1. DESCRIPTION OF NEED: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to develop a 100% Installation Design Package (IDP) and post-installation As-Built IDP, procurement of equipment/materials, installation, and 100% Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic System Operation and Verification (SOVT) / United States Air Force — Europe (USAFE) Phase 1 – 3 certification of installed Electronic Security System (ESS) components, as defined in this SOW, except for those items specified as government furnished services (GFS). The Contractor shall perform to the standards in this contract
2. SCOPE: The Contractor shall provide non-personal services including procurement, installation, and USAFE Phase 1 - 3 testing of ESS to meet AFI 31-101, and Intelligence Community Directive (ICD) 705 requirements at Ramstein Air Base in accordance with this SOW.
3. BACKGROUND: The U.S. Navy’s SPAWARSYSCEN Atlantic Command Stuttgart Office and 764th Specialized Contracting Squadron (SCONS) are providing USAFE with assistance in the Ramstein Air Base Combined Electronic Security System (ESS) Upgrades.
4. OBJECTIVES: The objective of this project is to procure and install ESS materials/equipment for multiple buildings at Ramstein AB in accordance with Air Force Instruction 31-101 (AFI 31-101) and the Intelligence Community Directive Number 705 (ICD-705).
5. SPECIFIC TASKS:
The U.S. Navy’s SPAWARSYSCEN Atlantic Command Stuttgart Office and 764th Specialized Contracting Squadron (SCONS) are providing USAFE with assistance in the Ramstein Air Base Combined ESS Upgrades.
The Contractor shall design, procure, and install ESS Upgrades in accordance with AFI 31-101 at Ramstein Air Base, Germany.
5.1. Basic Task: The Contractor shall procure and install new materials and equipment to upgrade the ESS at buildings 201, 526, 528, 529, 543, 2371, and 3334 at Ramstein Air Base. The Contractor shall comply with the AFI 31-101, ICD 705, and the approved USAF/USAFE equipment list for all installation parameters and activities. In addition, the Contractor shall abide to standards and regulations specified in this SOW, Paragraph 13.
5.2. Progress Meetings: The Contractor shall attend in-person all the meetings relevant to the Ramstein Air Base Combined ESS Upgrades and closely coordinate access/survey/materials delivery/installation/testing with the Technical Point of Contact (TPOC), tenants, Command Security and all other stakeholders. The TPOC will defined at the time of award.
5.3. Coordination Support: The Contractor shall work closely with the TPOC and support the needs of the project at the sponsor level. On-site coordination of meetings, developing agenda items, attending high-level meetings, generating minutes, and tracking action items shall be required. Support may require the Contractor to recommend policies, doctrine, tactics, and procedures at the DoD, Federal, State, and Local level given their past experience, expert opinion or using analysis of actual outcomes. Project support may require significant coordination and interface with various DoD and non-DoD activities located in and out of OCONUS. The TPOC shall be included on all data and non-data deliverables listed in this SOW. Meeting minutes shall be submitted no later than 10 days after each meeting.
5.4. Plans of Action and Milestone (POA&M): The Contractor shall develop a Plan of Action and Milestones (POA&M) for all tasks and milestones associated with this SOW and submit to the TPOC in accordance with section 12. The POA&M shall show the completion of all tasks, including review periods. The POA&M shall also include all contract and installation milestones. It shall utilize a Work Breakdown Structure (WBS) to compartmentalize the effort into definable work efforts and to show assigned resources to each work element and the amount of time in business days necessary to complete
Page 4 of 28 Pages each element. The POA&M shall show the inter-dependencies between all tasks and sub-tasks. It shall have a Projected versus Actual versus Baseline tracking basis and shall identify tasks, dependencies, baseline start dates, baseline finish dates, baseline durations, and percent complete for each task and sub-task. It shall be developed in Microsoft Office Project 2007 or later version.
A draft POA&M, baseline POA&M, and monthly POA&M updates shall be submitted within two (2) weeks after award . Monthly updates for the POA&M and all other monthly project management artifacts shall be submitted simultaneously prior to 5:00PM Eastern time on the 10th of each month at which time the Government TPOC has three (3) business days to provide comments and the Contractor shall update three (3) business days thereafter. At the discretion of the Government, the Contractor shall re-baseline the POA&M and provide up to two (2) intra-monthly schedule updates.
5.5. Monthly Status Report
The Contractor shall provide a monthly status report of all activities within this contract to the TPOC. The Contractor shall develop and deliver, each month, a monthly progress report which shall describe sponsor information, project information, 30-day look back of activities and deliverables, 30-day look ahead of schedule of activities and deliverables, contract history, project status, deliverable status, action items, requests for information, risks/issues, and service requests. All active and completed within the last reporting period level of effort tasks shall be identified with a description, completion status, estimated completion date, total amount, and any comments on the status.
This item shall be submitted prior to 5:00 PM Eastern Time on the 10th of each month at which time the Government has three (3) business days to provide comments and the Contractor shall update three (3) business days thereafter. All monthly contract management and project management submittals shall be submitted at the same time.
5.6. Site Survey: The Contractor shall conduct a site survey to verify current site conditions, conduct interviews for functional requirements elicitation, and prepare for design. The Contractor shall come equipped with necessary equipment to conduct the site survey such as a GPS, camera, distance wheel, PPE, and other necessary tools. A camera pass shall be requested. All pictures shall be reviewed by the site security personnel prior to leaving the site. The contractor shall prepare an in-brief and site survey checklist and submit two weeks prior to the site survey to the government. The contractor shall prepare an out-brief and submit to the government 2 days prior to the completion of the site survey. The contractor shall develop a detailed 90% site survey report and submit within 2 weeks after the site survey. After review from the government, the contractor shall submit the finalized 100% site survey report. The contractor shall scan and submit survey notes and completed checklists. The contractor shall provide a copy of the pictures taken during the survey.
5.7. IDP Development: The Contractor shall produce an Installation Design Plan (IDP) according to the Shore Installation Process Handbook (SIPH) v4.0 requirements. The Contractor shall submit IDPs to the TPOC 60%, 90%, and 100% stages. The government will require a minimum of five (5) business days to review and provide comments. The Contractor shall respond to the review and comments using a design review comments resolution matrix. The Contractor shall incorporate changes to the next stage of the IDP. If the Contractor is unsure of comments or way forward they shall coordinate a design review meeting within five (5) business days from receipt of the government review and comments.
The Contractor shall submit As-built drawings 30 days prior to the completion of the contract. The Contractor shall ensure to incorporate all the redline changes and review comments from the government.
The contractor shall turn over all IDP drawing files in both PDF and native .dwg form. All .dwg files used are mandatory deliverables to the government, including any and all XREFs used and all drawings shall be unlocked. The contractor shall also provide an excel version of the Master Parts List and any and all parts lists per series. If XREF drawing files are used in the design, the contractor shall bind all XREFs to the drawing file before final submission.

