General Requirements 01 00 00

SECTION 01 00 00 - GENERAL REQUIREMENTS

PART 1 – GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.

1.2 SUMMARY

A. The Contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to complete the construction in conformity with the Contract Documents.

B. The Project is located at Building B504, on Youngstown Air Reserve Station, Vienna OH.

C. The Work consists of – but is not limited to – the following:

1. Architectural

i. Building B504 is a Type B – Business Use and Type V-B construction in accordance with the 2010 International Building Code. The proposed use will be unchanged.

ii. During construction employees will be housed in mobile offices located in the parking lot. These structures will have individual offices, a conference area and toilet rooms.

iii. As part of the demolition the existing asbestos will be remove in the north-west office area and on the piping. The asbestos wall and ceiling panels in the mechanical room will remain.

iv. The existing exterior wood windows will be replaced with aluminum operable sliding windows. The window size will be enlarged to the original opening size.

v. To accommodate the new interior layout, existing walls are being removed as required. New metal stud and gypsum walls are being installed. Most walls will stop above the acoustical ceiling. All walls will also include sound batt insulation that will extend four feet on either side of the wall laying on the acoustical ceiling. An operable wall with an SCT of 56 will be installed to divide the training room in half. To support the operable wall, three new steel columns and two beams will be added.

vi. The existing ceilings are being removed in all areas. New ceilings will be a high sound absorbing acoustical tile.

vii. At the underside of the roof, batt insulation will be added to increase the roof insulation.

viii. Carpet tiles will be installed in the offices, training room and conference room.

Porcelain tile flooring will be installed in the main corridor, break room and storage rooms. The north and south vestibule will have walk-off mat with porcelain tile base.

ix. The welded hollow metal door frames will be painted. All interior doors will be flush wood.

2. Mechanical

i. The HVAC system will be designed in accordance with the 2010 International Mechanical Code adopted by Ohio’s 2011 Mechanical Code.

ii. The Building will be prepared for Monday through Friday weekly operation of Air Force Reserve Staff and 175 reserves on the weekend with officers training them.

iii. The project includes demolition of existing HVAC system that includes hydronic heating, cooling and base board system with exception of a split Data Room Unit that will be retained as it was installed recently and is in good shape.

iv. The new work will include two Air Handling Units, dX condenser units with hydronic heating. The cooling tower system was eliminated from consideration as it requires extensive water treatment system and requires water usage for evaporation and blowdown to maintain HVAC System. The Cooling tower now may require quarterly/constant testing, inspection and monitoring to mitigate Legionnaire disease as recently passed by NEW YORK City due to recurring issues and the aesthetics and space constrains were a consideration in continued use of dX system.

v.

vi. Two 750 MBH boilers with their primary pumps, and fan powered VAV Boxes as per plans. The VAV Boxes include some boxes serving Windows and large conference room to have Hot Water Coils. The part of design is using Condensing Boilers and using them at 1200 F return water for hydronic heating that is energy efficient system to operate at over 92% efficiency with dX system and meets the ASHRAE, OBC, and IECC standards.

vii. Necessary electrical work to modify HVAC system will be supported by electrical contractor and is included in electrical scope.

viii. The goal is to provide good Indoor Air Quality when up to 175 reserves report for work, study in training rooms on weekends, and operate building efficiently without using so much energy when full time staff works during weekdays.

ix. A BACNet compatible Building Automation system (BAS) will control the building’s HVAC system. As architectural modifications are performed by the architects, HVAC System supply and return air will be adjusted to ensure that climate comfort with 72 F temperature in Winter and 74 F in summer can be maintained in the building when occupied. BAS system will also have set back temperatures when building is not occupied.

x. All HVAC piping and ducts will have IBC mandated external insulation and will be sized conservatively to minimize ongoing continuous friction loss or pump and fan power. All work will meet IBC, IECC codes and ASHRAE standards using R 410 A refrigerant that is environmentally friendly. The

USAFR ZQEL 14-0005 Page 3 of 12 completed system will be tested and balanced to conform the Engineer’s design intent.

3. Plumbing

i. The plumbing design will conform to the latest edition of the 2010 International Plumbing Code (IPC) adopted by Ohio’s 2011 Building Code, and Military and Federal regulations.

ii. The drinking water requires NSF/ANSI 60 compliance for drinking water for control of LEAD, as such old existing hot water boilers and sink faucet and related valves are being changed with NSF stamped valves that are lead free and meet ANSI requirements.

iii. An Ice Maker in the refrigerator will be provided with filter and water connection as well as a disposer will be added to break room sink where a refrigerator will be replaced.

iv. One 100 gallon 199 MBH hot water heater is included in the mechanical scope at this time. The current combined flue from Hydronic Boiler and Potable water heater has to be replaced to meet next 25 to 40 years requirements.

v. It is proposed that flue of two system be separated and UL listed, this may require new penetration in the roof or wall. The openings to mechanical room to maintain boiler law are not quiet at 10 feet from floor, it was discussed with project manager, at this time this mechanical room has negligible risk, so those openings as they have worked in past will be maintained and adjusted for additional loads as required.

