Section 1 – Description of Services

1. Description of Services. The Contractor shall provide all specialized tools and equipment and qualified labor to inspect, test, maintain and repair the United States Air Forces Europe (USAFE) structural and aircraft Liquid Propane Gas (LPG)-fueled fire trainers (mobile and fixed facility) in a manner that will ensure their serviceability and prevent deterioration in operational effectiveness. The Contractor shall comply with this Performance Work Statement (PWS), Air Force Technical Order (TO) 35E1-2-13-1 (latest version in effect at the time utilized) Operation and Maintenance Instructions for Aircraft Live Fire Training Facilities (AFTF), commercial standards, manufacturers’ recommendations, procedures, and technical data, and local, state, and federal guidelines as applicable to the work involved.

1.1. Inspection and Preventive Maintenance Services for LPG AFTF. The contractor shall maintain four (4) LPG aircraft trainers facilities located at Ramstein AB, Germany; Aviano AB, Italy; RAF Mildenhall, UK; and RAF Lakenheath, UK. In addition, the Government reserves the right to negotiate with the contractor to increase the requirement to include any future LPG live fire trainers that may be added to USAFE’s inventory. The Contractor shall perform all required inspections and preventive maintenance in accordance TO 35E1-2- 13-1 (latest version in effect at the time utilized), this PWS, commercial standards and Appendix 1A – USAF AFTF Inspection & Testing Requirements. The Contractor shall also perform winterization and de-winterization services.

1.1.1. Winterization. The Contractor shall perform winterization services in accordance with TO 35E1-2- 13-1 (latest version in effect at the time utilized), Subordinate Work Package (SWP) 005 01. The Contractor shall coordinate with the Field Representative at each base to schedule the winterization preventive maintenance two (2) weeks prior to scheduled maintenance. All winterization maintenance shall be accomplished no later than (NLT) 31 October of the calendar year.

1.1.2. De-winterization. The Contractor shall perform de-winterization services in accordance with TO 35E1-2-13-1 (latest version in effect at the time utilized), SWP 005 02. The Contractor shall coordinate with the Field Representative at each base to schedule de-winterization preventive maintenance two (2) weeks prior to scheduled maintenance. All de-winterization maintenance shall be accomplished NLT 31 May of the calendar year.

1.2. Inspection and Preventive Maintenance Services for LPG Mobile Aircraft Fire Trainers (MAFT). The Contractor shall maintain four (4) MAFTs currently located at RAF Fairford, UK; Moron AB, Spain; Lajes AB, Portugal; and Spangdahlem AB, Germany. The Government reserves the right to negotiate with the contractor to increase the requirement to include any future MAFTs that may be added to USAFE’s inventory. The Contractor shall perform all required inspections and preventive maintenance in accordance with commercial standards, this PWS and Appendix 1B - USAF Live MAFT Inspection & Testing Requirements.

1.3. Inspection and Preventive Maintenance Services for Commercial Structural Live Fire Trainers. The Contractor shall maintain six (6) structural fire trainers currently located at RAF Lakenheath UK, Aviano AB Italy, RAF Mildenhall UK, Ramstein AB GE, RAF Croughton UK, and RAF Molesworth. The Government reserves the right to negotiate with the contractor to increase the requirement to include any future structural fire trainers that may be added to USAFE’s inventory. Costs associated with additional LPG live fire trainers will be negotiated when approval for purchase is received. The Contractor shall perform all required inspections and preventive maintenance in accordance with commercial standards, manufacturer’s specifications, this PWS, Appendix 1C - T-500 Structural Fire Trainer Inspection & Testing Requirements.

1.4. Minor Repair. The Contractor shall perform minor repairs as needed and approved by the field representative at each base prior to the repairs. Minor repairs are defined as preventive inspection and maintenance measures to restore each trainer to its full operating capability without requiring a major repair as described in Para 1.5. The Contractor shall utilize spare parts to accomplish such servicing, if replacement spare parts are available on site. If materials, supplies, and parts are needed and are not on site, the contractor shall determine what is required and submit a quote to the USAFE HQ A4C office for approval. The quote shall include, at minimum, a detailed breakdown of the individual items needed, the price for each item, and the vendor(s) through which the item(s) are available. All minor repair items shall be purchased by the Government. The Contractor is not entitled to reimbursement under this contract for the cost of minor repair parts procured by the Government. Minor repair parts are not to exceed $3,000.00 in cost and may include shipping/handling costs. The Contractor is responsible for conducting market research to ensure the correct materials, supplies and parts are being procured and that the quote presented to the Government is the most cost effective solution. Repairs with ordered parts may be completed upon subsequent visit in accordance with a semi-annual performance of the contract or an earlier visit.

1.5. Major Repair. Major repairs are not included in this contract. All major repairs that deem the trainer unserviceable shall be reported to the Field Representative at each base and referred to the Using Organization. Major repairs are defined as unexpected parts replacement (part failure for unknown reason), repairs that require additional site visits or back-ordering of parts, and repairs that require over $3,000.00 in parts to restore the trainer to its full operating capability.

1.6. Frequency. Each trainer shall be inspected and preventive maintenance performed on a semi-annual basis. Any conflict between this PWS and the technical order, commercial standards or manuals will be resolved in favor of the PWS required frequency.

