RAF Lakenheath does not require different treatment methods between government generated WEE and non-government generated WEEE (i.e. secure destruction).

Examples of WEEE: small household appliances, TV's, personal computers, printers, etc.

RAF Alconbury/Molesworth does not require this as DLA disposes of WEEE RAF Fairford all WEEE is disposed of through base Supply – DLA Molesworth RAF Mildenhall does not require different treatment methods between government generated WEE and non-government generated WEEE.

RAF Croughton does not require different treatment methods between government generated WEE and non-government generated WEEE.

No WEEE at RAF Menwith Hill.

31 – What is the contents of the hazardous waste safe?

Can you provide a list of sites that currently do not have a weighbridge? Only RAF Feltwell, RAF Lakenheath and RAF Alconbury have weighbridges.

Many vehicles are now fitted with on board weighing systems where the containers are scanned and then weighed. Would the weight information provided suffice in place of a weighbridge?

Can you provide a breakdown of waste streams out of each site and expected volumes? This is in GCE

What EWC code do they classify for each waste stream?

Are we to price on waste streams with a 0 tonnage value in appendix A? Yes

We have several queries on the waste streams listed in appendix A:

14 – 26.3 cubic meter skip – what waste type? Any solid waste, nonhazardous from municipal, scrap, rubbish, furniture pieces

78 – Medical waste – what size containers – I will price for both contaminated and non-contaminated sharps. Are there any other medical waste streams? Only applicable to RAF Fairford. Will get

Can you obtain datasheets and how the waste is stored i.e. drums/IBCs/ for the following waste streams? Yes

With regards to the Ad-hoc material which has a weight but not a container size, do you want us to quote on what we assume would be best? For example mattresses in a roll on off? Yes

Will the liquid waste be tankered off site or will it be transferred to the in-house plant? If it is just being transferred do you require us to provide the tanker?

At RAF Lakenheath, some liquid waste can be transferred to the on-base waste water treatment plant, depending on the source and characterization of the waste. Detailed disposal methods will need to be approved by the environmental office. If a waste stream is being transferred to an on-base plant, then yes the tanker is required.

No in house plant at RAF Alconbury/Molesworth

RAF Fairford will require a tanker to transport sewage from septic tanks etc. –in house WTP for disposal.

RAF Mildenhall will require a tanker to transport sewage from septic tanks etc. –in house WTP for disposal.

No in house plant at RAF Croughton.

RAF Menwith Hill has no in house plant.

Do we need to provide pricing for just the disposal or also the clean and wash of the tanks on site? Yes

Point 1.1.3.5 refers to scheduling/coordinate testing, sampling, and analysis on a monthly basis for chemical content for each liquid stream. What chemical tests do you run at present? Can we assume testing for hydrocarbons for the oily waste?

Current testing depends on the waste stream and could vary base-to-base. The contractor should be responsible for determining what testing is required for the characterization of waste streams collected to ensure proper transport and disposal.

Question 1: The length of contract is only 12 months and for the capital expenditure required for this contract is considerable, would you considered a longer term? No

Question 2: Reference the sweepings skips have you got any WAC analysis relating to this material? No

Question 3: The contract is mainly in the East of England and due to geographic coverage would you considerable partial bids or would you require the Bidder to use subcontractors to manage the whole contract? This may be possible

Question 4: Does TUPE Regulations apply to any part of this contract? They may apply

SECOND SET OF QUESTIONS:

Question 1: Is international catering waste and food waste from the site being sent to AD together – regulations around ICW? As long as the waste is not mixed with pots of honey, milk or milk products then they can be sent together per gov.uk.

Question 2: Size of FELs – 8 or 10 yards? Everything from 8 to 35 yards. Plus Euro Bins, 1100 Liters.

Question 3: There are buildings with multiple lines are these duplicates or is each line needed – e.g. RAF Mildenhall – Bldg. 163 BX has four lines of 1x FEL going 5 times a week? Is this correct? Or a duplicate? Yes, the BX-extra, Food Court, Commissary and Gas Station are all in the same compound and many patrons visit it often so a lot of waste is generated. BX said 2x a week is okay, not 5, but the other shops need the 5.

Question 4: Can we get a new copy of the schedule as the frequency column is cut off on the later pages? In the PWS the frequency column is there for all sites. No later pages are missing them.

Question 5: Is there the potential for recycling? – Majority of lines are EWC 200301 – RAF Croughton – has 360s for the base housing but it is all general waste? Yes. The GCE outlines who has recycling, what types and quantities. Please see table below from GCE regarding recycling. Under the new contract RAF Croughton will have 3 bins for MFH general waste, recyclables and green waste.

Question 6: Document mentions 13 sites – schedule only has 8 – Can client please provide full schedule for 13 sites? In PWS, paragraph 1.0, description of services lists: RAF Alconbury, Barford St John, Blenheim Crescent, Caversfield, Croughton, Ely, Fairford, Feltwell, Lakenheath, Menwith Hill, Mildenhall, Molesworth and Welford (which from this point on and throughout the rest of this performance work statement will be known as the UK/US RAF Bases). However, not every base has listed a requirement for this contract. Some services fall under town council and some don’t.

Question 7: Weighing is a requirement – if on-board weighing is used do we need to use (or provide) the weighbridge. Assuming weights are provided (on board or via site weighbridge) is there a requirement that they arrive empty? US can provide Weigh Bridge at RAF Lakenheath, and Feltwell and Alconbury. Any other weighbridge will need to be provided by contractor. No requirement to arrive empty as long as weights between arriving and leaving posts are documented.

Question 8: Not a question as such but would fill level technology add value here? Yes definitely a great idea but may be a huge cost driver for remotely monitoring bins, however could reduce excess pick-ups and accurately predict pickup schedules.

Question 9: Transport and disposal or per lift charging? Charge by tonnage/liters

Question 10: Potentially look at slave bins and compactors, with SWR providing staffing (as per Edinburgh Airport)? Provide price quote to US Gov’t to determine

Question 11: Are there restrictions around security and driver accreditation? Does this add to time on site? Yes, trucks will have to be inspected before allowed on each base. This can add anywhere from 15 mins to an hour to get on to the base. Depending on traffic. All drivers will need to be vetted per PWS.

Question 12: Is there a schedule for the tanker work – or number services per site? We don’t have a schedule, just list of locations and quantity. The contractor can probably determine their own schedule based of the quantity and what size tanker work equipment they have. I may be able to get a location map for all the tanker sites. I am assuming this is in regards to liquid/hazardous waste.