5.8. Project Support Agreement (PSA): The contractor shall develop and track completion of the PSA through USAFE IMSC DET 4/SF, TPOC, Ramstein Air Base ESS NCO, Civil Engineering Squadron (CES), and Communication Squadron (CS). PSA shall be submitted with the 60% IDP submission.
5.9. Materials Procurement: The Contractor shall procure all equipment and material as defined in the design (SOW para 5.7) In Accordance With (IAW) ICD 705 when required. The Contractor shall submit a detailed material list to the government at the 60% design stage. The material list shall include:
manufacturer, model number, quantity, unit price, and total price. No material shall be procured by the Contractor until approved by the government in writing. After approval, the Contractor shall provide monthly material/inventory list that includes: manufacturer, model number, quantity, unit price, total price, Contractor purchase request number, Contractor purchase order number, shipping tracking information to the Contractor’s facility, and shipping tracking information to the government facility. In addition, the Contractor shall be required to provide equipment warranties from Original Equipment Manufacturer (OEM) and extended warranties, if available from OEM.
The Contractor shall inspect, conduct power tests, and other reasonable dead on arrival tests for all applicable equipment to minimize any schedule delays with faulty equipment and materials. The Contractor shall notify the Government of any faulty material via the weekly teleconferences and monthly report. The Contractor shall serve as the warranty manager by tracking the applicable government acceptance dates/receipt dates against the serial number of equipment.
5.10. Materials Storage/Site Delivery: The Contractor shall store procured installation equipment/materials in the local ICD 705 compliant Contractor-provided storage facility.
5.11. Pre-Installation Test and Checkout (PITCO)
5.11.1. The contractor shall conduct a Pre-installation Test and Checkout (PITCO) to the test the system or subcomponents to verify that they meet system performance requirements. The contractor shall prepare a PITCO plan and submit along with 90% IDP. The PITCO shall be conducted in the contractor’s ICD 705 complaint facility. The Contractor shall implement the required Information Assurance (IA) / Cyber Security controls per the applicable Security Technical Implementation Guides (STIGs) on the network switches and develop checklists to document the STIG implementations. Apply network port security.
Configure the switches with the required Virtual Local Area Networks (VLANs).
5.11.2. Digital Management Product (DMP) panel shall be programmed with representative sensors during PITCO. DMP panel, sensors, and Arming Control Unit (ACU) shall be connected and tested to verify programming and the output of dry contact alarms through an Advanced Encryption Standard
(AES) 1500.
5.11.3. All ESS equipment shall be fully programmed prior to shipment to site. All IDS alarm points, voltage windows and IP addresses shall be programmed during PITCO and shipped to the site for final Baptizing (BAP) and programming into the system.
5.11.4. The government will require a minimum of 10 business days to review and provide comments.
The contractor shall respond to the review and comments using the design review comments resolution matrix.
5.11.5. The contractor shall incorporate changes to a revised PITCO document. If necessary, the contractor shall coordinate a PITCO review meeting within five (5) business days from receipt of the government review and comments.
5.12. Installation Cutover Plan
5.12.1. The contractor shall develop an Installation Cutover plan and submit along with 90% IDP. The plan shall describe the installation steps in a sequential manner, identify any risks, provide risk mitigations, and identify any downtime with durations.

