1. DESCRIPTION OF NEED: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to develop a 100% Installation Design Package (IDP) and post-installation As-Built IDP, procurement of equipment/materials, installation, and 100% Space and Naval Warfare Systems Center

(SPAWARSYSCEN) Atlantic System Operation and Verification (SOVT) / United States Air Force —

Europe (USAFE) Phase 1 – 3 certification of installed Intrusion Detection System (IDS) components, as defined in this SOW, except for those items specified as government furnished services (GFS). The

Contractor shall perform to the standards in this contract

2. SCOPE: The Contractor shall provide non-personal services including procurement, installation, and

USAFE Phase 1 - 3 testing of IDS to meet AFI 31-101 at Ramstein Air Base in accordance with this

SOW.

3. BACKGROUND: The U.S. Navy’s SPAWARSYSCEN Atlantic Command Stuttgart Office and 764th

Specialized Contracting Squadron (SCONS) are providing USAFE with assistance in the Ramstein Air

Base Munitions Storage Areas (MSA) B2748-2753 IDS installation.

4. OBJECTIVES: The objective of this project is to procure and install IDS materials/equipment for multiple non-nuclear Munitions Storage Areas (NMSA) buildings at Ramstein AB in accordance with Air

Force Instruction 31-101 (AFI 31-101).

5. SPECIFIC TASKS:

The U.S. Navy’s SPAWARSYSCEN Atlantic Command Stuttgart Office and 764th Specialized

Contracting Squadron (SCONS) are providing USAFE with assistance in the Ramstein Air Base buildings/NMSAs 2748, 2749, 2750, 2751, 2752, and 2753 Intrusion Detection System (IDS) installation.

5.1. Basic Task: The Contractor shall procure and install new materials and equipment to design and install the IDS at buildings 2748, 2749, 2750, 2751, 2752, and 2753 at Ramstein Air Base. The Contractor shall comply with the AFI 31-101 and the approved USAF/USAFE equipment list for all installation parameters and activities. In addition, the Contractor shall abide to standards and regulations specified in this SOW, Paragraph 13.

5.2. Progress Meetings: The Contractor shall attend in-person all the meetings relevant to the Ramstein

MSA B2748-2753 IDS and closely coordinate access/survey/materials delivery/installation/testing with

Government Technical Point of Contact (TPOC), tenants, Command Security and all other stakeholders.

5.3. Coordination Support: The Contractor shall work closely with the TPOC and support the needs of the project at the sponsor level. On-site coordination of meetings, developing agenda items, attending high-level meetings, generating minutes, and tracking action items shall be required. Support may require the

Contractor to recommend policies, doctrine, tactics, and procedures at the DoD, Federal, State, and Local level given their past experience, expert opinion or using analysis of actual outcomes. Project support may require significant coordination and interface with various DoD and non-DoD activities located in and out of OCONUS. The TPOC shall be included on all data and non-data deliverables listed in this

SOW. Meeting minutes shall be submitted no later than 10 days after the meeting.

5.4. Plans of Action and Milestone (POA&M): The Contractor shall develop a Plan of Action and

Milestones (POA&M) for all tasks and milestones associated with this SOW and submit to the TPOC.

The POA&M shall show the completion of all tasks, including review periods. The POA&M shall also include all contract and installation milestones. It shall utilize a Work Breakdown Structure (WBS) to compartmentalize the effort into definable work efforts and to show assigned resources to each work element and the amount of time in business days necessary to complete each element. The POA&M shall show the inter-dependencies between all tasks and sub-tasks. It shall have a Projected versus Actual versus Baseline tracking basis and shall identify tasks, dependencies, baseline start dates, baseline finish dates, baseline durations, and percent complete for each task and sub-task. It shall be developed in

Microsoft Office Project 2007 or later version.