1.7. Scheduling. The Contractor shall submit an initial inspection and preventative maintenance schedule to the Contracting Officer within five (5) days after contract award. The Contractor shall coordinate and schedule actual inspection and maintenance dates/times with the applicable Field Representative of each base to prevent conflicts with on-going missions or exercises. The Government will provide to the Contractor a list of names and contact information for the Field Representative(s) at each base.

1.7.1. Operational Check. The Government, as part of the initial scheduling process, will conduct a complete “operational check” of each trainer and provide the results to the Contractor at least two weeks before the Contractor is scheduled to arrive at each base.

1.8. Reports. The Contractor shall submit a complete report of all inspections, maintenance and servicing accomplished. An example format is included under Appendix 1A through 1C for each type of trainer.

The reports shall be submitted to the Field Representative, Contracting Officer Representative (COR) and Contracting Officer within 10 calendar days after completion of the inspection, maintenance or servicing.

The reports shall include a record of conditions found, repairs, recharging, and all replacement parts used.

All records, documents, and associated papers provided by the Contractor or generated during the period of this contract become Government property and will be returned to the Government upon contract termination or completion. During the contract period, all records, documents, and associated papers will be available for Government review.

1.9. Telephone and On-line Technical Support. The Contractor shall provide 24/7 Toll-free telephone and on-line support to facilitate simple troubleshooting and operator maintenance.

1.10. Materials and Equipment. The Contractor shall provide all specialized tools and testing equipment to accomplish maintenance and testing as required.

1.11. Travel. All cost for travel shall be included in the contract line items for maintenance and repair services.

1.12. Safety. Liquid propane used in the facility is potentially explosive. The fire department training ground is a nonsmoking area. Personnel shall practice proper grounding procedures in accordance with the National Electric Code (NEC). Personnel shall wear appropriate protective clothing and be aware of emergency procedures to perform emergency shutdown and start-up.

1.13 Change in Place of Performance. It may be necessary to temporarily or permanently relocate one or more structural and aircraft LPG-fueled fire trainers (mobile and fixed facility) to a different site or location. The Government reserves the right to negotiate with the contractor any required change in place of performance.

Section 2 – Government Furnished Services

2. Government Furnished Services. The Government will provide the following services as part of this contract.

2.1. Security and Fire Protection. The Government will provide Security Forces and Fire Protection for on base facilities in accordance with Government guidelines.

2.2. Utilities. The Government will provide water and electricity as required.

Section 4 – General Information

4.1. Environmental Protection. The Contractor shall comply with all applicable United States Air Force (USAF) environmental regulations and Host Nation environmental laws and regulations. The Contractor shall also comply with local safety regulations and fire requirements, including the Air Force Occupational Safety and Health (AFOSH) Standards. The Contractor shall ensure that the purchase, use, handling, storage, and disposal of all toxic, hazardous and special materials and wastes are in accordance with all applicable USAF and Host Nation laws, regulations, policies and procedures that are established to protect the health and safety of employees and the community along with minimizing/eliminating the risk of environmental pollution.

4.2. Quality Control. Contractor shall develop and maintain a quality program to ensure maintenance and repair services are performed in accordance with TO 35E1-2-13-1(latest version in effect at the time utilized), this PWS, commercial standards, manufacturers’ recommendations, procedures, technical data, and applicable USAF and Host Nation regulations. The program shall consist of method(s) for identifying and preventing defects, including preventing repetitive problems in the quality of service performed. The Contractor shall maintain a file of all inspection(s), repairs, and corrective actions made by the Contractor. This documentation shall be made available to the Government during the term of the contract and shall become the property of the Government at contract completion. It shall also contain the name and duty phone numbers for persons to be contacted.

4.3. Security Requirements. The installation access will be coordinated with the local installation fire chief and Security Forces Squadron. Contract personnel will not enter restricted areas without escort from authorized personnel. The Contractor shall restrict personnel to only those areas required to performing work.

4.4. Disposition of Materials. The Contractor shall dispose of any and all expended and broken items properly in accordance with (IAW) host base disposal procedures.

4.5. Contractor Clean Up. The Contractor shall, at all times, keep all work areas free from accumulations of waste material and rubbish. Upon completion of the job, the Contractor shall leave the work and premises in a clean, neat, and orderly condition.

4.6. Performance of Services During Crisis is Non-Mission Essential as Declared by the Commander(s). In the event the Contractor is unable to perform his/her daily operations due to peacetime emergency and/or wartime contingency disturbances, etc., neither the Government nor the Contractor shall take action for non-compliance with contract requirements.

4.7. Wide Area Work Flow Procedures. Services shall be accepted and certified via the Wide Area Work Flow-Receipt and Acceptance website at https://wawf.eb.mil.

4.8. Employee Conduct. The Contractor is responsible for the conduct, professional credibility, and security compliance of contracted employee while working on USAF installations.

4.9 Contractor Manpower Reporting. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for USAFE Live Fire Trainers via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.

4.9.1. Uses and Safeguarding of Information. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

4.9.2. User Manuals. Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for Government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

4.10. Compliance with Local Law. It is the Contractor’s sole responsibility to ensure it is legally operating at each location in accordance with all host nation laws, to include labor laws.