4. Fire Protection

i. The Fire Protection design will conform to the latest edition of NFPA 13, UFC 3-600-01 Fire Protection criteria, and Military and Federal Regulations. The existing sprinkler system will be modified as necessary to accommodate any Architectural changes. A minimum NICET Level III certified fire protection contractor will hydraulically calculate an automatic sprinkler system revision to the existing system to serve these building renovations.

5. Electrical

i. All electrical systems within this building that are covered under construction specification divisions 26, 27 and 28 will require upgrades, replacements, and modifications as part of this project. Currently part of the electrical systems are antiquated and some of the electrical systems have been modified or renovated in more recent years. In some cases upgrades will be required only as coordination with other trades. The lighting systems currently meet the requirements of the State of Ohio’s Energy Code and are

T5 fluorescents. They are only slightly less efficient than the latest LED technology. However due to architectural upgrades the lighting system will

USAFR ZQEL 14-0005 Page 4 of 12 need replaced. The Power distribution system is antiquated and is a combination of several minor renovations to the original building. The data systems are outdated and inadequate for progressive use and sustainability.

ii. The power system in this building is currently outdated. It is mostly comprised of Federal Pacific equipment that was installed in the original building. The building has served as separate occupancies over the years and because of this there are outdated panels located sporadically that can’t be serviced due to their age. The entire building is currently fed through a single transfer switch for standby power. One part of the system operates as a Tier 2 Critical System, with a single Generator, and an (N+1) rack mounted UPS configuration. The entire building will be rewired to provide power to new end user loads, mechanical equipment loads, data processing loads, and new more energy efficient lighting loads. This building will be rewired from the service transformer keeping only the transfer switch and generator plug. The power system feeders will be wired with 200% neutrals for high harmonic load, and tiered surge suppression devices for added protection. This will increase power quality and reliability.

The Data Room will be required to be kept active during service replacement and critical cut over and through demolition and construction.

The UPS(s) will be taken offline, and powered from a temporary standby source to continue to provide power through the duration of the outage without interruption of power to the rack. This will require the work of the electrical contractor to provide temporary 50A connections with a spider or similar equipment that has the same twist lock configuration as the ones currently in the wall at the rack location. The spider will also need NEMA 5-

20R connections for other equipment within the Data Room. A similar procedure will be required for the split system within the Data Room to maintain the space environmentally. The entire equipment area will need to be protected with plywood from above and plastic sheeting creating a positive pressure with the split system to keep dirt dust and debris out of the Critical Space.

iii. The lighting in this building currently is provided through T5 fluorescent troffers with acrylic prismatic lenses. While T5’s are not much less efficient as current LED technology, they will require replacement as part of the coordination with architectural and mechanical systems. The entire lighting system will be replaced other than the exterior area lighting. The new lighting package will be LED and the controls will be local manual and automatic including dimming controls in various spaces.

iv. The Telecommunications systems in this building are currently installed in a way that do not meet industry standards and that can’t sustain the needs of the future. There is a Critical Cross Connect (Node) in the Data Room that provides an uplink to the campus distribution system via optical fiber. This

USAFR ZQEL 14-0005 Page 5 of 12 node provides connectivity and routing for part of the Air Force Base

Telecommunications Distribution System. This Node is also currently the

Main Cross Connect for the B504 building. However, the original Main

Cross Connect is still in place and active. It is cabled with bundled UTP.

From this original Main Cross Connect there is also additional backbone to another Horizontal Cross connect within B504. Some of the pairs on the original Main Cross Connect are still active as part of the legacy system.

Most if not all of the horizontal cable are installed in a very haphazard manner that does not meet industry standards for network performance, bandwidth certification, reliability, or growth. Much of the cable would require removal for architectural coordination. The entire 504 facility will be re-cabled as part of this project. The Main Cross Connect (Node) in the

Data Room will be kept active through the process to ensure continuity for

Base Communications. The communications backbone cabling entering the building will be kept intact with the exception of the UTP trunk that enters and terminates on the original Main Cross Connect. This will be relocated to the Data Room. The rest of the facility will be re-cabled with Category 6 cabling and the legacy lines will be kept active. This will all be done in accordance with current Telecommunications Distribution Methods.

v. The other systems in this building including fire alarm, A/V, and mass notification will be demolished partially and selectively. Devices and equipment for these systems will be maintained, protected, and relocated as needed to coordinate with other trades. The cabling associated with these systems will be reused and extended where required. The only devices that will be entirely new as part of these systems will be devices required for code compliant coverage, and smoke detectors.

