SECTION 01 01 00

SUMMARY OF WORK

PART 1 GENERAL

1.01 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 01 Specification Sections, apply to this Section.

1.02 TITLE OF WORK

A. Project includes one work scope at 911th Airlift Wing/LGC, 2550 Defense Avenue, Pittsburgh IAP ARS, Moon Township, PA 15108-4495 as follows:

1. Renovate Facility for AFE, Building B-411; Government’s Project Number JLSS 16-0014.

1.03 DEFINITIONS

A. Provide shall mean: to furnish all materials/equipment, to install all labor and services and to make the item of work or equipment fully complete, operable, and acceptable to intended use.

B. The words "Project Coordinator" used in some of these specifications shall refer to the "Contracting Officer".

C. The word “Owner” shall refer to the “Government”.

D. Deleted.

E. Deleted.

F. Deleted.

G. Any referenced standards used are to be the latest version at the time of bidding.

1.04 WORK COVERED BY CONTRACT DOCUMENTS

A. The following Paragraphs are a general Summary of the Work. Review entire set of Contract Documents for a comprehensive referencing of required work.

B. This project includes renovating an existing one story building that consists of a high bay center area that is surrounded by lower height rooms at building perimeters. The project incorporates general construction, plumbing, HVAC, and electrical work and in summary includes the following work scopes.

1. Remove wall and ceiling between existing Office Rooms E-101 and E-102 to make a single room that will be utilized as the NVG Helmet Storage Room A-101. Provide new ceiling and touch-up of room finishes.

2. Remove and replace plumbing fixtures with new as shown in Women’s Restroom A-102 (E-103) and Men’s Restroom A-104 (E-105). Provide ceramic tile flooring and base and paint walls. Remove, salvage, and reinstall toilet compartments.

3. Modify entry to existing Men’s Locker Room E-105C and install new wall partition between Locker Room E-105C and Men’s Restroom E-105 to create a new NVG Testing Room A-105.

4. Make modifications to plumbing and HVAC equipment in Existing Mechanical Room A- 106 (E-106).

5. Modify existing Parts Cleaning E-107 to become Break Room A-107 including new casework and sink. Remove existing room finishes and provide new flooring, base, ceiling, and paint.

6. Construct new partition in existing Break/Training Room E-109 to create two new rooms, Oxygen Testing Room A-108 and Sewing Fabrication Room A-109. Remove existing room finishes and provide new flooring, base, ceiling, and paint in both rooms. Provide casework, countertop, and sink in Oxygen Testing Room A-108. Remove existing wall to create opening for new double door assembly in Sewing Fabrication Room A-109.

7. Construct various new partitions to create Rooms A-110 through A-113 and Rooms A-114 through A-116. To create A-115 and A-116, remove existing overhead door assembly and close the opening with a new exterior wall assembly consisting of face brick, rigid insulation, and interior CMU. New rooms include specified floor, base, wall, and ceiling finishes.

8. Over Rooms A-110 through A-116, construct a new L-shaped Mezzanine A-200 that is accessible via two new metal open grate stair assemblies with metal handrails. Mezzanine requires construction of new concrete footings, structural steel framing systems, elevated concrete slab, and metal guardrails. Patch epoxy type finish floor where existing concrete slab-on-grade is repaired after construction of new Mezzanine footings.

9. Remove and replace existing water, gas, and electric meters with smart meters.

10. Perform plumbing, HVAC, and electrical work scopes indicated on Drawings.

11. Repair exterior gutter and flashing.

12. Remove existing cranes, rails, and controls and return to the Government.

13. Remove, relocate, and reinstall various existing Government owned materials in Building Number B411:

a. Cabinets, drawers, and equipment from existing Oxygen Room in Building Number B419 to new Oxygen Testing Room A-108.

b. Parachute tables from Building Number B408 to new Parachute Room A-115.

c. Lockers from Building Number B419 to new NVG Helmet Storage Room A-101.

d. Shelving from Building Numbers B408 and B320 to new Mezzanine Storage Room A-200.

14. Remove, relocate, and reinstall various existing Government owned materials from other Buildings to designated rooms in Building Number B411. Refer to the Office Furniture Relocation listing following this Section.

1.05 CONTRACT METHOD

A. Construct the Work identified in Contract Documents under a single lump sum, fixed price contract for all project work.

