REQUEST FOR PROPOSAL QUESTIONS/ANSWERS

SOLICITATION NO. FA5641-15-R-0009

FOR

UNITED STATES AIR FORCES IN EUROPE LIVE FIRE TRAINERS II

(USAFE LFT II)

Date: 11 Aug 2015

Question #1: Section 1.4 of the PWS states that ‘contractor is not entitled to reimbursement for the cost of minor repairs’. Does this mean that each CLIN should include the cost of minor parts? If so, why does the contractor need to submit a quote to USAFE HQ for approval (per

PWS 1.4)?

Answers: Please refer back to the Performance Work Statement (PWS), paragraphs 1.0 and 1.4 to that regard, and response to Question 4 listed below.

Question #2: Pages 80 to 83 of the RFP provide base access details, and include all countries except for Spain. Can you please provide details for access to Moron Air Base.

Answers: Because Spain is not explicitly mentioned please utilize the base access method provided by the AFFARS clause 5352.242-9000.

Question #3: The RFP includes the following clauses by reference:

a. 52.228-3 Worker's Compensation Insurance (Defense Base Act) JUL 2014

b. 52.228-4 Workers' Compensation and War-Hazard Insurance Overseas APR 1984.

Can you please clarify which installations require this insurance for access to base, and clarify in which CLIN the associated costs are to be allocated.

Answers: Clauses 52.228-3, Worker's Compensation Insurance (Defense Base Act) (JUL 2014) and 52.228-4, Workers' Compensation and War-Hazard Insurance Overseas (APR 1984) apply to all locations on the contract. The associated cost can be separated over all CLINS.

Question #4: The SOW states the contractor will be reimbursed for consumable materials such as items listed in the Tech Order. However the contract states the contractor is responsible for all consumables. Can you clarify?

Answers: The PWS does not state that contractors will be reimbursed for consumable materials, the PWS states that:

“The Contractor shall utilize spare parts to accomplish such servicing, if replacement spare parts are available on site. If materials, supplies, and parts are needed and are not on site, the contractor shall determine what is required and submit a quote to the USAFE HQ A4C office for approval. The quote shall include, at minimum, a detailed breakdown of the individual items needed, the price for each item, and the vendor(s) through which the item(s) are available. All minor repair items shall be purchased by the Government.”

Please refer to PWS paragraph 1.4. for the complete language. However, it has been noted that the PWS and RFP Contract Line Item Number language are contradictory; therefore, the

Government will amend the Solicitation to remove contractors responsibility for the provision of the consumable items.