A draft POA&M, baseline POA&M, and monthly POA&M updates shall be submitted. Monthly updates for the POA&M and all other monthly project management artifacts shall be submitted simultaneously prior to 5:00PM Eastern time on the 10th of each month at which time the Government TPOC has three

(3) business days to provide comments and the Contractor shall update three (3) business days thereafter.

At the discretion of the Government, the Contractor shall re-baseline the POA&M and provide up to two

(2) intra-monthly schedule updates.

5.5. Monthly Status Report

The Contractor shall provide a monthly status report of all activities within this contract to the TPOC. The

Contractor shall develop and deliver, each month, a monthly progress report which shall describe sponsor information, project information, 30-day look back of activities and deliverables, 30-day look ahead of schedule of activities and deliverables, contract history, project status, deliverable status, action items, requests for information, risks/issues, and service requests. All active and completed within the last reporting period level of effort tasks shall be identified with a description, completion status, estimated completion date, total amount, and any comments on the status.

This item shall be submitted prior to 5:00 PM Eastern Time on the 10th of each month at which time the

Government has three (3) business days to provide comments and the Contractor shall update three (3) business days thereafter. All monthly contract management and project management submittals shall be submitted at the same time.

5.6. Site Survey: The Contractor shall conduct a site survey to verify current site conditions, conduct interviews for functional requirements elicitation, and prepare for design. The Contractor shall come equipped with necessary equipment to conduct the site survey such as a GPS, camera, distance wheel, PPE, and other necessary tools. A camera pass shall be requested. All pictures shall be reviewed by the site security personnel prior to leaving the site. The contractor shall prepare an in-brief and site survey checklist and submit two weeks prior to the site survey to the government. The contractor shall prepare an out-brief and submit to the government 2 days prior to the completion of the site survey. The contractor shall develop a detailed 90% site survey report and submit within 2 weeks after the site survey. After review from the government, the contractor shall submit the finalized 100% site survey report. The contractor shall scan and submit survey notes and completed checklists. The contractor shall provide a copy of the pictures taken during the survey.

5.7. IDP Development: The Contractor shall produce an Installation Design Plan (IDP) according to the

Shore Installation Process Handbook (SIPH) v4.0 requirements. The Contractor shall submit IDPs to the

TPOC 90% and 100% stages. The government will require a minimum of five (5) business days to review and provide comments. The Contractor shall respond to the review and comments using a design review comments resolution matrix. The Contractor shall incorporate changes to the next stage of the IDP. If the

Contractor is unsure of comments or way forward they shall coordinate a design review meeting within five (5) business days from receipt of the government review and comments.

The Contractor shall submit As-built drawings 30 days prior to the completion of the contract. The

Contractor shall ensure to incorporate all the redline changes and review comments from the government.

The contractor shall turn over all IDP drawing files in both PDF and native .dwg form. All .dwg files used are mandatory deliverables to the government, including any and all XREFs used and all drawings shall be unlocked. The contractor shall also provide an excel version of the Master Parts List and any and all parts lists per series. If XREF drawing files are used in the design, the contractor shall bind all XREFs to the drawing file before final submission.

5.8. Project Support Agreement (PSA): The contractor shall develop and track completion of the PSA through USAFE IMSC DET 4/SF, TPOC, Ramstein Air Base ESS NCO, Civil Engineering Squadron

(CES), and Communication Squadron (CS). PSA shall be submitted with the 90% IDP submission.

5.9. Materials Procurement: The Contractor shall procure all equipment and material as defined in the design (SOW para 5.7). The Contractor shall submit a detailed material list to the government at the 90% design stage. The material list shall include: manufacturer, model number, quantity, unit price, and total price. No material shall be procured by the Contractor until approved by the government in writing. After approval, the Contractor shall provide monthly material/inventory list that includes: manufacturer, model number, quantity, unit price, total price, Contractor purchase request number, Contractor purchase order number, shipping tracking information to the Contractor’s facility, and shipping tracking information to the government facility. In addition, the Contractor shall be required to provide equipment warranties from Original Equipment Manufacturer (OEM) and extended warranties, if available from OEM.

