52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is determined to be the lowest price technically acceptable (LPTA) proposal with acceptable past performance. The Government may award without interchanges, reserving the right to hold interchanges if deemed necessary by the CO.
The Evaluation Factors are:
FACTOR 1 – Price
FACTOR 2 – Technical
SUBFACTOR 1 – Technical Approach SUBFACTOR 2 – Management Approach SUBFACTOR 3 – Experience
FACTOR 3 – Past Performance.
(1) FACTOR 1 – Price. All offeror’s proposed price will be determined by multiplying the quantities identified in the SF 1449 Continuation Sheet by the proposed unit price for each Contract Line Item Number (CLIN) to confirm the extended amount and the total amount. Unrealistically high, low or unbalanced prices may serve as a basis for rejection of the proposal. The price evaluation will document the reasonableness and completeness of the total evaluated price.
(i) Arithmetic Discrepancies. For the purpose of initial evaluation of offers, the following will be utilized in resolving arithmetic discrepancies found on the face of the Price Schedule as submitted by the offeror.
(A) Obviously misplaced decimal points will be corrected;
(B) Discrepancy between unit price and extended price, the unit price will govern;
(C) Apparent errors in extension of unit prices will be corrected;
(D) Apparent errors in extended prices per CLIN will be corrected.
(ii) For the purpose of offer evaluation, the Government will proceed on the assumption that the Offeror intends his/her offer to be evaluated on the basis of the unit price. The totals arrived at by resolution of arithmetic discrepancies listed above will be so reflected on the abstract of offers. These correction procedures shall not be used to resolve any ambiguity concerning which offer is low.
(2) FACTOR 2 – Technical. The technical criteria below will be used to evaluate proposals for accuracy and completeness. The ratings applied to Technical Capability will be Acceptable or Unacceptable. Offerors must have an Acceptable rating on SUBFACTOR 1 – Technical Approach, SUBFACTOR 2 – Management Approach and SUBFACTOR 3 – Experience in order to receive an overall acceptable rating for FACTOR 2.
RATING DEFINITION
Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
(i) SUBFACTOR 1 – Technical Approach: The Government will evaluate quotes to determine whether the offeror has successfully demonstrated its knowledge, skills, and abilities of the tasks to be performed, as well as the technical approach and methodology and flexibility that will be utilized in accomplishing successful performance of Medical Coding at United States Air Forces in Europe Medical Treatment Facilities. To be considered “Acceptable” the offeror will successfully demonstrate:
(A) A knowledge and understanding of DOD and AF coding and coding systems, as well as applicable MHS coding systems, including, but not limited to: Coding Compliance Editor (CCE), Composite Health Care System (CHCS), Ambulatory Data Module (ADM), Essentris, MHS Genesis, and Armed Forces Health Longitudinal Technology Application (AHLTA). (PWS paragraphs 3.1.1, 3.2.1, 3.3.1, 4.1).
(B) The ability to demonstrate coding accuracy IAW PWS Paragraph 4.1.16.2 as follows:
(1) Paper‐based outpatient encounters (e.g. APV and ER) not less than 6/hour with a 97% accuracy rate (the current Air Force Standard for coding accuracy);
(2) Electronic record based outpatient encounters and inpatient rounds not less than 11/hour with a 97% accuracy rate; and
(3) Inpatient discharges not less than 2/hour with a 97% accuracy rate.
(C) The ability to demonstrate coding timeliness IAW PWS Paragraph 4.1.16.1 as follows:
(1) Review and coding of 97% of all outpatient clinic visit records within three (3) days post encounter;
(2) APVs within 15 calendar days of the encounter;
(3) Inpatient stays within 30 calendar days of discharge; and
(4) Daily inpatient rounds within three (3) calendar days of the encounter.
(ii) SUBFACTOR 2 – Management: The Government will evaluate proposals to determine whether the offeror has submitted the required Management Plan that clearly demonstrates its ability to successfully accomplish the items outlined in the Addendum to FAR Provision 52.212-1, paragraph 4.3. In order to determine the acceptability or non-acceptability of the Offeror's Management Approach, the Government will evaluate the Offeror's Staffing Plan to determine the adequacy of the Offeror's proposal in addressing the items referenced in FAR Provision 52.212-1, paragraph 4.3.8 and subsections 4.3.8.1 – 4.3.8.3 thereto.