5.12.2. The government will require a minimum of 5 business days to review and provide comments. The contractor shall respond to the review and comments using the design review comments resolution matrix.
5.12.3. The contractor shall incorporate changes to a revised Installation Cutover plan.
5.13. Installation
5.13.1. The Contractor shall procure and install all equipment/materials in accordance with SOW sections 5.13 – 5.14 and section 13. Installation will take place only after an approved 100% IDP has been delivered to the Government.
5.13.2. The Contractor shall install field devices, make connections between head end location to newly installed field devices, and troubleshoot any fiber/communication connection issues between locations.
5.13.3. The Contractor shall provide maps in a bitmap file type with 1024x768 and up to 1080p resolutions that need to be loaded into Vindicator Command and Control (VCC) for the new site location
ESS.
5.13.4. The Contractor shall be responsible for procuring all the necessary miscellaneous and consumable components to ensure the system is functional and operational to include but not limited to:

5.14. Electronic Security System (ESS) Installation Details
The Contractor shall execute the following installation details:
5.14.1. Buildings 526 528 and 529 ACS Installation and ESS Upgrades
5.14.1.1. Building 526 1st Floor Communications Room
5.14.1.1.1. Procure and install a new Hoffman enclosure with wall mount [CSD362410], mounting panel [CP3624], and keylock handle [CWHK] composed of the following items:
a. 1 x Cisco Catalyst, Layer 2, 8-port, Network Switch [WS-C3560CPD-8PT-S]

5.14.1.1.2. Install the single-mode duplex OS2 fiber cable from the new ACS enclosure to the fiber enclosure inside the communications room and port to be designated by Communications Squadron (CS). Install the necessary cabling in EMT conduit.
5.14.1.1.3. Procure and install power cables from the new ACS enclosure to nearest power panel to be designated by Civil Engineering Squadron (CES). Install the necessary cabling in EMT conduit.
5.14.1.2. Building 526 1st Floor Front Entrance
5.14.1.2.1. Remove the existing double-door and frame and procure and install two (2) doors with door closers, a center mullion, and door frame. One door leaf will be for egress only. The other door leaf will be will be controlled by the access control system. On the egress only door, it will have a lever handle to retract the latch bolt on the secure side, but will not have any handles on the unsecured side. On the ACS door leaf, it will have a fixed dummy vertical hand to pull the door on the unsecured side and a lever handle to retract the latch bolt on the secure side.
5.14.1.2.2. Procure and install one (1) Eff Eff electric door strike [142UR series] (Or Equivalent) on the center mullion for the ACS door leaf.
5.14.1.2.3. Procure and install one (1) HID multiclass card reader [RPK40]. The card reader will be wired and configured to control the electric door strike.
5.14.1.2.4. Connect the ACS devices to ACS enclosure in building 526 1st floor communications room.
5.14.1.2.5. Install the necessary cabling for the ACS devices in EMT conduit.
5.14.1.3. Building 526 1st Floor Side Entrance
5.14.1.3.1. Procure and install one (1) STI Exit Stopper Multifunction Door Alarm [STI-6400] on the emergency exit door.
5.14.1.4. Building 526 1st Floor Back Entrance
5.14.1.4.1. Procure and install one (1) STI Exit Stopper Multifunction Door Alarm [STI-6400] on the