1.3 REFERENCES

2. The Material Approval Submittal Transmittal Form (AF Form 3000): Found at the end of Section 01 33 00 – Submittal Procedures.

1.4 DEFINITIONS

A. Any and all references in the Specifications and/or on the Drawings to – and/or requirements for – “notifications” shall be taken to mean written notification to the Contracting Officer.

B. Any and all references in the Specifications and/or on the Drawings to – and/or requirements for – “submittals” shall be taken to mean submittals in accordance with both of the following:

1. Section 01 30 01 – Submittal Descriptions.

2. Section 01 33 00 – Submittal Procedures.

C. Any and all references to – and/or requirements for materials and work to be in – compliance with the Manufacturer’s recommendations shall be taken to mean – and/or includes the requirement that:

“Work shall be accomplished in accordance with the Manufacturer’s recommendations. In the event of a conflict between the Manufacturer’s recommendations and the Specifications, the Manufacturer’s recommendations shall take precedence. However, if the Specifications require work and/or materials above/beyond the Manufacturer’s recommendations without conflict with the manufacturer’s recommendations, such additional work and/or materials shall be provided – in addition to that provided pursuant to the Manufacturer’s recommendations."

D. Any and all references to – and/or requirement for – testing by “an approved independent commercial testing laboratory” shall be taken to mean an independent testing laboratory that has been approved by the United States Army Corps of Engineers (USACE) within the last year.

1.5 DOCUMENTS

A. The Contractor shall be responsible for reviewing the complete set of Contract Documents for:

1. Procedures.

2. Space requirements.

3. Materials.

4. Installation sequence.

5. Similar items.

B. The Contractor shall coordinate efforts with all others working on the Project.

1.6 CONTRACTOR USE OF THE PREMISES

A. The Work shall not commence until the Contractor receives a completed AF Form 103 from Base Engineering.

B. Confine construction activities to areas defined for the Work in the Specifications and on the Drawings – or specifically assigned for that use by the Contracting Officer. Do not use any other areas on Government premises without written consent of the Contracting Officer.

C. Do not unreasonably encumber the Site with materials or equipment.

D. Assume full responsibility for protection and safekeeping of products stored at the Site.

E. The Government will occupy the premises during the construction period. Coordinate required shutdowns of building areas with the Government to facilitate construction operations and minimize conflict with Government usage.

F. The building occupants will remove personal and work-related materials from the work areas prior to the Contractor starting work in those areas.

G. Move, protect, store, and return furniture, equipment, and other items as necessary to complete painting, wall covering, tiling, carpeting, or any other work. Cover the existing furniture with durable drop cloths and develop a schedule to minimally impact the occupants.

1.7 CUTTING AND PATCHING

A. Perform cutting necessary for the installation of the Work. Perform patching required as a consequence thereof.

1.8 SITE ADMINISTRATION

A. The Prime Contractor shall assume responsibility for the general charge of the construction and the Site until the Project is turned over to the Government.

1.9 SHOP DRAWINGS

A. Where required by individual sections, submit four copies of the Shop Drawings to the Contracting Officer for approval. The Contractor’s responsibility for errors and omission in submittals will not be relieved by the Contracting Officer’s review of submittals. Do not begin work that requires submittals until those submittals have been returned with the Contracting Officer’s signature indicating review and approval.

1.10 LAYOUT

A. Immediately locate all reference points, layout the Work, and be responsible for all measurements and other work to be executed by the Contractor under the Contract.

Exercise precaution to confirm the figures shown on the Drawings before laying out the Work. Note: The Contractor shall be responsible for any errors resulting from a failure to do so.

B. Verify all dimensions of existing and new work. Be responsible for their accuracy. Submit differences found to the Contracting Officer for consideration before proceeding with the Work. No extra compensation will be permitted because of differences between the actual dimensions and the measurements indicated on the Drawings.

1.11 TESTING

A. Wherever various sections of the Specifications indicate that tests are to be performed, they shall be performed at the expense of the Contractor.

