Performance Work Statement (PWS)
AIRCRAFT WASH SERVICES
24 June 2020
1 DESCRIPTION OF SERVICES
1.1 Background
This performance work statement (PWS) establishes the requirement for the Contractor to provide all management, supervision, and labor necessary to perform aircraft corrosion prevention operations at RAF Lakenheath. The estimated workload is reflected in Appendix A, Estimated Workload Data. The government shall provide the facilities, equipment, materials and services listed in Appendix B.
1.2 Scope
The quantity and type of aircraft (F-15C/D/E) to be serviced shall reflect in the appropriate weekly maintenance plan (to be provided after contract award), which shall be issued to the contractor by the Maintenance Group Plans, Scheduling, and Documentation office no later than Friday at 1800 hours, for maintenance activities for the following week. If the weekly maintenance plan is not signed, a draft copy will be provided to the contractors. A maximum of ten (10) aircraft washes shall be scheduled for each week. The contractor shall attend the weekly shared resources meeting on RAF Lakenheath (day, time, location to be provided after contract award). If the day of the meeting is a holiday, the shared resources meeting shall be held on the next normal duty day. All decisions for the following week’s wash activities and cancellations are discussed during the meeting.
1.3 Specific Support Services
1.3.1 CANCELLATIONS. The government reserves the right to cancel scheduled services. The contractor shall be notified of cancellations no later than 1700 hours the working day prior.
1.3.2 AIRCRAFT RECEIVING/DELIVERY. Government personnel shall deliver aircraft to contractor in the proper configuration as per the LCL 48 FW Aircraft Towing and Hangaring Checklist. In the event that doors, covers, plugs, fairings, or protectors cannot be installed, the contractor will use approved barrier material to mask off areas required to be covered IAW applicable technical data at no additional cost. All aircraft shall be returned to the government in the same configuration as received. The contractor’s on-site supervisor shall notify the Contracting Officer
(CO), Contracting Officer Representative (COR), Equipment Maintenance Squadron (EMS)
Production Superintendent and Maintenance Operations Center (MOC) and cease all wash operations if an unsatisfactory condition exists.
1.3.3 SCHEDULED WASH. Aircraft scheduled for AM wash shall be in place by 0700 hours. The contractor shall contact Maintenance Operations Center or COR when an aircraft is not in place by 0700 hours. The owning organization will have a 2 hour window to provide an aircraft for wash. Failure to bring the aircraft for wash by 0900 hours will result in cancellation and reschedule. Aircraft scheduled for PM wash shall be in place by 1600 hours. The contractor shall contact Maintenance Operations Center or COR when an aircraft is not in place by 1600 hours.
The owning organization will have a 2 hour window to provide an aircraft for wash. Failure to bring the aircraft for wash by 1800 hours will result in cancellation and reschedule. The COR shall document circumstances and validate cancellation.
1.3.4 TWO OR MORE WASHES. The contractor shall provide government personnel an accurate status and progress of the work being performed if inquired. The contractor will notify the COR and
MOC immediately upon completion of each wash.
1.3.5 ESTIMATED WORKLOAD. The quantity of aircraft/equipment to be furnished to the contractor, as stated herein, are estimates and, as such, are subject to variations that shall not exceed what is listed in Appendix A (weekly/monthly). Estimated labor hours required to successfully accomplish one complete wash is listed in Appendix A.
1.3.6 SPECIAL CERTIFICATION ROSTER. Contractor shall maintain a special certification roster and adequate certified personnel per shift. The SCR will be provided to the COR prior to performing services and upon change in qualified personnel IAW AFI 21-101 and command supplements.
This list shall be updated semi-annually and readily available. The Contract Manager shall ensure the Government CORs have a current copy of the SCR.
1.3.7 F-15C/D PROCEDURES. Aircraft shall be prepared and washed in accordance with the applicable
Technical Order (T.O.) 1-1-691 and 1F-15C-2-12JG-20-1. Aircraft shall also be lubricated in accordance with T.O. 1F-15C-2-12JG-20-1. Aircraft lube will not be performed on days where aircraft is forecasted for weight and balance or paint as printed on the signed weekly schedule.
