Section A: General Contract Information

Contracting Activity: 764th Specialized Contracting Squadron (SCONS)

Project/Program Name: United States Air Forces in Europe (USAFE) Ramstein Munitions Storage Areas (MSA) Buildings 2748-2753 Intrusion Detection Systems (IDS)

Section B: Description of the Supplies/Services Required

This requirement is for the procurement of hardware items necessary for the installation of a duress system in accordance with the United States Air Force-Europe (USAFE) Nuclear and Non-Nuclear Approved Equipment List (AEL) and Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic standard design. This design is based on internal and external components, which have been approved to operate based on the Information Assurance (IA) Authorization to Operate (ATO), and are tested by the Air Force Material Command, The Air Force Life Cycle Management Center at Hanscom Air Force Base to function as intended with multiple IDS, Closed Circuit Television (CCTV), and Access Control Systems (ACS). The procurement of the listed manufacturers/models ensures component compatibility, system availability, functionality, and maintainability throughout its life cycle.

The Firm Fixed Price (FFP) procurement is estimated to be funded with Fiscal Year 2017 Operations and Maintenance (O&M) funds.

Section C: Justification for Soliciting from a Single Source or Brand Name

(a) The United States Air Force (USAF) and USAFE must purchase components listed on the AEL. The AEL lists all equipment included in the following categories: Command, Control Display Equipment (CCDE), Assessment Subsystems, Assessment Cameras, Interior Sensors, Exterior Sensors, and Wide Area Detection/Approach Zone Sensors. SPAWARSYSCEN Atlantic must design systems based on the approval list updated approximately twice a year.

(b) Items not specified on the AEL, but listed as non-substitute items on the SOW, are items that are in the Government's best interest to purchase. This is due to rigorous engineering design analysis for installation compatibility, Underwriters Laboratories (UL) approvals, and life-cycle management.

SPAWARSYSCEN Atlantic has designed a uniform set of system components across sensor platforms to ensure that the Government is receiving the same high quality product for every installation. In order to reduce the likelihood of error in system installation, programming, and testing, SPAWARSYSCEN Atlantic has standardized the equipment designs and installation practices. New installations are transitioned to the USAFE sustainment program after successful phase testing. The sustainment contractor is required to maintain 10% spares of all components installed across 18 USAFE bases. Having a common set of components reduces the amount and type of components on the shelf and reduces the overall material cost and labor cost of maintaining a knowledge base of multiple devices

Section D: Efforts to Obtain Competition

Based on current market research, it has been determined that the brand-name products provided in the bill of material can fully support the Government's requirements for AEL and life-cycle sustainability. Parts and components are available via open market sources and will not limit solicitations from vendors.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Life-cycle of the current architecture per USAF/USAFE AEL. The O&M provider contract when rebid will revisit the Manufactures that can be supported and the options for widening the variety of spares maintained.

This will be revisited at that time to weigh the advantages/disadvantages of life cycle and shelf life of current in stock spares versus availability/interoperability of other commercially off-the-shelf (COTS) manufactures.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
