1. General: Is this a new requirement? If no, can you provide the contract number and name of the incumbent?
This is a reacquisition of an existing requirement: FA558716A0006 and FA558716A0007 with Millennium Health and Fitness Inc. and TD Support Services Corp.
1. BPA Terms and Conditions: The ordering period for subject BPA is 01 March 2021 through 28 February 2026 (60 months). The call limitation reads that it shall not exceed $25,000.00. We are inquiring if the BPA call limitation of $25,000.00 is per year?
The $25,000 call limitation is per class ordered, not per year.
1. BPA Terms and Conditions: Invoices and Payment - We are inquiring if the Contractor will submit invoices for services rendered via DFAS? Is the Government utilizing DFAS eSolutions GPC Program?
Currently the plan is for vendors to send their monthly invoices by email and receive payment with GPC. If desired, invoicing could be set up through WAWF for acceptance only. We do not plan to use the eSolutions GPC program.
1. Price Sheet: If there is a fitness class listed that the Contractor does not provide, what is the required response to provide a best value quote? (i.e. N/A for Not Applicable) The appropriate response is whatever clearly shows the vendor is not providing a quote for that class. N/A is acceptable, as would be “Not Provided” or similar
1. Performance Work Statement: Scope of Work - Marketing Request - Is the Contractor creating the promotional material (i.e. Flyers) to advertise the group fitness classes or is the Government (86Marketing Department) creating the promotional material? Does RAF Mildenhall distribute a newsletter to authorized patrons to promote events, fitness classes, etc.?
Our 100th FSS Marketing Team is responsible for the creation and posting of flyers on assigned RAFM Fitness social media platforms and other facilities throughout the base. Certified Contractors/Instructors can share those flyers as they see fit via their own pages. In addition, all certified instructors are given editing rights to all our social media platforms.
1. Performance Work Statement: Scope of Work - Logs of schedules and classes - Can you provide an example of the log that the Contractor is required to maintain?
We do not have a standard log, but we recommend that the following information is recorded:
| • | Instructor Name |
| • | Classes Taught |
| • | Pay Rate |
| • | Total |
1. Performance Work Statement: Location - The PWS reads: A variety of programs shall be offered at the 100th Force Support fitness facilities. This includes the RAF Mildenhall Northside Fitness Center (Bldg. 463) RAF Mildenhall Southside Fitness Center, Bldg. 849. How many group fitness classes are required per fitness center? Can you provide images of the designated group fitness / aerobics room(s) for each fitness center?
There are no set classes per fitness center, location of scheduled classes are dependent on population needs and demand.
1. Performance Work Statement: Location - What are the health and safety protocols for COVID-19 for in-person fitness classes at the RAF Mildenhall Fitness Centers?
| • | Due to COVID restrictions, all indoor group fitness classes are conducted on the basketball court to allow for proper spacing. |
| • | Participant Threshold: 25 including instructor |
| • | Open to ages (16+), no children |
| • | Have everyone check their health before they attend. If anyone feels sick, have them stay home. |
| • | Instructor must have students sign into each class using their name and phone number (keep on file for 3 weeks). |
| • | Activities should not involve any contact between people, or shared equipment. Student must be bring their own yoga mats. |
| • | Face Covering (optional) during activity. |
| • | Social distancing enforced at all times. |
| • | Hand Sanitizers and Wellness wipes will be available to participants. |
Note: These measures are subject to change with Public Health Guidance and Evidence Based Practice.
1. Performance Work Statement: Location - The PWS reads: During the times when the President of the United States issues and emergency declaration, an alternate work location can be set-up for the virtual performance of the fitness instruction in accordance with the PWS. What are the approved virtual platforms that the Contractor may utilize to satisfy the requirements of the PWS?
Facebook and Instagram (decided by Fitness Director/Program Manager).
1. Performance Work Statement: Special Requirements - Conduction of Classes - The PWS reads: The contractor will conduct group classes as long as there are at least four (4) individuals in attendance. The instructor will cancel the class (no sooner than) ten minutes after the scheduled start time if there are less than four (4) students in attendance. We are inquiring if it is possible to monitor the group fitness classes attendance and replace the low-attendance classes with the classes with high attendance as opposed to cancelling the group fitness class? Can you provide historical data of group fitness class attendance from 2019 - 2020?
Data not available- class attendance has decreased greatly since the pandemic.
In terms of low attendance classes, every quarter we evaluate the demand for that class based on participation numbers and feedback from the customers/instructor. Sometimes a change in time/location is needed while other times, the instructor may need to change. All these factors are taken into consideration before the schedule is finalized.
1. Performance Work Statement: Period of Performance: Will the Contractor start providing virtual or in-person group fitness classes or hybrid (virtual and in-person) on 01 March 2021?
Provided that Lockdown measures are lifted by 01-March. We would move into a hybrid schedule. At this time, due to Tier 4 restrictions, we are conducting virtual classes only.