1.3.8 F-15E PROCEDURES. Aircraft shall be prepared and washed in accordance with the applicable
Technical Order (T.O.) 1-1-691 and 1F-15E-2-12JG-20-1. Aircraft shall also be lubricated in accordance with T.O. 1F-15E-2-12JG-20-1. Aircraft lube will not be performed on days where aircraft is forecasted for weight and balance or paint as printed on the signed weekly schedule.
1.3.9 FACILITY MAINTENANCE. The contractor shall report all facility related issues to the EMS facility manager and the COR. The contractor is responsible for storing materials and ensuring that the area is free from accumulation of waste material and rubbish. All oily/greasy rags, empty grease cartridges, solid film lubricants and general-purpose lube and any other hazardous materials must be disposed properly as Hazardous Waste in accordance with Air Force and United
Kingdom policies defined in paragraph 5.2. The contractor shall be responsible for the cost to dispose of these items.
1.3.10 TOOL CONTROL. All Contractor tools and equipment shall be marked and identified with the contract field team’s markings prior to start of task order labor. The contractor must conduct an inventory of tools at the beginning and end of each wash/lube. Tools found missing during beginning/end of wash inventories shall require an immediate search to recover the missing tools. Any missing tools/items will be reported to the EMS Production Superintendent, COR and
MOC IMMEDIATELY to determine if ramp freeze is warranted working with Aircraft Maintenance
Unit (AMU) Production Superintendents. Upon notification, the contractor will follow lost item/tool procedures IAW AFI 21-101, command supplements and locally developed guidance.
1.3.11 TECHNICAL ORDERS. E-Tools for the contractor use will be provided upon request from Sheet
Metal Support Section in Hangar 7. The user shall ensure the E-Tool is current prior to use. The contractor shall perform maintenance related operations in accordance with all such referenced directives, manuals, technical orders, instructions, and other guidance including supplements, as they may, from time to time be revised, supplemented, or amended. The contractor shall keep up to date with the information contained in all of the documents and their supplements listed in Appendix C, and any additions, changes, or modifications. Any increase or decrease in cost of performance occasioned by such revisions, supplements, or amendments shall form the basis for an equitable adjustment. The contractor shall immediately implement those revisions, supplements or amendments that shall result in no change in contract price. However, prior to implementing any such revision, supplement, or amendment that shall result in a change in contract price, the contractor shall submit to the Contracting Officer (CO) a not-to-exceed (NTE) price proposal or a not less than (NLT) credit proposal and obtain the prior approval of the CO.
Said proposals shall be submitted within 30 calendar days from the date the contractor receives notice of the revision, supplement, or amendment giving change in the cost of performance.
1.3.12 COMPLETION OF AIRCRAFT WASH. The aircraft wash is not completed until the following are accomplished:

Aircraft forms are signed off by contractor personnel IAW 00-20-1.
1.3.12.2
Integrated Maintenance Data System (IMDS) has been completed by contractor personnel IAW 00-20-2.
1.3.12.3
Aircraft lubrication completed IAW applicable tech data and completion of aircraft forms and IMDS.
1.3.12.4
The COR, Quality Assurance Representative (QAR), or designated corrosion control member has accepted the washed aircraft, ensure paint score was accomplished by corrosion control representative, and verified the proper completion of aircraft forms and IMDS.
2 SERVICES SUMMARY
The following is a list of items to be validated by the COR/Corrosion Control Representative (COR includes delegated QA personnel). Each Performance Objective includes a government-determined Performance Threshold and the Surveillance Method used to perform the verification.

3 GOVERNMENT FURNISHED PROPERTY AND SERVICES
The Government shall provide the facilities, equipment, materials and services listed in Appendix B, per paragraph 3.1.6, at contract start date and during the complete performance period of the contract.
3.1 Government Provided Facilities
The government shall provide one (1) aircraft wash rack and one (1) desk space for contractor use with a NIPR computer and telephone access. The contractor is responsible for ensuring that contractor personnel comply with government regulations for use of government telephones and computers. All contractor personnel provided computer access at government facilities shall observe local computer security policies and procedures. All contractor personnel will complete annual Information Assurance Awareness training via the Network User’s Licensing CBT.
3.1.1 The government will also provide restroom facilities and eye-wash/emergency shower stations.
3.1.2 Key Control
The contractor shall establish and implement methods to ensure issued keys are not lost or misplaced and are used by authorized personnel only. The contractor shall not duplicate keys issued by the government. The contractor shall immediately report to the COR or CO of any occurrences of lost or duplicated keys. In the event the master keys are lost or duplicated, the contractor may be required, upon direction of the CO, to re-key or replace the affected lock or locks without cost to the government.