The Contractor shall inspect, conduct power tests, and other reasonable dead on arrival tests for all applicable equipment to minimize any schedule delays with faulty equipment and materials. The

Contractor shall notify the Government of any faulty material via the weekly teleconferences and monthly report. The Contractor shall serve as the warranty manager by tracking the applicable government acceptance dates/receipt dates against the serial number of equipment.

5.10. Materials Storage/Site Delivery: The Contractor shall store procured installation equipment/materials in the local Contractor-provided storage facility.

5.11. Pre-Installation Test and Checkout (PITCO)

5.11.1. The contractor shall conduct a Pre-installation Test and Checkout (PITCO) to the test the system or subcomponents to verify that they meet system performance requirements. The contractor shall prepare a PITCO plan and submit along with 90% IDP.

5.11.2. All ESS equipment shall be fully programmed prior to shipment to site. All IDS alarm points, voltage windows and IP addresses shall be programmed during PITCO and shipped to the site for final

Baptizing (BAP) and programming into the system.

5.11.3. The government will require a minimum of 10 business days to review and provide comments.

The contractor shall respond to the review and comments using the design review comments resolution matrix.

5.11.4. The contractor shall incorporate changes to a revised PITCO document. If necessary, the contractor shall coordinate a PITCO review meeting within five (5) business days from receipt of the government review and comments.

5.12. Installation

5.12.1. The Contractor shall procure and install all equipment/materials in accordance with SOW sections 5.13 – 5.14 and section 13. Installation will take place only after an approved 100% IDP has been delivered to the Government.

5.12.2. The Contractor shall install field devices, make connections between head end location to newly installed field devices, and troubleshoot any fiber/communication connection issues between locations.

5.12.3. The Contractor shall provide maps in a bitmap file type with 1024x768 and up to 1080p resolutions that need to be loaded into Vindicator Command and Control (VCC) for the new site location

ESS.

5.12.4. The Contractor shall be responsible for procuring all the necessary miscellaneous and consumable components to ensure the system is functional and operational to include but not limited to:

5.13. Intrusion Detection System (IDS) Installation Details

The Contractor shall execute the following installation details and refer to the conceptual design attachment:

5.13.1. Buildings 2748

5.13.1.1. Procure and install a new Hoffman enclosure with wall mount [CSD24208] (Brand Name) on the existing wood mounting board, mounting panel [CP2424] (Brand Name), and keylock handle [CWHK] (Brand Name) composed of the following items:

a. 1 x Vindicator 1500 AES Network Device, Wire/RJ45 Version [548-34081-21] (Brand

Name)

b. 1 x LifeSafety Power Supply [FPO75] (Brand Name)

c. 1 x LifeSafety Power Distribution Module [D8] (Brand Name)

d. 1 x Power Sonic 18 ampere hour (Ah), 12 volts direct current (VDC) battery, F2 Terminal

[PS-12180F2] (Or Equivalent)

Equivalent) on the east wall to cover the entrance with 2 doors. Ensure that the PIR can cover the whole entrance for intrusion. Procure and install additional PIR if required.

5.13.1.3. Procure and install one (1) Bosch curtain Passive Infrared (PIR) motion detector [DS970] (Or

Equivalent) on the ceiling at the back of the building to cover the back exhaust vent. Use existing conduit going to the device location as necessary.

5.13.1.4. Procure and Install two (2) Magnasphere High Security Switch Level 2 (Entry Doors), No End of Line Resister Balance Magnetic Switches (BMS) [HSS-L2D-000] (Brand Name); one (1) on each entrance door

5.13.1.5. Procure and install one (1) Corby Arming Control Unit (ACU) [6520] (Brand Name)

5.13.1.6. Procure and install new power cable in EMT conduit from the outside power panel enclosure to

5.13.1.7. Procure and install fiber jumper cable and connectors in EMT conduit to connect one (1) single-mode fiber strand from one of the designated ports of the existing fiber enclosure to the Comnet

Fiber Media Converter inside the IDS enclosure.