1.06 CONTRACTOR USE OF PREMISES AND RESPONSIBILITIES

A. Coordinate use of premises under direction of Contracting Officer.

B. Assume full responsibility for protection and safekeeping of products under this Contract.

C. Contractor shall be responsible for protecting installed Work and existing adjacent building materials and systems that remain.

D. Work is prohibited on UTA training weekends, which typically occurs the first and third weekends each month.

E. Obtain and pay for use of additional storage or work areas needed for operations under this Contract.

F. Refer to Division 01 Section “Work Restrictions” for additional project requirements.

G. Following existing and stored materials in Building 411 will be removed by the Government prior to it being turned over to the Contractor to perform the Contract Work:

1. Aircraft maintenance components stored in the High Bay area.

2. Movable interior office, break room, and training room type furniture.

3. Washer and dryer in existing Parts Cleaning Room E-107.

H. Any correspondence between Contractor and the Government or the Architect, Engineer, Inspector or Users must coordinate with the Contracting Officer.

1.07 WORK UNDER OTHER CONTRACTS

A. General: Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract. Coordinate the Work of this Contract with work performed under separate contracts.

1.08 GOVERNMENT’S OCCUPANCY REQUIREMENTS

A. Repair Work required by this Contract relates to interior and exterior work scopes and does not require direct action in interior spaces occupied by Government workers.

B. Government Occupancy: Government will not occupy Building B-411 during the entire construction period. Government will occupy adjacent buildings and other areas at the site, including aircraft areas during Renovate Facility for AFE Contract Work.

1. Maintain access to existing walkways, corridors, means of egress, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Contracting Officer.

2. Provide not less than 3 working days’ notice to Contracting Officer of activities that will affect Government’s operations.

C. Completed Areas of Construction:

1. Contracting Officer will prepare one Certificate of Substantial Completion for the entire Contract Work.

2. Contractor shall be responsible for cleanup and related maintenance in all work areas, until Substantial Completion.

SECTION 01 14 00

WORK RESTRICTIONS

PART 1 GENERAL

1.01 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.

1.02 CONTRACTOR USE OF PREMISES AND RESPONSIBILITIES

A. Coordinate use of premises under direction of Contracting Officer. Limit use of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the Work is indicated. Cooperate with 911th Airlift Wing personnel during construction operations to minimize conflicts and facilitate 911th Airlift Wing usage.

1. Limits: Confine construction to areas indicated on construction drawings and/or as designated by the Contracting Officer. Confine storage area as designated by the Contracting Officer.

2. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to 911th Airlift Wing employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

a. Schedule deliveries to minimize use of driveways and entrances.

b. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

3. Perform the work so as not to interfere with 911th Airlift Wing operations.

4. Building Occupancy: Building will not be occupied during the entire construction period.

B. Assume full responsibility for protection and safekeeping of products under this Contract.

C. Work schedule shall be as follows:

1. Normal work hours shall be between 0700 to 1600 (7:00 AM to 4:00 PM), Monday through Friday, with no work on federal holidays.

2. Any deviations from the normal working hours must be approved 3 working days in advance by the Contracting Officer.

D. The Contractor shall be responsible for protecting all remaining permanent equipment.

E. Work is prohibited on UTA training weekends, which typically occurs the first and third weekends each month.

F. Obtain and pay for use of additional storage or work areas needed for operations under this contract.

G. Comfort stations are not provided by 911th Airlift Wing.

SECTION 01 32 00

CONSTRUCTION PROGRESS DOCUMENTATION

PART 1 - GENERAL

1.01 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary

Conditions and other Division 01 Specification Sections, apply to this Section.

1.02 SCOPE OF WORK

A. This Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work, including the following:

1. Submittals Schedule.

2. Construction Progress Schedule.

3. Contract Progress Report.

4. Daily construction reports.

5. Field condition reports.

6. Special reports.

B. Related Sections include the following:

1. Division 01 Section "Submittal Procedures" for submitting schedules and reports.

2. Division 01 Section "Quality Requirements" for submitting a schedule of tests and inspections.

3. Division 01 Section "Closeout Procedures" for submitting photographic negatives as

Project Record Documents at Project closeout.