The government may, however, at its option, replace the affected lock or locks or perform re-keying, and deduct the cost of such from the monthly payment due to the contractor. Keys issued to the contractor shall only be used for performance of duties stated in this contract.
3.1.3 Government Furnished Training
3.1.3.1
The government shall be responsible for scheduling government provided training. The Contractors shall attend the maintenance orientation and forms documentation courses provided by maintenance training flight, and comply with all training requirements to perform aircraft wash services as indicated in this PWS. The Contractor shall document and maintain a training file of qualification and or certification records for each employee electronically. Personnel shall be re-certified when applicable, and all training documents shall be made available for Government review. Maintain each training record at the individual’s work location. Training and certification shall be completed within 30 days after hire date. No employee shall engage in any job task unsupervised without training record documentation certifying their qualification to perform said task. The training record documentation must match that of Lakenheath MXG Personnel IAW 21-101 and command supplements.
3.1.3.2
The government shall provide wash super training to Aircraft Wash Supervisor(s) only. Training shall include tasks such as aircraft masking/taping, types of soap to use, equipment operation, opening and closing aircraft wash rack facility.
3.1.3.3
Level 1 Anti-terrorism Training: All employees under this contract must complete Level 1 Anti-terrorism training located at https://jkodirect.jten.mil/Atlas2/page/login/Login.jsf and have certificates available upon request from the COR. All new employees hired by the Contractor to perform under this contract after the commencement of the period of performance, must complete Level 1 Anti-terrorism training.
3.1.4 Utilities
The Government will provide all utilities in the facility which will be available for the contractor’s use in performance of tasks outlined in this PWS. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

3.1.5 Technical Guidance
The Government will provide any Technical Order or Air Force Instruction referenced in this PWS.
3.1.6 Equipment and Technical Order - Tools
The Government will provide the items listed in Appendix B, Government furnished property and consumable tables. The Government will not provide items listed as currently utilized for wash table.
3.1.6.1 Equipment and Technical Order – Tools Accountability
The contractor shall be liable for loss or damage to government furnished property and equipment beyond fair wear and tear. In the case of loss or damage beyond economical repair to property and equipment, the CO shall determine the amount of the contractor's liability. On completion or extension of the contract, the contractor and a government representative shall conduct a joint inventory of equipment. Compensation shall be effected either by reducing the amounts owed to the contractor or by direct payment compensation. The CO shall determine the method. The government shall be responsible for day-to-day wear and tear of equipment and the contractor is liable for damage/loss caused by neglect. In the case of damaged property, the amount of compensation due the government by the contractor shall be the actual cost or repair, provided such amount does not exceed the economical repair value. In the case of loss or damage beyond economical repair to equipment, the amount of the contractor's liability shall be the depreciated replacement value of the item to be determined by the CO. Any failure of the contractor to agree with such determination shall be treated as a dispute pursuant to the clause of this contract entitled "Disputes."
3.1.7 Technical Order - Consumables
The government shall be responsible for stocking and maintaining consumable items, or suitable substitutes per the Quality Product Listing (QPL), which will be sourced by the government. The government will supply a list of all consumable items with National Stock Numbers (NSN).
3.2 Security Documentation
The details of any and all security documentation maintained and developed under this contract will become and remain the property of the government.
3.2.1 Security Requirements
All contractor shall comply with all applicable security requirements, abide by direction given by Military Police or other security forces personnel, and adhere to installation traffic laws. The contractor shall possess the minimum of a “Secret” clearance. Clearance is required in order to gain access to Computer Systems with Technical Orders. The contractor shall obtain pass and identification items as required for all employees.
3.2.1.1
The contractor shall be responsible for obtaining the necessary admittance privileges to the applicable base/place of performance. The contractor shall be required to coordinate with the appropriate base security officials for issuance of employee identification badges, if applicable, prior to starting work.