5.13.1.8. Install the necessary IDS cabling in EMT conduit

5.13.2. Buildings 2749

5.13.2.1. Procure and install a new Hoffman enclosure with wall mount [CSD24208] (Brand Name), mounting panel [CP2424] (Brand Name), and keylock handle [CWHK] (Brand Name) composed of the following items:

5.13.6.6. Procure and install new power cable in EMT conduit from the outside power panel enclosure to the IDS enclosure. Utilize the spare 16 Amp circuit breaker Q6. Site Civil Engineering (CE) will terminate the power cable into the power panel.

5.13.6.7. Procure and install fiber jumper cable and connectors in EMT conduit to connect one (1) single-mode fiber strand from one of the designated ports of the existing fiber enclosure to the Comnet

Fiber Media Converter inside the IDS enclosure.

5.13.6.8. Install the necessary IDS cabling in EMT conduit

5.13.7. Buildings 2288

5.13.7.1. Procure and install six (6) single mode fiber patch cables to connect buildings 2748-2753 to building 2301.

5.13.8. Buildings 2301

5.13.8.1. Procure and install six (6) Comnet 1 Channel Fiber Media Converter, single-mode, A-side

[CNFE1002S1A] (Brand Name)in the existing ComNet Card Cage inside the existing

Vindicator equipment rack. If the event that are no 6 available slots in existing card cage to be identified during the site survey, the contractor shall procure and install one (1) additional

5.13.9.1. Program all IDS alarms to report to Vindicator V5 IDS server.

5.13.10. Required Site Support

5.13.10.1. Coordination with 86th MUNS and 86th Security Forces Squadron for site access and project management

5.13.10.2. Site CE will connect and terminate the power cable from the IDS enclosure in each building to the outside power panel spare circuit breaker Q6.

5.13.10.3. Site CS will provide one (1) strand of single-mode fiber optic communications between building 2748 to building 2288 to building 2301 IDS network Switch

5.13.10.4. Site CS will provide one (1) strand of single-mode fiber optic communications between building 2749 to building 2288 to building 2301 IDS network Switch

5.14. System Operational Verification Test (SOVT):

5.14.1. The Contractor shall conduct testing and evaluation to ensure that all equipment and systems comply with the performance specifications outlined in the applicable technical manuals, test specifications and requirement documents. The Contractor shall adhere the testing phases of the AFI 31-

101. The Contractor shall develop a 90% System Operation Verification Test (SOVT) document, and submit to the government TPOC at the 90% IDP stage. The Contractor shall follow the SOVT Preparation and Execution Guide (SPEG) v1.4 format for the creation of the document. The government will require a minimum of 10 business days to review and provide comments. The Contractor shall incorporate the required changes and submit the 100% SOVT document to the government.

5.14.2. The Contractor shall use the 100% SOVT document to perform a Contractor Verification Test

(CVT). CVT must take place within the two (2) weeks prior to the Phase 1 testing and shall monitor the system for operational issues up to the Phase 1 SOVT. Any issues shall be corrected prior to Phase 1 testing and retested locally for 100% operation capability. A signed and completed CVT test shall be submitted to the government with notification to the TPOC for Phase 1 testing initiation. The Contractor shall coordinate the actual Phase 1 SOVT or Government Acceptance Test (GAT) after a successful CVT.

The Contractor shall lead conducting the Phase 1 SOVT/GAT with the government TPOC. The

Contractor shall provide an alarm report in PDF and excel formats for the duration of the Phase 1 test.

5.14.3. The Contractor shall participate in the Phase 2, 72 hour test. The Contractor shall complete the initial USAFE Test Report Document, AF 747 and submit to the TPOC two (2) days after Phase 2 testing

Page 12 of 20 Pages completion. The Contractor shall also provide an alarm report in PDF and Excel format for the duration of the Phase 2 test.

