, to include snow removal. Replacement aggregate bases, grave markers (to include wings), and vases shall match existing aggregate bases, grave markers

(to include wings), and vases.

1.1.21.15. Snow Removal. The contractor shall remove snow from the gravesite and surrounding area prior to a funeral service. The contractor shall also remove snow from the surrounding area for the color guard, firing squad, pallbearers, bugler, and chaplain. The contractor shall also remove snow from a pathway from the roadway and parking lot to the gravesite, as necessary to ensure safe passage by the attendees.

1.1.21.16. Floral Arrangements. The contractor shall inspect all floral arrangements no less than once weekly to ensure they are in good condition and present a good appearance. The contractor shall remove and dispose dead or dying floral arrangements and silk or plastic arrangements when their color begins to fade or become aesthetically unsightly. When a floral arrangement is discarded, the contractor shall invert the vase and place it in the holder. The contractor shall remove any and all unauthorized item(s) from the grave sites as identified by the

Mortuary Affairs Officer.

1.1.21.17. Exhuming Graves. Upon request from Mortuary Affairs, the contractor shall exhume graves. The contractor however, is not responsible for the actual handling of the casket(s). As directed by the CORs, the contractor shall either abandon the vault in the ground or remove it and store it. The contractor shall then backfill the grave using the removed soil plus additional topsoil as needed. The contractor shall compact the soil properly, in six (6) inch lifts and after properly compacting the grave, the contractor shall install sod. The contractor shall roll the newly installed sod.

1.1.21.18. If the exhumed casket is to be removed from the Academy cemetery, the Mortuary

Affairs Office will provide the contractor, through the COR(s), with the required permit, prior to commencement of the exhumation. The contractor shall not commence exhuming without the required permit. If the exhumed casket is to be relocated within the Academy cemetery, no permit is required unless state, federal, or local laws dictate.

1.1.21.19. Record Keeping. The contractor shall keep, maintain, and update as necessary a hard copy map of all gravesites (both occupied and vacant) for use by the government in selecting gravesites for excavation.

1.2. MAINTAIN SEMI-IMPROVED GROUNDS

Semi-improved grounds are identified in Appendix A and B.

1.2.1. Mow. The contractor shall maintain grass height between 4 and 10 inches (unless otherwise directed by COR) in all semi-improved grounds areas except in airfield areas designated as Bird Aircraft Strike Hazard (BASH) areas. Maintain grass height between 7 and 14 inches in BASH areas (as depicted at Appendix B and Appendix S). Cutting of grass on airfield grounds shall be accomplished only after Airfield Management has approved scheduled times.

Maintain a uniform appearance in all areas. Where possible, maintain adjacent areas at or near the same grass heights.

1.2.1.1 Mowing Environmentally Sensitive Areas. The contractor shall mow the grass in environmentally sensitive areas, i.e., Rod and Gun Club, Skeet Range, and the Fire Training

Facility as indicated in Appendix B.

1.2.1.2. Mowing Vacant Lots in Housing Areas (Pine Valley). The contractor shall mow eight (8) vacant lots in the Pine Valley housing area. Houses that stood in these lots have been demolished so the lots are empty. The contractor shall maintain the grass height in these lots at four (4) to ten (10) inches. See Appendix A for addresses (Paragraph 10) and estimated acreage

(Paragraph 10.1 and 10.2).

1.2.1.3. Additional Semi-Improved Mowing. The contractor shall perform semi-improved mowing in semi-improved areas as indicated at Appendix A. Examples of this requirement are:

west of Doolittle Hall (Building 3116) for In-Processing, Reservoir #3, the overflow parking area on Academy Drive (west of athletic fields), the overflow Parking Lot 2a at Falcon Stadium, and football game overflow parking areas. The contractor shall mow at Jack’s Valley on an “As

Requested” basis, with approximately three (3) mowings per year.

1.2.1.4. Mowing Stadium Parking Lots. The contractor shall mow the stadium parking lots prior to graduation.