3.2.2 FOR OFFICIAL USE ONLY (FOUO)
The contractor shall create and maintain FOUO material IAW DoD 5400-7R, DoD Freedom of Information
Act Program, Chapter 4; AFI 33-129, Transmission of Information via the Internet, paragraphs 7.4, 8.2.3, 16 and 17; and AFI 33-201, Communications Security (COMSEC), Table 1. Mark all documents meeting the requirements identified in DoD Regulation 5400-7/Air Force Supplement, paragraphs 3.2.1.2 thru
3.2.1.9 as “For Official Use Only” IAW instructions identified in paragraph 4.2.1. Safeguard all sensitive data IAW DoD Regulation 5400.7/Air Force Supplement, paragraph 4.4. When documents containing
FOUO material are authorized for destruction, the contractor personnel shall turn the records over to government personnel to shred the records so that the pieces cannot be reconstructed.
3.2.3 DoD FREEDOM OF INFORMATION ACT (FOIA) PROGRAM
The contractor shall comply with the requirements of DoD Regulation 5400.7/Air Force Supplement, DoD Freedom of Information Act Program. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding For Official Use Only
(FOUO) material.
3.3 Base Access
3.3.1 Base Pass Requirements
The contractor is required to submit a roster of all employees who will require access to the installation within 5 days of issuance of an agreement/award. The roster will include the full name, current address, date of birth of all contract personnel that will require access. Additionally, individuals must submit their United States Social Security Number (SSN) passport number or two other documents (i.e. driver’s license and national insurance number) with corresponding issue and expiration dates. Please note that unescorted base passes take an estimated 90 calendars days to process.
3.3.2 Host Agency Check (HAC) Vetting
All local national contractor employees must undergo Host Agency Check (HAC) vetting prior to access to RAF installations. All employee information shall be relayed to the requiring activities’ HAC manager for processing. Required documents will be distributed with agreement/award and shall be completed and returned to the HAC Manager/COR assigned (located in the transmittal document) within five (5) days. Documents include but are not limited to NAC Cover Sheet; AF Form 2583, Request for Personnel Security Action; USAFE IMT 19, Residency Check for Employment with the United States Air Forces in Europe; Basic Check Verification Record (BCVR); and Ministry of Defense Liaison Office (MODLO) Performa Packet for Security Clearance. If MODLO Performa Packet is required (for foreign nationals), contractor personnel will receive an online application link via the personal email address provided.
Contractor employees are required to complete online application for background check within five (5) calendar days of receipt. If contractor employees do not receive the email within seven (7) days, they shall notify the HAC manager. During processing of background check, Defense Vetting Agency (DVA) may contact the employee via email, phone or post to request further information. DVA may take up to eight (8) weeks to process so employees are responsible to be proactive in checking personal emails (to include junk mail). Approved security clearance is valid for five (5) years. The Government will not accept any employee with a federal conviction (or host nation equivalent) in their background check.
Contractor employees that are U.S. citizens will complete all required documents except MODLO Performa Packet. Security clearance will be processed with requiring activity’s Security Manager.
3.3.2.1 Paperwork.
All paperwork is approved by the HAC manager, then forwarded to the 48th Security Forces Squadron (SFS) for processing. The HAC manager will receive an email confirmation when 48 SFS submits the documents to MODLO. At that time, the employee may receive a “Red Top” escorted temporary installation pass. Upon completion of MODLO checks, the employee may receive a “Green Top” unescorted installation pass.
3.3.2.2 Escort Privileges
Project Superintendent and Portfolio Manager, at a minimum, shall obtain escort privileges to escort subcontractors required to access project sites.
3.3.2.3 Base Passes Return.
The contractor is ultimately responsible to return all employee base passes to the CO, COR, or HAC manager if employees are terminated or no longer employed for this agreement. If base pass cannot be returned, the Contractor must report the First and Last Name, Date of Birth, and the reason they are no longer employed to the CO, COR, or HAC manager within three (3) calendar days of termination or absence of leave.
3.3.3
All contractor personnel shall display a contractor badge at all times and in plain view. An identification badge is not required if personnel are dressed in a uniform identifying them as contractor employees.
This uniform shall prominently display the contractor’s company name and/or logo.
3.3.3.1
Contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and for meetings with government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.
4 GENERAL INFORMATION
4.1 Contractor Knowledge
4.1.1 Teleprocessing.
Expertise is required in the use of RAF Lakenheath local area network, which is built upon Windows 2016 Server based network equipment.