1. Perform laboratory testing using an approved independent Testing Laboratory (ITL)

2. Sampling and handling shall be the responsibility of the Testing Engineer.

B. Submit certified test data results to the Contracting Officer using AF Form 3000.

C. Notify the Government 48 hours prior to testing, so that a representative of the

Government may be present during testing.

1.12 TEMPORARY FACILITIES AND CONTROLS

A. Streets, Drives, and Walks:

1. Keep streets and drives clear of equipment, tools, and machinery.

2. If during the execution of this Contract it becomes necessary to obstruct any street, make necessary arrangements with the Contracting Officer’s Representative – and the Security Police – at least 48 hours in advance.

a. Keep streets and walks clear of mud and debris caused by construction operations.

b. Provide all drive and sidewalk barriers required and necessary, complete with lights for night use.

B. Provide temporary weathertight closures of openings in exterior surfaces to prevent entry of unauthorized persons. Coordinate with Security Police. Erect and maintain temporary dustproof partitions as required to prevent spread of dust, fumes, and smoke to other parts of the building. At completion of the Work, remove partitions and repair damaged surfaces to match adjacent surfaces.

C. Provide adequate sanitary toilet facilities for all workers employed on the Project. Maintain toilet facilities used by construction employees in a clean and sanitary condition and furnish necessary supplies.

D. Only store materials within the area of the Contract Limits. Do not store materials in a manner creating a nuisance or a fire or traffic hazard. Store flammable and combustible materials separately. Inside storage will not be available to the Contractor.

E. The Contractor shall ensure that all materials and equipment are protected prior to installation and until final acceptance. Storage shall be dry, clean, and safe. Materials or equipment that become damaged, deteriorated, rusted, or defaced due to improper storage shall be fully repaired, refinished, or replaced as directed by the Contracting Officer. Materials or equipment lost through theft or mishandling shall be replaced by the Contractor without additional cost to the Government.

F. Temporary Fire Protection: Observe all provisions of the Government safety regulations relative to fire prevention throughout the construction period. Ensure that applicable permits are visible and kept current.

G. Provide temporary safety equipment in accordance with the requirements of the Government's safety regulations.

H. Utilities:

1. Notwithstanding the provisions of other clauses of the Contract, all reasonably required amounts of water, gas, electricity, and the like, essential to the

USAFR ZQEL 14-0005 Page 9 of 12 performance of the Contract, will be made available at no cost to the Contractor from existing systems, outlets, and supplies.

2. Tying into Electrical Utilities: For this entire Project, tie-ins within Government-owned components will be at no cost to the Contractor.

3. Any arrangements with the utility company – or any fees involved in tying into the distribution system owned by the utility company – are the responsibility of the Contractor. The Government will not be held responsible for interruption of utility service and will not be liable for the Contractor's delays, damages, or increased costs occasioned by such an interruption of service.

4. Temporary connections or lines shall be installed, maintained, and removed by the Contractor at no additional expense to the Government and in a manner acceptable to the Contracting Officer.

5. No water may be obtained from the fire hydrants on the Base without permission from both the Contracting Officer and the Base Fire Department.

a. Temporary water lines connected by the Contractor to hydrants on the Base shall be equipped with reduced pressure backflow preventers.

1.13 PROJECT CLOSE-OUT

A. When the Contractor determines that the Work is complete, submit to the Contracting Officer a request (in writing) for final inspection in accordance with the terms of the Contract.

1.14 CLEANING

A. Conduct cleaning and disposal operations to comply with Federal, State EPA, and local land, air, and water laws.

B. Be responsible for seeing that the Site is kept clean at all times and that a daily cleaning is conducted. Storage shall only take place in designated areas.

C. Unless noted otherwise, all materials removed as a result of the Contractor's operations under the Contract shall become the property of the Contractor and shall be properly disposed of, reused, or recycled – away from the Base – at the expense of the Contractor.

D. Be responsible for final cleaning. See that the building and the Site are in a clean condition when they are turned over to the Government. At completion of the Work, the Contractor shall remove the Contractor's remaining tools, scaffolding, and surplus materials from the Site.

E. Prior to any demolition/excavation, submit a waste disposal plan for the recycling and disposal of construction waste materials and demolition debris resulting from the Work of this Contract, including:

1. A description of the waste materials and debris to be reused or recycled.

2. The proposed method of collection and transport.

3. The location of proposed disposal and recycling facilities.

4. The name, address, and telephone number for each facility and transporter.

a. If, for any applicable materials listed in Paragraph H below, recycling facilities are not available within a 100-mile radius of the Base, state that in the plan.

