Performance Work Statement 4.4.2 Secret Clearance

SECRET Clearance states “All personnel assigned to this task shall possess a minimum of a SECRET Security Clearance granted by DOD ”. Since only US citizens can hold US SECRET clearance, can we surmise only US citizens are eligible to be employed?

All personnel assigned to this task shall possess a minimum of a SECRET Security Clearance granted by DOD. See PWS 4.4.2 issued on Amendment 3

Performance Work Statement 4.4.3 Subcontractor Credentials

Subcontractor Credentials states “Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United Kingdom” contradicts PWS Para 4.4.2 whereas only personnel with Secret clearance can be employed thus excluding LNs which would normally be subcontractors?
