AGENDA
Site Visit – 13 April 2017 Solicitation #FA6656-17-B-0004 Repair Base Contracting and Civil Engineering Squadron Facility B504
The project consists of two line items. Line item one: The contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to renovate the interior; reconfigure interior layout to meet current occupants’ needs; remove and dispose of water stained acoustic tiles throughout and replace with new acoustic tiles; demo and relocate walls, repair and prep walls and paint interior; provide new commercial grade carpet and wallpaper; remove and dispose of existing asbestos. Existing carpet and wallpaper and glue to be removed and disposed of. Exterior and interior doors require painting or replacement. Repair by replacement HVAC and electric systems that are outdated and or failing.
Line item two: Temporary trailers for use during the course of construction.
This project is a HUBZone Small Business set aside. Offers are only being solicited from eligible HUBZone small businesses in accordance with FAR 52.219-3 Notice of HUBZone Set-Aside or Sole Source Award.
This is a sealed bid solicitation. The bid opening will take place in B504 at 1000 (10 o’clock AM) in room 119 on 02 May. Offers will be publicly opened at that time. Envelopes containing offers must be sealed and marked with the offer’s name, the solicitation number, and the date and time the offers are due. Hand carried bids shall be delivered to the Contracting Office at Bldg 504, Room 119, no later than the time specified. Proposal package is to include required bonds and the Financial Institution Reference Sheet (Atch 4 of the solicitation). Arrangements will be made for base access for those who wish to attend
Contractors are reminded that in order to receive an award as a prime contractor, they must be registered and active in the System for Award Management (SAM) as well as have completed the representations and certifications within SAM. The NAICS code 236220 used in the solicitation must be included in the SAM profile.
The proposal is to be based on the specifications/drawings. General Contractors are urged to closely review the drawing notes. No changes will be made unless received in writing from the Contracting Officer in the form of an amendment. It is the contractors’ responsibility to check the FBO website for updates and amendments. This agenda as well as attendees will be posted to FBO.
Contractors are to direct all questions to the Contracting Office in writing. Questions can be e-mailed (phyllis.delgros@us.af.mil) or faxed (330-609-1042). Emails are preferred. It is imperative all communications are identified with the full solicitation number, not project number, in the subject line. Any/all questions received, along with the response, will be posted to the FBO website. Questions must be received by close of business on 21 April 2017 in order to get them to the engineer to answer and posted by 26 April 2017.
Contractors are reminded that the Buy American Act pertains per the terms of the contract. The contractor shall use only domestic construction material in performing this contract. (Reference Section I - Contract Clause 52.225-9.) Consideration should also be given to biobased products. This clause can be found in Section K.