(iii) SUBFACTOR 3 – Past Experience: The Government will evaluate quotes to determine whether the offeror has demonstrated its capabilities and experience on previous and/or current Medical Coding Services indicating that the offeror has in the past performed requirements of similar magnitude within the last three (3) years. Details as to the type of information to include is outlined in Addendum to FAR Provision 52.212-1, paragraph 4.4.
(iii)(a) To be considered “Acceptable” the offeror will successfully demonstrate:
1. Experience in performing medical coding and training within the last 3 years counted from the date set for receipt of proposals for this RFQ and shall have been performed for at least one continuous year.
2. Experience on contracts in an OCONUS environment within the last 3 years.
(3) FACTOR 3 – Past Performance. Past Performance will be evaluated based on subjective assessment of how well the offeror performed on past recent and relevant work, as outlined in Addendum to FAR Provision 52.212-1, paragraph 5. Offeror must receive an Acceptable rating to receive an award. This rating is based upon offeror-provided information, or information obtained from any other sources of past performance information, indicating performance of Medical Coding as follows:
Recency Assessment. An assessment of the past performance information will be made to determine if it is recent.
To be recent, the effort must be ongoing or must have been performed within the last five (5) years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.
Relevancy Assessment. The Government will conduct an evaluation of all recent performance information obtained to determine whether the services performed under those contracts are relevant. For each recent past performance citation reviewed, the relevance of the work performed will generally be assessed as to the relevancy of the effort as defined in the table below. In determining the relevancy of effort performed under individual past performance contracts, the government will only consider the specific effort or portion consistent with that proposed by the contractor. The Past and Present Performance Questionnaire and information obtained from other sources will be used to establish the relevancy of past performance. The Government will use the following definitions:
Rating Definition Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a) (2) (iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “Unknown” shall be considered “Acceptable.”
(i) The Past Performance information may be obtained from the following sources:
(A) Reference List (Please see details in 52.212-1, Paragraph 5.6.).
(B) Past Performance Questionnaires (PPQ).
(C) Past Performance Information available from other sources such Federal Awardee Performance and Integrity Information System (FAPIIS).
(4) AWARD PROCESS: The Government intends to award to the lowest priced, technically acceptable offeror with an acceptable past performance rating; the Government reserves the right to hold communications at any point during the evaluation. The evaluation process is as follows:
(i) The Government will first evaluate all proposals for price, ranking the offerors from lowest to highest total evaluated price. A price fair and reasonable determination will be made on the apparent successful offer prior to award. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement, including the six-month extension available under FAR Clause 52.217-8, Option to Extend Services. For evaluation purposes of the six month Option to Extend Services clause, the extended total will be calculated by multiplying the proposed unit price for CLIN 4002 by 50%. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
NOTE: Pricing for the option periods will be evaluated for use under Federal Acquisition Regulation clauses 52.217-8 and 52.217-9
(ii) Technical: The apparent lowest price proposal, will then be evaluated for Technical Acceptability. Proposals must be rated “Acceptable” for all technical subfactors in order to be determined technically “Acceptable”. If the lowest priced offeror’s technical proposal is “Unacceptable”, the next low offeror’s technical proposal will be evaluated, continuing until an offeror with an “Acceptable” technical rating is identified. Based on the price analysis techniques contained in FAR 15.404(b)(2)(i), the Government reserves the right to review or evaluate additional offeror’s proposals solely to assist in determining price reasonableness.
(iii) Past Performance: The lowest priced, technically “Acceptable” offeror’s past performance will be evaluated.
If the lowest priced, technically “Acceptable” offeror’s past performance is determined to be “Unacceptable”, the Government will evaluate past performance of the next lowest priced, technically acceptable offeror. This process will continue, as needed, until an offeror is rated ”Acceptable” for past performance.
(iv) Once the lowest priced technically acceptable offer with acceptable past performance is identified, an evaluation will be conducted of the next lowest priced offer in order to determine technical acceptability. This evaluation is done to establish a basis for an apples-to-apples comparison and to aid in the determination that the lowest priced offer is fair and reasonable through competition. The Government reserves the right that if the lowest priced, technically “Acceptable” offeror’s past performance is determined to be “Acceptable”, the evaluation process will stop and the award will be made to that offeror, pending an affirmative price fair and reasonable determination.
(v) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