1.03 SUBMITTALS

A. Submittals Schedule: Submit (4) four copies of schedule. Arrange the following information in a tabular format:

1. Scheduled date for first submittal.

2. Specification Section number and title.

3. Submittal category (action or informational).

4. Name of subcontractor.

5. Description of the Work covered.

6. Scheduled date for Contracting Officer’s final release or approval.

B. Construction Progress Schedule: Submit original and (2) two printed copies.

C. Contract Progress Report: Submit original and (2) two printed copies.

D. Daily Reports: Submit electronically to Contracting Officer.

E. Field Condition Reports: Submit (2) two copies at time of discovery of differing conditions.

F. Special Reports: Submit (2) two copies at time of unusual event.

1.04 COORDINATION

A. Coordinate preparation and processing of schedules and reports with performance of construction activities and with scheduling and reporting of separate contractors.

B. Coordinate Contractor's Construction Schedule with the Schedule of Values, list of subcontracts, Submittals Schedule, progress reports, payment requests, and other required schedules and reports.

1. Secure time commitments for performing critical elements of the Work from parties involved.

2. Coordinate each construction activity in the network with other activities and schedule them in proper sequence.

PART 2 - PRODUCTS

2.01 SUBMITTALS SCHEDULE

A. Preparation: Submit a schedule of submittals, arranged in chronological order by dates required by construction schedule. Include time required for review, resubmittal, ordering, manufacturing, fabrication, and delivery when establishing dates.

1. Coordinate Submittals Schedule with list of subcontracts, the Schedule of Values, and

Contractor's Construction Schedule.

2. Initial Submittal: Submit concurrently with preliminary bar-chart schedule. Include submittals required during the first 30 days of construction. List those required to maintain orderly progress of the Work and those required early because of long lead time for manufacture or fabrication.

3. Final Submittal: Submit concurrently with the first complete submittal of Contractor's

Construction Schedule.

2.02 CONTRACTOR'S CONSTRUCTION SCHEDULE, GENERAL

A. Procedures: Comply with procedures contained in The Associated General Contractor’s

Construction Planning and Scheduling.

B. Time Frame: Extend schedule from date established for the Notice to Proceed to date of Final

Completion.

1. Contract completion date shall not be changed by submission of a schedule that shows an early completion date, unless specifically authorized by modification.

C. Activities: Treat each story or separate area as a separate numbered activity for each principal element of the Work. Comply with the following:

1. Activity Duration: Define activities in time frame coordinated with Contracting Officer.

2. Procurement Activities: Include procurement process activities for long lead items and major items, requiring a cycle of more than 60 days, as separate activities in schedule.

Procurement cycle activities include, but are not limited to, submittals, approvals, purchasing, fabrication, and delivery.

3. Submittal Review Time: Include review and resubmittal times indicated in Division 01

Section "Submittal Procedures" in schedule. Coordinate submittal review times in

Contractor's Construction Schedule with Submittals Schedule.

4. Startup and Testing Time: Include not less than (10) ten days for startup and testing.

5. Substantial Completion: Indicate completion in advance of date established for

Substantial Completion, and allow time for Contracting Officer’s administrative procedures necessary for certification of Substantial Completion.

D. Constraints: Include constraints and work restrictions indicated in the Contract Documents and as follows in schedule, and show how the sequence of the Work is affected.

1. Phasing: Arrange list of activities on schedule in order that the work will be accomplished.

E. Products Ordered in Advance: Include a separate activity for each product. Include delivery date indicated in Division 01 Section "Summary of Work." Delivery dates indicated stipulate the earliest possible delivery date.

1. Work Restrictions: Show the effect of the following items on the schedule:

a. Coordination with existing construction.

b. Limitations of continued occupancies.

c. Uninterruptible services.

d. Partial occupancy before Substantial Completion.

e. Use of premises restrictions.

f. Seasonal variations.

g. Environmental control.

F. Contract Modifications: For each proposed contract modification and concurrent with its submission, prepare a time-impact analysis using fragnets to demonstrate the effect of the proposed change on the overall project schedule.

2.03 CONSTRUCTION CONTRACT PROGRESS SCHEDULES AND REPORTS

A. AF Form 3064, Contract Progress Schedule, shall be submitted in original and two copies.

Computer generated schedules may be used at the discretion of Contracting Officer. When approved, the original shall be retained by the contracting office. Signed copies shall be provided to the Civil Engineer and the Contractor.

B. Separate progress reports (AF Form 3065, Contract Progress Report) covering the same period shall be prepared by the Civil Engineer or their designee and the Contractor, and submitted twice monthly. The periods shall be the same as stated on the Contract Progress Schedule. At the discretion of the Contracting Officer, this time period may be extended to monthly for projects of 180 days or more. This decision shall be documented in the contract file.

