SECTION 01 01 00
SUMMARY OF WORK
PART 1 GENERAL
1.01 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 01 Specification Sections, apply to this Section.
1.02 TITLE OF WORK
A. Project includes one work scope at 911th Airlift Wing/LGC, 2550 Defense Avenue, Pittsburgh IAP ARS, Moon Township, PA 15108-4495 as follows:
1. Renovate Facility for Munitions Storage, B425; the Government’s Project Number is
JLSS 16-0016.
1.03 DEFINITIONS
A. Provide shall mean: to furnish all materials/equipment, to install all labor and services and to make the item of work or equipment fully complete, operable, and acceptable to intended use.
B. The words "Project Coordinator" used in some of these specifications shall refer to the "Contracting Officer".
C. The word “Owner” shall refer to the “Government”.
D. The word “Architect” shall refer to the “Contracting Officer.”
E. The word “Engineer” shall refer to the “Contracting Officer.”
F. The word “Inspector” shall refer to the “Contracting Officer.”
G. Any referenced standards used are to be the latest version at the time of bidding.
1.04 WORK COVERED BY CONTRACT DOCUMENTS
A. The following Paragraphs are a general Summary of the Work. Review entire set of Contract Documents for a comprehensive referencing of required work.
1. No Delegated Design is included in Contract Documents.
B. This project includes major one work scope: renovate existing 1176 square feet CMU building for munitions storage. Work scopes generally include following, as well as those within project Contract Documents:
1. Demolition of interior storage tanks for propylene glycol and potassium acetate, including concrete pads. Patch concrete slab to match adjacent floor elevation.

2. Demolition of interior transformer, generator, transfer switch, and airfield lighting control cabinet, including concrete pads. Patch concrete slab to match adjacent floor elevation.
3. Provide underground electric secondary feed to building with power distribution panel.
4. Replace interior lighting with new energy efficient LED lighting. Provide exterior LED lighting.
5. Replace ventilation fans with new materials.
6. Provide fire alarm system.
7. Furnish and install conduit for Intrusion Detection System (IDS).
8. Intrusion Detection System (IDS) components: Contractor shall provide balanced magnetic switches, motion detectors, keypads, security alarm panel and all intrusion devices under a separate line item in the bid.
9. Provide lightning protection system.
10. Remove bituminous paving where used as interior flooring and construct concrete floor system in its place. Smooth and level floors throughout.
11. Paint interior CMU walls and all exposed surfaces of metal doors and door frames.
Hardware does not get painted
12. Remove exterior bituminous paving and replace with concrete slab to extent indicated on Drawings to provide vehicle access to building interior.
13. Repurpose existing exterior waste glycol storage tank (5520) to store potassium acetate.
14. Remove deicing valve pit, valves, and controls.
15. Provide telephone communications in building.
C. Perform work complying with DoD Unified Facilities Criteria (UFC), PA DEP Regulations, International Building Code (IBC), PA Dept. of L & I, National Electric Safety Code, National Electrical and Plumbing Codes, NFPA Codes, and other applicable industry codes and standards, such as ASHRAE and ASME.
1. Ensure compliance with UFC 4-420-01, Ammunition and Explosives Storage Magazines and UFC 3-575-01, Lightning and Static Electricity Protection Systems.
2. Ensure compliance with Air Force Occupational Safety and Health (ASOSH) and OSHA regulations.
1.05 CONTRACT METHOD
A. Construct the Work identified in Contract Documents under a single lump sum, fixed price contract for all project work.

1.06 CONTRACTOR USE OF PREMISES AND RESPONSIBILITIES
A. Coordinate use of premises under direction of Contracting Officer.
B. Assume full responsibility for protection and safekeeping of products under this Contract.
C. Contractor shall be responsible for protecting installed Work and existing building and infrastructure materials and systems that remain. Do not work on or damage existing Building 425 areas and components not in the project work scope.
D. Work is prohibited on UTA training weekends, which typically occurs the first and third weekends each month.
E. Obtain and pay for use of additional storage or work areas needed for operations under this Contract.
F. Refer to Division 01 Section “Work Restrictions” for additional project requirements.
1.07 WORK UNDER OTHER CONTRACTS
A. General: Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract. Coordinate the Work of this Contract with work performed under separate contracts.
1.08 GOVERNMENT’S OCCUPANCY REQUIREMENTS
A. Repair Work required by this Contract relates to interior and exterior work scopes and does not require direct action in interior spaces occupied by Government workers.
B. Government Occupancy: Government will not occupy Building 425 during the entire construction period
C. Completed Areas of Construction:
1. Contracting Officer will prepare one Certificate of Substantial Completion for the entire Contract Work.
2. Contractor shall be responsible for cleanup and related maintenance in all work areas, until Substantial Completion.

