SABER Solicitation FA665617R0001

Questions with Answers/Clarifications as of 25 October 2017

1. Will there be competition amongst the contract awardees for each task order on this contract.

Response: Once the contracts are awarded, the task orders will be competed between the two awardees.

2. What cost factors should be included in calculating a coefficient? (i.e. general conditions, profit, overhead, etc.)

Response: Coefficients are factors multiplied against the standard unit prices in the UPB to calculate delivery order prices. Coefficients should include (as cited in the contract) all contractor costs not included in the total of all the line item bare costs for a particular delivery order. Coefficients include but are not necessarily limited to: all site and home office overhead and profit, bonds, insurance, mobilization and demobilization, daily and final cleanup, payroll taxes, gross receipts tax, general conditions, general and administrative expenses, wage differences betweenR.S. MEANS and Davis Bacon labor rates, special clothing for workers, off site storage, proposal development and negotiation (including minimal design and submittals), site superintendence, quality control, routine security delays, and subcontractors overhead and profit.

3. Conflicting proposal due date.

Response: Proposal due date is November 8, 2017 (see Amendment 1)

4. Missing SOW drawing.

Response: See Amendment 1

5. Project SOW Section 3.0 states 4’x5’ windows, section 3.9 states 3’x5’ windows, which should we go with? The drawing shows both large double windows and small single windows. Are we to replace ALL windows in B510 or just a select few? The SOW never states.

Response: Disregard window sizes. All crank out windows are to be replaced in building 510.