2.04 REPORTS

A. Daily Construction Report (DCR): It is very important to record each day’s Work and resources used; especially those that are impacting the Project Schedule. Prepare a daily construction report recording at minimum the following information concerning events at

Project site:

1. Contract Number, Name of Project, Prime Contractor

2. Report Number (sequentially starting with 1) and date

3. Temperature; general description, range (low- high), precipitation and if it affected work

4. Any delays in work progress (all items needed on-hand, any equipment down for repairs)

5. List of Subcontractors at Project site, hours on site and area of responsibility

6. Number of personnel at Project site. Indicate trades and (foreperson, journey person, or apprentice

7. Indicate General description of work going on (Ex; XZY Corp, Carpenter (1-F, 2-J, 1-A);

installed blocking at roof perimeter)

8. Accidents.

9. Meetings, inspections, and significant decisions.

10. Unusual events (refer to special reports).

11. Stoppages, delays, shortages, and losses.

12. Materials received (complete, damage, correct)

13. Emergency procedures.

14. Concrete placed; include mix tickets attached to report. Tickets to show type of mix, supplier, time left plant, time started to mix, time of placement).

15. Orders and requests of the Contracting Officer.

19. Tests and their results

20. Partial Completions and occupancies.

21. Substantial Completions authorized.

22. Other general comments, as needed.

23. Signed and dated; signature of Superintendent or acting Supt. certifies that the report is true and accurate and that work is in compliance with contract plans and specifications.

24. Use form approved by Contracting Officer and provide electronically to the Contracting

Officer before COB the following day unless another submission time is authorized.

B. Field Condition Reports: Immediately on discovery of a difference between field conditions and the Contract Documents, prepare a detailed report. Submit with a request for information

(RIF). Include a detailed description of the differing conditions, together with recommendations for changing the Contract documents.

2.05 SPECIAL REPORTS

A. General: Submit special reports directly to Contracting Officer within one day of an occurrence. Distribute copies of report to parties affected by the occurrence.

B. Reporting Unusual Events: When an event of an unusual and significant nature occurs at

Project site, whether or not related directly to the Work, prepare and submit a special report.

List chain of events, persons participating, response by Contractor's personnel, evaluation of results or effects, and similar pertinent information. Advise Contracting Officer in advance when these events are known or predictable.

PART 3 - EXECUTION

3.01 CONTRACTOR'S CONSTRUCTION SCHEDULE

A. Contractor's Construction Schedule Updating: At monthly intervals, update schedule to reflect actual construction progress and activities. Issue schedule one week before each regularly scheduled progress meeting.

1. Revise schedule immediately after each meeting or other activity where revisions have been recognized or made. Issue updated schedule concurrently with the report of each such meeting.

2. Include a report with updated schedule that indicates every change, including, but not limited to, changes in logic, durations, actual starts and finishes, and activity durations.

3. As the Work progresses, indicate Actual Completion percentage for each activity.

B. Distribution: Distribute copies of approved schedule to Contracting Officer, separate contractors, testing and inspecting agencies, and other parties identified by Contractor with a need-to-know schedule responsibility.

1. Post copies in Project meeting rooms and temporary field offices.

2. When revisions are made, distribute updated schedules to the same parties and post in the same locations. Delete parties from distribution when they have completed their assigned portion of the Work and are no longer involved in performance of construction activities.

1.02 SCOPE OF WORK

A. This Section includes administrative and procedural requirements for submitting Shop

Drawings, Product Data, Samples, and other miscellaneous submittals.

1.03 SUBMITTAL PROCEDURES

A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.

1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.

2. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.

B. Processing Time: Allow enough time for submittal review, including time for resubmittals, as follows. Time for review shall commence on Contracting Officer’s receipt of submittal.

1. Initial Review: Allow fourteen (14) calendar days for initial review of each submittal.

Allow additional time if processing must be delayed to permit coordination with subsequent submittals. Contracting Officer will advise Contractor when a submittal being processed must be delayed for coordination.

2. Allow fourteen (14) calendar days for processing each resubmittal.

3. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing.