SECTION 01 14 00
WORK RESTRICTIONS
PART 1 GENERAL
1.01 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.
1.02 CONTRACTOR USE OF PREMISES AND RESPONSIBILITIES
A. Coordinate use of premises under direction of Contracting Officer. Limit use of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the Work is indicated. Cooperate with 911th Airlift Wing personnel during construction operations to minimize conflicts and facilitate 911th Airlift Wing usage.
1. Limits: Confine construction to areas indicated on construction drawings and/or as designated by the Contracting Officer. Confine storage area as designated by the Contracting Officer.
2. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to 911th Airlift Wing employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.
a. Schedule deliveries to minimize use of driveways and entrances.
b. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
3. Perform the work so as not to interfere with 911th Airlift Wing operations anywhere on the Base.
B. Building Occupancy: Building will not be occupied during the entire construction period.
C. Assume full responsibility for protection and safekeeping of products under this Contract.
D. Work periods may be limited in duration without additional compensation to the Contractor aside from an extension to the performance period for lost time. Work schedule shall be as follows:
1. Normal work hours shall be between 0700 to 1600 (7:00 AM to 4:00 PM), Monday through Friday, with no work on federal holidays.
2. Any deviations from the normal working hours must be approved 3 working days in advance by the Contracting Officer.
E. The Contractor shall be responsible for protecting all remaining permanent equipment.

F. Work is prohibited on UTA training weekends, which typically occurs the first and third weekends each month.
G. Obtain and pay for use of additional storage or work areas needed for operations under this contract.
H. Comfort stations are not provided by 911th Airlift Wing.
I. Access haul route from front gate to areas of the project pass through a restricted area as indicated on Drawings. Contractor vehicles and personnel while in this area must be escorted by Government personnel. The Government will provide escort within reason; coordinate with Contracting Officer.

SECTION 01 32 00
CONSTRUCTION PROGRESS DOCUMENTATION
PART 1 - GENERAL
1.01 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.
1.02 SCOPE OF WORK
A. This Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work, including the following:
1. Submittals Schedule.
2. Construction Progress Schedule.
3. Contract Progress Report.
4. Daily construction reports.
5. Field condition reports.
6. Special reports.
B. Related Sections include the following:
1. Division 01 Section "Submittal Procedures" for submitting schedules and reports.
2. Division 01 Section "Quality Requirements" for submitting a schedule of tests and inspections.
3. Division 01 Section "Closeout Procedures" for submitting photographic negatives as Project Record Documents at Project closeout.
1.03 SUBMITTALS
A. Submittals Schedule: Submit (4) four copies of schedule. Arrange the following information in a tabular format:
1. Scheduled date for first submittal.
2. Specification Section number and title.
3. Submittal category (action or informational).
4. Name of subcontractor.

5. Description of the Work covered.
6. Scheduled date for Contracting Officer’s final release or approval.
B. Construction Progress Schedule: Submit original and (2) two printed copies.
C. Contract Progress Report: Submit original and (2) two printed copies.
D. Daily Reports: Submit electronically to Contracting Officer.
E. Field Condition Reports: Submit (2) two copies at time of discovery of differing conditions.
F. Special Reports: Submit (2) two copies at time of unusual event.
1.04 COORDINATION
A. Coordinate preparation and processing of schedules and reports with performance of construction activities and with scheduling and reporting of separate contractors.
B. Coordinate Contractor's Construction Schedule with the Schedule of Values, list of subcontracts, Submittals Schedule, progress reports, payment requests, and other required schedules and reports.
1. Secure time commitments for performing critical elements of the Work from parties involved.
2. Coordinate each construction activity in the network with other activities and schedule them in proper sequence.
PART 2 - PRODUCTS
2.01 SUBMITTALS SCHEDULE
A. Preparation: Submit a schedule of submittals, arranged in chronological order by dates required by construction schedule. Include time required for review, resubmittal, ordering, manufacturing, fabrication, and delivery when establishing dates.
1. Coordinate Submittals Schedule with list of subcontracts, the Schedule of Values, and Contractor's Construction Schedule.
2. Initial Submittal: Submit concurrently with preliminary bar-chart schedule. Include submittals required during the first 30 days of construction. List those required to maintain orderly progress of the Work and those required early because of long lead time for manufacture or fabrication.
3. Final Submittal: Submit concurrently with the first complete submittal of Contractor's Construction Schedule.

