RFQ Document Reference Section Title Question Answer
Solictiation Document Page 1 Period of performance
In the description of the RFQ (page 1) mentions the period of performance will consist of a base period, plus two twelve-month options. However, 5 CLINS with 12 months each are provided (0001, 1001,2001,3001, 4001). Please clarify the period of performance.
The requirement is for a base period and two twelve month options, see revised Quote Sheet, Attachment
Pre-proposal Conference
We would like to request a list of the attendees and a complete list of questions asked during the conference along with the answers provided during the meeting.
No answers were allowed at the pre-proposal conference. The Pre-Proposal slides are attached to this amendment (Amendment 3).
Is the wash rack indoor or outdoor? Indoor Is their only one wash rack location? Yes
Will CAC cards be issued to all personnel or only to supervisor?
At least two person per shift assigned to this task will be issued NIPR access to complete IMDS portion of the task. See revised PWS 4.4.1, Attachment 1

No there is no wage determination that covers the place of performance
Performance Work Statement 1.2 Scope
Scope mentions the government has a 2-hour window post either 0700 or 1600 hours to provide aircraft to contractor. Is there a CLIN provided for such cancelled aircraft outside the 2-hour window?
The two hour window is part of the contract and therefore no separate CLIN is established for cancellations. See revised PWS 1.3.1, Attachment 1
Performance Work Statement 1.3.4 Two or more washes
What are the estimated days/year in which two aircraft are washed on the same day?
PWS 1.3.4 was moved to 1.3.3 and the text two or more washes was deleted. See revised PWS 1.3.3, Attachment 1
Performance Work Statement 3.1 Government Provided Facilities Are file cabinets provided for the storage of required documents related to the aircraft wash?
Work will be done using the IMDS systems on a government computer. See PWS 3.1, Attachment 1
Performance Work Statement 4.4.6 Safeguarding Classified or Unclassified Information
Will the contractor be required to generate, store, process, or handle classified information at the RAF Lakenheath wash rack location? If so, will the appropriate storage facility/safe be provided?
Handling of classified and unclassified information is subject to the applicable DD254
Performance Work Statement 4.9.1 Safety Requirements If this is an indoor wash rack, is a certified overhead Fall Protection System available for use by the contractor?
A certified fall protection system does exist, however is required to provide Techncial Orders Tools
Performance Work Statement 5.2 Hazardous materials/chemical management
Since most of the consumables are provided by the government, what “Hazardous materials” would the contractor be required to bring on base?
Consumables will be provided. See PWS 3.1.6 and 3.1.7, Attachment 1
Does the wash facility allow for 2 aircraft to be washed simultaneously? No
Appendix B
Government Furnished Equipment/Supplies/Wash rack Inventory list
Aircraft cleaner (soap) NSN 6850-01-236-0128. Is there a Type I and Type IV soap being used? Or both?
Consumables allow for only aircraft cleaner soap 6850-01-236-0128 . See PWS Appendix B Technical Order Consumables, Attachment 1
Is there hot water available in the wash hangar? Yes Is there compressed air available in the hangar or low packs available No
Performance Work Statement 1.3.9 Facility Maintenance
Are the disposal of items in 1.3.9 done through the base HAMAT at a cost to contractor, or is it the contractors responsibility to dispose through an off base agency/provider at a costs to the contractor?
On site Hazardous waste disposal is not available.
The Contractor is responsible for the removal of all unused hazardous materials and proper disposal of all hazardous waste generated at appropriate commercial hazardous waste facilities. See PWS 5.2.3, Attachment 1
Performance Work Statement 1.3.9 Facility Maintenance is there statistical data as to how much hazmat disposal for items like rags, empty grease cartridges etc. disposed on a monthly basis? No
Performance Work Statement 1.3.3 Scheduled Wash
Question: Will there be a reimbursable CLIN for unproductive time spent by the contractor when there is a 2-hour delay or the wash is cancelled after waiting the 2-hour period?
The two hour window is part of the contract and therefore no separate CLIN is established for cancellations. See revised PWS 1.3.1, Attachment 1
Does the government have statistical data as to how many aircraft are washed in the AM and how many are washed in the PM in a given month? No Is there an incumbent for this effort, if so who is it? No
Performance Work Statement 4.4.2 Will US citizens employed on this contract be afforded SOFA status?
US/UK SOFA does not include componency for contractors and subcontractors.

The contractor provides evidence of three contracts of the same/similar performance and/or scope or work as the PWS. Contract performance shall be within five (5) years from the issuance date of this solicitation“. Can you please advise if it is possible to use our subcontractor’s past experience?
The subcontractor experience does not count. RFQ section Instruction to Offerors and Evaluation Criteria states "The contractor provides evidence of three contracts of the same/similar performance and/or scope or work as the PWS".