C. Identification: Place a permanent label or title block on each submittal for identification.

D. Deviations: Highlight, encircle, or otherwise identify deviations from the Contract Documents on submittals.

E. Use for Construction: Use only final submittals with mark indicating action taken by

Contracting Officer in connection with construction.

PART 2 PRODUCTS

2.01 SUBMITTALS

A. General: Prepare and submit Submittals required by individual Specification Sections.

1. Number of Copies: Submit four (4) copies of each submittal, unless otherwise indicated.

Contracting Officer will return two (2) copies. Mark up and retain one returned copy as a

Project Record Document.

B. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.

1. Include the following information, as applicable:

a. Manufacturer's written recommendations.

b. Manufacturer's product specifications.

c. Manufacturer's installation instructions.

d. Standard color charts.

e. Manufacturer's catalog cuts.

f. Wiring diagrams showing factory-installed wiring.

g. Printed performance curves.

h. Operational range diagrams.

i. Mill reports.

j. Standard product operating and maintenance manuals.

k. Compliance with recognized trade association standards.

l. Compliance with recognized testing agency standards.

m. Application of testing agency labels and seals.

C. Samples: Prepare physical units of materials or products, including the following:

1. Samples for Initial Selection: Submit manufacturer's color charts consisting of units or sections of units showing the full range of colors, textures, and patterns available.

2. Samples for Verification: Submit full-size units or Samples of size indicated, prepared from the same material to be used for the Work, cured and finished in manner specified, and physically identical with the product proposed for use, and that show full range of color and texture variations expected. Samples include, but are not limited to, the following: partial sections of manufactured or fabricated components; small cuts or containers of materials; complete units of repetitively used materials; swatches showing color, texture, and pattern; color range sets; and components used for independent testing and inspection.

D. Material Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting test results of material for compliance with requirements.

E. Safety Data Sheets (SDS): Submit information directly to Contracting Officer.

PART 3 EXECUTION

3.01 CONTRACTOR'S REVIEW

A. Review each submittal and check for compliance with the Contract Documents. Sign submittal under a cover letter before submitting to Contracting Officer.

B. Failure of the contractor to provide any required documents under the contract may result in withholding a retainage pursuant to the Payments Under Fixed-Price Construction Clause, FAR

3.02 CONTRACTING OFFICER’S ACTION

A. General: Contracting Officer will not review submittals that do not bear Contractor's approval stamp and will return them without action.

B. Contracting Officer will review each submittal, make marks to indicate corrections or modifications required, and return it. Contracting Officer will mark submittal appropriately to indicate action taken.

1.02 SCOPE OF WORK

A. This Section includes administrative and procedural requirements for quality assurance and quality control.

B. Testing and inspecting services are required to verify compliance with requirements specified or indicated. These services do not relieve Contractor of responsibility for compliance with the

Contract Document requirements.

1. Specific quality-control requirements for individual construction activities are specified in the Sections that specify those activities. Requirements in those Sections may also cover production of standard products.

2. Specified tests, inspections, and related actions do not limit Contractor's quality-control procedures that facilitate compliance with the Contract Document requirements.

3. Requirements for Contractor to provide quality-control services required by Contracting

Officer are not limited by provisions of this Section.

C. See individual Specification Sections for specific test and inspection requirements.

D. This Section requires taking quality related actions during design, fabrication, and installation of products, materials, and systems. Completed work shall carry a minimum 365-day manufacturers and installers warranty from date of Substantial Completion, unless otherwise specified in other Specification Sections.

1.03 DEFINITIONS

A. Quality-Assurance Services: Activities, actions, and procedures performed before and during execution of the Work to guard against defects and deficiencies and ensure that proposed construction complies with requirements.

B. Quality-Control Services: Tests, inspections, procedures, and related actions during and after execution of the Work to evaluate that completed construction complies with requirements.

C. Mockups: Full-size, physical example assemblies to illustrate finishes and materials. Mockups are used to verify selections made under Sample submittals, to demonstrate appearance and, where indicated, qualities of materials and execution, and to review construction, coordination, testing, or operation; they are not Samples.

D. Testing Agency: An entity engaged to perform specific tests, inspections, or both. Testing laboratory shall mean the same as testing agency.

1.04 SUBMITTALS

D. Permits, Licenses, and Certificates: For Contracting Officer’s records, submit copies of permits, licenses, certifications, inspection reports, releases, jurisdictional settlements, notices, receipts for fee payments, judgments, correspondence, records, and similar documents, established for compliance with standards and regulations bearing on performance of the Work.