2.02 CONTRACTOR'S CONSTRUCTION SCHEDULE, GENERAL
A. Procedures: Comply with procedures contained in The Associated General Contractor’s Construction Planning and Scheduling.
B. Time Frame: Extend schedule from date established for the Notice to Proceed to date of Final Completion.
1. Contract completion date shall not be changed by submission of a schedule that shows an early completion date, unless specifically authorized by modification.
C. Activities: Treat each story or separate area as a separate numbered activity for each principal element of the Work. Comply with the following:
1. Activity Duration: Define activities in time frame coordinated with Contracting Officer.
2. Procurement Activities: Include procurement process activities for long lead items and major items, requiring a cycle of more than 60 days, as separate activities in schedule.
Procurement cycle activities include, but are not limited to, submittals, approvals, purchasing, fabrication, and delivery.
3. Submittal Review Time: Include review and resubmittal times indicated in Division 01 Section "Submittal Procedures" in schedule. Coordinate submittal review times in Contractor's Construction Schedule with Submittals Schedule.
4. Startup and Testing Time: Include not less than (10) ten days for startup and testing.
5. Substantial Completion: Indicate completion in advance of date established for Substantial Completion, and allow time for Contracting Officer’s administrative procedures necessary for certification of Substantial Completion.
D. Constraints: Include constraints and work restrictions indicated in the Contract Documents and as follows in schedule, and show how the sequence of the Work is affected.
1. Phasing: Arrange list of activities on schedule in order that the work will be accomplished.
E. Products Ordered in Advance: Include a separate activity for each product. Include delivery date indicated in Division 01 Section "Summary of Work." Delivery dates indicated stipulate the earliest possible delivery date.
1. Work Restrictions: Show the effect of the following items on the schedule:
a. Coordination with existing construction.
b. Limitations of continued occupancies.
c. Uninterruptible services.
d. Partial occupancy before Substantial Completion.
e. Use of premises restrictions.
f. Seasonal variations.
g. Environmental control.

F. Contract Modifications: For each proposed contract modification and concurrent with its submission, prepare a time-impact analysis using fragnets to demonstrate the effect of the proposed change on the overall project schedule.
2.03 CONSTRUCTION CONTRACT PROGRESS SCHEDULES AND REPORTS
A. AF Form 3064, Contract Progress Schedule, shall be submitted in original and two copies.
Computer generated schedules may be used at the discretion of Contracting Officer. When approved, the original shall be retained by the contracting office. Signed copies shall be provided to the Civil Engineer and the Contractor.
B. Separate progress reports (AF Form 3065, Contract Progress Report) covering the same period shall be prepared by the Civil Engineer or their designee and the Contractor, and submitted twice monthly. The periods shall be the same as stated on the Contract Progress Schedule. At the discretion of the Contracting Officer, this time period may be extended to monthly for projects of 180 days or more. This decision shall be documented in the contract file.
2.04 REPORTS
A. Daily Construction Report (DCR): It is very important to record each day’s Work and resources used; especially those that are impacting the Project Schedule. Prepare a daily construction report recording at minimum the following information concerning events at Project site:
1. Contract Number, Name of Project, Prime Contractor
2. Report Number (sequentially starting with 1) and date
3. Temperature; general description, range (low- high), precipitation and if it affected work
4. Any delays in work progress (all items needed on-hand, any equipment down for repairs)
5. List of Subcontractors at Project site, hours on site and area of responsibility
6. Number of personnel at Project site. Indicate trades and (foreperson, journey person, or apprentice
7. Indicate General description of work going on (Ex; XZY Corp, Carpenter (1-F, 2-J, 1-A);
installed blocking at roof perimeter)
8. Accidents.
9. Meetings, inspections, and significant decisions.
10. Unusual events (refer to special reports).
11. Stoppages, delays, shortages, and losses.
12. Materials received (complete, damage, correct)

13. Emergency procedures.
14. Concrete placed; include mix tickets attached to report. Tickets to show type of mix, sup-plier, time left plant, time started to mix, time of placement).
15. Orders and requests of the Contracting Officer.
16. Change Orders received and implemented
17. Services connected and disconnected.
18. Equipment or system tests and startups, pass/ fail information.
19. Tests and their results
20. Partial Completions and occupancies.
21. Substantial Completions authorized.
22. Other general comments, as needed.
23. Signed and dated; signature of Superintendent or acting Supt. certifies that the report is true and accurate and that work is in compliance with contract plans and specifications.
24. Use form approved by Contracting Officer and provide electronically to the Contracting Officer before COB the following day unless another submission time is authorized.
B. Field Condition Reports: Immediately on discovery of a difference between field conditions and the Contract Documents, prepare a detailed report. Submit with a request for information (RIF). Include a detailed description of the differing conditions, together with recommendations for changing the Contract documents.
2.05 SPECIAL REPORTS
A. General: Submit special reports directly to Contracting Officer within one day of an occurrence. Distribute copies of report to parties affected by the occurrence.
B. Reporting Unusual Events: When an event of an unusual and significant nature occurs at Project site, whether or not related directly to the Work, prepare and submit a special report.
List chain of events, persons participating, response by Contractor's personnel, evaluation of results or effects, and similar pertinent information. Advise Contracting Officer in advance when these events are known or predictable.
PART 3 - EXECUTION
3.01 CONTRACTOR'S CONSTRUCTION SCHEDULE
A. Contractor's Construction Schedule Updating: At monthly intervals, update schedule to reflect actual construction progress and activities. Issue schedule one week before each regularly scheduled progress meeting.

1. Revise schedule immediately after each meeting or other activity where revisions have been recognized or made. Issue updated schedule concurrently with the report of each such meeting.
2. Include a report with updated schedule that indicates every change, including, but not limited to, changes in logic, durations, actual starts and finishes, and activity durations.
3. As the Work progresses, indicate Actual Completion percentage for each activity.
B. Distribution: Distribute copies of approved schedule to Contracting Officer, separate contractors, testing and inspecting agencies, and other parties identified by Contractor with a need-to-know schedule responsibility.
1. Post copies in Project meeting rooms and temporary field offices.
2. When revisions are made, distribute updated schedules to the same parties and post in the same locations. Delete parties from distribution when they have completed their assigned portion of the Work and are no longer involved in performance of construction activities.

SECTION 01 34 00
SUBMITTAL PROCEDURES
PART 1 GENERAL
1.01 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.
1.02 SCOPE OF WORK
A. This Section includes administrative and procedural requirements for submitting Shop Drawings, Product Data, Samples, and other miscellaneous submittals.
1.03 SUBMITTAL PROCEDURES
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
2. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.
B. Processing Time: Allow enough time for submittal review, including time for resubmittals, as follows. Time for review shall commence on Contracting Officer’s receipt of submittal.
1. Initial Review: Allow fourteen (14) calendar days for initial review of each submittal.
Allow additional time if processing must be delayed to permit coordination with subsequent submittals. Contracting Officer will advise Contractor when a submittal being processed must be delayed for coordination.
2. Allow fourteen (14) calendar days for processing each resubmittal.
3. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing.
C. Identification: Place a permanent label or title block on each submittal for identification.
D. Deviations: Highlight, encircle, or otherwise identify deviations from the Contract Documents on submittals.
E. Use for Construction: Use only final submittals with mark indicating action taken by Contracting Officer in connection with construction.

PART 2 PRODUCTS
2.01 SUBMITTALS
A. General: Prepare and submit Submittals required by individual Specification Sections.
1. Number of Copies: Submit four (4) copies of each submittal, unless otherwise indicated.
Contracting Officer will return two (2) copies. Mark up and retain one returned copy as a Project Record Document.
B. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.
1. Include the following information, as applicable:
a. Manufacturer's written recommendations.
b. Manufacturer's product specifications.
c. Manufacturer's installation instructions.
d. Standard color charts.
e. Manufacturer's catalog cuts.
f. Wiring diagrams showing factory-installed wiring.
g. Printed performance curves.
h. Operational range diagrams.

C. Samples: Prepare physical units of materials or products, including the following:
1. Samples for Initial Selection: Submit manufacturer's color charts consisting of units or sections of units showing the full range of colors, textures, and patterns available.
2. Samples for Verification: Submit full-size units or Samples of size indicated, prepared from the same material to be used for the Work, cured and finished in manner specified, and physically identical with the product proposed for use, and that show full range of color and texture variations expected. Samples include, but are not limited to, the following: partial sections of manufactured or fabricated components; small cuts or containers of materials; complete units of repetitively used materials; swatches showing color, texture, and pattern; color range sets; and components used for independent testing and inspection.
D. Material Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting test results of material for compliance with requirements.

PART 3 EXECUTION
3.01 CONTRACTOR'S REVIEW
A. Review each submittal and check for compliance with the Contract Documents. Sign submittal under a cover letter before submitting to Contracting Officer.
B. Failure of the contractor to provide any required documents under the contract may result in withholding a retainage pursuant to the Payments Under Fixed-Price Construction Clause, FAR 52.232-5.
3.02 CONTRACTING OFFICER’S ACTION
A. General: Contracting Officer will not review submittals that do not bear Contractor's approval stamp and will return them without action.
B. Contracting Officer will review each submittal, make marks to indicate corrections or modifications required, and return it. Contracting Officer will mark submittal appropriately to indicate action taken.

SCOPE OF WORK
A. This Section includes administrative and procedural requirements for quality assurance and quality control.
B. Testing and inspecting services are required to verify compliance with requirements specified or indicated. These services do not relieve Contractor of responsibility for compliance with the Contract Document requirements.
1. Specific quality-control requirements for individual construction activities are specified in the Sections that specify those activities. Requirements in those Sections may also cover production of standard products.
2. Specified tests, inspections, and related actions do not limit Contractor's quality-control procedures that facilitate compliance with the Contract Document requirements.
3. Requirements for Contractor to provide quality-control services required by Contracting Officer are not limited by provisions of this Section.
C. See individual Specification Sections for specific test and inspection requirements.
D. This Section requires taking quality related actions during design, fabrication, and installation of products, materials, and systems. Completed work shall carry a minimum 365-day manufacturers and installers warranty from date of Substantial Completion, unless otherwise specified in other Specification Sections.

A. Quality-Assurance Services: Activities, actions, and procedures performed before and during execution of the Work to guard against defects and deficiencies and ensure that proposed construction complies with requirements.
B. Quality-Control Services: Tests, inspections, procedures, and related actions during and after execution of the Work to evaluate that completed construction complies with requirements.
C. Mockups: Full-size, physical example assemblies to illustrate finishes and materials. Mockups are used to verify selections made under Sample submittals, to demonstrate appearance and, where indicated, qualities of materials and execution, and to review construction, coordination, testing, or operation; they are not Samples.

D. Testing Agency: An entity engaged to perform specific tests, inspections, or both. Testing laboratory shall mean the same as testing agency.

D. Permits, Licenses, and Certificates: For Contracting Officer’s records, submit copies of permits, licenses, certifications, inspection reports, releases, jurisdictional settlements, notices, receipts for fee payments, judgments, correspondence, records, and similar documents, established for compliance with standards and regulations bearing on performance of the Work.
QUALITY ASSURANCE
A. Factory-Authorized Service Representative Qualifications: An authorized representative of manufacturer who is trained and approved by manufacturer to inspect installation of manufacturer's products that are similar in material, design, and extent to those indicated for this Project.
B. Installer Qualifications: A firm or individual experienced in installing, erecting, or assembling work similar in material, design, and extent to that indicated for this Project, whose work has resulted in construction with a record of successful in-service performance.
C. Manufacturer Qualifications: A firm experienced in manufacturing products or systems similar to those indicated for this Project and with a record of successful in-service performance.
D. Testing Agency Qualifications: An agency with the experience and capability to conduct testing and inspecting indicated, as documented by ASTM E 548, and that specializes in types of tests and inspections to be performed.
E. Mockups: Before installing portions of the Work requiring mockups, build mockups for each form of construction and finish required to comply with the following requirements, using materials indicated for the completed Work:
1. Build mockups in location and of size indicated or, if not indicated, as directed by Contracting Officer.
2. Notify Contracting Officer (7) seven calendar days in advance of dates and times when mockups will be constructed.
3. Demonstrate the proposed range of aesthetic effects and workmanship.
4. Obtain Contracting Officer’s approval of mockups before starting work, fabrication, or construction.
5. Maintain mockups during construction in an undisturbed condition as a standard for judging the completed Work.
6. Demolish and remove mockups when directed, unless otherwise indicated.

