Solicitation# FA671220B0001 JLSS 16-0016/Renovate Facility for Munitions Storage/B425 Questions with Answers/Clarifications:
1. Drwg. E-102 show running underground conduit for power and fiber around the retaining wall and going into the northwest corner of building 317. There is underground 4160, a grounding loop, security, data, and fire alarm conduits currently underground at that location. Can we use existing underground PVC conduit that currently runs from building 317 to the 317 transformer location for the new fiber route to building 425? A large NEMA 4X stainless steel junction could be mounted on the back side of the existing strut rack for fiber and then install the new underground conduit from there to building 425. Also, a new NEMA 4X stainless steel 100 amp disconnect could be mounted on the front side of the strut rack, by the existing disconnect switches, to derive power for building 425. The (2) 4” spares could be added as shown on drwg. E-102, we would just need to know where to end them at the transformer location.
Response: Yes. An addendum will be issued.
2. Is rigid conduit required in B425?
Response: EMT conduit may be used.
3. There is no spec section for HVAC controls or sequence of operation. Is this building to be standalone and separate from the existing Siemens facility controls?
Response: Yes.
4. Or, is this building to be an extension of Siemens controls?
Response: No.
5. The specification calls for a UL Master Label. Underwriters will not issue a Master Label on munitions facilities; they will issue a Letter of Findings. Is this acceptable?
Response: Yes, a letter of findings will be sufficient.
6. NFPA requires a ground loop to be a minimum of 36 inches out from the foundation. The location of retaining wall in the rear of the building will require the loop to pass to the rear of the retaining wall. This leaves 2 alternatives for running the bonding jumpers from the building to the ground loop in this area. 1. Remove and rebuild the retaining wall. 2. Install sleeves through the retaining wall to run the jumpers through. What is the preferred method for the government? Are there as built drawings for the retaining wall and can they be published?
Response: The counterpoise can be closer to the building than 3 foot where required by the retaining wall location. The counterpoise can be interrupted at the MSE retaining wall that returns to the building. This will eliminate the need to install the ground loop under the MSE retaining wall behind the building.
7. NFPA 780 requires the bollards to be bonded. Will and exterior bond on each of the bollards be acceptable?
Response: Yes.
8. Door areas will require penetrations for the interior bus/cable system to the ground loop. Will penetrations at the doors be acceptable?
Response: Penetrations must be in PVC conduit.
9. Sheet E-106: Note 5 lists a requirement for a continuous 2” bus bar around the perimeter of the building. Can the requirements listed, of a 4/0 bare stranded copper, in Note 4 be used in any places in the building where a 2 “ bus bar cannot be located?
Response: Yes.
10. Based on past experience achieving a 95% compaction rate is not attainable. Will the government accept a 90% compaction rate?
Response: Compaction can be 90% within grassy areas, but must be 95% under roadway.
11. The way I read it is they are looking for us to relocate the potassium acetate chemical that is currently stored in the indoor tank to the refurbished outdoor tank. Is the contractor responsible for relocating this chemical?
Response: Yes.
12. Also, as part two of this, it also states that before relocating and reusing the existing potassium acetate chemical, the base would like to examine it and approve it for reuse. In the event that it is not acceptable, is Contractor responsible for disposing of it?
Response: Yes.
13. Also, if the potassium acetate is deemed unacceptable and needs removed, is Sentry responsible for providing all new potassium acetate to fill up their tank?
Response: No.
14. Will the base require any type of temporary secondary containment dykes as a safety precaution when handling large amounts of glycol and potassium acetate?
Response: Follow PA Code.
15. Per note 4 on drawing C-101, it states that we are to remove all bulk waste from the long run of underground double containment piping. It also states that we are to power wash from the valve pit to the storage tank. I am assuming that they are referring to jetting out the pipe. Is this correct?
Response: Yes.
16. How much glycol do we estimate to reclaim from existing tank?
Response: Unknown.
17. Does 911th require any secondary containment dykes or precautions as a safety precaution to move the glycol or the potassium acetate?
Response: Yes. Follow PA Code
18. The limits of apron paving seem to vary from drawing to drawing especially in front of the left most part of the building. C103 shows 20’ paving drawing A101 shows 9’ Response: Refer to General Notes on C-103.
19. Drawing A101 has note “existing overhead coiling roll-up door NIC (Typ), but same drawing Demolition key note 7 states remove existing bottom rails at all coiling doors replace with new galvanized rails. No specifications reference the galvanized rails. Drawing A102 also references painting the rails to match track.
Response: Existing doors remain in place. Replace bottom angle iron with like.
20. Drawing C101: Note 5 references existing government standards for MPT Fencing. No Specifications are included for fencing. No government standards are included for MPT Fencing. Existing Fencing used in the past was varied also. Some had multi strands of razor wire. Some just had 6 strands of barbed wire. Neither items are referenced in these bid documents. You also reference dust and debris control. Are you looking for some type of mesh fabric tied to the fence fabric to control dust?
Response: No fencing needed on jersey barriers. No cyclone fence, barbed wire, or razor wire is needed on this project.
21. Drawing A101: Bottom Center of Page lists a Note about a fire Extinquisher. Is this to be supplied and installed by contractor, or existing, or supplied by government and installed by contractor? Not sure of a location or quantity.
Response: Contractor to supply and install. See note at left side of Room 102, “Fire Extinguisher, Typ.”. I see four locations.
22. There are no specifications sections for HVAC controls or sequence of operations. Is this building to be standalone and separate from the existing Siemens Facility controls?
Response: Yes.
23. Or, Is this building to be an extension of the Siemens Controls on base.
Response: No.