1.05 QUALITY ASSURANCE

A. Factory-Authorized Service Representative Qualifications: An authorized representative of manufacturer who is trained and approved by manufacturer to inspect installation of manufacturer's products that are similar in material, design, and extent to those indicated for this

Project.

B. Installer Qualifications: A firm or individual experienced in installing, erecting, or assembling work similar in material, design, and extent to that indicated for this Project, whose work has resulted in construction with a record of successful in-service performance.

C. Manufacturer Qualifications: A firm experienced in manufacturing products or systems similar to those indicated for this Project and with a record of successful in-service performance.

D. Testing Agency Qualifications: An agency with the experience and capability to conduct testing and inspecting indicated, as documented by ASTM E 548, and that specializes in types of tests and inspections to be performed.

E. Mockups: Before installing portions of the Work requiring mockups, build mockups for each form of construction and finish required to comply with the following requirements, using materials indicated for the completed Work:

1. Build mockups in location and of size indicated or, if not indicated, as directed by

Contracting Officer.

2. Notify Contracting Officer (7) seven calendar days in advance of dates and times when mockups will be constructed.

3. Demonstrate the proposed range of aesthetic effects and workmanship.

4. Obtain Contracting Officer’s approval of mockups before starting work, fabrication, or construction.

5. Maintain mockups during construction in an undisturbed condition as a standard for judging the completed Work.

6. Demolish and remove mockups when directed, unless otherwise indicated.

F. Preconstruction Testing: Testing agency shall perform, preconstruction testing for compliance with specified requirements for performance and test methods.

1. Contractor responsibilities include the following:

a. Provide test specimens and assemblies representative of proposed materials and construction. Provide sizes and configurations of assemblies to adequately demonstrate capability of product to comply with performance requirements.

b. Submit specimens in a timely manner with sufficient time for testing and analyzing results to prevent delaying the Work.

c. Fabricate and install test assemblies using installers who will perform the same tasks for Project.

d. When testing is complete, remove assemblies; do not reuse materials on Project.

2. Testing Agency Responsibilities: Submit a certified written report of each test, inspection, and similar quality-assurance service to Contracting Officer, with copy to Contractor.

Interpret tests and inspections and state in, each report whether tested and inspected work complies with or deviates from the Contract Documents.

3. TEST SECTIONS: Before proceeding with the work, the Contractor shall demonstrate the processes and materials to be used a minimum of 24 hours prior to proceeding with the work to allow for resolution of any questions or clarifications. Test sections shall include the following:

a. Joint Cleaning and Sealing. Include a minimum 50 ft length. All preparations and processes to be followed for the contract work must be demonstrated in the completion of the test section.

4. Positive Drainage: A horizontal surface included in this scope of work will be placed such that the surface will achieve positive drainage and water will, in accordance with existing drainage patterns, both freely flow onto the surface and will freely flow off and away from the surface to existing rain drainage systems. No water shall be allowed to “pond” or collect on that surface due to its profile, edging or joint filling treatments. Contractor shall completely remove and replace any work which does not conform to positive drainage requirements.

1.06 QUALITY CONTROL

A. Contractor Responsibilities: Unless otherwise indicated, provide quality-control services specified and required by Contracting Officer.

1. Engage a qualified testing agency to perform these quality-control services.

2. Notify testing agencies at least 24 hours in advance of time when Work that requires testing or inspecting will be performed.

3. Where quality-control services are indicated as Contractor’s responsibility, submit a certified written report, in duplicate, of each quality-control service.

4. Testing and inspecting requested by Contractor and not required by the Contract

Documents are Contractor’s responsibility.

5. Submit additional copies of each written report directly to Contracting Officer, when they so direct.

B. Special Tests and Inspections: Contractor will engage a testing agency to conduct special tests and inspections required by Contracting Officer.

1. Testing agency will notify Contracting Officer promptly of irregularities and deficiencies observed in the Work during performance of its services.

2. Testing agency will submit a certified written report of each test, inspection, and similar quality-control service to Contracting Officer.

3. Testing agency will submit a final report of special tests and inspections at Substantial

Completion, which includes a list of unresolved deficiencies.

4. Testing agency will interpret tests and inspections and state in each report whether tested and inspected work complies with or deviates from the Contract Documents.

5. Testing agency will retest and reinspect corrected work.

C. Retesting and Reinspecting: Regardless of whether original tests or inspections were

Contractor’s responsibility, provide quality-control services, including retesting and reinspecting, for construction that revised or replaced Work that failed to comply with requirements established by the Contract Documents.

D. Testing Agency Responsibilities: Cooperate with Contracting Officer and Contractor in performance of duties. Provide qualified personnel to perform required tests and inspections.

1. Notify Contracting Officer and Contractor promptly of irregularities or deficiencies observed in the Work during performance of its services.

2. Interpret tests and inspections and state in each report whether tested and inspected work complies with or deviates from requirements.

3. Submit a certified written report, in duplicate, of each test, inspection, and similar quality-control service through Contractor.

4. Do not release, revoke, alter, or increase requirements of the Contract Documents or approve or accept any portion of the Work.

5. Do not perform any duties of Contractor.

E. Associated Services: Cooperate with agencies performing required tests, inspections, and similar quality-control services, and provide reasonable auxiliary services as requested. Notify agency sufficiently in advance of operations to permit assignment of personnel. Provide the following:

1. Access to the Work.

2. Incidental labor and facilities necessary to facilitate tests and inspections.

3. Adequate quantities of representative samples of materials that require testing and inspecting. Assist agency in obtaining samples.

4. Facilities for storage and field-curing of test samples.

6. Delivery of samples to testing agencies.

F. Coordination: Coordinate sequence of activities to accommodate required quality-assurance and quality-control services with a minimum of delay and to avoid necessity of removing and replacing construction to accommodate testing and inspecting.

1. Schedule times for tests, inspections, obtaining samples, and similar activities.

PART 2 PRODUCTS (NOT APPLICABLE)

PART 3 EXECUTION

3.01 REPAIR AND PROTECTION

A. General: On completion of testing, inspecting, sample taking, and similar services, repair damaged construction and restore substrates and finishes.

1. Comply with the Contract Document requirements for Section 01 "Cutting and Patching."

B. Protect construction exposed by or for quality-control service activities.

C. Repair and protection are Contractor's responsibility, regardless of the assignment of responsibility for quality-control services.

SECTION 01 41 00

ENVIRONMENTAL PROTECTION

PART 1 - GENERAL

1.01 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.

1.02 SCOPE OF WORK

B. The Contractor shall comply with all federal, state and local environmental rules and regulations, including all Air Force and 911th Airlift Wing (AW) programs and policies. Failure to comply shall result in the Contractor reimbursing the 911th AW for any fines, fees, or additional costs incurred by the 911th AW as a result of Contractor non-compliance.

C. The Contractor shall participate in the base Hazardous Materials (HAZMAT) program whereby all

HAZMAT shall be approved by the Government prior to use and all HAZMAT use tracked.

D. The Contractor shall adhere to the Air Force requirement to use licensed pesticide applicators as per

Para. E4.1.5.2.3 of DODI 4150.7: “Contractor employees performing pest management work on a

DoD installation shall be certified prior to the beginning of the contract under a State plan accepted in the State in which the work is performed.” All pesticides must be approved by the base Pest

Manager prior to bringing material on base or applying. This includes pesticides that can be purchased over the counter by consumers. Pesticides include any substance or mixture of substances intended for preventing, destroying, repelling, or mitigating any pest including but not limited to insecticides, herbicides, fungicides, and various other substances to control pests. Any pesticide usage and reporting must be in accordance with the Pittsburgh IAP ARS Integrated Pest Management Plan.

1.03 SUBMITTALS

A. The following shall be submitted in accordance with Section 01 34 00 SUBMITTALS.

1. Environmental Protection Program:

a. Within 10 calendar days after Notice to Proceed and prior to commencement of the work at the site, the Contractor shall submit in writing his detailed proposal for implementing requirements for environmental controls specified herein.

B. Preconstruction Survey:

1. Prior to start of any onsite construction activities, the Contractor and the Contracting Officer shall make a joint condition survey, after which the Contractor shall prepare a brief report indicating on a layout plan the condition of the areas immediately adjacent to the site of the work and adjacent to his assigned storage area and access routes(s) as applicable.

2. Both the Contracting Officer and Contractor will sign this report upon mutual agreement as to its accuracy and completeness.

C. Waste Disposal Scheme:

1. The Contractor shall submit a description of his scheme for disposing of waste materials resulting from the work under this contract.