5.14.4. The Contractor shall be responsible for any corrective issues on all components/items/software installed on this contract that are required during the 30 day Phase 3 testing through Final USAFE

Certification.

5.15. Site Cleanup:

The Contractor shall keep the work area clean and dispose of any waste and excess debris, in accordance with Host Nation laws/codes, at the end of each work day.

5.16. Closeout Package:

The Contractor shall submit to the TPOC a final turnover documentation not later than (NLT) five (5) days after completion of the contract via U. S. Army Aviation and Missile Research Development and

Engineering Center (ARMDEC) Secure Access File Exchange (SAFE) and a CD/DVD with a label with the USAF IMSC Det 4/SF logo, address, program name, project name, classification level, disc index number (e.g. Disc 1 of 2) and date. It shall include the As-built drawings, As-Built drawings incorporated into the site master index, As-built AutoCAD files, list of materials, equipment warranties, equipment data sheets, Ethernet switch configurations, and completed SOVTs.

5.17. Training:

The Contractor shall develop and deliver operator training manuals and one page quick reference guides for all systems installed. The Contractor shall conduct training to the end-user at the government site prior to the Phase 1 SOVT. The Contractor shall prepare training course materials prior to conducting the training. The Contractor shall track participation and the names of people trained to be included in the section 5.13 deliverable.

5.18. Post Award Conference/Contract Periodic Progress Meetings:

The Contractor shall attend the post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation (FAR) Subpart 42.5. The

Contracting Officer (CO), TPOC, with other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the CO will apprise the Contractor of how the government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

6. PLACE OF PERFORMANCE:

The work to be performed under this contract will be performed at Ramstein Air Base, Germany:

Buildings 2288, 2371, 2301, 2748, 2749, 2750, 2751, 2752, and 2753.

7. DATE OF DELIVERY:

The date of delivery and project completion shall be no later than one (1) year after date of award. Access to the project site for installation preparation activity is immediately after award of the contract.

8. SECURITY:

8.1. Physical Security: The Contractor shall be responsible for safeguarding all government equipment, information, and property provided for Contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured IAW AFI 31-101 and DoD Manual 5200.01 (DoD

Information Security Program: Protection of Classified Information).

8.2. Personnel Security Clearance Requirements: Contractor personnel performing work under this contract at the Government site must have an active personnel security clearance at the Top Secret / SCI level for installation by key personnel in the Joint Personnel Adjudication System (JPAS) at time of the proposal submission, and must maintain the level of security required for the life of the contract. The security requirements are IAW with the attached DD Form 254, “Department of Defense (DOD) Security

Classification Specification”. The Contractor shall ensure that contractor employees and sub-contractor employees performing services under this contract comply with FAR 52.204-2, Security Requirements when the employee has access to information classified “Confidential,” “Secret,” or “Top Secret.” The

Contract will ensure the employee complies with the Security Agreement (DD Form 441), including the

National Industrial Security Program Operating Manual (DOD 5220.22-M), and any revisions to DOD

5220.22-M, notice of which has been furnished to the Contractor. Site or Government personnel will not provide SECRET escorts during any part of the installation covered in this contract.

8.3. Background Checks: The Contractor shall ensure Contractor employees and any sub-Contractor employees performing services under this contract have passed a security check conducted by the Host

Nation Police Department of their residence or the State Police Department of their U.S. residence.

Security checks that have been completed as part of a personnel security clearance background investigation, or a previous background check that was a condition of employment, meet this requirement.