4.1.2 Key Personnel.
The following personnel are considered key personnel by the government: Contract manager/alternate contract manager, quality assurance evaluator and the wash rack facility manager. Key personnel positions must be permanently filled within 30 days of vacancy.
4.1.2.1 Contract Manager and Alternate
The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person, and an alternate(s), who shall act for the Contractor when the manager is absent, shall be designated in writing to the CO. The contract manager shall provide a management structure that enables contractor personnel to effectively perform the roles and responsibilities associated with the execution of PWS requirements. The contractor shall provide a management structure that ensures employees are present and engaged in appropriate tasks as identified in each individual task order PWS. The contract manager or alternate shall be available during normal duty hours (0700-2359) Monday thru Friday, within two hours of notification to meet on the installation with COR to discuss problem areas, except Federal holidays or when the government facility is closed for administrative reasons. The contract manager and alternate(s) must be able to read, write, speak and understand English.
4.1.2.2 Contract Employees
The contractor personnel are employees of the contractor and under its administrative control and supervision. The contractor, through its personnel, shall perform the tasks prescribed herein, or in task orders issued hereunder, IAW the PWS, technical orders, technical manuals, drawings, work orders, and addendums. The contractor and its employees shall not supervise, direct or control activities of government personnel or the employees of any other contractor. The contractor shall not employ persons for work on this contract identified to the Contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
Additionally, the Contractor shall not employ any person who is an employee of the US Government, if employing that person would create a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Air Force, military or civilian, unless such person seeks and received approval according to DoD 5500.7-R, Joint Ethic Regulation. The contractor shall minimize the impact of turnover for each skill on every task order and shall backfill any vacancy that occurs after task order award within 30 calendar days. Contractor employees and must be able to read, speak, write, and understand English.
4.1.2.3 Quality Assurance Evaluator
The contractor will appoint Quality Assurance Evaluators (QAE) in writing. The QAE will be responsible for doing inspections on the aircraft produced post-wash per the services summary. The QAE will also be responsible for ensuring the QCP in paragraph 4.5.2 is enacted and that the contractor meets all requirements for wash/lube services per the 48 MXG Maintenance Standardization and Evaluation Program (MSEP) which is published every quarter.
4.1.2.4 Wash Rack Facility Manager
The contractor will appoint a Wash Rack Facility Manager in writing. This manager will be responsible for the day to day operations of the wash rack according to USAFE-AFAFRICAI 21-105 and any further Lakenheath supplement. The facility manager will be responsible for verifying accountability of all equipment and consumables prior to aircraft leaving the facility.
4.1.3 Phase In/Phase Out (Transition) Period.
To minimize any decreases in productivity and to prevent possible negative impacts on additional services, the Contractor shall have personnel on board, during the thirty (30) day phase in/ phase out periods. During the phase in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date.
4.1.3.1 Transition Plan
If the contracted operation reverts to in-house, the contractor shall cooperate with government personnel to ensure an orderly changeover. In the event a different contractor is awarded, the incumbent contractor shall also facilitate an orderly transition. The contractor shall develop a transition plan which allows for uninterrupted operations during the transition period.
4.2 Place of Performance
The place of performance will be the wash rack facility.
4.3 Hours of Work
Normal wash rack hours of operation are: Monday through Friday between 0700 to 2359 hours. All washes must be completed by 2359 hours on the scheduled date. The contractor shall secure all government furnished property appropriately outside of hours of operation.
4.3.1 Continuity of Operations.
The contractor shall ensure continuity of operations during periods of personnel turnover and long-term absences. Long-term absences are considered those longer than two weeks duration.
4.3.2 Normal Base Hours.
Normal base hours of operation are 0730 to 1630. The Contractor may find it necessary to deviate from the normal base hours of operation, to ensure timely completion of work under this PWS at no additional cost to the government.
4.3.3
From time to time, the government may decide or be forced to close all or part of the government installation in response to an unforeseen emergency or other occurrence. Sample emergencies include, but are not limited to, adverse weather such as snow or flood, an act of God such as a tornado or earthquake, or a base disaster such as a natural gas leak or fire. The contractor shall be officially dismissed upon notification of closure and promptly secure all government furnished property appropriately and evacuate in an expedient but safe manner.
4.3.3.1
With regard to work under the contract, the government shall retain the following options:
(1) The government may grant a time extension in each task order delayed by the closure equal to the time of the closure, subject to the availability of funds and period of performance limitations as approved by the CO
(2) The government may forego the work with the coordination of the CO
(3) The government may reschedule the work on any day satisfactory to both parties with the coordination of the CO
4.3.4 Holidays.
4.3.4.1 U.S. Federal Holidays.
The contractor will not be required to work the following United States federal holidays, New Years’ Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day and Christmas Day.
4.3.4.2 U.K. Bank Holidays.
The contractor will not be required to work the following UK bank holidays, New Year’s Day, Good Friday, Easter Monday, Early May bank holiday, Spring bank holiday, Summer bank holiday, Christmas Day, Boxing Day. If a bank holiday is on a weekend, a ‘substitute’ weekday becomes a bank holiday, normally the following Monday.
4.3.4.3 USAFE-AFAFRICA Family Day
The contractor is not required to provide services on the signed/approved USAFE-AFAFRICA family day policy letter.
4.3.5 Mission Essential.
No elements of this PWS are Mission Essential.
4.4 Security Requirements
Facility Security Clearance. The contractor must have a valid Facility Security Clearance granted by the Defense Security Service (http://www.dss.mil). The contractor must comply with DoDD 5220.22R, DoD Industrial Security Program, to determine eligibility for access to classified information for work performed under this PWS herein. Contractor shall have the appropriate Facility Clearance in accordance with DOD National Industrial Security Program (NISPOM) 5220.22R at the time of contract award and prior to performing work on any classified Government systems or products. DD Form 254 Department of Defense Contract Security Classification Specification provides security classification guidance to the contractor. The contractor shall comply with applicable DOD/Air Force security regulations when handling classified material.
4.4.1 Non-Classified Internet Protocol Router (NIPR) Access
At least one person per shift assigned to this task would require NIPR access to complete IMDS portion of the task. This requires a Maintenance Group employee number and user access to IMDS.
4.4.2 SECRET Clearance
All personnel assigned to this task shall possess a minimum of a SECRET Security Clearance granted by DOD and their parent contractor facility shall also have the appropriate Facility Clearance in accordance with DOD National Industrial Security Program (NISPOM) 5220.22R at the time of contract award and prior to performing work on any classified Government systems or products. DD Form 254 Department of Defense Contract Security Classification Specification provides security classification guidance to the contractor. The contractor shall comply with applicable DOD/Air Force security regulations when handling classified material.
4.4.3 Subcontractor Credentials.
Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United Kingdom. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
4.4.4 Badges.
The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area.
4.4.5 Property Protection.
Property protection for facility where the contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, The Air Force Installation Security Program and command/local directives. The contractor shall safeguard all government-owned equipment and materials in his/her possession or use.
4.4.6 Safeguarding Classified or Unclassified Information.
The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.
4.4.7 Non-Disclosure Agreements.
To safeguard information, the contractor shall enter into non-disclosure agreements with the responsible local security manager.
4.4.8 Privacy Act.
Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
4.4.9 Drug Testing
Contractor employees shall be subject to substance abuse testing upon initiation of an AFI 91-204 investigation when an individual’s actions or inactions are suspected as factors in a mishap sequence.
The CO may identify the employees to be tested and the drugs and substances for which those employees must be tested. The contractor shall accomplish the specified testing using a certified (i.e., a certified lab that meets Department of Health and Human Services (DHHS)/ Substance Abuse and Mental Health Services Administration (SAMHSA) certification) medical substance abuse testing facility.
Results of the test(s) shall be provided to the Government solely for the purpose of completing an investigation IAW AFI 91-204. The contractor will accomplish employee specified substance abuse testing at the contractor’s expense.
4.4.10 Tobacco Use On-Base:
Contractor employees are required to follow tobacco use policies stated in AFI 40-102 and utilize only base designated tobacco areas for tobacco use.
4.5 Quality Assurance
4.5.1 Government Quality Assurance
According to the applicable Federal Acquisition Regulation, Inspection of Services clause and the Quality
Assurance Surveillance Plan; the Government will evaluate the contractor’s performance under this contract. Any action taken by the COR, as a result of surveillance, will be according to the terms of this contract. If any of the services do not conform to contract requirements, the government may require the contractor to perform the services again in conformity with the contract requirements at no increase in contract amount. 48 MXG/QA will provide quality assurance evaluation IAW the signed
Maintenance Standardization and Evaluation Program. All discrepancies identified by the government will be documented using the Corrective Action Report (CAR) as outlined in the Quality Assurance
Surveillance Plan (QASP).
