Site Visit-8 January 2020@1000 hours Solicitation #FA6712-20-B-0001 Renovate Facility for Munitions Building B425
This solicitation is designated a 100% HUBZone Small Business set aside. A single award acquisition will be made. The awardee must be HUBZone certified at time of award.
The project consists of one line item.
The contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to; Renovate B425 existing 1,176 square feet CMU Building for munitions storage. Work includes demolition of interior storage tanks, including concrete pads and patching existing concrete slab to match adjacent floor elevation.
This is a sealed bid solicitation whereby the bid opening will take place in Bldg. 210, 2nd Floor, Room 209-Conference Room at 1000 (10 o'clock am) EST on 29 January 2020. Offers will be publicly opened at that time. Envelopes containing offers must be sealed and marked with the offer's name, the solicitation number, and the date and time the offers are due.
This project is 100% HUBZone Set-Aside Small Business. Offers are only being solicited from HUBZone that appears on the List of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration. Contract Clause 52.219-3, Notice of Set-Aside for HUBZone Small Business is included in the solicitation at Section I page 11.
Proposals are due on 29 January 2020 at 10:00 am, local time. Hand carried bids shall be delivered to the Contracting Office at Bldg. 210, Room 209-Conference Room, no later than that time. Proposal package is to include required bonds and the Financial Institution Reference Sheet (Attachment 4 of the solicitation).
Contractors are reminded that in order to receive an award as a prime contractor, they must be registered and listed in the System for Award Management (SAM) database at website, www.sam.gov, as well as have completed the annual representations and certifications. NAICS code 238220 must be registered in SAM at the time of bid opening.
The proposal is to be based on the specifications/drawings. GC's are urged to closely review the drawing notes. No changes are to be made unless received in writing from the Contracting Officer in the form ofan amendment. It is the contractors' responsibility to check the FedBizOpps (FBO) website for updates and amendments.
Contractors are to direct all questions to the Contracting Office in writing. Questions can be emailed to the attention of Claudette Baldt - claudette.baldt.1@us.af.mil and Phyllis Delgros- phyllis.delgros@us.af.mil. Emails are preferred. It is imperative all communications are identified with the full solicitation number, not project number, in the subject line. Any/all questions received, along with the response, will be posted to the FBO website. It is important to have your questions to us by 15 January 2020 no later than 2:00 pm to allow time to answer and post no later than 24 January 2020. Attachment 4 Request For Information (RFI) is included with the solicitation documents for submission of questions. If questions are not received by the deadline, they will not be answered.
Contractors are reminded that the Buy American Act pertains per the terms of the contract. The contractor shall use only domestic construction material in performing this contract. (Reference, Section I - Contract Clause 52.225-9). Consideration should also be given to biobased products. This clause can be found in Section K.
