About this file
This document contains questions and answers regarding Solicitation Number FA561321Q0006 for maintenance and repair of car lifts at Ramstein Air Base in Germany. The solicitation requires emergency repairs within two hours and contractors must bring their own hydraulic oil and arrange for disposal. Pricing assumptions in the workload estimate and bid schedule differ regarding hours per repair call, and item 5 is missing from the workload estimate. The car lift listing is available in Word format. Parts for repair in the bid schedule are priced at a not-to-exceed amount of 30,000EUR over the contract years, and contractors may propose a material handling rate. Consent forms and past performance questionnaires referenced as attachments are available on SAM.

We have following questions concerning the request:
Which reaction time for emergency repairs is expected?
PWS para. 1.4.2. (2hrs)
Are spare parts on stock by USAF, which can be used?
No
Or do we have to order as required?
yes hydraulic oil: Do we have to bring it with us? Disposal?

Attachment1: 1.6. Parts)
Para 1.6. in the PWS has been updated.
Appendix A (Workload Estimate Data per Year / page 11 of 17) – Item 3 states “average of 7 hours per call” yet in the Pricebook (Attachment 2 Bid Schedule Car Lifts FY 21 - 26 (Final)) it states “equals 10 hours per call”. The same applies to Item 4 (3 hours vs. 5 hours). Which assumption will govern?
We assume 7hrs per repair call instead of 10 listed in the bid schedule We assume 3hrs per emergency repair call instead of 5hrs listed in the bid schedule
Appendix A (Workload Estimate Data per Year / page 11 of 17) – ( c ) states “… item #4 or 5 of the Estimated Workload…” but Item 5 is not listed. We assume this was an oversight or is there an item missing?
Yes, there is no item 5, needs to be deleted
Appendix B (Car Lifts and Dock Levelers Listing and Location / pages 12-17 of the PWS) – Would it be possible to receive the information in Microsoft Excel format?
Yes the list is available as Microsoft Word document
Attachment 2 Bid Schedule Car Lifts FY 21 - 26 (Final) – Parts for Repair (A15) can be priced through all options. Why are we, the contractor, being asked to provide a LS amount for replacement parts? Only the Government and / or incumbent know how much Material has been required in the past. This item should be estimated by the Government.
Bid schedule (A15) Parts for repair is priced out not to exceed 30,000EUR through all the contract years.
Will the Government allow for contractors to provide a material handling rate to cover material purchasing efforts?
Para 1.6. in the PWS has been updated
