Questions for Environmental Services FA6703-17-Q-0006

1. Does the Combined Synopsis/Solicitation under solicitation number FA670317Q0006 contain requirements similar to a current contract? If possible, please provide the current contract number, or, is this a new requirement for the government?

Answer: The “Similar” contract it is replacing is FA6703-14-P-0024. The new requirement is similar but is absent of asbestos and lead-based paint testing requirements.

2. Who is the incumbent and what was the winning bid and contract.

Answer: The incumbent for the “similar” contract is Geo-Hydro Engineers INC. and contract is stated above.

3. Is there a page limitation for the Submission (Quote and Technical)?

Answer: No

4. We must prepare the Technical IAW PWS 2.5.1, 2.5.2, and 2.5.4, but per the FBO Notice:

"(b) The quote must be presented in a manner that clearly addresses the requirements, as set forth in the SOW. Quotes that are overly verbose or include marketing material may distract from the evaluators' ability to ascertain compliance with the solicitation."

Therefore, does the Technical require any sort of Management (Quality, etc.)

Approach, or need we only submit the various lists and certifications per the PWS?

Answer: The bidders should provide their Quality Assurance Plan for this solicitation, which will define how the contractor will assure that quality control measures are met; how outlier analytical results are handled; how sampling and analytical errors will be addressed/corrected; and provide defined methods to determine cleanliness, etc. of sampling equipment. This QAP typically ties in the QAP for the laboratories the contractor will use and personnel training.