4.5.2 Contractor Quality Control.
The contractor shall ensure quality service is maintained throughout the life of the contract, and shall prepare and implement a comprehensive higher-level quality control plan (QCP), as required for each individual task order in the PWS. The document must meet the rigor of all applicable Air Force
Instruction’s, Technical Orders as well as the local 48 MXG Maintenance and Standardization Evaluation
Program. The QCP shall reflect the contractor’s overall approach to quality, internal controls and establishment of procedures for evaluating each of the major service areas (who, method, how often), reporting to the government, resolving deficiencies, identifying potential improvements, documenting quality control inspections and any corrective actions taken, and maintaining quality control documentation. A written QCP shall be submitted to the CO and COR for review, feedback and approval.
The plan must be reviewed every quarter, any updates must be submitted to the CO and COR for approval. The plan shall be submitted NLT 10 working days after contract award. The plan shall specifically address the contractor’s strategy to provide:
- Process for ensuring clean, properly serviced aircraft are returned to government
- Process for ensuring training qualifications/currency
- Process for strict adherence to technical data
- Process for ensuring accurate, complete IMDS documentation
- Process for addressing customer complaints
- Process for maintaining an orderly work area and proper HAZWASTE disposal
4.5.3 Periodic Progress Meetings
The Contracting Officer, COR, or other government personnel as appropriate, and the contractor may periodically meet to discuss the contractor’s performance. The following issues shall be discussed:
observed positive performance and steps taken by the contractor to prevent unsatisfactory performance, any modifications required of the contract, opportunities to improve performance, unsatisfactory inspections and trends against each performance objective.
4.5.3.1
The minutes of these meetings will be recorded and signed by the Contracting Officer and any other signatures as deemed appropriate, and distributed to the functional area and the contractor. Should the contractor not concur with the minutes, the contractor will provide a written notification to the
Contracting Officer identifying areas of non-concurrence for resolution within 10 days of receipt.
4.5.4 Accident Reporting
The contractor shall immediately report (within 1 hour) to the CO, COR, EMS Production Superintendent and MOC any accidents involving AF property/equipment damage or injuries occurring on the job.
Additionally, the contractor is responsible for assisting the government in securing the scene and impounding evidence/wreckage until released by the accident investigative authority as designed by Wing Safety Officer. Such release shall be accomplished through the CO or COR.
4.5.5 Reporting Requirements
The contractor shall comply with the requirements of Volume 1, AFI 71-101, Criminal Investigations program, and paragraph 1.1 of Volume 2, Protective Services. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware that may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information.
4.5.5.1
The contractor shall notify the CO or task order COR of any condition that may delay contractor’s performance. Examples of instances where this may occur at the task order level are as follows:
- A condition or material fault that is a hazard to personnel, equipment and missions.
- When a maintenance action cannot be accomplished or when operational characteristics or durability cannot be obtained
- Conditions which prevent proper operation of equipment or required tools or when equipment does not perform to published operational or maintenance standards
4.6 Physical Security
The contractor shall safeguard all government owned equipment and materials in the contractor’s possession or used in the day-to-day performance of the contract. At the end of each work period, government facilities, equipment and material shall be secured.
4.7 Contractor-Furnished Items and Services
Except for those items specifically stated in paragraph 3 as government-furnished, the contractor shall furnish everything needed to perform this contract.
4.8 eCMRA Contractor Manpower Reporting Application
Section 2330a of title 10, United States Code (10 USC 2330a), requires the Secretary of Defense to submit to Congress an annual inventory of contracts for services performed during the prior fiscal year for or on behalf of the Department of Defense (DoD) by 31 Oct. The inventory must include the number of contractor employees using direct labor hours and associated cost data collected from contractors.
Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data. Contractors for other than Army components can visit https://afcmra.hqda.pentagon.mil/Help/Full_User_Guide.pdf to review user manuals and gain an understanding about the data fields that will be included in the reporting structure that is hosted at http://www.ecmra.mil/.