5.14.1.5.2. Reconnect the existing IDS sensors on the new Vindicator panel.
5.14.1.5.3. Procure and installed one (1) riser-rated CAT6 cable to connect the Ethernet switch in the ACS enclosure in building 526 1st floor communications room.
5.14.1.5.4. Install the necessary cabling in EMT conduit.
5.14.1.6. Building 526 2nd Room 213
5.14.1.6.1. Inside the existing Vindicator IDS enclosure, procure and install one (1) Honeywell Vindicator AES-1500T Security Device, Wire/RJ45 [548-34081-21]. Remove the unneeded equipment and properly dispose via DRMO.
5.14.1.6.2. Reconnect the existing IDS sensors on the new Vindicator panel.
5.14.1.6.3. Procure and installed one (1) riser-rated CAT6 cable to connect the Ethernet switch in the ACS enclosure in building 526 1st floor communications room.

5.14.3.1.10. Procure and install one (1) Magnasphere High Security Switch Level 2 BMS [HSS-L2D- 000] Balance Magnetic Switches (BMS) to replace the existing BMS on the main entrance door.
5.14.3.1.11. Procure and install one (1) curtain Passive Infrared (PIR) motion detector to cover the main entrance.
5.14.3.1.12. Remove the existing 360 degree PIR near the main entrance that is currently being blocked by a column.
5.14.3.1.13. Procure and install one (1) Magnasphere High Security Switch Level 2 BMS [HSS-L2D- 000] to replace the existing BMS on the side door.
5.14.3.1.14. Procure and install one (1) curtain PIR motion detector to cover the side door.
5.14.3.1.15. Procure and install two (2) Magnasphere rollup door bracket w/o embedded End of Line Resister (HSS-L2D Mount) [HSS-1451-L2S000] on the roll-up door.
5.14.3.1.16. Remove the existing 360 degree PIR and curtain PIR near on the west wall.
5.14.3.1.17. Procure and install one (1) curtain PIR motion detector on a bracket and angled to cover the roll-up door.
5.14.3.1.18. Remove the existing 360 degree PIR southeast wall.
5.14.3.1.19. Rewire and connect all the field sensors to the new DMP PCU.
5.14.3.1.20. Output all of the alarms from the DMP PCU to the new AES-1500T Security Device.
5.14.3.1.21. Procure and install fiber jumper cable and connectors in EMT conduit to connect one (1) single-mode fiber strand from one of the designated ports of the existing patch panel in the Communications Room to the ComNet Fiber Media Converter inside the IDS enclosure.
5.14.3.1.22. Install the necessary IDS cabling in EMT conduit
5.14.3.2. Building 2371 Room 133 ESS Sever Room
5.14.3.2.1. Procure and install one (1) single-mode fiber patch cable to the port to be designated by Communications Squadron to the existing Vindicator ESS equipment rack.
5.14.3.2.2. Procure and install one (1) ComNet Fiber Media Converter, [CNFE1002S1A] into a spare slot in the existing card cage.
5.14.3.2.3. Procure and install one (1) CAT6 Ethernet patch cable to connect the ComNet Fiber Media Converter and into the existing Cisco Ethernet network switch in the existing ESS equipment rack.

5.14.3.2.4. Program all IDS alarms to report to Vindicator V5 IDS server.
5.14.3.3. Required Site Support
5.14.3.3.1. Site / Communications Squadron to provide 1 strand / simplex of single-mode OS2 fiber cable from building 3334 Communications Room to building 2371 room 133 ESS Server Room.
5.15. System Operational Verification Test (SOVT):
5.15.1. The Contractor shall conduct testing and evaluation to ensure that all equipment and systems comply with the performance specifications outlined in the applicable technical manuals, test specifications and requirement documents. The Contractor shall adhere the testing phases of the AFI 31-
101. The Contractor shall develop a 90% System Operation Verification Test (SOVT) document, and submit to the government TPOC at the 90% IDP stage.
