The contractor must also demonstrate the ability to access the controlled areas of the airfield with pre-approved, cleared vehicles and personnel. Contractors are required to provide a minimum of 2 examples of relevant past performance within the last 5 years. The contract will be awarded to the responsive, responsible offeror with the lowest total evaluated price whose technical capability and past performance is deemed acceptable. Contractor Questions and Answers
Q&A 1
1. Does the Contract review of responder (Bidder's) Qualifications require that the bidder demonstrates their ability to meet the rigorous requirements for conducting the SWPPP inspections within 30 minutes of the beginning of a qualified event and completing the inspections within 1hr of the beginning of the qualified Storm event?
Answer:
This question is in reference to Line Item 3, ‘Quarterly Stormwater Wet Weather Flow Monitoring Event, 5 outfalls, including report’ from the PWS. This Line Item requires that the contractor ‘field inspect five of eight outfalls (identified in the 2023 NFARS SWPPP, or most recent version) at NFARS during the first 30 minutes of when runoff or snowmelt begins discharging from the outfalls, as described in the Permit, or most recent version.’
As a part of factor 2, ‘Examples of Past Performance Demonstrating Technical Capability’ we have requested examples of past performance on tasks specified within the requirement. These examples should be from the last 5 years and similar in nature to tasks identified within the PWS. Our solicitation does not specifically require contractors to demonstrate this unique portion of this requirement (though it is encouraged if examples are available), however all potential contractors should take note of, and include the strict timelines required for Line Item 3 when pricing their proposal.
Additionally, please note section 3.0 of the PWS which provides minimum qualifications requirements and requires documentation be provided within 5 days of award demonstrating those qualifications. Section 3.2 discusses Proximity to Site and would require the contractor to explain its plan to ensure timely access.
2. In addition to access through the Main Gate; access to the controlled section of the airfield, with a pre-approval and cleared vehicle linked to the driver is required. This is a restrictive requirement and limits the distance from the facility and requires a dedicated driver/sampler/vehicle. How will this be evaluated? Proximity to the airport? Dedicated vehicle in proximity to the airport? Dedicated personnel? Or a combination of all listed items?
This question is in reference to section 1.5.5, Site Access of the PWS, as well as other sections which identify areas that have restrictive access. Section 1.5.5 details requirements to ensure contractor has enough personnel who have completed necessary training for access to these secured areas.
Our solicitation does not specify evaluation of this specific capability in its requirement to provide examples of past performance demonstrating technical capability. However, contractors should take note of, and include these access requirements when pricing their proposal.
Additionally, contractors should note section 3.0 of the PWS which provides minimum qualifications requirements and requires documentation be provided within 5 days of award demonstrating those qualifications. Section 3.2 and 3.3 discus requirements for contractor personnel to be available and qualified for access. Contractors will need to explain their plan to ensure their employees are properly trained and able to access the required areas.
