Statement of Work for
Counter UAS (C-UAS) Drone Defense Capability
1.0. OVERVIEW
1.1. Air Force Global Strike Command is requesting proposals for a portable system to counter unmanned aircraft systems (UAS), also commonly known as personal drones. There are three required steps to C-UAS: Detect, Identify and Defeat. This system should primarily address the defeat portion but also include the ability to passively detect the RF signature of the UAS or its command and control ground station.
1.2. The defeat mechanism must disrupt or manage the RF control link between a commercial
UAS and the pilot. The system should also provide the ability to disrupt the UAS's ability to receive and use satellite navigation signals (GPS and GLONASS) for navigation purposes. The satellite navigation disruption should be engaged with a separate action to allow for different
CONOPs but have the ability to operate both simultaneously and independent of the other. This system must also passively detect the RF signatures of drone equipment to aid the operator in detecting and locating UAS or their associated ground station. The system must be handheld, portable, and effective across a wide range of UAS targets and not require any separate equipment to operate.
2.0. SPECIFICATIONS
2.1. The system must have the below attributes:
o Size: Total unit shall not to exceed 24" in length o Total System Weight: Less than 9 lbs.
o Man-Portable: All required operational electronics able to be carried and operated by a single person (handheld). The system must not interfere with or limit the operator’s ability to employ or carry existing issued equipment.
o Intuitive Operation: Point and Trigger/Switch Operation: Familiar operation to a shooter o Power Source: Commonly available lightweight rechargeable battery for all power with the ability to recharge with a standard plug as well as 12 VDC cigarette lighter sources.
o Active Effect Endurance: Minimum 45 minutes on battery o Continuous Operation: Must be capable of using standard 12V DC “cigarette lighter” type power port to support continuous operation in excess of the battery life.
o Standby/Storage Time: Greater than 1 month without servicing or re-charge o Effect Distance: Signal should be effective against targets at a minimum of 500 ft. but should not exceed 2640ft.
o Effect Arc: The effect arc must be narrow, not to exceed 60 deg.
o Duty Rating: Continuous o Radio Frequencies: It must be effective on a majority of Group 1 and Group 2 commercial
UAS sold in the United States. It shall be able to disrupt communications on 433 MHz, 915
MHz, 2.4 GHz and 5.8 GHz bands at a minimum.
o Field upgradable: The system shall be field upgradable to exploit newly discovered weaknesses in new or existing COTS UAS radios.
o Satellite Frequencies: Must be able to disrupt satellite navigation on GPS L1 and
GLONASS L1 both separately and concurrently as the frequency disruption for different
CONOPS.
o Must provide feedback to the operator when the system is aimed at a target having a signature matching that of common drone equipment. Feedback during active jamming is additionally desired.
2.2. Vendor must provide as part of their written proposal a consolidated product specification sheet outlining the technical aspects above.
3.0. BID SAMPLE
3.1. The delivery of a Bid Sample is required along with a written proposal. The Bid Sample shall include all accessories as required to achieve the specifications above (i.e. charging cords).
The Bid Sample shall be fully packed in a shipping container to securely transport via private contracted courier. A Quick Use Guide, formatted on a card or brochure is required to be sent with the Bid Sample for the verifying operators use. Once the Government takes possession, the
Bid Sample will be transported by the Government to multiple verification facilities. The Bid
Sample will be returned to the contractor after the completion of the verification process.
3.2. The order of verification of the Offerors Bid Samples will be determined in two steps. First the Offerors will be ranked by Price with the Lowest Price being given the preference. Second they will be vetted for technical acceptability of their written proposal. Those proposals considered TECHNICALLY UNACCEPTABLE will not be put forward for Bid Sample verification. After being ranked by price and technical acceptability, the Lowest Priced
Technically Acceptable Offeror will be put forward for Bid Sample verification first.
Verification will continue through the offerors until time and resources prohibit continuance.
There is a possibility that all offerors will be verified even past when an ACCEPTABLE Bid
Sample is achieved; however, it is also possible that only a few are given the opportunity.
3.3. The Bid Sample will be verified to ensure it meets or exceeds the technical specifications listed above as well as Hazards of Electromagnetic Radiation to Ordnance (HERO) certifications, and Law of Armed Conflict (LOAC) and other legal determinations. Testing for
HERO UNSAFE and HERO SUCEPTIBLE distances will verify that the units can be operated with a Safe Separation Distance (SSD) of at least 30 feet around nuclear and conventional weapons. (AFI 91-208).
3.4. Any damages to the unit during transportation will be the responsibility of the Contractor.
The units are expected to survive basic transportation and basic field use. The failure of the Bid
Sample to perform during any portion of the verification process will disqualify the unit for use.
3.5. Delivery Address of the Bid Sample will be:

4.0. TRAINING
4.1. We request an On-Site Training Plan on these systems. Training will include use, service, maintenance, and basic repair. It will be in a format of “Train the Trainer” and include additional
Quick-Use cards/brochures, information, and handouts, all of which can be duplicated by the local security forces trainers to use in training other security forces personnel. The training delivery time will be stipulated at the Delivery Order level, but should occur within 30 days of the final delivery of the Delivery Order if possible.
5.0. WARRANTY
5.1. The provided system shall include a minimum one (1) year parts and labor manufacturer’s warranty from the acceptance of the item.
6.0. INITIAL ORDER
6.1. Upon award of the IDIQ contract, the Government will issue the initial Delivery Order (DO) for the minimum order amount as follows:
CLIN 0001 – Portable Drone Defense: 38/ea. units to be deliver NLT 90 days after issuance of the DO. The initial order will include the Bid Sample.
CLIN 0002 – On-Site Training: 1/job; training must be completed NLT 30 days after the delivery of the 38 units (CLIN 0001) are delivered and accepted by the Government.
7.0. DELIVERY
7.1. Delivery will be FOB Destination. Delivery of subsequent orders will be determined at the time the order is issued; however, for the initial order of 38 units, lots of 10/ea. (CLIN 0001) shall be delivered as soon as manufactured in order to enable the rapid fielding of this capability, with the final 8 being delivered NLT 90 days after issuance of DO. Delivery addresses will be provided at the issuance of the Delivery Orders. Unit pricing should include the Delivery of the
Units to any US Location.