F. Provide all containers required to collect solid wastes collected during the performance of the Contract. At no time shall the Contractor use dumpsters or other waste receptacle maintained by the Base for the disposal of any solid wastes. Small quantities of recyclable materials, such as cardboard, metals, and wood pallets, may be placed in the recycling containers maintained by the Base. Coordinate this exception with the Base Environmental Engineer’s Office.

1. The dumpsters maintained by the Base are periodically checked. If it is determined that the Contractor has placed construction and/or demolition debris (other than the recyclable materials listed above) – or any other waste – in a dumpster or other solid-waste collection unit maintained by the Base, the Contractor will immediately remove said waste and dispose of it – or recycle it – properly, away from the Base.

2. If any waste is dumped in an unauthorized area, immediately remove the material and restore the area to its pre-existing condition.

G. Track the amount of construction/demolition debris and other solid waste that is disposed of under this Contract. It is preferred that the waste be tracked by weight – but tracking the waste by volume (that is, cubic yards) will also be accepted. Submit the amount of waste disposed of – and all associated weight tickets – to the Contracting Officer monthly using AF Form 3000.

H. Transport as much of the recyclable construction waste materials and demolition debris as practicable to a valid recycling facility. The recyclable materials can include:

1. Cardboard.

2. Rubble (asphalt and concrete).

3. Recycled cementitious materials (in concrete mix).

4. Brick.

5. Metals.

6. Wood.

7. Plastic.

8. Insulation.

9. Roofing.

10. Glass.

11. Acoustical ceiling panels.

12. Carpet.

13. Polyvinyl chloride piping.

14. R-22 refrigerant.

15. Ballasts.

16. Other materials applicable to the Project that can be reused or recycled.

I. Submit the amount of materials recycled – and all associated weight tickets – to the Contracting Officer monthly using AF Form 3000.

1.15 RECORD DOCUMENTS

A. Maintain at the Site one copy of the Drawings with redline changes.

B. At completion of the Work, deliver Record Documents to the Contracting Officer.

1. Be responsible for the preparation and furnishing of marked-up Contract Drawings including all of the Work of this Contract. Record, using colored pencil, in a neat, workmanlike manner, all cases where actual field construction differs from the Work as indicated by the Contract Documents – as well as changes in location and in elevation. Dimension concealed work and utility locations.

2. These marked-up Contract Drawings will not be acceptable as Shop Drawings.

3. Maintain these marked-up Contract Drawings at the Site as an up-to-date set of

Contract Drawings. At completion of the Work, turn this set of marked-up Contract Drawings over to the Contracting Officer for the updating of Record Drawings.

C. At completion of the Work, furnish four copies of a manual of information describing the products used for the Contract.

1. This manual shall serve as a reference to the products for potential maintenance and repair purposes.

2. This manual shall not supersede requirements for manuals or other information as may be stated in the submittal list and other sections of this Contract.

3. As applicable to the Contract:

a. This manual shall cover products such as:

1) Concrete.

2) Unit masonry.

3) Interior woodwork.

4) Steel studs.

5) Insulation.

6) Roofing.

7) Metal wall panels.

8) Sealants.

9) Door and door frames.

10) Gypsum board.

11) Door hardware.

12) Ceramic tile.

13) Paint.

a. Note: Do not turn containers of paint over to the Government.

14) Toilet accessories

15) Plumbing fixtures.

16) HVAC equipment.

17) Lighting components.

18) Fire detection equipment

19) Similar products.

b. This manual shall present product information such as:

1.16 PHOTOGRAPHY PERMIT

A. Prior to taking any photographs or video recordings – either for internal record or as required by the terms of the Contract – prepare a request for a photography permit, in letter format, and submit it to the Contracting Officer using AF Form 3000. The request shall indicate:

1. The Contract number.

2. The term of the Contract.

3. The locations or the Site(s) to be photographed.

4. Proposed dates and times to be accomplished.

5. Reason for photography complete with justification.

6. Whether the Contractor intends to take photographs and/or video recordings.

B. Provide a copy of any and all photographs and/or video recordings to the Government within ten calendar days of being taken, using AF Form 3000.

1. Still images shall be digital and submitted in compact disc (CD) format.

2. Video recordings shall be provided in either of the following formats:

a. Digital Versatile Disc (DVD).

b. Video Home System (VHS).

3. Clearly label the CD, DVD, or the videocassette and the videocassette case indicating:

PART 1 – GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section, including

– but not limited to – the following.

1. SECTION 01 00 00 – GENERAL REQUIREMENTS: Other required submittals:

a. The Waste Disposal Plan for the recycling and disposal of waste materials resulting from the Work under this Contract.

b. A monthly accounting of the amount of waste disposed of – and all associated weight tickets.