F. Preconstruction Testing: Testing agency shall perform, preconstruction testing for compliance with specified requirements for performance and test methods.
1. Contractor responsibilities include the following:
a. Provide test specimens and assemblies representative of proposed materials and construction. Provide sizes and configurations of assemblies to adequately demonstrate capability of product to comply with performance requirements.
b. Submit specimens in a timely manner with sufficient time for testing and analyzing results to prevent delaying the Work.
c. Fabricate and install test assemblies using installers who will perform the same tasks for Project.
d. When testing is complete, remove assemblies; do not reuse materials on Project.
2. Testing Agency Responsibilities: Submit a certified written report of each test, inspection, and similar quality-assurance service to Contracting Officer, with copy to Contractor.
Interpret tests and inspections and state in, each report whether tested and inspected work complies with or deviates from the Contract Documents.
3. TEST SECTIONS: Before proceeding with the work, the Contractor shall demonstrate the processes and materials to be used a minimum of 24 hours prior to proceeding with the work to allow for resolution of any questions or clarifications. Test sections shall include the following:
a. Joint Cleaning and Sealing. Include a minimum 50 ft length. All preparations and processes to be followed for the contract work must be demonstrated in the completion of the test section.
4. Positive Drainage: A horizontal surface included in this scope of work will be placed such that the surface will achieve positive drainage and water will, in accordance with existing drainage patterns, both freely flow onto the surface and will freely flow off and away from the surface to existing rain drainage systems. No water shall be allowed to “pond” or collect on that surface due to its profile, edging or joint filling treatments. Contractor shall completely remove and replace any work which does not conform to positive drainage requirements.
QUALITY CONTROL
A. Contractor Responsibilities: Unless otherwise indicated, provide quality-control services specified and required by Contracting Officer.
1. Engage a qualified testing agency to perform these quality-control services.
2. Notify testing agencies at least 24 hours in advance of time when Work that requires testing or inspecting will be performed.
3. Where quality-control services are indicated as Contractor’s responsibility, submit a certified written report, in duplicate, of each quality-control service.

4. Testing and inspecting requested by Contractor and not required by the Contract Documents are Contractor’s responsibility.
5. Submit additional copies of each written report directly to Contracting Officer, when they so direct.
B. Special Tests and Inspections: Contractor will engage a testing agency to conduct special tests and inspections required by Contracting Officer.
1. Testing agency will notify Contracting Officer promptly of irregularities and deficiencies observed in the Work during performance of its services.
2. Testing agency will submit a certified written report of each test, inspection, and similar quality-control service to Contracting Officer.
3. Testing agency will submit a final report of special tests and inspections at Substantial Completion, which includes a list of unresolved deficiencies.
4. Testing agency will interpret tests and inspections and state in each report whether tested and inspected work complies with or deviates from the Contract Documents.
5. Testing agency will retest and reinspect corrected work.
C. Retesting and Reinspecting: Regardless of whether original tests or inspections were Contractor’s responsibility, provide quality-control services, including retesting and reinspecting, for construction that revised or replaced Work that failed to comply with requirements established by the Contract Documents.
D. Testing Agency Responsibilities: Cooperate with Contracting Officer and Contractor in performance of duties. Provide qualified personnel to perform required tests and inspections.
1. Notify Contracting Officer and Contractor promptly of irregularities or deficiencies observed in the Work during performance of its services.
2. Interpret tests and inspections and state in each report whether tested and inspected work complies with or deviates from requirements.
3. Submit a certified written report, in duplicate, of each test, inspection, and similar quality-control service through Contractor.
4. Do not release, revoke, alter, or increase requirements of the Contract Documents or approve or accept any portion of the Work.
5. Do not perform any duties of Contractor.
E. Associated Services: Cooperate with agencies performing required tests, inspections, and similar quality-control services, and provide reasonable auxiliary services as requested. Notify agency sufficiently in advance of operations to permit assignment of personnel. Provide the following:

1. Access to the Work.
2. Incidental labor and facilities necessary to facilitate tests and inspections.
3. Adequate quantities of representative samples of materials that require testing and inspecting. Assist agency in obtaining samples.

5. Delete first subparagraph below if not required or common practice in Project vicinity.
6. Delivery of samples to testing agencies.
7. Preliminary design mix proposed for use for material mixes that require control by testing agency.
8. Security and protection for samples and for testing and inspecting equipment at Project site.
F. Coordination: Coordinate sequence of activities to accommodate required quality-assurance and quality-control services with a minimum of delay and to avoid necessity of removing and replacing construction to accommodate testing and inspecting.
1. Schedule times for tests, inspections, obtaining samples, and similar activities.
PART 2 PRODUCTS (NOT APPLICABLE)
PART 3 EXECUTION
REPAIR AND PROTECTION
A. General: On completion of testing, inspecting, sample taking, and similar services, repair damaged construction and restore substrates and finishes.
