FA5587-18-R-0008; Integrated Waste Management Services Questions & Answers #1

The length of contract is only 12 months and for the capital expenditure required for this contract is considerable, would you considered a longer term?

At this time 48 CONS is not considering a longer term contract. 48 CONS intends to award a 12 month base IWMS contract, with an option to extend the term of the contract up to six months.

48 CONS intends to implement a long term contract following the expiration of this contract.

The contract is mainly in the East of England and due to geographic coverage would you considerable partial bids or would you require the Bidder to use subcontractors to manage the whole contract?

48 CONS is not accepting any partial bids for this requirement. However, quotee’s are welcome to utilize sub-contractor however they see fit.

Does TUPE Regulations apply to any part of this contract?

During the solicitation phase and award of the resultant contract, the Government does not have access to the specific TUPE information nor becomes involves with related TUPE processes and associated liabilities (to include indemnification) that may transpire during pre-award or post-award phases between transferor and transferee. While the Government fully understands the relevance of TUPE-information in proposing fixed prices, the responsibility to provide TUPE-information rests solely with the transferor; governed by Regulation 11 of the Transfer of

Undertakings (Protection of Employees) Regulations 2006 (TUPE). As the transferor need only provide TUPE-information to the transferee prior to the transfer, the Government will only make available the listing of the current, incumbent contractor(s) with associated points of contact if requested. The Government is not responsible for determination of TUPE applicability; the responsibility lies solely with the transferor.

Is international catering waste and food waste from the site being sent to AD together – regulations around ICW?

As long as the waste is not mixed with pots of honey, milk or milk products then they can be sent together per gov.uk.

Size of FELs – 8 or 10 yards?

Everything from 8 to 35 yards. Plus Euro Bins, 1100 Liters.

There are buildings with multiple lines are these duplicates or is each line needed – eg RAF

Mildenhall – Bldg 163 BX has four lines of 1x FEL going 5 times a week? Is this correct?

Or a duplicate?

Yes, the BX-extra, Food Court, Commissary and Gas Station are all in the same compound and many patrons visit it often so a lot of waste is generated. BX said 2x a week is okay, not 5, but the other shops need the 5.

Can we get a new copy of the schedule as the frequency column is cut off on the later pages?

The Frequency Column has been reviewed and should be in the PWS, dated 1 May 18, on pages

21-27.

Document mentions 13 sites – schedule only has 8 – Can client please provide full schedule for 13 sites?

In PWS, paragraph 1.0, description of services lists: RAF Alconbury, Barford St John, Blenheim

Crescent, Caversfield, Croughton, Ely, Fairford, Feltwell, Lakenheath, Menwith Hill, Mildenhall, Molesworth and Welford (which from this point on and throughout the rest of this performance work statement will be known as the UK/US RAF Bases). However, not every base has listed a requirement for this contract. Some services fall under town council and some don’t.

Weighing is a requirement – if on-board weighing is used do we need to use (or provide) the weighbridge. Assuming weights are provided (on board or via site weighbridge) is there a requirement that they arrive empty?

US cab provide weigh bridge at RAF Lakenheath and Feltwell. Any other weighbridge will need to be provided by contractor. No requirement to arrive empty as long as weights between arriving and leaving posts are documented.

Not a question as such but would fill level technology add value here?

Yes definitely a great idea but may be a huge cost driver for remotely monitoring bins, however could reduce excess pick-ups and accurately predict pickup schedules.

Are there restrictions around security and driver accreditation? Does this add to time on site?

Yes, trucks will have to be inspected before allowed on each base. This can add anywhere from

15 mins to an hour to get on to the base. Depending on traffic.

Is there a schedule for the tanker work – or number services per site?

We don’t have a schedule, just list of locations and quantity. The contractor can probably determine their own schedule based of the quantity and what size tanker work equipment they have. I may be able to get a location map for all the tanker sites. I am assuming this is in regards to liquid/hazardous waste.

Non haz liquid: 1,404,000 litres is produced – what waste streams is this for as septic/cess pits are already listed. Is this all tankered?

Examples of Non-haz liquids at RAF Lakenheath/Feltwell: water accumulated in open tank bunds, waste water accumulated in tanks from fire truck testing, etc. Yes, this is tankered.

Road gullies – are we to test prior to commencing works to determine if they are haz/non haz?

The contractor should be responsible for the characterization of waste streams collected to ensure proper transport and disposal.

Will the liquid waste be tankered off site or will it be transferred to the in-house plant? If it is just being transferred do you require us to provide the tanker?

At RAF Lakenheath, some liquid waste can be transferred to the on-base waste water treatment plant, depending on the source and characterization of the waste. Detailed disposal methods will need to be approved by the environmental office. If a waste stream is being transferred to an on-base plant, then yes the tanker is required.

Point 1.1.3.5 refers to scheduling/coordinate testing, sampling, analysis on a monthly basis for chemical content for each liquid stream. What chemical tests do you run at present?

Can we assume testing for hydrocarbons for the oily waste?

Current testing depends on the waste stream and could vary base-to-base. The contractor should be responsible for determining what testing is required for the characterization of waste streams collected to ensure proper transport and disposal.

Will you consider extending the deadline for the response to the solicitation?

At this time 48 CONS has made the determination to extend the response date for this solicitation from 11 Jun 18 to 18 Jun 18 at 4:00PM GMT