4.9 Environmental, Health, and Safety
Environmental, Health, And Safety. The contractor shall ensure all employees receive the necessary environmental, health, and safety training to ensure compliance with all Occupational Safety and Health Acts (OSHA), and local UK laws. The contractor shall protect the health and safety of employees and the community, minimizing the risk of environmental pollution.
4.9.1 Safety Requirements
The contractor shall be responsible for the safety and accountability of all its employees. The contractor will ensure that all employees adhere strictly to the safety precautions in AFMAN 91-203 Air Force Occupational Safety, Fire, and Health Standards and as outlined in the 48 EMS Wash Rack Personal Fall Arrest System Rescue Plan.
4.9.1.1
The contractor shall ensure each employee is provided and utilizes the required Personal Protective
Equipment (PPE) as listed in the aircraft wash/lube T.O. to the individual task order as they are expected to perform (e.g. face shield/safety glasses, gloves, rain suit, water resistant boots, hearing protection).
4.9.1.2
The contractor will provide protection to government property to prevent damage during the period of time the property is under their control.
4.9.1.3
The contractor will take such additional immediate precautions as the CO or COR may reasonably require for safety and mishap prevention purposes.
4.10 Energy Conservation
The contractor shall comply with energy saving conservation practices as deemed necessary by the facility manager.
4.11 Emergency Procedures
Contractor employees shall follow the direction of government employees in regards to emergency procedures, i.e. fire, tornado, active shooter, bomb threats. It shall be the responsibility of the contractor to provide guidance and establish procedures for responding to emergencies for their employees. The contractor shall account for their contractor employees following an emergency situation. Contractor employees shall participate with government personnel in all fire and tornado drills.
5 Bioenvironmental Engineering/HAZMAT Requirements
5.1 Pollution Prevention.
Pollution Prevention. "Pollution Prevention" and "Source Reduction" are defined in the Pollution Prevention Act of 1990, 42 U.S.C. §§ 13101-13109. Contractor's obligation under this section is limited http://www.ecmra.mil/ to identifying pollution prevention opportunities and shall not be construed to require the contractor to conduct activities not otherwise required by the program.
5.2 Hazardous Materials/Chemical Management
Hazardous Materials/Chemical Management: All hazardous material use requires prior authorization before bringing the hazardous material on base. "Hazardous material" includes many materials for which there is a manufacturer SDS, such as cleaning supplies, paints, solvents, sealants, lead acid batteries, fuels, herbicides, etc.
5.2.1 Inventory
The Contractor shall submit an inventory list of ALL chemical products to be used, along with copies of the Safety Data Sheet (SDS) for each chemical product, for review before bringing any potentially hazardous material onto RAF Lakenheath using the attached “HazMat Authorization Request Template”.
The Contractor shall submit completed inventories and SDSs to the 1) CO, 2) CE Environmental / for RAF Lakenheath (01638 523990), (Bioenvironmental Engineering (01638 528047) (48amds.sgpb@us.af.mil) at least 10 days prior to the date required to bring them on base.
5.2.2 Usage Report.
Once approved, the Contractor shall maintain an inventory of all hazardous materials along with corresponding Safety Data Sheets (SDSs). The Contractor shall track and report actual hazardous material usage during the performance of the contract. Hazardous material usage for any contract that is less than one month in duration shall be reported at the end of the contract period. Hazardous material usage for any contract over a month in duration shall be reported no less than monthly.
Hazardous material usage shall be reported using the attached “HazMat Monthly Usage Log Template”.
5.2.3 Hazardous Material Disposal
The Contractor shall not leave any excess hazardous materials or empty containers on site following completion of the project. The Contractor is responsible for the removal of all unused hazardous materials and proper disposal of all hazardous waste generated. Reference: AFI-32-7086, Hazardous Materials Management.
5.3 Control of Other Hazards.
Controls of other hazards. Contractors must coordinate with Bioenvironmental Engineering (BE) at 01638528047 or 48amds.sgpb@us.af.mil at least 10 days prior to start of project, regarding all contracts with potential health impact to personnel (Example: Noise above 85 dBA, activities with potential airborne contaminants or particulates). Hazardous work areas/perimeters shall be established to control exposures and limit access to nearby facilities and personnel. Work shall be performed IAW all applicable occupational health and safety regulations.
5.4 Safety Brief.
Contractors must coordinate with facility managers and receive a safety brief of hazards present within work areas.