Documentation of these checks will be made available to the CO upon request. The Government retains the right to exclude any employee from performance of duties under this contract if a background security check reveals an employee is a security risk. The exclusion of an employee for security reasons will not relieve the Contractor from performance of services required under this contract. If the Government determines additional background checks are required, at a minimum, and upon request from the

Government, the Contractor shall provide to the CO, the following information on any Contractor or sub-

Contractor employee performing services under this contract:

a. Full birth name

b. Married name (if applicable)

c. SSN or local equivalent (ID card number)

d. Date of birth

e. Place of birth (city, country)

8.4. Installation Access: Access to US controlled areas is limited to personnel meeting security standards outline in USAFE Instruction 31-208 and Local National Screening Program (LNPS) and Installation

Access Control System (IACS). This requirement applies to all Contractor employees performing work under this contract on U.S. controlled areas. Failure to submit required information or to obtain required documentation will result in the exclusion of such employees from the U.S. controlled areas until such documentation is obtained. Employees of the Contractor who do not possess a valid installation access pass will be restricted from the workplace until the pass is (re)activated. No Contractor employees will be signed on the installation by an active card holder or Contractor to conduct work duties. The Contractor employees shall be subject to personal and vehicle searches when entering or leaving the installation. The

Government retains the right to exclude any employee from performance of duties under this contract if a background security check reveals an employee is a security risk. The exclusion of an employee for security reasons will not relieve the Contractor from performance of services required under this contract.

The TPOC will provide the Contractor the required information and documents for installation passes.

The Contractor shall provide a list of all employees that have that need to be registered for installation access. The format and content will be provided by the TPOC. The Contractor shall provide an installation pass log within 30 days after contract award. The pass log shall be updated as employees are added or removed and submitted to the CO/TPOC within five (5) days after changes.

Upon the termination of employment or termination/cancellation of this contract, the Contractor is responsible to collect the installation access passes. The Contractor shall collect the installation access passes the same day employment of an individual has expired/terminated, and shall return them to the issuing office within three (3) business days.

8.5. Background Check Notification Requirements: If a background check on any employee or sub-

Contractor employee performing services under this contract, whether the check was conducted as a condition of employment or as part of the contract with the Government, reveals any information from

Page 14 of 20 Pages any source (including host country law enforcement) of criminal activity by Contractor employees, sub-

Contractors, or sub-Contractor employees, the Contractor shall immediately:

1. Notify the TPOC of that information

2. Traffic violations, other than parking, will be reported to the TPOC only if the contract is for drivers for the Government.

3. Notify the TPOC of any suspicious activity by Contractor employees, sub-Contractors, or sub-

Contractor employees the Contractor believes may pose a risk to U.S. or host nation national security or imminent risk of deadly bodily harm to any person;

4. Any actions taken against Contractor employees, sub-Contractors, or sub-Contractor employees pursuant to this requirement.

The Contractor shall include the substance of this paragraph and the preceding paragraph in all subcontracts.

8.6. Employment Eligibility: Contractor shall ensure that all Contractor employees and sub-Contractor employees who reside in the U.S. performing services under this contract have been pre-screened for employment eligibility using the E-verify Program on the Department of Homeland Security website http://www.uscis.gov/e-verify. Personnel that have not met the employment eligibility requirement on this website are not authorized to perform services under this contract. Verification of the eligibility check will be made available to the CO/TPOC upon request. This requirement is not in lieu of and does not relieve the Contractor from the I-9 Employment Eligibility Verification Forms for employment of personnel.

8.7. Operations Security (OPSEC) Requirements: Contractor personnel shall adhere to facility security policies and restrictions. If applicable, government issued access badges shall not be worn outside designated facilities where visible to the general public. The Contractor shall immediately report suspicious activities to security personnel. The Contractor shall also outline their plan for complying with the Collateral Security Requirements as stated in the DD Form 254.

9. KEY PERSONNEL

The following Contractor personnel are considered key personnel by the government: Project/Contract

Manager, Project Engineer, and Lead Installer. The Contractor shall provide a Project/Contract Manager who shall be responsible for the performance of the work. The name of this person, and an alternate who shall act for the Contractor when the manager is absent, shall be designated in writing to the CO/TPOC.

The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. All key personnel shall be based in Germany or CONUS

Locations with preference for the lead installer to be based in the Ramstein Air Base area.

9.1. Special Qualifications or Certifications:
